시각장애인은 활동을 하는데 있어 많은 제약이 따른다. 특히 사물을 만지거나 음성을 이용하여 정보를 얻어 이동해야 하는 어려움을 겪는다. 공공기관 및 민간기업에서는 시각장애인의 어려움을 해결하기 위하여 다양한 지원방안을 내놓고 있지만 여전히 미흡한 것이 현실이다. 이 중 시각장애인이 사용하고자 하는 기기에 설치된 점자판에 접근하는데는 특히나 많은 어려움이 발생한다. 본 논문에서는 이러한 시각장애인 및 저시력자들이 효과적으로 점자판에 접근할 수 있는 시스템을 제안한다. 제안시스템은 블루투스를 이용하여 음성으로 시각장애인들이 이용하려는 시설 및 기기 등에 쉽게 접근할 수 있도록 도와줌으로써, 사회적 약자의 어려움을 해소하는데 많은 도움을 줄 수 있을 것으로 판단된다.

Recently, Korea has implemented the compulsory employment system for the disabled. The compulsory employment system for the disabled is a system that imposes an obligation on the state-local governments, public institutions that employ 50 or more full-time workers, and business owners of private companies to employ more than a certain percentage of the disabled. Accordingly, the expected effects of compulsory employment of the socially disadvantaged, including the disabled, were investigated.

This study aims to verify the relationship between employer's perception of employment for the disabled and employment satisfaction, and the mediating effect of perception of employment assistance for the disabled and the moderating effect of education and training support. For the purpose of this study, 4,332 companies were reorganized among the data of the 2021 Survey on Employment of Persons with Disabilities conducted by the Korea Employment Agency for the Disabled. Data analysis used SPSS 23.0 and AMOS 23.0, and structural equation model analysis was performed to understand the relationship between variables. As a result of the study, there was a significant influence between employer's perception of employment for the disabled and employment satisfaction, and the partial mediating effect of employment company contribution was confirmed. In addition, it was found that there was a moderating effect according to the presence or absence of education and training support. Through the results of this study, it is significant that factors that can affect environmental composition were considered in various ways to increase the employment rate of the disabled, and based on these results, implications for increasing the employment rate of the disabled were presented.

최신 IT정보기술 발전에 따라 일반 사용자 이외에도 신체적 결함을 가지고 있는 모든 사람들에게 의사소통과 정보획득을 하기 위한 중요한 수단이 되었다. 기술개발이 진행됨에 따라 현대사회의 정보화는 산업현장에서부터 가정에 이르기까지 모든 분야에서 컴퓨터와 인터넷을 통해 다양한 정보를 획득할 수 있으며, 이를 통해 삼품과 서비스를 구입 할 수 있을 뿐만 아니라 생활의 여유를 즐길 수 있도록 해주는 등 사람들의 생활에 커다란 변화를 가져왔다. 이와 같이 빠르고 다양해지는 서비스의 다변화 속에서 자신의 신체적 결함을 극복하고 보완하기 위한 서비스 활용을 가능케 해주는 IT 정보통신 기기 및 제품들은 이들에게 필수적인 부분이라 할 수 있다. 특히 장애인들에게 서비스를 제공하는 특히 정보화가 중요하다 할 수 있다. 이에 장애인 복지관에는 정부의 정보화 촉진 계획에 따라 2001년부터 업무표준화를 시작으로 개발된 전산시스템이 사용되고 있다. 그러나 대부분의 시스템이 일반 기업이나 기관에서 사용하는 시스템을 그대로 갖다 사용하는 관계로 장애인복지관에 특화된 서비스를 고려하지 않아 많은 문제점들이 있다. 따라서 본 연구에서는 이러한 문제점들을 분석하고 해결하기 위한 방법으로 장애인복지관에 특화된 시스템을 구현한다.

The purpose of this study is to analyze the effect of the social network of disabled wage worker on discrimination experience and job satisfaction and the mediating effect of discrimination experience, based on this, we propose a solution. For this purpose, data of 805 people with Panel Survey of Employment for the Disabled were analyzed using data from the 8th year(2015). The results of the study are as follows: First, the social networks of disabled wage worker were found to reduce the discrimination experience and increase the job satisfaction. Second, the discrimination experience of disabled wage worker decreased job satisfaction and mediated the relationship between social network and job satisfaction. These results that the social network is important for the discrimination and job satisfaction of disabled people, and we suggest that is necessary to make efforts at government and enterprise level to strengthen the social network of the disabled.

올해부터, 국토해양부 장관이 고시하는 최저가낙찰제 대상공사에 대하여 포괄대금지급보증제도가 시행되며, 건설근로자 노무비 구분관리 및 지급 확인제가 추진된다. 또한 근로계약 체결시 근로조건 일반사항이 명시된 서면을 근로자에게 반드시 교부해야 하며, 장애인 고용부담이 강화된다. 본지는 올해부터 달라지는 건설 중소기업 관련 개편 시행되는 각종 제도를 소개한다.

The concept of the Independent Living (IL) movement has been affected on recent disability public policy to enhance the right of consumers with disabilities, as well as to eliminate the barriers on employment. The IL movement emphasizes the empowerment and autonomy of consumer with disabilities to achieve their rights in educational, social, and employ environment. This paper presents three vocational rehabilitation(VR) services that affect consumers with disabilities based on the values of the Independent Living movement, and recommend some practical strategies. These VR services include the collaboration projects between the VR agencies and Independent Living Centers, the intervention programs to enhance the self determination or informed choice as a consumer, and the projects to strengthen the relationship between consumers with disabilities and their service providers.
