Introducing Renewable Portfolio Standard(RPS) in Korea : Demands and Obstacles (RPS제도 국내도입에 관한 연구)

  • 대표적인 신$\cdot$재생에너지의 시장확대 정책으로 RPS와 기준가격의무구매제가 주요 선진국에서 실시되고 있으며 자국의 자원부존과 경제사회여건에 맞춰 적합한 정책수단을 선택하고 있음. RPS 실시국가에서 RPS는 특별법으로 제정되어 실시효과를 극대화하고 있으며, 신$\cdot$재생에너지발전 인중서의 거래를 포함시켜 시너지효과를 거두고 있음. RPS의 단일의 최적모델은 존재하지 않으며 기본설계와 세부사항은 각 국의 고유의 자원부존 여건 및 경제사회적 특징에 따라 달라짐. RPS의 국내도입이 전력시장과 국민경제에 미치는 영향은 그리 크지 않으며 외부효과를 감하면 편익을 초래함. 또한 수요조사결과 RPS에 대한 선호도가 비교적 높게 나타나며 산$\cdot$ 재생에너지발전의 시장확대 수단으로 높은 점수를 매기고 있음 그러나 RPS의 기본설계를 신중히 가져가야 할 것이며, 법제도 정비에 임해서는 기존에 실시되고 있는 기준가격우선구매제도(발전차액보전)의 고려해야 함.

The Economic Effects of the New and Renewable Energies Sector (신재생에너지 부문의 경제적 파급효과 분석)

  • The Korean government made the 2nd Energy Basic Plan to achieve 11% of new and renewable energies distribution rate until 2035 as a response to cope with international discussion about greenhouse gas emission reduction. Renewable energies include solar thermal, photovoltaic, bioenergy, wind power, small hydropower, geothermal energy, ocean energy, and waste energy. New energies contain fuel cells, coal gasification and liquefaction, and hydrogen. As public and private investment to enhance the distribution of new and renewable energies, it is necessary to clarify the economic effects of the new and renewable energies sector. To the end, this study attempts to apply an input-output analysis and analyze the economic effects of new and renewable energies sector using 2012 input-output table. Three topics are dealt with. First, production-inducing effect, value-added creation effect, and employment-inducing effect are quantified based on demand-driven model. Second, supply shortage effects are analyzed employing supply-driven model. Lastly, price pervasive effects are investigated applying Leontief price model. The results of this analysis are as follows. First, one won of production or investment in new and renewable energies sector induces 2.1776 won of production and 0.7080 won of value-added. Moreover, the employment-inducing effect of one billion won of production or investment in new and renewable energies sector is estimated to be 9.0337 persons. Second, production shortage cost from one won of supply failure in new and renewable energies sector is calculated to be 1.6314 won, which is not small. Third, the impact of the 10% increase in new and renewable energies rate on the general price level is computed to be 0.0123%, which is small. This information can be utilized in forecasting the economic effects of new and renewable energies sector.

Analyzing Urban Regeneration Effects - Focused on Jungang-Dong, Cheongju City - (도시재생사업 효과 분석 - 청주시 중앙동을 중심으로 -)

  • The study on urban regeneration began in 2006 and has actively proceeded for 10 years. Also, there are a lot of studies related to urban regeneration have analyzed urban regeneration effects but have just focused on qualitative analysis. Therefore, this study has intended to analyze the urban regeneration effects of Junang-Dong, a central business district in Cheong City, where urban regeneration projects have been undertaking, in the manner of quantitative analysis. To reach this objective, we selected such indicators as floating population, public land price, a and vacancy rate, and set analysis time span from 2011 to 2016, when urban regeneration projects have been actively operated. As a result, this study has found the following results. 1) As for floating population, population index grew gradually and showed an drastic increase of about 65 percent in 2014 when the project was active. 2) Public land price of Jungang-Dong has been showed the greatest increase from 2011 to 2012 when the city started to regenerate, and slight decrease from 2015 to 2016 with the gradual decrease until 2015. 3) In terms of vacancy rate, there has been declined about 15 percent from 27 percent to 12 percent, with a steady downward curve. This study has dedicated itself to analyzing the urban regeneration effects quantitatively especially in commercial business district.

