An Exercise Rehabilitation Field Revitalization Plan for Promoting Elderly Sport for All (노인생활체육 진흥을 위한 운동재활분야 활성화 방안)

  • A The purpose of this study was to determine the present state of the exercise rehabilitation field, promote elderly sport for all, and present a revitalization program for higher quality of life for the elderly in the coming era of the Fourth Industrial Revolution and aged society. Literature review was performed to analyze the actual conditions of the activities for elderly sport for all and the relevant field of exercise rehabilitation, analyze the elderly health and welfare and elderly sport for all programs, and present a plan for revitalizing the field of exercise rehabilitation to promote elderly sport for all. First, it is necessary to reinforce the awareness and promotion of the need and importance of exercise rehabilitation in inducing seniors to participate in sport for all. Second, it is necessary to make it compulsory to place sport leaders for seniors at such places as elderly leisure and welfare centers and promote expertise in managing elderly health guidance efficiently through cooperation with welfare workers. Third, it is necessary to make it compulsory to take exercise rehabilitation and similar subjects in the curriculums of sport for all, elderly sport welfare, and silver welfare sport as well as the subject of volunteering activities at such places as elderly leisure and welfare centers with the aim of giving opportunities for career choice. Fourth, it is necessary to develop characterized exercise rehabilitation programs at senior welfare centers, community centers for the elderly, and elderly classes and employ experts equipped with exercise event and exercise rehabilitation capabilities as itinerant lecturers to contribute to the government's job creation policies through cooperation between the Ministry of Culture, Sports, and Tourism (MOCST) and the Ministry of Health and Welfare (MOHW). Fifth, it is necessary to make a greater investment in research and development required for elderly sport for all. Sixth, it is necessary to develop and distribute various exercise rehabilitation treatment videos and guidelines that seniors can use for themselves. This is associated with the fifth one; in particular, it is urgent to devise measures against Coronavirus 19. Seventh, it is necessary to reduce inefficiency and budget waste caused by overlapped tasks by establishing a new elderly sports promotion organization through adjustment by MOCST and MOHW; it is also necessary to increase the functions of organization establishment with the aim of reinforcing the education area, which involves post-retirement health care, exercise rehabilitation, safety accident prevention, and virus.

The Study on the International Inclination of Policy Decision in Environmental Problem (정책결정의 환경문제와 국제적 성향에 관한 연구)

  • The purpose of this paper is to examine whether strategic decision-making processes are related to decision effectiveness, using a longitudinal field study design. We studied 120 decisions to determine if procedural rationality and political behavior influence decision success, controlling for the goodwill of the environment and decision implementation. Our results indicate that decision-making processes are indeed related to decision success. Results are discussed in terms of the importance of strategic choice in environmental organizations. these studies often provided simple fragments of empirical tests without a well developed theoretical framework. This study attempts to fill this gap by examining policy adoption, specifically by investigating influences on policy decision making across 120 nations using multiple-regression analysis. The greater the number of international NGOs in which a national governmental participates, the more the nation is apt to adopt international environmental policies to see how real affect.

Comparison of the Attitudes Toward and Contact with Disabled Person among Health Care Professionals, Lay Persons, and Disabled Persons (장애인에 대한 태도, 장애인과의 접촉 경험, 장애정책에 대한 인식 - 일반인, 의료인, 장애인의 비교 -)

  • Purpose: The aim of this study was to compare the attitudes toward and contact with people with disabilities among health care professional, lay persons, and disabled persons. Method: Using 270 subjects (141 health care professionals, 79 lay persons, and 50 disabled persons), the self report or face-to-face interview were conducted from April to October in 2007. Attitudes and contacts were assessed respectively using the Attitude Towards Disabled Person scale and the Contact with Disabled Persons. Result: Overall attitude scores of the subjects in groups of health care professionals, lay persons, and disabled persons were lower than those of individuals in the corresponding groups in other countries (F=3.232, p=.031). Health care professionals and lay persons had more negative attitudes towards disabled persons than those of disabled persons. Scores of the Contact with Disabled Persons were also lower in all three groups, as compared to those of the corresponding groups from other countries. Disabled persons had significantly more contact experiences with disabled persons than individuals in other two groups. Conclusion: Health care professionals as well as lay persons and disabled persons have negative attitudes toward people with disabilities. It is needed that the modification of educational curriculums in nursing school for promoting more positive attitudes toward people with disabilities.

  • The study is purposed to investigate the current status of assistive technology devices(ATDs) and to explore ways to improve the ATDs support system for work. As a method, domestic and foreign systems were investigated to derive implications can be applied in Korea based on the analysis framework that compromised Gilbert and Terrell's policy analysis model and research purpose. Next, a survey was conducted on 202 disabled supported ATDs for Work. They were looking for a job or working. We would like to suggest a plan as follows. First, it is necessary to improve the support process centered on consumers. Second, the expansion of items and supplementation of the quality management system should be considered. Third, it is urgent to expand the application qualifications. Finally, the foundation for improvement should be continuously laid. We expected the direction of improvement of the support system will be established.

