박물관은 예술과 과학 분야에서 귀중한 문화유산적 가치가 있는 소장품을 보관 전시하는 등 교양, 조사연구, 예술활동 등에 이바지하고 있다. 이러한 박물관의 소장품을 위협하는 요소 중 화재로 인한 피해는 소장품을 순식간에 파괴하여 복구 불능 상태가 될 수도 있어 가장 위험이 큰 재해라고 해도 과언이 아니다. 재난 및 안전관리 기본법 제34조의 6에서는('15년 12월 31일 시행), 다중이용시설 등의 소유자 관리자 또는 점유자는 대통령령으로 정하는 바에 따라 위기상황에 대비한 매뉴얼을 작성 관리토록 되어있다. 하지만 연면적 $3,000m^2$ 이상의 대규모 사립박물관만 해당되며 대다수 사립박물관은 재정적으로 취약하고 소규모 시설로 인해 화재를 비롯한 각종 재난안전관리에 매우 취약하여 소중한 문화적 가치를 지닌 유물들이 소실될 수 있는 높은 위험성을 지니고 있다. 이에 따라 본 연구에서는 중 소규모의 사립박물관 50개소를 선정하여 화재안전에 대비한 소방분야의 관리실태를 점검하고 향후 안전관리 교육 훈련 프로그램 또는 안전관리 매뉴얼 개발에 기초 자료로서 활용 될 수 있는 연구를 수행하였다.

최근 기후변화와 집중호우, 도시배수체계의 한계로 인해 도시침수가 빈번하게 일어나고 있으며 이에 따른 인적·물적 피해가 지속적으로 발생하고 있다. 기후변화 보고서에 따르면 우리나라 강우량은 21세기 후반까지 증가할 것으로 예측되고 있어 도시 침수 피해를 사전에 예측하고 피해 규모를 감소시키기 위한 위기 대응 시스템의 개발이 필요하다. 본 논문에서는 효율적이고 정확한 도시침수 상황관리를 가능하게 하기 위해 센서 계측 기술, IoT, 빅데이터 등의 최신 기술을 적용한 도시침수 모니터링 시스템을 설계하였다. 도시침수 모니터링 시스템은 스마트 레인센서, 스마트 지표 침수계측센서, 스마트 지표하 침수계측센서 등 다양한 종류의 센서와 연동되어 있으며 시스템에서 계측 데이터를 감시, 분석, 통계할 수 있어 효율적인 재난관리 대응이 가능하다. 또한, 도시침수 모니터링 시스템은 재난상황 발생 시 사전에 침수예상지역을 분석하고 대피계획 및 시점을 제공함으로써 인명피해를 줄이고 급작스런 홍수에 대비할 수 있다.

Recently, a new infectious disease, COVID-19, has been spreading not only in Korea but around the world. As a result, the Korean government raised the level of infectious disease crisis alerts to a serious level on February 23, 2020. The purpose of this study is to apply the situational theory of publics to publics segmentation according to the issuance of a crisis alert and to suggest ways to improve the crisis alert system. To this end, the level of public perception on crisis alerts was checked. The verification confirmed that the situational theory of publics is a suitable theoretical framework for analyzing the communication behaviors of the public toward crisis alerts. As a result of the public segmentation, 42.7% were classified as active publics. Based on this, it was suggested to reorganize the crisis alert system as a system for communicating with the public.

본 논문에서는 무인 로봇 스마트 더스트(Smart Dust)의 사례연구를 통하여 재난, 재해 등 불확실한 상황에서 실시간 정보제공 등 기능에 대한 활용 사례를 살펴보고 전장에서 활용할 수 있는 방법으로 처리 프로세스를 수정 연구한다. 스마트 더스트 기술은 인공지능(AI)과 사물인터넷(IoT) 기술이 적용된 1mm³ 이하 크기의 센서이며, 전시 및 재난 등의 위급상황에서 다양한 용도로 적용 및 전략수립에 활용될 수 있다. 본 연구를 통하여 전장 및 재해 상황에서의 위기대응에 효율성을 증대할 수 있을 것으로 사료된다.

