Despite the facts that navigation technology and educational programs were developed, and that maritime law has been enforced strictly, the number of maritime accidents has not dropped significantly. Accident prevention is emphasized because of the extreme life, property, and environmental losses that accompany maritime accidents. Even though there are a variety of preventive activities, their performance is not satisfactory. In order to promote preventive activities and to organize safety management, a Preventive Index of Ship Accident(PISA) and a Preventive Level of Ship Accident(PLSA) which are abstracted from the statistical data of ship accidents (2009~2013) are proposed. The survey module by which these variables can be calculated is composed of preventive domains such as education, engineering, enforcement and information, and is applied for the preventive indexes measurement of cargo, passenger, tanker, tugboat and fishery ships. We compared and analyzed measured result with statistical accident rates and cases to confirm the index utilities. It was found that there is some correlation between the index value and the ship accident rate. It is expected that this index will become useful to evaluate a preventive status for the prevention of ship accidents and for the maritime safety culture.

Mines are an important infrastructure for securing resources, but safety problems can arise in the course of operation. Recently, the mining process is very complicated due to the large scale and mechanization. Therefore, it is necessary to construct accurate geospatial information on mine for systematic and safe mine operation. The geospatial information construction using the existing total station has a disadvantage that a lot of work time is required because the target must be collimated and measured. In this study, the data of the mines were acquired with the total station and the 3D laser scanner, and the mine spatial information was constructed by using the shape based registration method. By using the static scanner data of some area applying the reference point surveying result of the total station, it was possible to construct the accurate result on the wide area acquired by the mobile scanner effectively. Also, the accuracy of the constructed geospatial information was evaluated and the deviation of mean 0.083m was shown. Point cloud products constructed through the research can contribute to the efficiency improvement of mine management by enabling quantitative analysis such as visualization of mine shape, distance, area and slope, and automation of drawing creation for cross section shape.

In this paper, effects on industrial accident prevention based on better safety and health environment by utilizing ergonomics expert were studied. This study was mainly based on the data from 'the survey for occupational safety and health trend' conducted by Occupational Safety and Health Research Institute. The number of industries participated in the survey was 2,084. Main results of the study were as follows; 1) Only 22.9% of the industries participated in the survey utilized ergonomics expert. The rest of the industries have never had an ergonomics expert due to the reasons such as lack of knowledge for the field of ergonomics, etc. 2) Specific activities done by the industries with ergonomics expert in order to have better safety & health were 'providing work orders'(94.8%), 'providing monitoring guidelines'(85.5%), 'providing information for dangerous work'(95.8%), 'providing safety education'(96.6%), and 'other safety management'(94.1%). 3) When the odds ratio for the levels of communication and the levels of environmental stability regarding safety & health for the different groups(with experts and without experts), it was found that the group with ergonomics experts had a significant higher ORs(2.391, 95% confidence interval(1.949-2.932) and 2.128, 95% confidence interval(1.786-2.537)) respectively than those of the industries without ergonomics expert. The results suggested that ergonomics expert has been unique in most of time in terms of his/her contributions in the field of industrial safety and health.

Plant phenology including flowering, leaf unfolding, and leaf coloring in a forest is important to understand the forest ecosystem. Temperature rise due to recent climate change, however, can lead to plant phenology change as well as snowfall in winter season. Therefore, accurate monitoring of forest environment changes such as plant phenology and snow cover is essential to understand the climate change effect on forest management. These changes can monitor using a digital camera system. This paper introduces the detection methods for plant phenology and snow cover at the mountain region using an unmanned camera system that is a way to monitor the change of forest environment. In this study, the Automatic Mountain Meteorology Stations (AMOS) operated by Korea Forest Service (KFS) were selected as the testbed sites in order to systematize the plant phenology and snow cover detection in complex mountain areas. Multi-directional Internet Protocol (IP) camera system that is a kind of unmanned camera was installed at AMOS located in Seoul, Pyeongchang, Geochang, and Uljin. To detect the forest plant phenology and snow cover, the Red-Green-Blue (RGB) analysis based on the IP camera imagery was developed. The results produced by using image analysis captured from IP camera showed good performance in comparison with in-situ data. This result indicates that the utilization technique of IP camera system can capture the forest environment effectively and can be applied to various forest fields such as secure safety, forest ecosystem and disaster management, forestry, etc.
Societal value of the benefits forests provide has grown significantly, given their pivotal role in mitigating climate change and fostering the shift toward a carbon-neutral society. Due to the economic and public value of forests, which extends far beyond landowners and foresters, the forestry sector mutually interacts with society as a whole. Thus, understanding public perceptions and preferences concerning forests and forest policies from the societal viewpoint is vital for shaping future forest policy decisions. This research delved into evolving perceptions over the past 32 years, using a time-series analysis of data gathered from the 'Public awareness survey on forests'. This survey, conducted seven times between 1991 and 2023 by opinion poll agents, provides insights into changing sentiments. The findings reveal a notable increase in public satisfaction with overall forest policies. Specifically, positive sentiments were observed regarding forest rehabilitation, forest trails, education initiatives, and the establishment and functioning of forest recreation facilities. Conversely, the study highlights areas where public satisfaction remained relatively low, notably in matters concerning the use and conversion of mountainous regions, forest disaster prevention, and international forest cooperation. Additionally, the respondents emphasized the need for heightened attention to forest management, the development of forest roads, and increased efforts in overseas afforestation compared to current initiatives.

