  • 최근 일본에서 발생한 대지진으로 인해 재난에 대한 경각심이 커지면서 그에 대한 대비로 어떻게 하면 재난 정보를 신속 정확하게 많은 사람들에게 전달할지 관심이 많아지고 있다. 본 논문에서는 스마트폰의 장점과 재난 정보를 제공하는 애플리케이션 그리고 재난방송 온라인 시스템을 분석 및 조사하였고, 스마트폰의 기능들을 활용해 재난방송의 효율을 극대화 할 수 있는 방법을 제안하였다.

  • This research is to investigated to analyze and identify factors which has been impacted area on the level of people' acceptance for disaster warning information. For better results and more reasonably generally accepted the results, the research was targeted people who need disaster warning information by the disaster impact. The damages from disaster are increasing every year. The disaster warning information have been changed by the level of people acceptance for the disaster warning information which has not been enough to satisfy the level of information. The research model has been developed by intergrating 'TAM model' to show theoretical and practical implications of this study. Research hypothesis are verified and analyzed through the SPSS and AMOS program. The main contribution of this research is to enhance effectiveness of disaster warning information to the people who can be damaged from disasters.

  • We proposal social network service available for disaster and include crowd-soucing in order to improve using only for notification information. Therefore, We design new mash-up which is gathering disaster information from twitter. The mash-up has differences with current systems, because it does not use application software for acquisition disaster information.

  • Medical Informatics에 대한 관심 증가와 정보통신 관련 기술이 발전됨에 따라 IT 기술을 활용한 의료 프로세스는 매우 활발히 사용되고 있으며, 재난 시 의료진의 접근이 제한된 가운데 단시간 내에 응급치료 및 수송과 효율적인 자원배분을 통한 대응은 각종 정보통신 관련기술의 발전과 함께 비약적으로 발전하고 있다. 본 논문에서는 Medical Informatics와 관련된 연구들을 분석하여 재난 상황에서 정보통신 기술을 활용한 의료 활동과 의료지원 시스템의 활용을 다룬다. 재난 상황 및 다수의 사상자가 발생하는 사고 현장에서 IT 시스템을 이용하여 보다 효과적으로 환자의 상태를 파악하여 분류함으로써 의료 활동의 효율을 높이는 방법에 대해 분석하고, 이를 위한 워크 플로의 정의 및 관련된 연구를 정리 하였다. 또한 무선통신기술의 활용, SNS 등을 이용한 의료정보의 전달과 이를 활용한 의료진의 대응 방법 대한 연구동향을 정리하였다. 이러한 정보기술의 발전은 재난에 대응하는 전략적 목표와 방법 등에서도 변화가 이루어지고 있어 이에 대한 연구동향을 포함하였다.

A Study on Internet Emergency Alert Distribution System Adaptive to the Receiver Characteristics (인터넷 기반의 수신자 맞춤형 재난경보 전달시스템 연구)

  • Effective alerts will drastically mitigate the disaster impacts. One way to enhance the effectiveness is to prepare multiple alert distribution channels. In this paper, we propose a new emergency alert distribution system that will solve the weaknesses of the current distribution systems, such as Cell Broadcasting System and T-DMB Automatic Emergency Alert Service. The weaknesses are: the limitation of message length, small portions of terminals that can receive and display the alert signal, and one-way communication service. To solve these problems, we propose an emergency alert distribution system over the Internet with RSS (Rich Site Summary) format. The system also has the capability of adaptive alert filtering according to the receiver characteristics. We analyzed the characteristics of RSS as an alerting format, and draw functional requirements satisfying use case scenarios. We designed the system only with major requirements and verified it on our test bed. Sending richer message contents through various receiving terminals, the system will achieve more effective emergency alert service.

  • Emergency alerting broadcasting of T-DMB is being serviced to deliver the event of a disaster to the people quickly and effectively through a T-DMB network. DGPS has been developed in order to improve the accuracy of the GPS receiving data and transmitting of DGPS information through the T-DMB network is being studied for a wide range of usage. Because DGPS information and AEAS message are sent through the same T-DMB network, if DGPS information is applied to AEAS message disaster area can be specified more precisely and the exact location of the disaster can be measured in the terminal. In this paper, a implementation method of T-DMB emergency alerting broadcasting system based on a DGPS including a new structure of AEAS message was proposed to identify the location of disaster accurately.

  • In this paper, we identified the national alert service and recognized the problem that disaster message is received only from smart phones, which are mobile communication devices in the event of a disaster. Thus, we conducted a study on how to use NFC to identify disaster characters in navigation. Research was conducted on how to receive and utilize disaster message and disaster information when using smart phone navigation as well as application development-enabled navigation. If studies such as those in question continue, disaster situations and information will be provided in a more diverse environment and users will all be able to access disaster content to prepare for disasters and prevent or reduce damage.

  • In this study, for the integrated information management of underground pipelines, each information management server software must have it's inter-operability. So Many kinds of smart-city integrated platform softwares were surveyed and the best platform software was selected. The interface software modules developed in this study was installed at the test system. Through this test system, when a sub system transfers an event message to the upper integrated server system, the inter-operability test between the upper system and a sub operating system was performed and its operability was resolved.

  • 국내에서는 지상파 디지털 모바일 방송 표준을 T-DMB(Terrestrial-Digital Multimedia Broadcasting)로 채택하여 상용화 하였다. 현재 재난 발생 시 T-DMB 시스템에서는 Fast Information Channel(FIC)를 이용한 재난 경보 방송을 방송 영역의 가입자들에게 동시에 전달한다. 하지만 일본의 대지진과 같은 긴급한 상황에서 가입자가 재난 경보의 수신을 실패할 때는 큰 피해를 입을 수 있다. 본 논문에서는 기존의 DMB와 재난정보의 다중 전송 기법을 이용하여 가입자의 수신 효율을 높일 수 있는 방법을 제시 한다.
