On the Efficacy of Fiscal Policy in Korea during 1979~2000 (우리나라 재정정책의 유효성에 관한 연구)

  • This paper mainly estimates a trajectory of GDP induced by variations in fiscal expenditure and taxation policy using three variable structural VAR models. By assigning different combinations of identifying restrictions on the disturbances and measuring the corresponding fiscal multipliers, we compare how robust the estimated values of fiscal multipliers are with respect to the restrictions. Then, considering the dependency of Korean economy on the foreign sector, we extend the three variable SVARs to four variable ones by adding a variable reflecting external shocks. Empirical analyses into the Korean quarterly data (from 1979 to 2000) with the three variable SVARs reveal that the size and the significance of the estimated fiscal multipliers in Korea are very small and low or they decay very fast. Results from the four variable SVARs confirm these results while the significance of the effectiveness of fiscal policy is enhanced in some cases.

The Government Expenditure Multiplier in Korea : Evidence From Input-Output Table Panel Data (산업연관표 패널 자료를 이용한 정부지출 승수 추정)

  • This study estimates the fiscal multiplier using Input-Output table panel data from year of 2010 to 2018. Considering the endogeneity of the government expenditure, this study uses the share of government expenditure by sector in the initial period as an instrument variable. The estimation from the panel fixed effect instrumental variables model shows that the estimate for the current period of government expenditure is 1.15~1.22 and the estimate for the cumulative multiplier is 1.23~1.32 depending on the method of controlling time trend. Since the general equilibrium effect absorbed by the time-fixed effect in the estimation equation, the estimated multiplier in this study may be different from the multiplier of the economy as a whole. The general equilibrium effect depends on the response of monetary policy, changes in tax policy, and interaction between sectors.

The Regional Economic Growth Strategy Based on the Characteristics of Local Public Finance of Gyeonggi-do (경기도 재정력 변동의 특성에 따른 경제성장 전략 연구 -다양한 지역구분에 따른 실증분석-)

  • In this study, we divided Gyeonggi-do into Northern, Southern, Western, and Eastern Parts and found out fiscal variables which affected regional economic growth of each Part differentially. And we drew the strategy for economic growth of each Part. After we found out the variables which affected regional economic growth using fixed-effect model, we carried out causality test to determine whether a specific fiscal variable caused economic growth. In the Eastern Part, local tax revenues had a significant effect on the economic growth. Total expenditures, current expenditure in the Southern Part and social welfare expenditure, expenditure on industries, current expenditure in the Northern Part had noticeable effects on economic growth respectively. And we calculated multipliers of fiscal variables to compare the magnitudes of effects among these Parts.

A Study on the Effectiveness of Inter-temporal Reallocation of Fiscal Expenditure in Korea (재정지출의 시점 간 재원배분 조정에 따른 경기조절 효과성에 관한 연구)

  • Now that fiscal soundness is increasingly important influenced by the euro area fiscal crisis, early budget execution has been under the spotlight as a tool for economy control, other than typical expansionary method, such as supplementary budget. Basically, early budget execution is a fiscal policy instrument that reponses to economic fluctuations through modifying the inter-temporal allocation of fiscal expenditure within budget, without affecting fiscal soundness. This study empirically examines how effective the intert-temporal reallocation of fiscal expenditure is in economy control. Using Korea's Consolidated Fiscal data, the size of inter-temporal reallocation of fiscal expenditure is defined as changes of fiscal expenditure for one year excluding seasonal factors and used to explain real economic growth rate, a dependent variable. The result shows that the macroeconomic effect of the inter-temporal reallocation turns out meaningful in general, though some policy time lag exists. Meanwhile, a simulation using macroeconomic model finds that overall effect on economic growth is not large because increase in fiscal expenditure allocation at a certain point of time is canceled by the opposite direction within the same fiscal year. However, the inter-temporal reallocation is found to reduce volatility of key macroeconomic variables so as to contribute to partially stabilizing macroeconomy. In particular, such effect of economic stabilization seems to be highly apparent at the time of financial crisis, but not very noticeable in normal economic cycle.

The Effectiveness of Fiscal Policy in Korea during the Global Financial Crisis (금융위기에 대응한 확장적 재정정책의 효과성 분석)

  • This study outlines measures related to fiscal policies aimed at responding to the financial crisis according to the timing of commencement and then examines impacts of expansionary fiscal policies on macro variables so as to extract policy implications. The size of expansionary fiscal policy to respond to the financial crisis is found to total 59.8 trillion won (6.1% of GDP in 2007), among which a total of 30.5 trillion won was the increased fiscal expenditure made by the 2008 supplementary budget, the 2009 revised budget and the 2009 supplementary budget. In addition, tax reductions are found to be a total of 29.3 trillion won, mainly driven by the tax reforms in 2008 and 2009. Examining dynamic changes in macro variables caused by the temporary increase in fiscal expenditure and the tax reductions reveals that the increase effect of the real GDP growth rate brought by a temporary rise in fiscal expenditure excluding tax reduction effects turned out to be 1.1%p in 2009 and 0.3%p in 2010, compared to the period without the increase in fiscal expenditure. Meanwhile, when taking into account the effect of expansionary fiscal policies including tax reduction effects, the increase effect of real GDP turns out to be much higher. In the case of 2009, the real GDP rose additionally by 1.9%p, in which 1.1%p by the increase in fiscal expenditure and 0.8%p by tax reduction. Based on these results, the expansionary fiscal policy conducted during the financial crisis since the second half of 2008 can be seen to have played a significant role in helping the Korean economy post a higher-than-anticipated recovery pace from the economic slowdown triggered by the crisis.

