Global Standard에서 본 한국의 출산복지와 출산위기

  • 본 논설은 1960년대 초 이래로 강력히 시행되었던 만국의 출산억제 정책이 여성들의 삶과 새로운 가족규범 및 사회 전반에 미친 영향력에 관하여 Global Standard의 출산복지라는 잣대에 준거하여 검토해 보고자 한다. 이러한 목적을 위하여 연구 방법론으로는 문헌조사 및 인터뷰를 사용한다. 문헌조사를 통하여 한국 정부 및 국내외관련기관들에 남겨진 기록들을 검토하고 인터뷰를 통하여 산아제한운동에 직접 관여하였거나 깊은 관심을 갖었던 주요 인사들의 증언을 수집한다. 구체적으로 1961년부터 1992년까지 시행된 한국의 출산율 감소정책에 대한 사례연구를 Global Standard의 출산복지에 비추어 검토한다. 한국의 인구통제정책의 근원을 밝혀내고 만국의 출산율 감소정책이 공식화되고 시행되는데 관련되었던 국내외의 세력들을 탐색해 본다. 특히 주요 정치인들과 정책 결정자들이 여성의 자율적 출산권(出産權)을 통제하게 된 동기, 철학 그리고 배후의 이익 등을 규명하기 위하여 본 연구는 정책의 여러 측면들을 탐구한다.

A Study on the Essence of Practice Knowledge of the Social Workers (사회복지사들의 실천지식의 본질에 대한 연구)

  • This study was to examine the generative process, contents and normative practice of social workers practice knowledge and grope the suggestion for the reconstruction of social work knowledge. The authors approched with reflective narrative method, Data were collected from six social workers who have engaged in social work. As result, when they have confronted unaccountable phenomenon they generated knowledge through self - reflection and these confirmed, reproduced through normative practice. The researchers proposed the abduction resoning form for the knowledge development method in social work practice field, the reinforcement of human studies in social workers educational process, reconstruction of the network practice.

Women's Welfare and Social Welfare Policy in Korea (한국의 여성복지와 사회복지정책)

  • Women's welfare needs to claim a women-centered and independent welfare implementation line rather than simply staying within the framework of overall social welfare. A significant number of existing women's welfare programs have shown a tendency to protect women under the patriarchal premise. However, women's welfare in the future should go in the direction of helping women to improve the quality of life as an individual out of the limited frame of family. Providing compensation for protecting dependent families is also an important aspect of women's welfare. In other words, it is necessary to study how the government provides economic direct and indirect compensation to women who have lost the opportunity to participate in labor because they have to take care of children, the disabled, or the elderly. In addition, it is expected that welfare can be improved by inducing men's participation in reproductive activities through social education and relieving women's obligations to their families.

  • This study has examined how the welfare system has changed as it has passed through the most controversial period in Korean modern history. The welfare system has changed in a way that adapts to the need for export-led economic growth. Industrialization centered on light industry, which started in the mid-1960s, absorbed the labor force that existed in the rural areas and commodified them, thereby creating a momentum for Korean society to get out of poverty. However, the public de-commodification, ie social security system, adapted to the commodification of the labor force has been institutionalized only in a very limited area and people. Indeed, the de-commodification system was confined to the area directly linked to the reproduction of the labor force. Even so, the target was very limited in the abundance of labor in rural areas. Compulsory medical insurance was rejected because of corporate burden, and industrial accidents insurance was introduced centering on large-scale workplaces. As the Korean economy began to move from the light industry to the heavy industry in the 1970s, the commodificated labor force changed from a low skilled labor force to a skilled male labor force. It is at this time that dual structures have begun to be created between workers employed in export-oriented large enterprises and workers employed in domestic-oriented SMEs. Therefore, the system of de-commodification that supports the reproduction of labor power in response to social risks has also been institutionalized centering on large-scale workplaces.

A Comparative Study of the Welfare State Formation in Korea and Western European Nations; From Pre-modern to Post-modern Era (한국과 서구의 국가복지 발전에 대한 비교사적 검토 : 전통과 탈현대의 사이에서)

  • The purpose of this study is (1) to contrast the welfare state formation in Korea with that in Western European nations, and (2) to examine the historical peculiarities of the Korean welfare state formation process. For the analysis, this study uses' contrast of context' logic of comparative history and contrast the process of (1)modern state formation (2) civil society development (3) interventionist state evolution of Korea with those of Western European nations. The findings of this study are as follows: First, the distingushing role of nation state as welfare provider is very different. It is attributed to the difference in the traditional dominance structure and in the nation-bulding process of each case. Second, class cleavage of the Western Eeuropean nations has been continually mobilized for political action and converted into political resources, while it is impossible to achieve such results in Korea which has continued labor excusive regime. Third, the institutionalization patterns of welfare politics are different. In Western Eeuropean nations, public welfare benefits have been able to produce welfare coalitions and politics of solidarity. By contrast, since welfare have been thoroughly depoliticized and informalized in Korea, voters and political parties have not been able to make issues of welfare problem Due to these historical peculiarities, it seems to be impossible that Korea's underdeveloped public welfare could be changeable in near future.