Enhancing the Eco-product Consumption as a Climate Change Mitigation Measure: The Case of Recycled Copy Paper (기후변화 완화대책으로서의 재생복사용지 소비 개선 연구)

  • Purpose: The paper aims to: 1) identify the reasons for the low usage of recycled paper in domestic workplaces and the premature state of recycled paper industry; 2) assess the environmental effects of replacing domestically consumed copy papers with recycled papers; and 3) suggest ways in which the recycled paper industry can expand in South Korea. Method: Questionnaire survey with cluster sampling is used to identify the attitudes and behavior with respect to recycled copy paper, the results of which are analyzed using SPSS. The environmental effect of replacing copy papers with recycled paper is assessed through the Life Cycle Assessment approach and Paper Calculator V4.0. Result: While the respondent's experience in using recycled copy paper was relatively low, they tend to acknowledge the need for its use and show relatively high satisfaction with the quality of the recycled paper. The environmental benefits of replacing ordinary copy paper with 40%+ recycled paper under the 10% market share increase scenario amounts to 60,000 tons of CO2 emissions reductions. Conclusion: The results from the attitude survey and market research, five approaches to improving the recycled copy paper market are suggested.

  • 현재 직면하고 있는 고유가 고착화, $CO_2$ 저감 의무화에 대비하기 위해서는 신재생에너지 보급 확대는 필수적이며, 현재로서는 신재생에너지 시설중 보급효과가 큰 분야가 바로 태양열시스템이다. 그런데 태양열시스템 보급을 확대하기 위해서는 시스템의 신뢰성 향상은 물론이고 보급이 효과적으로 확대될 수 있는 분야에 대한 시스템 적용기술의 개발에 따른 산업화이다. 여기서는 지금까지의 보급문제점, 기술개발 현황 및 산업육성 정책 분석을 통해 국내 태양열산업 발전방향을 살펴보았다.

  • 송전망에 장거리 지중선로로 재생 발전원이 연계되는 경우, 지중선로의 커패시턴스 성분으로 인한 계통으로 무효전력 주입이 발생하여 전압상승을 야기시킬 수 있다. 또한 재생 발전원의 발전량 조절의 어려움은 경부하시 전력 생산과 소비의 불균형을 발생시킬 수 있으며 계통의 전압상승을 심화시킬 수 있다. 계통의 전압상승은 계통의 신뢰도를 저하시키고 계통운영에 어려움을 수반한다. 이러한 전압상승은 무효전력보상을 통해 완화가 가능하다. 인버터 기반의 재생 발전원은 무효전력제어 제어 정밀도가 높고 빠르게 제어가 가능하여 계통의 전압상승 완화에 좋은 솔루션이 될 수 있다. 본 논문에서는 송전망 계통에서의 전압상승 완화를 위한 재생 발전원의 무효전력제어기술을 설명한다. 재생 발전원의 무효전력지원에 따른 전압상승 완화 효과를 평가하기 위해 Matlab을 활용하여 송전망 전압상승 및 재생 발전원의 무효전력지원을 모의하였다. 계통 모델에는 영광의 태양광 및 풍력 발전소와 주변 계통의 파라메터를 적용하여 구현하였다.