Effects of Wage Subsidies through the Lens of the Bayesian-Estimated DSGE Model (베이지언 기법 추정의 DSGE 모형을 이용한 고용보조금정책 효과)

  • This paper incorporates the Diamond-Mortensen-Pissarides search and matching framework into the DSGE model. We estimate the model using a Bayesian estimation methodology on Korean data (1991:1-2020:1). Using the estimated model, we investigate the quantitative effects of wage subsidies. Wage subsidies increase matched firms' profits by reducing labor costs which leads to increases in new matches, employment and output. We find that for one percent of GDP in wage subsidies, the cumulative increase in the output level will be greater than 1 percent.

  • This paper concentrated on estimating the travel time value of individual regional bus passengers in various in-vehicle crowding conditions. In the analysis model, the traffic-selection data of individual transportation passengers based on smart-card data were used. Variables which reflect the level of in-vehicle crowding and the variables of in-vehicle travel time that reflect the level of in-vehicle crowding were included in the model using Box-Cox transformation. The result of this paper indicates that the travel time value experienced by individual users would increase as the in-vehicle crowding level increases. The smart card data used in this paper is considered to have significant implications in terms of conducting more sophisticated and realistic qualitative research to reflect the values of variables for in-vehicle traffic hours and in-vehicle crowding levels, which previously had limitations in observation and quantification. It is expected that the effects of improvement measures for reducing congestion on regional buses can be considered quantitatively by applying the estimation results of crowding multiplier.

The Effects of Real and Monetary Disturbances and Economic Interactions between the Two Large Countries (실물교란과 화폐교란이 양 대국 경제에 미치는 영향)

  • The purpose of this paper is to analyze the effects of real and monetary disturbances and economic interactions between two large countries, and to examine how wage indexation affects the transmission of real and monetary disturbances and affects the fiscal and monetary policies of a large country. A two large country model is built, and is theoretically analyzed. We conducted an empirical investigation to apply theoretical findings to the Japanese and US economic interactions in response to real and monetary disturbances originating in one or the other country. Empirical evidence on Japan-USA economic interactions shows that Japan is much more affected by the US economic policy than the USA is affected by the Japanese economic policy. The economic impacts of real and monetary disturbances on the Japanese and US economies are smaller when the Japanese and US wage indexing parameters are lower.

The Effects of Government Spending in Korea: a FAVAR Approach (FAVAR 모형을 이용한 한국 정부지출의 효과 분석)

  • In this study, I analyzed the effects of government spending on macro variables and on each industry by using a factor augmented vector autoregressive model (FAVAR) and 167 macro-variables in Korea since 2000. The results reveal that the effects of two types of government spending - government consumption and government investment - greatly differ, therefore it is better to consider the two types of spending separately for a more precise analysis. The stimulus effects of government consumption are clear, but those of government investment are not. In addition, the crowding-out effects of government spending take place through the current account deficit channel rather than the traditional crowding-out channel, reducing private consumption and investment. Both types of government spending show a positive effect on the construction industry. Also, an increase in government consumption stimulates output in various manufacturing and service sectors.

Innovation Technology Development & Commercialization Promotion of R&D Performance to Domestic Renewable Energy (신재생에너지 기술혁신 개발과 R&D성과 사업화 촉진 방안)

  • Renewable energy refers to solar energy, biomass energy, hydrogen energy, wind power, fuel cell, coal liquefaction and vaporization, marine energy, waste energy, and liquidity fuel made out of byproduct of geothermal heat, hydrogen and coal; it excludes energy based on coal, oil, nuclear energy and natural gas. Developed countries have recognized the importance of these energies and thus have set the mid to long term plans to develop and commercialize the technology and supported them with drastic political and financial measures. Considering the growing recognition to the field, it is necessary to analysis up-to-now achievement of the government's related projects, in the standards of type of renewable energy, management of sectional goals, and its commercialization. Korean government is chiefly following suit the USA and British policies of developing and distributing renewable energy. However, unlike Japan which is in the lead role in solar rays industry, it still lacks in state-directed support, participation of enterprises and social recognition. The research regarding renewable energy has mainly examinedthe state of supply of each technology and suitability of specific region for applying the technology. The evaluation shows that the research has been focused on supply and demand of renewable as well as general energy and solution for the enhancement of supply capacity in certain area. However, in-depth study for commercialization and the increase of capacity in industry followed by development of the technology is still inadequate. 'Cost-benefit model for each energy source' is used in analysis of technology development of renewable energy and quantitative and macro economical effects of its commercialization in order to foresee following expand in related industries and increase in added value. First, Investment on the renewable energy technology development is in direct proportion both to the product and growth, but product shows slightly higher index under the same amount of R&D investment than growth. It indicates that advance in technology greatly influences the final product, the energy growth. Moreover, while R&D investment on renewable energy product as well as the government funds included in the investment have proportionate influence on the renewable energy growth, private investment in the total amount invested has reciprocal influence. This statistic shows that research and development is mainly driven by government funds rather than private investment. Finally, while R&D investment on renewable energy growth affects proportionately, government funds and private investment shows no direct relations, which indicates that the effects of research and development on renewable energy do not affect government funds or private investment. All of the results signify that although it is important to have government policy in technology development and commercialization, private investment and active participation of enterprises are the key to the success in the industry.