'Care-migration Iintersection' Research in the West and the Potential Contributions of the Korean Case (서구의 '케어와 이민의 결합' 연구와 한국 사례의 기여 가능성 탐색)

  • This article examines the existing literature on the intersection of care and migration in Europe and the potential contributions of the Korean case. The paper reviews the three bodies of research: care, migration and their intersections. When defined as social reproductive labour, the concept of care not only captures individual/family level of experiences but it can also be an effective tool to analyse the diversity of the welfare state and the path of its evolution. Furthermore, in the context of globalisation and international migration, the concept of care can help overcome so-called 'the methodological nationalism' in the welfare state research. Accumulated evidence shows that only by applying a transnational perspective to the relationship between such social realities as class, gender and race, can we properly examine the dynamics of care distribution. Existing care-migration nexus research has found a widely observed trend of the 'migrantisation of care' in European welfare states; however, the actual modality of care-migration intersection varies reflecting historical and institutional contexts. This is why care-migration nexus research must go beyond the well-known welfare regime types. The Korean case can expand the geographical coverage and theoretical applicability of the intersection research by including a new welfare state regime type (productivist or developmental welfare states) and new patterns of migration (co-ethnic migration and marriage migration) which were rarely dealt with in this scholarship.

Gender Identities of the Korean male Migrant Workers in Germany -Based on the biographical Case Reconstruction- (재독한인 노동이주남성의 젠더 정체성 -생애사적 사례재구성 방법에 기초하여-)

  • The research intended to analyse gender identities of Korean male migrant workers in Germany through the biographical case reconstruction. Five cases were reconstructed and the following conclusions were drawn: A 'work-oriented identity of man as an individual' was formed through their biographies. And according to the terms of the interruptions and the discontinuities in their employment biographies, and in relation with their experiences of employment and marriage before migration, the 'work-oriented identity of man as an individual' was continuously or discontinuously reproduced in their experiences with welfare systems and social services in migration, as well as delayed or compressively differentiated in combination with a 'livelihood and household responsibilities sharing or sharing-exclusive identity of man as a husband' in their same experiences. Based on these results, some implications for the theory and practice of social work were addressed, furthermore some implications for the biographical research.

  • Domestic violence in our society is where the abuser and the abuser live in the same space. Problems are left unresolved in families where abuse is reproducing. Domestic violence can be viewed as a crime that violates and tramples human rights. They rely solely on family support networks for solutions to domestic violence. The physical, emotional, and psychological pain and wounds that victims of domestic violence must endure are too deep. In order to help victims of domestic violence, case management services that can provide long-term and attentive help in the neighborhood or community are needed. For this, prevention and treatment of domestic violence should be considered together. And the interest and professional role of the community must follow.

The Discourse associated with mental illness on TV documentaries : The Completion of Distinction (TV 다큐멘터리가 생성한 정신장애 담론 : 구별짓기의 완성)

  • This paper discusses the type of discourse associated with mental illness and individuals with mental illness in the context of TV documentary. Discourse is an linguistic product which prescribes and interprets the reality and reconstructs the reality systematically. Therefore, TV documentary contents illuminate the dominant discourse associate with mental illness through the diverse types of representation. We picked four TV documentaries from each public channels and analyzed these documentaries using Fairclough's Critical Discourse Analysis. Faircough suggests the analysis frame consisting of three level. The analysis reveals that TV documentaries produce the discourse "the Completion of Distinction" associated with mental illness and individuals with mental illness. TV documentaries suggest the reason why we distinct them from us in textual level. In discourse practice level, they suggest the method and the principal agent of distinction. For social practice, TV documentaries reinforce the dual attitude of viewer. Alternative discourse associated with mental illness and individuals with mental illness will be constructed when individuals with mental illness recovers the status of principal agents and produces strong voices about themselves.

The Effect of Assortative Mating on Household Income, Consumption, and Asset in Korea (동질혼이 가구의 소득, 소비, 자산에 미치는 영향: 부부의 성취적 특성 및 부모의 귀속적 특성을 중심으로)

  • As polarization and class reproduction between generations are considered to be serious problems in Korean society, increasing number of assortative mating, which means marrying between homogeneous family background, income class, and educational background, is on the spotlight socially. Some worry that the increase of assortative mating can reinforce closure of social mobility so it deepens inequality and limits class mobility between generations. This research analyzes the effects of accomplishment characteristics of husbands and wives and ascriptive characteristics of parents which consist the concept of assortative mating, on income, consumption, and assets those represent economic status of a family. The purpose of this research is to suggest empirical understanding on the role of assortative mating that affect on inequality within generations and income mobility between generations in Korean society. In the result of multiple regression analysis on the effect of assortative mating on income, consumption, and assets, high educational background was the factor that increase income and consumption level as accomplishment characteristics of assortative mating. As ascriptive characteristics of assortative mating, educational homogeneous of fathers was the factor that increased asset level. While accomplishment characteristics affect income and consumption, ascriptive characteristics of homogeneous had significant effect on assets. Thus, it was found that transfer between generations had effects around asset rather than income. In particular, ascriptive characteristics in young husbands and wives aged 20s or 30s had significant effect only on the assets.