  • 제 3차 국가에너지기본계획이 시행됨에 따라 전체 에너지 공급량 중 신재생에너지가 차지하는 비율은 점차 늘어날 전망이다. 이와 관련하여 2012년부터 RPS 시행이 확정되었다. RPS(신재생에너지 의무비율할당제)는 신재생에너지에 의한 발전 비율을 설정함으로써 공급을 늘리는 긍정적인 측면이 있으나 이와 동시에 전기요금 인상을 수반한다. 요금 인상으로 인하여 발생할 수 있는 소비자의 반감을 완화시키고 전기요금에 대한 현실적인 합의점을 찾으려면 소비자가 재생에너지 전력에 대하여 어느 정도의 지불의사를 가지고 있는지에 대한 연구가 선행적으로 진행되어야 한다. 한편 RPS의 도입은 신재생에너지 원간 가격경쟁을 촉진시키게 된다. 이 과정에서 성장잠재력이 높은 에너지원이라 하더라도 현재의 발전단가가 높다면 잠재력을 발휘하기 전에 도태될 가능성이 있다. 이러한 RPS 도입의 영향에 대처할 수 있는 정책수립의 기초자료를 마련하기 위해, 재생에너지 전력에 대한 소비자 측면의 효용이 원별로 분석될 필요가 있다. 본 연구에서는 조건부 가치평가법(Contingent Valuation)을 적용하여 수력, 풍력, 태양광으로 발전된 재생에너지 전력에 대한 지불의사액(Willingness to Pay)을 추정하였다. 단일 설문지 내에서 여러 에너지원에 대한 지불의사액을 순차적으로 물어보게 될 경우, 질문순서가 지불의사액 추정에 편의를 가져오는 순서효과(Sequence Effect)가 발생할 수 있다(Boyle et al.,1993). 이러한 순서효과를 제거하기 위해서 유형에 따라 질문순서를 다르게 하여 각 에너지원에 대한 지불의사액을 묻는 방향으로 설문을 설계하였다. 분석결과 수력, 풍력, 태양광으로 발전한 전력에 대한 지불의사액 간에는 유의한 차이 가 나타나지 않았으며, 순서효과로 인한 편의 또한 지불의사액에 유의한 영향을 미치지 않는 것으로 관측되었다.

  • Korea also plans to introduce Renewable Portfolio Standard (RPS) for strengthening market functions after 2012 as United States and several members of EU countries did. Through the introduction of RPS, it requires energy industry to supply new and renewable energy at fixed rate. Therefore, it will contribute to the distribution of new and renewable energy. This paper analyzed the economic effect of the introduction of RPS using CGE. The summary of the paper on the analysis of the economic effect based on endogenous growth theory under imperfect market competition by using CGE is as follows; Since RPS possibly regulates the amount of new and renewable energy, it can achieve the target amount of new and renewable energy without fail. As achieving the target amount accurately, the distribution of more advanced skills can be expected. However, GDP reduction can occur because investment cost increases due to the requirement of new and renewable energy supply. Therefore, in the long run, it is appropriate to introduce RPS because it contributes to the distribution of new and renewable energy and can be utilized as a new growth engine to encourage economic growth.

A Comparative Analysis on the Economic Effects Between New and Renewable- and Thermal- Power Generation in Korea (한국 신재생에너지발전과 화력발전의 경제적 파급효과 비교분석)

  • Paris Agreement on Climate Change(2015) requires to reduce the greenhouse gas emission. One of the responses to the requirement is to change the proportion of power generation, which is summarized to the decrease in thermal power and the increase in new and renewable power. This article conducts a comparative analysis on the economic effects between thermal- and new and renewable- power generations, using the Input-Output Table from The Bank of Korea. The results of this analysis show that the new and renewable power generation has got the larger effects in production-inducing, value-added-inducing, employment-inducing, and supply-shortage scopes, while the smaller effect in price-pervasive scope than the thermal power generation. According to these results, the complex consideration should be taken into when the changes in power generation mix are tried. Especially, the political efforts to reduce the supply-shortage effect of new and renewable power and the price-pervasive effect of thermal power will be important.

A Study on the Economic Impacts of Korean Climate Industry - Focusing on Renewable Energy Industry - (한국 기후산업의 경제적 파급효과에 관한 연구 - 신재생에너지산업을 중심으로 -)

  • The climate industry could be defined as the group of industries responding to world climate change compacts. This study confined it to renewable energy and analyzed the economic impacts of Korean renewable industry, using 2009 Input-Output Table. This study estimated that Korean renewable industry made the production-induced impact of 1.1644 won(Korean money), and the value-added-induced impact of 0.3544 won through an increase in output growth of 1 won. Its job-creation impact is analyzed to correspond to 10.065 labors through an increase in output growth of 1 billion won. And its industrial linkage effects including forward and backward ones are analyzed not to be so great as expected. According to these results, some policies vitalizing Korean renewable industry and relating industries to its value-chain as new growth engines are recommended.