The purpose of this study is to discover a drone utilization model tailored to local characteristics, propose directions for building a drone demonstration city based on demand surveys for drone activation, and suggest ways to utilize and support a drone application system. First, according to the survey results, there was a high understanding of and necessity for drone demonstration projects, particularly in addressing urban issues, which were deemed to have a significant impact. Second, based on the analysis of priorities and short- and long-term approaches, disaster-related tasks were evaluated as a priority, requiring an approach through medium- to long-term strategies. Third, it was noted that budgetary considerations emerged as the most critical issue during project implementation. Practitioners and experts expressed willingness to actively introduce drone-based technologies into their work when budget and technology were ready. Budgetary constraints were identified as the most significant obstacle to proper implementation, emphasizing the need for resolution. Fourth, the necessity of demand surveys during project development was identified in certain areas. Demand surveys were deemed essential for drone-based demonstration city construction, and a survey indicated that public leadership in this regard was also necessary. Fifth, concerning approaches in specific areas, the field of safety and disaster management was highlighted as the most crucial for application.

The grassland section of the greenhouse gas inventory has limitations due to a lack of review and verification of biomass compared to organic carbon in soil while grassland is considered one of the carbon storages in terrestrial ecosystems. Considering the situation at internal and external where the calculation of greenhouse gas inventory is being upgraded to a method with higher scientific accuracy, research on standards and methods for calculating carbon accumulation of grassland biomass is required. The purpose of this study was to identify international trends in the calculation method of the grassland biomass sector that meets the Tier 2 method and to conduct a review of variables applicable to the Republic of Korea. Identify the estimation methods and access levels for grassland biomass through the National Inventory Report in the United Nations Framework Convention on Climate Change and type the main implications derived from overseas cases. And, a field survey was conducted on 28 grasslands in the Republic of Korea to analyse the applicability of major issues. Four major international issues regarding grassland biomass were identified. 1) country-specific coefficients by land use; 2) calculations on woody plants; 3) loss and recovery due to wildfire; 4) amount of change by human activities. As a result of field surveys and analysis of activity data available domestically, it was found that there was a significant difference in the amount of carbon in biomass according to use type classification and climate zone-soil type classification. Therefore, in order to create an inventory of grassland biomass at the Tier 2 level, a policy and institutional system for making activity data should develop country-specific coefficients for climate zones and soil types.

