  • Non-Government Organizations (NGOs) for rehabilitation of people with disabilities in India have been carrying out of an important strategy in the long-term protection of their rights. However, it is embarrassing to aware that many number of NGOs remain starved for resources under very unsatisfactory conditions. CBR programs could fill a vacuum and satisfies urgent needs and strategies of NGOs' activities. The purposes of this article are to present rehabilitation strategies toward social change and fulfillment of human rights by NGOs, have played a major role in disability and disability services in India, and to challenge CBR program as awareness raising and community developing. This would be accomplished by reviewing several articles conducted regarding ways that NGOs can become more effective source in long-term rehabilitation service with CBR program in India. Some suggestions are revealed.

  • The purpose of this study is to investigate the rehabilitation policy of North and South Korea in the context of the analysis and to classify the output according to the social welfare policy calculation framework of Gilbert and Spight, To promote exchanges and to suggest directions for development. Therefore, the welfare policy model for disabled people in South Korea is established, and the welfare policy that can be applied to the North Korean society in a short period of time is applied to South Korea's movement rehabilitation welfare policies by reducing the lack of communication through the unified and institutionalized disabled groups of South Korea And it activates and activates the foundation of the revitalization of the disabled person sports.

Analysis of Extra Costs among the Households with the Disabled by Local (지역별 장애인가구 추가비용 분석)

  • The purpose of this study is to establish the basis of cash wages calculation of the extra cost for the local characteristics by analyzing the local differences of the extra costs of households with the disabled. It was analyzed by comparing the average population by combining the '2011 Survey on disability' and the '2011 municipal budget with disabilities' to analyze the local difference of the extra costs. The highest region of the extra costs was Incheon, and the highest region of the extra cost preservation was Seoul. The highest region of the disabled budget rate was Daejeon, and the highest region of the disabled per capita budget was Jeju. According to a independent two sample t-test, the disabled budget rate and per capita budget of the highest regions of the extra cost preservation were higher than the lowest regions of the extra cost preservation. With policy proposals first, the increase in cash wages of the extra cost for the local characteristics second, the increase the disabled budget and per capita budget of the local governments third, the plan for a decrease of the extra costs according to the extra cost items of local.

  • Alternative materials for the visually disabled are very important factors for accessing and using information, dissolving the knowledge information gap, social participation and integration. Nevertheless, since alternative materials have been produced, until recently, even under the voluntary efforts of the braille library and the financial support of local governments, the scope of the materials is restricted to literary materials and hobby books, duplicated in title, and limited in format. In this study, we investigated and analyzed the cases of domestic and international library and related organizations' alternative material production and the current state and perception of alternative materials by applying the survey method to special libraries for the visually disabled and the visually disabled. Based on these results, we added suggestions for the improvement for alternative material production and utilization.

  • The purpose of this study is to present suggestions for Korean libraries for disabled person after collecting and analyzing qualitative data upon library policies of national libraries, public libraries and libraries for disabled person in European countries including Sweden, UK and France. Korean national library support center for the disabled should be independent in order to have consistent policy and ability for its execution. It should also support private libraries for the disabled in inheriting professionalism and accumulated history. Developing alternative material, integrated catalogue and professional service is required by cooperative and systematic arrangements among national and public libraries for disabled person including schools and university libraries. Also, it should be able to grow not only on the basis of internal cooperation among libraries but also with the help of external organizations like social and legal systems, organizations related with the disabled and regional self governing bodies.

Analysis of Ordinance in a Local Government for the Improvement of the Preferential Purchasing System of Products Manufactured by Disabled (장애인생산품 우선구매제도 활성화를 위한 지방자치단체 조례분석)

  • This study aims to analyze ordinance in a local government for the improvement of the preferential purchasing system of products manufactured by disabled. So, This study analyze 44 ordinance of a local government. The results of this study were as follows. First, 44 local governments enacted the ordinance(rate was 18.1%). Second, Most of the local governments suggest purpose of ordinance, agency of application, establishment of support plan, request of purchase cooperation, duty of purchase promotion. But there are not suggest other items in many ordinance. In particular, Duty of local government president is specified only 30(rate was 68.1%). Third, The municipal ordinance conflicting with the upper laws and regulation. Forth, The Council for the promotion of the preferntial purchasing system of products made by disabled upgrade to an advisory organization including professor, expert, disabled. Fifth, The sales routes of products need to be extended from the public agency to private companies for Preferential purchasing in affirmative action. In order that the Preferential purchasing system will not be a nominal law, the government should show active willingness about monitoring of local government.

  • Recently, Korea has implemented the compulsory employment system for the disabled. The compulsory employment system for the disabled is a system that imposes an obligation on the state-local governments, public institutions that employ 50 or more full-time workers, and business owners of private companies to employ more than a certain percentage of the disabled. Accordingly, the expected effects of compulsory employment of the socially disadvantaged, including the disabled, were investigated.

A Study on the Effective Services Model for Disabled Users in University Libraries (대학도서관의 장애인서비스 제공방안에 관한 연구)

  • There has been almost studies focused on public library in the provision of the use and needs of library services for persons with disability. However, the number of disabled students are rising steadily in university library. So university libraries must make reasonable efforts to give disabled people the same access to information, programs and resources enjoyed by those who are not disabled. The study result showed that despite most university library already is recognized the necessity offering service for disabled, however, due to lack of understanding of services for disabled, legal standards rather than to have made only partial support to them. Therefore, librarians for the disabled in every sector(library-related organizations, groups, and association) have to play an important role in policies and financial support them. Also, active guidance and public relations about library services, improvement of accessibility for the disabled by using homepage, and the arrangement of librarians for the disabled and education for them should be supported for improving library services for the disabled student.
