  • This study analyzed the causes of flood accidents, such as isolation and lost footing accidents in Dorimcheon, to provide legal and institutional improvements. For cause analysis, Field Investigation, Stakeholder Interview, Report, manual, Law et al. Review, Analysis of water level change characteristics, automatic alarm issuance standard level analysis, and evacuation time according to river control were evaluated. Dorimcheon has the characteristics of a typical urban river, which is disadvantageous in terms of water control. In addition, the risk of flood accidents is high because the section where fatal accidents occur forms sharply curved channels. Tripping and isolation accidents occur in the floodplain watch and evacuation stage, which is the stage before the flood watch and warning is issued. Because floodplain evacuation is issued only when the water level rises to the floodplain, an immediate response according to the rainfall forecast is essential. Furthermore, considering that the rate of water level rise is up to 2.62 cm/min in Sillimgyo 3 and Gwanakdorimgyo, sufficient evacuation time is not secured after the floodplain watch is issued. Considering that fatal accidents occurred 0.46 m below the standard water level for the flood watch, complete control is very important, such as blocking the entry of rivers to prevent accidents. Based on these results, four improvement measures were suggested, and it is expected to contribute to the prevention of Tripping and Isolation Accidents occurring in rivers.

  • The building infrastructures such as high-rise buildings, shopping malls, exhibition centers, etc. are becoming larger in magnitude and more complex in complexity. Considering a large number of tenants and visitors are staying in these facilities, it is upper most important to keep those in safe from fire outbreak. In this paper, a u-Disaster Prevention System has been presented to provide effective fire evacuation when fire breaks out in building infrastructures. The ubiquitous sensor network (USN) technology was applied to detect heat and smoke from fire outbreak. The information then is transmitted wirelessly to a host computer. The tenants and visitors residing in the facility can evacuate following the instruction that is displayed in LED sign boards of the u-Disaster Prevention System. A case study shows that the ubiquitous environment can help people evacuate faster in time, shorter in distance with the assistance of the u-Disaster Prevention System.

  • Cloase-range image information from drones and ground-based camera has been frequently used in the field of disaster mitigation with 3D modeling and mapping. In addition, the utilization of virtual reality(VR) is being increased by implementing realistic 3D models with the VR technology simulating disaster circumstances in large scale. In this paper, we created a VR training program by extracting realistic 3D models from close-range images from unmanned aircraft and digital camera on hand and observed several issues occurring during the implementation and the effectiveness in the case of a VR application in training for disaster mitigation. First of all, we built up a scenario of disaster and created 3D models after image processing with the close-range imagery. The 3D models were imported into Unity, a software for creation of augmented/virtual reality, as a background for android-based mobile phones and VR environment was created with C#-based script language. The generated virtual reality includes a scenario in which the trainer moves to a safe place along the evacuation route in the event of a disaster, and it was considered that the successful training can be obtained with virtual reality. In addition, the training through the virtual reality has advantages relative to actual evacuation training in terms of cost, space and time efficiencies.

  • Many pedestrian or fire evacuation models have been studied last decades for modeling evacuation behaviors or analysing building structures under emergency situations. However, currently developed models do not consider the differences of visibility of pedestrians by obstacles such as furniture, wall, etc. The visibility of pedestrians is considered one of the important factors that affect the evacuation behavior, leading to making simulation results more realistic. In order to incorporate pedestrian's visibility into evacuation simulation, we should be able to give different walking speeds according to differences of visibility. We improved the existing floor field model based on cellular automata in order to implement the visibility. Using the space syntax theory, we showed how we split the indoor spaces depending on the different visibilities created by different levels of structural depths. Then, we improved the algorithm such that pedestrians have different speeds instead of simultaneous movement to other cells. Also, in order for developing a real time simulation system integrated w ith indoor sensors later, we present a process to build a 3D simulator using a spatial DBMS. The proposed algorithm is tested using a campus building.

  • It is not easy to evacuate when people face with emergency situation in deep underground space because space perception and synthetic judgement are readily lowered. In stead of evacuating safely outside within the given time, evacuation safety zone is required to be designed and installed. In this study, PATS (Pedestrian movement based Assessment Toolkit for Simulation) is applied to build a comprehensive and analytic framework for seeking the optimal (or proper) numbers and locations of evacuation safety zone. With two scenarios of emergency situation at intermodal transfer center with the 6 floor in underground, the problematic location on the evacuation path has been identified and the proper locations has been presented.

이러한 해상 상황에서 가장 중요한 역할을 하여야 하는 VTS(Vessel Traffic Service, 해상교통관제)의 의미의 재정립이 필요한 시기이다. 2011년 3월 발생한 동일본 대지진 재해사례의 교훈을 중심으로 한 지진 재난시 우리나라 VTS 대응방안에 대한 제언을 통하여 재난 안전 확보의 가반을 마련하고자 한다.
