A Study on the Influence of Construction Safety Education on Unstable Behavior (건설안전교육이 불안전한 행동에 미치는 영향에 관한 연구)

  • Purpose: Ten years after basic safety and health education in the construction industry has been implemented, no more maintenance education has been provided, and those who have completed basic safety and health education are exempt from new employee education. As soon as possible, we will seek strategic measures to prevent unstable behavior and prevent safety accidents by legislating conservative education and new recruitment education. Method: In this study, basic safety and health education, which is construction safety education, and human error, which is unstable behavior of new employees, and structural relationship between violation behavior were conducted through survey. Result: The survey analyzed that basic safety and health education in the construction industry and new recruitment education had a significant impact on the human factors of the disaster, Human Error, and the reduction of violations, and confirmed that continuous safety education could increase safety awareness. Conclusion: The insolvency of safety education shall be prevented by the revision of the Act on the remuneration of basic safety and health education and the education of new employees.

  • 기후변화로 인해 전지구적인 이상기후현상이 빈번하게 발생하고 있으며 지구온도와 해수면상승과 더불어 강우패턴의 변화가 세계적인 문제로 대두되고 있다. 특히 아세안 국가의 경우 태풍 및 집중호우에 대한 침수피해의 빈발로 2,000만명 이상이 피해를 입은 것으로 나타났다. 이러한 윈인으로는 자연재해에 의한 인명 및 재산피해관련 대응기술의 개발 및 대응조직의 전문성이 미흡하다는 것이 가장 큰 원인으로 제시되고 있다. 이에 많은 국가 및 기관에서 재난 대응 기술을 ODA사업을 통해 지원하고 있다. 우리나라에서도 지속적인 ODA사업으로 재난 대응 기술, 그 중에서도 홍수대응 기술을 적극적으로 보급하고 있다. 본 연구에서는 ASEAN국가 현지 맞춤형 인공지능 하천수위예측 모형을 개발하여 ASEAN국가의 홍수대응 능력을 향상시키고자 하였다. 연구대상으로는 관측데이터의 수집이 용이하고 양질의 관측자료를 장기간 확보할 수 있는 필리핀의 Montalban 관측소를 대상으로 하였다. Montalban 수위관측소는 마닐라를 관통하는 마리키나 강의 상류에 위치하고 있다. 주변에는 상류쪽에 Mt. Oro 강우관측소가 있으며 해당 관측소의 강우자료와 Montalban 관측소의 수위자료를 입력자료로 활용하여 최대 3시간까지 수위를 예측하였다. 예측수위에 대한 적합도 지표로 NSE(Nash-Sutcliffe model efficiency coefficient)를 사용하였으며 2시간 예측까지는 0.8이상의 유의미한 결과를 나타내 홍수예보에 활용할 수 있을 것으로 판단되나, 3시간 예측결과는 홍수예보에 활용하기 어려운 것으로 판단하였다. 이는 Mt. Oro관측소에 내린 강우가 Montalban 관측소에 도달하기까지 소요되는 시간이 3시간 이내이기 때문으로 판단된다. 관측소의 수위자료와 상류에 위치한 강우관측소의 장기간 고품질의 관측자료가 존재한다면 높은 정확도의 예측결과를 도출 할 수 있을 것으로 판단된다.

  • The citizen is going to live on security for better life stably in all times, and, as for such human basic desire, it is to the base which is important about the durability and the development of the smart city. I defined needs and the priority about the disaster recovery of the community as a citizen through date analysis until I came back to the normal environment again after a smart city suffered the damage by the misfortune in the study. I was going to suggest a method to support inhabitants of the damage area that was the immediate, and was necessary for a base in such date analysis and recovery of the community. I considered the Great East Japan Earthquake in an example in 2011. I studied the smart city plan which could improve the resilience of the local citizen and community through data utilization.

  • This paper focused on the new theory and algorithm improving the citizen's safety which they experience to change from the developing country to the developed country, and analyzed the gained and applicate results, and show the theories and application's evidence for the incident prevention of citizen's life and house. The Safety Monitoring Theory for human security, show the six theories for which they are analyzed and reduced the accident's death, as is the priority of the disaster prevention activity, its decision, continuous minimization of the accident's death number, the environment security, the personal security, the community security. This study is applied to educate and exercise the disaster prevention and safety management's program which applied the seven step's model of the safety monitoring, show on continuously improvement effects through the case study of the personal's and team's monitoring during five years.