The Effect of Alternative Material Satisfaction of the Visually Impaired on the Social Participation and Mediation Effect of Self-Efficacy (시각장애인의 대체자료 이용 만족도가 사회참여에 미치는 영향과 자기효능감의 매개효과)

  • This study attempted to verify the impacts of the level of satisfaction in the user of alternative materials among people with visual impairment on their social participation, and the mediation effect of self-efficacy during such process. The subject of the study was the visually impaired who were live in Gyeonggi Province and were registered in the Korea Blind Union. The data of final 120 participants through a telephone survey were analyzed. The subject of the study used the recorded materials the most for the purpose of leisure and information research mainly at the braille library. The analysis of the mediation effect demonstrated that the level of satisfaction in the user of alternative materials among people with visual impairment had a statistically significant influence on social participation, and self-efficacy had a full mediation effect. These results imply the importance of alternative materials to assure the right to information access which can ultimately expand the social engagement of the visually impaired. Based on these study results, political suggestions are proposed to vitalize alternative materials in the future.

  • The aim of this article is to introduce articles of the special issue on 'Revitalization Conditions on Crisis on Industrial Regions: Experience from Europe and the Republic of Korea, and to explore policy alternatives to crisis on industrial regions on the basis of policy diagnoses and prescriptions. In the existing research, diagnoses of such Korean regions are quantitatively focused upon industry, employment, plant, consumption, investment, real estate, and labour market, and are qualitatively based upon external environment and functional, structural and spatial characteristics. Prescriptions of such regions emphasize the establishment of a law and an institutional fix, financial supports, jobs' creation, industrial diversification, the intensification of urban foundation throughout the urban revitalizaion. In the policy development for these regions, it is required to link the industrial sector to social, educational, political and welfare sectors, and furthermore the collaboration of inter- and intra-ministry and the active participation of provincial and local governments are needed.

The Effects of Rehabilitation Therapists' Characteristics and Job Involvement on job Stress; in some Local Hospitals (일부지역 병원에서 근무하는 재활전문 치료사의 특성과 직무몰입이 직무스트레스에 미치는 영향)

  • Objective : The objective of this study was to evaluate the effects of rehabilitation therapists' general characteristics and job involvement on stress. The subjects of this study were occupational therapists and physical therapists working for long-term hospitals and general hospitals located in K and B cities, South Korea. Methods : The study investigated general characteristics, job stress, and job involvement by using questionnaires. Analysis conducted on total 144 questionnaires excluding 19 questionnaires, which did not satisfy the subject selection criteria. Results : The results show that job involvement had significantly positive correlations with job requirement, job autonomy, relationship conflicts, organization system, inappropriate compensation, job instability, and workplace culture. Secondly, marital status, wage level, and job engagement explained 46.6% of variations in job stress. Conclusion : The study was meaningful in examining the variables influencing the job stress of rehabilitation therapists. We expect that it can be used for improving the job environment of rehabilitation therapists.

The Lived Experience of Occupational Therapists in Public Health Centers Regarding Community Rehabilitation and Health Services: Phenomenological Study (보건소 작업치료사의 지역사회 재활 및 보건서비스 제공에 대한 업무 경험에 관한 현상학적 연구)

  • Objective : The purpose of this study was to examine the roles and practices of occupational therapists in public health centers based on their working experience of occupational therapists who are working in these facilities. Methods : We used Giorgi's descriptive phenomenological research method. Six occupational therapists were interviewed, and their recorded data were analyzed using Claizzi's thematic analysis. Results : As a result, 4 categories, 16 themes, and 24 elements were elicited. The major roles of occupational therapists in public health centers were the evaluation of clients, home-visit occupational therapy, management of dementia programs and community connection projects. Interventions that are needed to create a healthy community include case and program management, compensatory approaches, and healthy lifestyle interventions. The difficulties experienced by occupational therapists include their limited number job insecurity, performance-oriented administrative policy, and the lack of communication among professionals. Occupational therapists require education in health management and practice in public health centers to build their capacities. Conclusion : The results of this study could be used for guidelines for occupational therapists who work in community healthcare centers, as well as basic training for competent occupational therapists in the community.

  • Today only 5-15% (approximately 1 in 10 persons) of persons with disabilities in need globally have access to assistive products which assist or replace the impaired functioning[1]. GATE (Global Cooperation on Assistive Technology) is a WHO global initiative for cooperation of stakeholders to cope with current and future challenges in product design, pricing, delivery and services, as well as medical and social system, expert training, and policies. This paper introduces the concept of WHO GATE to improve access to assistive technology for everyone by the cooperation with global key stakeholders.

A Study on the Determinants Affecting Employment of the Unemployed Disabled (장애인 실업자의 취업에 영향을 미치는 결정요인에 관한 연구)

  • This study applied a cox proportional hazard model for analysis, using data of the Panel Survey of Employment for the Disable from the first to fifth years. The purpose of the study is to make a policy suggestion necessary for the support of employment for the disabled, by analyzing important factors affecting employment of the unemployed disabled according to the unemployment period. Results of the analysis were: a model that considered all the sociodemographic, obstructive and social environmental factors was verified; the higher subjective SES of the disabled, the higher employment rate of the unemployed disabled; compared to the severely disabled, the slightly disabled had more advantages for employment; and relatively the lower unearned income, the higher employment rate. This study suggested based on these results limitations and implications of the study.
