A Study on Empirical Needs of Users according to Different Types of Disabilities in Libraries (도서관 장애인서비스에 대한 이용자의 장애유형별 실증적 요구도 조사 연구)

  • This study was performed in order to derive components that users with disabilities demand first when using library services by analyzing the actual usages and demands of handicapped users according to different types of disabilities. The results of the study are as follows: First, the actual situation of library disabled users was analyzed according to types of disabilities. Second, the importance and satisfaction level of disability types were investigated for the main components of the library disability service. Third, major components of library services were analyzed using Borich's Needs Assessment Model for the disabled and ways of activating library services by types were suggested. Fourth, we analyzed the differences according to different purposes of use by the disabled within Borich's Model for the main items of library services. We also proposed a plan to meet the purpose of library use by each type. Fifth, we analyzed the differences by type of users in Borich's Model for the major items of library services and thus suggested solutions to improve library services by types of disabilities.

Improvement Plan for Library Services Through the Disabled Users' Needs Analysis in University Library (장애인 이용자의 요구분석을 통한 대학도서관 서비스 개선방안에 관한 연구)

  • To provide appropriate use of information and learning opportunities for ensuring to disabled, university libraries are needed to be equipped with facilities and conveniences. This study aimed to suggest the improvements of university library services of disabled student with a focus group interview and through conducting comparative analysis of domestic and foreign cases. On the basis of analysis, this study concluded that a library administrator should reflect the views of users(disabled student) in university sector and provide a dedicated space for disabled student only. Also, the arrangement of librarians for the disabled and education for them should be back up for improving library service for the disabled. In addition, groping the ways of cooperation with campus organizations, and operating the regular evaluation is the factors which should be considered in.

A Study on Needs Analysis of Stakeholders in Public Library Service for Persons with Disabilities (공공도서관 장애인 서비스에 관한 이해 관계자 요구 분석 연구)

  • The purpose of this study is to suggest how to improve the public library service for the disabled, by analyzing stakeholders' needs for it. To this end, it analyzed stakeholders' needs, by conducting an analysis on the current condition of the public library service for the disabled, and IPA on and FGI with the disabled, beneficiaries of the service and service provides, employees in charge of it. The findings show that the current condition of the public library service for the disabled is very poor in terms of disabled users, budget for the service for the disabled and special data for the disabled. For the analysis on the needs for the service for the disabled, the results of IPA suggest that it is necessary to improve relevant policies and manage integrated programs reflecting users' needs, and those of FGI indicate that perceptions on disability need to be improved among the disabled, the non-disabled and employees, and that the usage guidance and publicity are required for disabled users to generally use the public library service.

  • Over the past decade, the environment around libraries for the disabled has been greatly improved. Related legislation was established, facilities and facilities expanded, and the number of related collections and programs increased. In order to solve this problem, a survey of users' needs in accordance with the changing environment needs to be completed. In this study, we studied the existing research and analyzed the core needs of each type of disability employing user interviews and expert Delphi research. Users demanded quantitative and qualitative expansion of resources as well. Users needed personalized services and programs, convenience in using facility, accessibility of web and applications, and professional staff.

  • There has been significant movements in the provision of equal access to library and information services for persons with disability. This study aimed to analyze the use and needs of library services of disabled people with a survey. The survey data revealed that the majority of disabled persons did not visit library and not experience library sol-vices. The main reason was reported that they had poor information about the library services. Also, they did not satisfy the variety, sufficiency, accessibility, up-to-dateness of the materials in general. And there were difference of favorite programs and needs among different kinds of the disabled. Therefore, active guidance and public relations about library services. improvement of accessibility for the disabled by building digital collection, resource sharing and extension of services by building library cooperation network, and the arrangement of librarians for the disabled and education for them should be back up for improving library services for the disabled.

  • The purpose of this article is to explore the strength of user's right in service delivery process, and focuses on two areas. First one is to discuss the necessity which the process of service delivery will be changed from supplier-oriented system to user-oriented one, in order to strengthen user's right, especially in terms of choice and control. It can be facilitated by the abolishing of classification of disability. Second one is to introduce direct payments which money is directly given to user, instead of being given to supplier. This article also stresses that there is possibility of setting up direct payments because voucher system, a precursor of direct payments, is widely settled down for social service area in Korea.

