Validity and Pertinence of Administrative Capital City Proposal (행정수도 건설안의 타당성과 시의성)

  • This writer absolutely agrees with the government that regional disequilibrium is severe enough to consider moving the administrative capital. Pursuing this course solely to establish a balanced development, however, is not a convincing enough reason. The capital city is directly related to not only the social and economic situation but, much more importantly, to the domestic political situation as well. In the mid-1970s, the proposal by the Third Republic to move the capital city temporarily was based completely on security reasons. At e time, the then opposition leader Kim, Dae-jung said that establishing a safe distance from the demilitarized zone(DMZ) reflected a typically military decision. His view was that retaining the capital city close to the DMZ would show more consideration for the will of the people to defend their own country. In fact, independent Pakistan moved its capital city from Karachi to Islamabad, situated dose to Kashmir the subject of hot territorial dispute with India. It is regrettable that no consideration has been given to the urgent political situation in the Korean peninsula, which is presently enveloped in a dense nuclear fog. As a person requires health to pursue his/her dream, a country must have security to implement a balanced territorial development. According to current urban theories, the fate of a country depends on its major cities. A negligently guarded capital city runs the risk of becoming hostage and bringing ruin to the whole country. In this vein, North Koreas undoubted main target of attack in the armed communist reunification of Korea is Seoul. For the preservation of our state, therefore, it is only right that Seoul must be shielded to prevent becoming hostage to North Korea. The location of the US Armed Forces to the north of the capital city is based on the judgment that defense of Seoul is of absolute importance. At the same time, regardless of their different standpoints, South and North Korea agree that division of the Korean people into two separate countries is abnormal. Reunification, which so far has defied all predictions, may be realized earlier than anyone expects. The day of reunification seems to be the best day for the relocation of the capital city. Building a proper capital city would take at least twenty years, and a capital city cannot be dragged from one place to another. On the day of a free and democratic reunification, a national agreement will be reached naturally to find a nationally symbolic city as in Brazil or Australia. Even if security does not pose a problem, the governments way of thinking would not greatly contribute to the balanced development of the country. The Chungcheon region, which is earmarked as the new location of the capital city, has been the greatest beneficiary of its proximity to the capital region. Not being a disadvantaged region, locating the capital city there would not help alleviate regional disparity. If it is absolutely necessary to find a candidate region at present, considering security, balanced regional development and post-reunification scenario of the future, Cheolwon area located in the middle of the Korean peninsula may be a plausible choice. Even if the transfer of capital is delayed in consideration of the present political conflict between the South and the North Koreas, there is a definite shortcut to realizing a balanced regional development. It can be found not in the geographical dispersal of the central government, but in the decentralization of power to the provinces. If the government has surplus money to build a new symbolic capital city, it is only right that it should improve, for instance, the quality of drinking water which now everyone eschews, and to help the regional subway authority whose chronic deficit state resoled in a recent disastrous accident. And it is proper to time the transfer of capital city to coincide with that of the reunification of Korea whenever Providence intends.

Suburban government fragmentation and public service provision : A case of St.Louis County suburbs (미국 대도시 교외지역의 분할된 자치정부와 공공서비스 : 세인 트 루이스를 사례로)

  • Large metropolitan areas in the US are distinguished by highly fragmented fiscally independent suburban municipalities and special districts. The suburban fragmentation implies the congregation of similar socio-economic groups escaped from central cities and the disparity of geographical resources among local government jurisdictions. This study examines St.Louis County suburbs as a case study for the implictions of suburban governmental fragmentation and the fiscal disparities across local governmental boundaries by analyzing their relationship with public service provision using police and public school services as examples. The distribution of fiscal resources across political boundaries, the processes which created them, and public service inequalities reproduced from the disparity of fiscal resources reveal the causes and consequences of suburban governmental fragmentation. The central part of suburban fragmentation is the segregation of public goods consumption reproduced from the disparity of local fiscal resources, and it acts as a basic geographical segregating force in the suburban spatial organization.