  • In recent days, climatic change cause abnormal weather all over the world and we have a great loss of life and property every year. In Korea, we suffer from landslide problem because large regions of Korea Peninsula are composed of mountain. In order to detect rapidly and to take follow-up measures of disaster, the remote sensing is being used actively as conventional field survey has many restrictions in accessibility because of more time and man power requirement. In additions interferometric SAR is one of the techniques that have our attention because it can provide many kinds of accurate surface information without restriction of atmospheric and ground conditions by using L-band. In this study, we aimed to monitor the displacement of mountain area in Kangwondo and this results will be used for detecting landslide. Also we build the web system for detecting and analyzing the landslide.

A Study on the Application of UAV for Korean Land Monitoring (무인항공기의 국토모니터링분야 적용을 위한 연구)

  • UAV(Unmanned Aerial vehicle) could be effectively applied in a field of land monitoring for analyzing disaster area and mapping, because it can quickly acquire image data at low costs. For this reason, we reviewed the legal system related to mapping, and proposed suggestions for improving in legal system, due to introducing the UAV to Korean land-monitoring through this paper. Also, we evaluated spatial and time accuracy of the digital map, which are generated from UAV images that were taken for occasional map updates and disaster detections. As a result, the mean error is about 10m if only GPS/INS data used, while using GCP(Ground Control Points) it is about 10cm. Therefore, we conclude that the UAV could be effective method in korea land-monitoring field.

Guidelines for the Construction of Vulnerability Map of Fire in Seoul (서울시 화재위험지도 구축방안에 관한 연구)

  • In the area of disaster management, we have more focused on the rapid response and recovery, but preventive approach for disaster is becoming more and more important. For mitigation of disasters, we need to analyze the vulnerable area according to each disaster, and need to manage those area systematically. In this research, we selected the fire as a type of disaster, developed guideline of construction of vulnerability map of fire, and built the vulnerability map of fire in Changshin-Dong, Jongro-Gu, Seoul as a case study area. The vulnerability map of fire can be applied to grasp the vulnerable area in advance and manage it systematically. In addition, it can also be applied in the landuse planning and the rearrangement of infrastructure for the mitigation of disaster when we build detail city planning.

Performance Comparison between Neural Network Model and Statistical Model for Prediction of Damage Cost from Storm and Flood (신경망 모델과 확률 모델의 풍수해 예측성능 비교)

  • Storm and flood such as torrential rains and major typhoons has often caused damages on a large scale in Korea and damages from storm and flood have been increasing by climate change and warming. Therefore, it is an essential work to maneuver preemptively against risks and damages from storm and flood by predicting the possibility and scale of the disaster. Generally the research on numerical model based on statistical methods, the KDF model of TCDIS developed by NIDP, for analyzing and predicting disaster risks and damages has been mainstreamed. In this paper, we introduced the model for prediction of damage cost from storm and flood by the neural network algorithm which outstandingly implements the pattern recognition. Also, we compared the performance of the neural network model with that of KDF model of TCDIS. We come to the conclusion that the robustness and accuracy of prediction of damage cost on TCDIS will increase by adapting the neural network model rather than the KDF model.

  • Recently, damages from disasters such as downpours, earthquakes and typhoons are increasing throughout the world. The downpour days of Korean Peninsula are also increasing every year due to rapid climate change. According to statistics over the last 30 years of the earthquakes in Korean Peninsula, the probability of a future earthquake is very high. In addition, super typhoons will hit Korean Peninsula due to the temperature rise in the nearby sea caused by the deepening of global warming. Thus, damage costs of the waterfront structures by natural disasters are also growing. But damage information system for integrated management of waterfront structures are insufficient. In this paper, we designed and implemented a damage information system for integrated management of waterfront structures. First, we classified damage information caused by natural disaster. Then we designed the databases of damage information and implemented damage information system. Lastly, we checked operations and the feasibility by testing queries on the proposed system.

Production of Flood Expectation Map in the Reclaimed Land Using 3-D Spatial Information (3차원 공간정보를 이용한 해안 매립지역 침수예상도 제작)

  • Recently, coastal damage according to the natural disaster like storm-surge, overflowing of the sea has been massively increased. In case of earth fill at the seaside, there are a lot of weak areas of the natural disaster and it has also high possibility that a large disaster happens. Thus flood expectation map in the reclaimed land using 3D spatial information was produced in this study. The area around Myungji, Kangsugu, Busan which was made with the large scale earth fils at the seaside was designated as a study area. Observation of both costal datum and ground height using the tidal date and field surveying dates was conducted. Terrain model using the GIS program was produced and than 3D building model was produced using 3D MAX. It was shown that there are possibility more than 50% if over 4.5m storm-surge is happening, as a result of calculating the virtual flooded area on the produced cartographic map.
