  • 본 연구는 초고층 및 지하연계 복합건축물이 증가하여 재난에 취약성이 높아짐에 따른 재난대응 반안에 관해 연구를 진행했다. 사회재난과 자연재난 중 건축물에 영향을 미치는 재난을 국내외 사례와 문헌조사를 통해 도출하고 각 재난의 공통된 취약성과 개별적 취약성을 찾았으며, 재난유형별 복합재난 시나리오를 선정하였다. 초고층 및 지하연계 복합건축물의 위험성이 높아지면서 소방청은 재난예방 및 피해경감 계획 수립 세부지침서를 만들었지만, 한정적인 재난과 구체적 예시의 부재로 미흡한 상태이다. 따라서 앞서 제시한 재난의 재난대응 방안을 만들어 재난대응흐름도를 작성하여 실제적인 대응 방안을 수립하고자 한다.

  • 우리 헌법은 인간의 존엄과 가치 그리고 행복을 추구할 권리를 보장하고 있으며, 편의증진법과 교통약자법을 통해 장애인등이 교통수단, 여객시설 및 도로 등을 비장애인들과 차별 없이 이용하여 이동하고, 도로와 대중교통수단, 공공 건축물과 주거 등 생활 필수시설에 자유롭게 접근하기 위한 접근권을 보장하고 있다. 우리나라는 이동권의 보장을 편의시설 제도라는 독자적인 체계를 통해 이루어지고 있으며, 이를 실질적으로 보장하기 위하여 장애물 없는 환경 인증 제도(BF 인증제도)를 도입하였다. 시행 15년을 맞은 BF 인증제도는 양적으로는 많은 발전을 가져왔지만, 질적으로 특정 건축물 등 일부에 대한 인증 편중 현상이 있으며 안전취약계층에 대한 재해 안전확보에 대한 고려가 포함되지 않아 부진정한 이동성과 접근성의 보장이라는 한계를 가지고 있다. 이동권 보장이 얼마나 잘 이루어지느냐는 그 나라의 사회 안전망이 얼마나 잘 갖추어져 있는지 판단하는 척도라 할 것이며, 따라서 이러한 이동권 보장은 위험상태에서의 안전한 피난을 함축하고 있으며 중첩적으로 국가의 기본권 보호 의무의 이행과 관련된다. 이에 따라 이동권과 접근권의 증진을 위한 BF 인증 규정을 안전 규범으로 보완하여 장애인과 비장애인이 사회의 일원으로서 평등한 인격적 주체로 공동체에 기여하는 안전한 사회적 환경의 조성이 긴절히 요청된다고 할 수 있다.

  • It became clear that Korean peninsula is not a safe region anymore from an earthquake disaster after Gyeongju and Pohang Earthquake in 2016-2017. Unfortunately, building industry in Korea has not been well prepared for an earthquake disaster and the following problems exist. First, the rate of buildings with proper seismic performance is relatively low. Second, the number of piloti buildings which are vulnerable to earthquake and fire disaster has increased recently. Third, the proportion of small-scale buildings excluded from the application of the building law for securing safety is too high. Fourth, widespread corruption and poor construction impede safety. Therefore, measures to prepare for earthquake disaster are as follows. First, methods of reinforcing building structures and reducing the seismic load acting on a building should be utilized in order to secure the insufficient seismic performance of buildings vulnerable to earthquakes. Second, whistleblowers should be encouraged and protected to prevent defective construction due to corruption. To this end, whistleblowers should be recognized as an effective means of protecting public interest not the traitor to the organization.

  • The purpose of this study is to establish a system that manages the safety of buildings efficiently by finding the correlation of elements related to the safety of buildings and intuitively visualizing them. Data were collected using the data of small-scale buildings managed by public institutions and the government, and an effective analysis visualization environment was established through pre-processing. We selected safety-vulnerable factors such as the structure of the building and completion date to find the relationship, and established a model to prioritize management to find vulnerable buildings.