Planning the New City Based on the Geomancy: A Case of the Design of the New Multi-functional Administrative City (NMAC) (경관풍수에 입각한 신도시의 개념적 설계 : 행정중심복합 예정도시를 사례로)

  • The Republic of Korea is planning to build the now Multi-functional Administrative city (NMAC). The purpose of this paper is to suggest the conceptual framework for this new city that relies on the Korean geomancy, oriental viewpoint on man and nature relationship, particularly in Korea. According to the Geomancy which could conceptualize the human-environment relationship in the site, the overall landscape image of the city could be symbolized by two flying crane with three Taegueks. In transforming the overall landscape image to urban form, two diamonds which means eternity and strength arises from the western spatial viewpoint, as means to protect and harmonize the human, land and mountain relationship in this site and the symbolic meaning of this site as generative and sacred place in Korean people's mind. On the one hand, through juxtaposing of the two diamonds a geometric structure shows up, on the other hand the main axis of the city could be established from two crane and three Taegueks. On the North-South axis from the core of the symbolic green axis, symbolic things will be located, and the administrative offices will be Placed on the East-West axis. Peripherals of the central axis also play a role in developing overall land use from image. The buildings and residents could be arranged and located according to undulations and this is based on the oriental theory of geomancy. We can build cultural amenities on the head part of the crane and on the core area.

Ecological Guidelines for Creation of Eco-washland (생태 천변저류지의 생태학적 조성계획기준)

  • An eco-washland is increasingly getting attentions as a new alternative plan for management of water resources because of role as flooding control and ecological park without social and ecological side effects. However, there is a lack of study regarding technological development and ecological guidelines to create eco-washland. This study was carried out to suggest ecological guidelines necessary for engineering process to create eco-washland. A study site was the lower reach of Seokjang stream connecting to Yimjin river, a candidate of new eco-washland, and Kumsa area in Namhan river was selected as a reference site. The analysis of ecological characteristics focused on vegetation, fishes, and birds. Major vegetation communities, composed of dominant species such as Salix koreensis, Salix gracylistyla, Miscanthus sacchariflorus, Phragmites communis, etc., formed physical conditions along with other land uses including open water, sandbar, cultivated land, etc. Dominant species of fishes were some species belonging to Cyprinidae and Acheilognathinae, and in case of birds Anser albifrons, Anas platyrhychos, Anas poecilorhyncha belonging to waterbirds and Paradoxornis webbinanus dependent to forest edge were dominantly distributed. The results showed that complex wetland types associated with partially deep water and upland was the optimal eco-hydrological condition of washland. Cyprinidae and Acheilognathinae in case of fish and Egretta spp. (spring season) and Anas spp. (winter season) in case of bird were selected as target species for the these wetland types. Finally, a detail planning criteria to create habitats of these target species were discussed in terms of spawning, breeding, feeding, resting, refuge, nesting, etc.

Spatial Characteristics of Travelling Merchants of Apartment's New Periodic Market in Cheongiu City, Korea (청주시 지역 아파트 신정기시 이동상인의 공간적 특성)

  • Recently new periodic markets formed in large apartment areas where consumers live. Before, in the case of peasant periodic markets travelling merchants, consumers and producers met in specific places on decided dates. Closing time of apartment's new periodic markets is later than that of peasant periodic markets, and the number of travelling merchants is fewer than that of peasant periodic markets. The average number of apartment and household for a new periodic market is about ten and 920 respectively, and if neighboring apartment household are included, the number is larger. Apartment's new periodic markets in Cheongju city is included in Daejeon market area. The types of regional trip of travelling merchants can be divided into one round trip of two or three neighboring dongs and larger sphere of more than 4 dongs. The larger sphere round trip consists of one type combining the southeastern, southern and southwestern regions, and the other type combining southeastern and southwestern regions. About 85 percent of travelling merchants visit the periodic market 5 days in a week; about 12 percent of travelling merchants choose to visit on Saturday; only 2 percent of travelling merchants visit 4 days in a week.

A Study on Rural Landscape Change by Government's Development Policy (농촌개발정책이 농촌경관 변화에 미친 영향에 관한 연구)

  • This study is basic research which aims to compare and analyze changes in rural areas in modern times. The main purpose of this study is to comprehend the characteristics of changes in the Korean rural landscape and to suggest the implications for preservation and maintenance of the rural landscape. To help in understanding the rural landscape systematically, it should be divided into six types: housing landscape, cultivation landscape, green landscape, waterside landscape, streetscape and symbolic and religious landscape. According to this step, the contents and the procedures of changes were analyzed generally. Based on the literature review and field survey, the styles of changes were deduced to be formation, alternation, relocation, damage and restoration on landscape elements. Lastly, it was concluded that complex changes of landscape in rural areas from the government's development policy have been continued from macroscopic changes like overall structure and system of landscape to microscopic changes like shape, material, size and color of each landscape element. Rural villages which have not had the government's development policy applied to them may not be appropriate for this study. However, this study has significance in that it can suggest the direction for desirable rural planning. Future studies need to consider landscape change through not only the development policy but also economic, social and cultural factors.