The more people and urban infrastructures are crowded in a society, the more possibilities of disasters are existed. Most of cities have a difficulty in coping with unpredictable disasters consisting of natural and human characteristics. As a proved before, theses disasters have serious effects on socio-economical, financial and physical damages, and human lives. Although we have prepared various types of disaster-protection programs, there are rooms to be desired in establishing advanced warning system towards safeguards of disasters. In this research, we propose semantic ideas of an advanced information system associated with automatic voicing mail linking to telephone. This conceptual model and its architecture is for not only predicting and analyzing disasters, but also recommending counter-measurements and solutions for risks and dangers in disastrous circumstances. However, there are little works with regard to definitions and conceptual models of automatic voicing mail system in the context of geographical information sciences. Therefore, this research focuses on scrutinizing the effect of possible natural vulnerability and human hazards in our present societies.

본 연구에서는 생물테러 발생 시에 대비한 대국민행동요령 교육 및 홍보자료를 개발함으로써, 국민들의 자발적 이해와 비상시 행동요령을 정확히 인지하게 하여 생물테러 발생에 의한 피해를 최소화하기 위하여, 일반 국민을 대상으로 생물테러감염병에 대한 행동요령을 개발하고 구체적 인지도 증가를 위한 매뉴얼의 컨텐트를 구축하였다. 본 연구를 통해 생물테러에 대한 대국민행동요령을 국민들이 숙지하고 생물테러감염병에 대한 인지도가 높아질 것이 기대되며, 생물테러 위기상황 발생 시 일반 국민들의 적절한 대응을 할 수 있고, 이러한 활동을 통하여 범국민적 안전문화 확산에 기여할 것이다.

본 연구에서는 다중이용시설의 테러대비를 위한 테러리즘 의미를 고찰하여 비교해석 함으로써 국가안보와 공공안전 사이에서 발생하는 이중적 법적 해석으로 발생하는 이격을 줄이기 위해 진행 되었다. 최근 불특정 다수의 공포감을 극대화를 위한 민간 다중이용시설의 테러증가와 북한에 테러위협, 국내에 발생가능 자생테러를 대비하기 위해 테러행위에 대한 명확한 해석에 초점을 맞추어 연구하였다. 국외의 테러관련 법을 고찰하여 테러리즘에 대한 전쟁행위, 범죄행위, 사고행위를 구분하였으며 이를 통해 부처별 고유업무에 혼선을 줄이는 해석 방법을 제공하였고, 테러리즘 정의의 법적 미비점을 도출하여 개선방향을 제언함으로서 사후 국가위기상황 재난관리에 대한 대테러 전략 구축 및 개선 시 필요한 기초자료를 제공하고자 한다.

Purpose: In recent, mobile technology, as an axis of the fourth industry paradigm, is evolving into our daily life, economic activities and disaster safety management. However, since the location information service is insufficient, it is difficult to response the emergency situation adequately in the golden time. The purpose of this study is to propose a method to fine precisely the location of people who are in need of an emergency in the event of accidents and disasters. Method: This study investigates and compares existing literature and safety apps for national index number NFC application development. In addition, the system structure and the design method through the element technology through analysis of necessary function of the demander were carried out. Results: The results of this study were developed as a design and system that can be implemented in both direction and function to inform the location for emergency situation or disaster reporting in mobile. Conclution: It is possible to provide the disaster safety location service which can be utilized by the citizens in case of crisis by unifying the address system and integrating the location information using NFC.

Disaster management system can prepare enough for a social disaster. In addition, it is measures to reduce damage. When, where and how to prepare for a disaster will happen we can not expect an appropriate sense of crisis, disaster response and is the right choice early. In this paper, the next national disaster safety sector effective use SNS will find ways. To do this successfully in the field of international disaster safety use cases and measures are derived that can be applied to our country. As a result, comprehensive and systematic introduction of disaster management system to minimize the damage will contribute effectively to the rapid disaster recovery.

Purpose: This study focus on the disaster response process in the disaster field manuals. The process reflects the several kinds of disaster situation scenarios under the defined disaster types. Method: Firstly we defined the situation concept from the emergency types. And then, we makes each disaster response process based on the situations. Results: There are several kinds of the disaster response process in a disaster fields manuals. The most of the process has the duplicated SOP's among the situation types. In this paper, we developed the situation code sand then apply the codes to the process. As a result of the work, we defined one the disaster response process which includes the situational code in the each SOP. Conclusion: This study developed the several kinds of the disaster response process based on the disaster situation types. It makes that we can easily respond to the disaster.