  • 본 논문은 재난 리스크 평가를 위한 집계구 통계자료의 활용방안에 대한 연구를 수행하였다. 인구통계자료, 주택통계자료, 전국사업체 자료는 재난취약성분석과 리스크 평가를 위한 필수 요소이다. 재난의 분석과 평가를 위하여 GIS에 구축하는 자료로는 인구의 총인구, 평균나이, 인구밀도, 노령화지수, 교육수준 등이 있다. 이 자료들을 공간정보로 구축함으로써 기존의 넓은 수준의 데이터를 활용하는 것 보다 정밀한 분석이 가능하다고 판단된다. 또한, 인구와 관련된 데이터뿐만 아니라 집계구 통계 자료는 주택의 건축년도와, 주택의 유형(다세대, 아파트, 연립, 영업용건물주택의 정보를 가지고 있다. 이는 건물의 경제적 평가를 위한 자료로 활용될 것이다. 또한 선정된 지역의 사업체를 분류하여 각 폴리곤의 주요 사업체를 조사하여 공간정보를 구축함. 구축된 공간정보는 리스크 평가를 위한 자료로서 활용될 수 있다 판단된다.

  • The insulation in buildings is very important. Insulation used in the building is largely divided into organic and inorganic insulation by its insulation material. Organic insulations material which are made of styrofoam or polyurethane are extremely vulnerable to fire. On the other hand, inorganic insulation such as mineral-wool and glass-wool are very week with moisture while they are non-flammable so that its usage is very limited. In this study, inorganic heat insulating material developed and the properties of thermal conductivity evaluated. The thermal conductivity and the water absorption of the sample in less than 50mm thickness of the board is less than 0.05W/mk, 3.0%. Bending strength and the water repellency is more than $25N/cm^2$, 98%.

Review on Prior Evaluation for Terrorism Risk of High-rise Buildings (초고층건축물의 테러 위험도 사전평가에 관한 연구)

  • Today's high-rise buildings are increasing concern about the safety and evacuation of people related to the fire and threat from outside. Terrorism breaking out in high-rise buildings, a symbol of the national economy results in a number of casualties, economic loss, social fear and damage to national status. That's why high-rise building has also emerged as a target of major terrorist attacks, compared to other types of buildings. We have 54 high-rise buildings in 15 regions over the country. The Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government have offered the guidelines to prevent terrorist attacks toward high-rise buildings. Since the 9/11 terrorist attacks, the U.S. Federal Emergency Management Agency (FEMA) has developed and taken advantage of the Risk Management Manual Series. According to this manual, pre-assessment is conducted for the prevention of terrorism and particularly in FEMA 455, risk of the surrounding areas, vulnerability, possibility from terrorist attacks are checked. After the check, experts classify the risk of terrorist attacks toward the high-rise buildings and according to the risk classification, architects, security experts and structure engineers can carry out terrorism prevention program for high-rise buildings. The U.K. NaCTSO has also offered the terrorism prevention guidelines. Therefore, the Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government should make more concrete guidelines for high-rise buildings such as what U.S. FEMA and U.K. NaCTSO implement, including prior evaluation technique for terrorism risk.

  • In this study, to recognize the limitations and problems of fire safety in existing deteriorated buildings in Korea, and to analyze the fire case of Jongno Gooshiwon, the fire life safety assessment was performed and analyzed through fire egress simulation and analyzed the domestic and foreign related codes and regulations. In order to secure the fire safety of existing deteriorated buildings, it is necessary to adopt the systematic introduction and application of fire safety performance evaluation of buildings based on quantitative and objective indicated method for performance maintenance and management for fire life safety.

Repair Scheme of FRP Column Jacketing System for Seismically-vulnerable RC Buildings under Successive Earthquakes (연속지진에 대한 지진 취약 철근콘크리트 건축물의 FRP 재킷 보수 전략 연구)

  • Existing reinforced concrete (RC) frame buildings have seismic vulnerabilities because of seismically deficient details. In particular, since cumulative damage caused by successive earthquakes causes serious damage, repair/retrofit rehabilitation studies for successive earthquakes are needed. This study investigates the repair effect of fiber-reinforced polymer jacketing system for the seismically-vulnerable building structures under successive earthquakes. The repair modeling method developed and validated from the previous study was implemented to the building models. Additionally, the main parameters of the FRP jacketing system were selected as the number of FRP layers associated with the confinement effects and the installation location. To define the repair effects of the FRP jacketing system with the main parameters, this study conducted nonlinear time-history analyses for the building structural models with the various repairing scenarios. Based on this investigation, the repair effects of the damaged building structures were significantly affected by the damage levels induced from the mainshocks regardless of the retrofit scenarios.