Ports are vital social infrastructures that significantly influence both people's lives and a country's economy. In South Korea, the aging of port infrastructure combined with the increased frequency of various natural disasters underscores the necessity of displacement monitoring for safety management of the port. In this study, the time-series displacements of Yeongilman Port and surrounding areas in Pohang, South Korea, were measured by applying Permanent Scatterer Interferometric Synthetic Aperture Radar (PSInSAR) to Sentinel-1 SAR images collected from the satellite's ascending (February 2017-July 2023) and descending (February 2017-December 2021) nodes, and the displacement associated with the 2017 Pohang earthquake in the port was analyzed. The southern (except the southernmost) and central parts of Yeongilman Port showed large displacements attributed to construction activities for about 10 months at the beginning of the observation period, and the coseismic displacement caused by the Pohang earthquake was up to 1.6 cm of the westward horizontal motion and 0.5 cm of subsidence. However, little coseismic displacement was observed in the southernmost part of the port, where reclamation was completed last, and in the northern part of the oldest port. This represents that the weaker the consolidation of the reclaimed soil in the port, the more vulnerable it is to earthquakes, and that if the soil is very weakly consolidated due to ongoing reclamation, it would not be significantly affected by earthquakes. Summer subsidence and winter uplift of about 1 cm have been repeatedly observed every year in the entire area of Yeongilman Port, which is attributed to volume changes in the reclaimed soil due to temperature changes. The ground of the 1st and 2nd General Industrial Complexes adjacent to Yeongilman Port subsided during the observation period, and the rate of subsidence was faster in the 1st Industrial Complex. The 1st Industrial Complex was observed to have a westward horizontal displacement of 3 mm and a subsidence of 6 mm as the coseismic displacement of the Pohang earthquake, while the 2nd Industrial Complex was analyzed to have been little affected by the earthquake. The results of this study allowed us to identify the time-series displacement characteristics of Yeongilman Port and understand the impact of earthquakes on the stability of a port built by coastal reclamation.
The cultivation situation of Korean wheat of 175 farmers in nationwide for two years, 2010/2011 and 2011/2012, was analyzed to obtain basic data for extension cultivated area and enhancing the self-sufficiency ratio of Korean wheat. Compared to the mean temperature and precipitation in the normal year, the mean temperature was lower before the heading stage and higher amount of precipitation after the heading stage in 2010/2011 and higher the mean temperature and lower amount of precipitation after the heading stage in 2011/2012. Average cultivation career and area were 7.7years and 2.4~3.3ha, Keumkang cv. was mainly cultivated for two years and Jokyung and Baekjoong cvs. were increased cultivation areas in southern part of Korea, Gyeongsangnam-do, Jeolllanambuk-do and Kwangju metropolitan city, including in 2011/2012. Most farmers (144) sown wheat seeds from late October to the beginning November with broadcasting method and the other famers were sown using the drill method. Average amount for basal fertilizer was 29.7 kg/10a with complex fertilizer mixed for wheat and barley cultivation, which was higher amount compared to recommended rate of fertilizer amount by rural development administration. Top dressing using nitrogen fertilizer was applied from in the late February to the beginning March. Heading date was the beginning May in 2011 and the late April in 2012, which the mean temperature from regeneration stage to tillering stage in 2011 was higher than that of 2012. Most farmers harvested wheat in mid-June and Pre-harvest sprouting and Fusarium head blight were occurred in 2011 due to the high amount precipitation during grain filling period.

The Purpose of this study is to present the basic data for selecting and improving the safety education contents which help practically middle school students through analysis of contents of safety education in 'field of home life' of 2009 revised middle school textbooks. The subjects of analysis are 12 types of middle school textbooks: in total 24 books written by 12 publishers in terms of the revised curriculum in 2009. The analysis criteria is developed by the researcher referring to preceding studies regarding safety education based on the seventh safety education standard presented by the Ministry of Education (2015). With such analysis criteria, all words related to the contents of the safety education of analysis criteria were extracted from each textbook, such as words directly mentioned as 'safety', words mean as 'psychological safety' and 'happy life', words related to 'attention', 'note', 'stability' etc. Under the analytic frame of safety education contents according to a home economics textbook, content analysis method was used for producing the frequency and percent of those words. The textbook analysis shows that the number of pages regarding safety education is 336.3 pages, as 9.8% in total 3,412 pages of 12 types of technology and home economics textbooks. As following the analysis of each textbook volume of the proportion in the contents related to safety education, 224.9 pages are on the first volume and 111.9 pages are on the second volume. As grades increase from year one to year three, the proportion of safety education in home economics textbooks is decreased. The highest number of safety education contents unit is 'Self-management of youth' which includes three parts of safety education. In the case of a unit for emphasizing practice, experience and practical exercise such as 'Life of youth' and 'Practice of eco-living', safety education content in the area of 'life safety' are mostly contained. Safety accidents related to the most student experienced, Household accidents (1.4%) and experiment or practice accidents (0.3%) are presented in a low figure. The contents of universal housing and school violence are duplicated on first and second volume of text. The most presented safety education content in the 12 types of textbooks are proper sexual attitude, dietary problems, family conflict and food choice. The least common contents are dangerous drugs, family welfare, internet addiction and industrial accident compensation insurance. As this study is to analyze 12 textbooks developed in 2009 revision curriculum, it is necessary to compare it with the textbook written by the revised curriculum in 2015 and to clarify the contents system of safety education and to avoid duplication of contents. In addition, it is necessary to develop and distribute a safety education program that can support textbooks.
