In order to adapt the digital rights management community for the standardisation of expressing rights information in the libraries' content for the control of the rights of the digital works, it is necessary to establish rights information, that can build effective system of the distribution structure by the public ownership of the rights information and the interoperability of system. This research developed rights information constructing system in order to protect and enforce their rights over digital assets and embodied utilizing use-process of rights information.

전자상거래(e-commerce)의 발달은 과거의 전통적인 상거래를 IT기술을 이용한, 새로운 시장구조를 제공하고 있다. 특히 인터넷을 통한 소프트웨어, 게임, 동영상 등 디지털 컨텐츠(digital contents)에 대한 상거래가 크게 증가하고 있어, 이러한 디지털 컨텐츠의 유통에 신뢰를 제공할 수 있는 시스템, 즉 디지털 저작권관리(digital rights management system), 또는 디지털 지적 저작권관리(digital intellectual property system)에 대한 유통 비즈니스 모델이 필요하다. XrML은 권리(rights)를 명시하는 언어로써 본 연구는 XrML을 이용하여 저작권관리에 필요한 권리구조를 구현한 시스템(prototype)을 표현했다. 벤츠와 그에 따른 서비스들을 사용할 수 있는 권리와 조건들을 명시해준다. XrML은 현재 디지털 저작권관리(Digital Rights Management: DIPR)에 가장 많이 쓰이고 있는 Rights Language이다. XrML은 ContentGuard가 개발한 DIPR 서술 언어로 전 세계 산업계 표준으로 추진하기 위하여 파트너 회사 확대, 기능 확장, 무료 / 공개 형식으로 보급을 추진중이다.

전자출판, 하이퍼미디어, 정보관리기술을 주요 기술요소로 한 디지털도서관이 출현하게 되어 정보의 접근과 전달의 문제는 해결하였으나, 동시에 해결해야 할 새로운 문제가 발생하였다. 그것은 디지털도서관의 대상데이터인 정보의 생산과 배포, 이용의 과정에서 발생하는 저작권의 문제인 것이다. 디지털도서관의 저작권문제는 비디지털자료를 디지털화하는 정보의 생산의 과정에서 발생하는 문제와, 디지털 데이터를 이용하는 과정에서 발생하는 문제로 나눌 수 있다. 본 연구에서는 LC의 전자저작권관리시스템을 위해 수행되고 있는 CORDS(Copyright Office Electronic Registration, Recordation ＆ Deposit System) 프로젝트를 토대로 후자의 문제를 해결하기 위한 전자저작권관리의 개념과 구성요소에 대해 논하고자 한다.

저작권관리정보에 대한 요소 및 형식에 대한 표준화는 매우 중요하며, 각종 저작권정보관리시스템간의 상호운용성을 확보하고 이를 통하여 저작물 유통의 효율을 기할 수 있게 한다. 이미 유럽 및 미국 등의 선진국에서는 저작권정보관리시스템 간의 표준화 문제가 제기되었고 각 분야별 단체가 중심이 되어 저작권 관련 메타데이터에 대한 표준화 작업이 진행되고 있다.

The rapidly increasing use of the Internet and advancement of the communication network, the explosive growth of digital contents from personal home pages to professional information service the emerging file exchange service and the development of hacking techniques . these are some of the trends contributing to the spread of illegal reproduction and distribution of digital contents, thus threatening the exclusive copyrights of the creative works that should be legally protected Accordingly, there is urgent need for a digital copyright management system designed to provide centralized management while playing the role of bridge between the copyright owners and users for smooth trading of the rights to digital contents, reliable billing, security measures, and monitoring of illegal use. Therefore, in this study, I examined the requirements of laws and systems for the introduction of the centralized management system to support smooth distribution of digital contents, and also researched on the current status of domestic and international centralized management system for copyrights. Furthermore, 1 tried to provide basic materials for the standardization of digital contents copyright management information through the examination of the essential elements of the centralized digital contents management such as the system for unique identification the standardization for data elements, and the digital rights management (DHM) .

This study analyzed 1,890 KRF journals to understand the current situation and problems related to copyright management by journal publishers. The results of the study are as follows: 32.6% of journals did not provide any copyright notice, 77.1% of 1,141 journals which gave copyright information with regulation documents did not specify the type of author's property right to be transferred and most of the journals which owned copyright transferred from the author did not specify the permission needed to use their article. This study suggested that journal publishers establish the object and method for distribution of journal articles and then develop and publish their copyright policy suited to their own objective.

Copyright is challenged by the rapid development of digital technology. This study investigated a number of new copyright-related issues : electrocopying, digital transmission, legal definition of multimedia, moral right, fair use et al. To use copyright works we need licensing of rights and permissions. Then at this paper we examined the scopes and contents of permission with copyright owners or publishers, also considered relationships of copyright owners with distributors and end-users. Finally, to protect rights of copyright owners and use freely copyright works, we suggested introduction of 'collective management system of copyright' and construction of 'copyright management information system' .

In this paper, we have made an analysis of dCollection license system and have presented the development subject based on various case study of digital rights Management( DRM ) under domestic and abroad Open Access circumstances. For this study, fist we made an investigation into the concept and the technical component of the copyright, license and DRM that act as obstacle to open access. It is hoped that the first study will be able to help people better understand the relationship between the related technique and Open Access System. Second we analyzed Creative Commons, RoMEO, Dspace system as abroad cases and Kyungpook National University's DRM system and Seoul National University's DRM system as domestic cases for copyright protection under open access circumstances. finally we will face up to the domestic open access reality and plan the future by presenting the development subject through dCollection license system analysis.

방송 통신 융합 환경의 도래는 뉴미디어 산업 발전의 기회이며 동시에 저작권의 위기이다. 반면 저작권은 오랜 기간 논의된 문제였음에도, 제도적으로 기술적으로 해결되지 못한 미완의 숙제로 남아있다. 이 글은 저작권 보호와 공정 사용이 문화발전이라는 공동의 목적을 가지고 있음을 논증하고 융합 환경에 대한 구조 분석을 시도한다. 이를 통해 저작권 보호 기술이 가지는 한계와 제약을 검토한다. 또한 OWL로 표현된 관계 기반의 저작물 추적 및 통제 기술을 새롭게 제안한다. 특히 접근 통제 기술인 DRM을 시맨틱하게 설계할 수 있는 저작권 보호 기술의 속성과 특성에 대한 분석을 소개함으로 향후 디지털 콘텐츠 관리 및 응용 기술 구현에 도움을 주고자한다.