Issues on User Participation in Korean Disability Services : Implications from UK Community Care (영국 커뮤니티케어의 이용자 참여 기제와 한국 장애인복지서비스에 대한 함의)

  • The purpose of this study is to find out implications which can be useful for enhancement of user participation in Korean disability services from UK community care experience. In Korea, until recently dominant issue on social services always has been the shortage of service provision. But during the recent 20 years, we experienced great expansion in quantity, as though it may be not yet enough. And more recently, disabled people and organizations began to actively argue for appropriate service in quantity and quality. Now, Korean disability policy and practice are confronted to the difficult and embarrassing task how to meet the need of disabled people with limited resources, and how to response to the disabled people's voice arguing on independence and choice. This task would require somewhat deliberate reform which might be quite different from previous one. UK's experience of implementation and development of community care system would give meaningful implications to Korean disability service policy and practice related to user participation. The results of the review on user participation issues in the UK community care give several implications to Korean disability services. Above all, consumerist approach which is the key strategy adopted by UK community care change is not appropriate for Korean disability service because of largely different service environment. The second implication is about decentralization. To enable decentralization of social service leads to enhancement of user involvement avoiding a lowering of service quality, prerequisite conditions should be secured. A third is securing and making declaration on the disabled person's right to assessment and constructing public service system operated by case management process. Fourth, formalized complaints procedure should be established. Fifth, professional education which enables professionals to encourage participation of disabled people should be developed, and the role of disability movement leading disabled users to participate on their services also should be highlighted.

A Study of Differently-Abled Users' Perception of Public Relations Services in Libraries (도서관장애인서비스 이용자의 홍보에 대한 인식조사 연구)

  • This study was conducted by surveying users' perception about the public libraries' current public relations, which can contribute to developing the most appropriate public relations strategies for persons with disabilities(PWDs). This study concluded, first, PWDs' experience with the PR of the library services was a very low 32.4%. Intellectual disabilities, especially, were reported to have no experience in public relations. Second, the library public relations media which PWDs utilized the most were the Internet, library bulletin boards, banners, ARS services, and podcasting, in that order. However, satisfaction with promotions appeared below average(3 points or less). On the other hand, interest in public relations media was very high. Third, it appeared that library users with disabilities most frequently use the websites of their school library, the National Library of Korea, and public libraries in that order. However, the usage rate of services and users' satisfaction with them were very low. Finally, a high demand for facilities with accessibility to PWD users emerged as a result of this study. Therefore, this study recommends greater accessibility, convenience, and ease of facility use for persons with disabilities.

  • In spite of various efforts to resolve digital divide of people with disabilities, it still has a long way to go because there lack of identifying information needs of people with disabilities and potential users including their family and the related, and integrated information channels such as a portal, and so on. In this context, this study aims at analyzing the users' unique information behavior and evaluating usability of domestic web information services for people with disabilities which are currently serviced. Increasingly, we suggest new functional requirements of building a library portal for people with disabilities.

Strengthening User Involvement in Welfare Policies for the Disabled: through Case Studies 'Personal Budgets' of Germany (장애인 복지정책에서의 이용자 참여 강화: 독일의 개인예산제도를 중심으로)

  • The provision of welfare services to the disabled in Korea are still insufficient to meet the demand and the delivery system of the service is organized largely from the viewpoint of the suppliers. In order to guarantee the user right to choice, the shift of the policy paradigm supporting autonomy, self-directedness and the right to control of the users appears to be important. The present study explores the theoretical discussion in the field of the welfare of the disabled about user involvement. Then it investigates the German case of 'personal budgets' aimed to strengthen the user involvement and draws some policy implications for Korea. The study confirms that the introduction of 'personal budgets' aimed to realization of the self-determination of the disabled has contributed for the reinforcement of user involvement in welfare policies for the disabled. This new policy program 'personal budgets' based on the idea of the realization of the right to self-determination appears to transform the general nature of the welfare system for the disabled in Germany by transforming the payment methods.