Measures to Implements the Landscape Conservation and Management in the Seowon Hamyang Namgye inscribed on the World Heritage List (세계유산 등재대상 함양 남계서원의 경관보존관리방안)

  • The purpose of this study is a suggestion that it is a way for conservation and management the Namgye Seowon's heritage value based on its landscape visibility and land use; Namgye Seowon is a world heritage registration object. To do this, We had done a field investigation and a literature examination. The investigations are as following; first, setting protection zone through a comprehensive approach beyond uniform cultural properties protection zone is to note current intellectual situations as well as the place related to the locational characteristics and figures of Namgye Seowon. It's to set fore seeable section of landscape by analyzing visibility focusing through on Pungyeongnu, and it consider with protection zone and the present condition of land use. Especially, external view of landscape in Namgye Seowon is visualized with Baekam-san in the distance view of it and Cheonhwang-bong in Daebong-san and nearby large soundproof walls and the towers acts as an impediment factor to the view of landscape. In addition, to recover the original view of landscape of the Namgye Seowon, reckless plans focusing the authenticity of the world heritage should be limited and in case of the vegetation landscape, restoration and maintenance will be made through historical research literature. Through this study, researches on Namgye Seowon and several seowons will be done actively and its aims are to become the framework of landscape conservation and management measures to meet world heritage criteria.

  • Mobile multimedia services such as TV-call or video streaming are gradually becoming popular in the 3rd or more generation mobile network (IMT-2000). Multimedia traffic is expected to continue increasing into the coming years, and IP technology is considered to be the efficient way of transporting such huge volumes of multimedia traffic. IP-based IMT network platform represents an evolution from IMT-2000. The structure of IP-based IMT network as ubiquitous platform is three-layered model : Middleware including Network Control PlatForm (NCPF) and Service Support PlatForm (SSPF), IP-BackBone (IP-BB), access network including sensor network. Mobility Management (MM) architecture in NCPF is proposed for IP-based IMT network in order to manage routing information and location information separately. The generous existing method of multicast control in IP-based IMT network is Remote Subscription. But Remote Subscription has problem that should be reconstructed whole multicast tree when sender in multicast tree moves to another area. To solve this problem, we propose the way to put Multicast-manager in NCPF.

A study on the location of Donghwa temple from feng-shui perspective (팔공산(八公山) 동화사(桐華寺)의 풍수(風水) 및 가람배치( 伽藍配置)의 특징(特徵))

  • The purpose of this study is to examine the characteristics of the location and the layout of Donghwa temple(桐華寺) in Kyungbuk Province from feng-shui perspective. Feng-shui is a traditional geographic thought in China and Korea. It is necessary to understand feng-shui in order to understand Korean landscape and cultural geography. Feng-shui had had a tremendous impact on Korean landscape through selective buildings of cities, settlements, houses, monuments, temples, pagodas, and so on. In this study, I interpret the geomantic characteristics of Dinghwa temple in Kyungbuk Province. The results of this study are as follow. 1) Donghwa temple is carrying the mountain on the back and belting the water in front. The mountains which encircle the auspicious place are accordance with the feng-shui theory. The watercourse which flows the temple is suitable. The feng-shui spot is located at the foot of the mountain with surrounding mountains and a watercourse in front. 2) Many feng-shui texts discuss the types of surrounding mountain in detail and morphologically describe them with certain auspicious objects. In case of Donghwa temple, it can be compared to a phoenix carrying eggs in the bosom. This is a morphological marker for the description of configulation features of Donghwa temple. In the case of Donghwa temple, we can observe geomantic landscape for the purpose of fulfilling the geomantic harmony of the temple. Also the impact of feng-shui on vegetation is identified in Donghwa temple. 3) For the management of good feng-shui condition, and for the maintaining the harmony between the building layout and surrounding landform, some proposals are suggested.

Spatio-temporal Characteristics of the Daily Activities of economic-active married women (취업주부의 일상생활활동의 시 ${\cdot}$ 공간적 특성)

  • Married women who follow occupations have remarkably increased. Economic-activies married women[EAMW] have experienced a great degree of role confilcts as the results of that they should play the role of wage workers and do duty as household affairs as well as raise children. To understand problems of EAMW and to make alterniative plans for EAMW, the daily life actives of EAMW should be examined. This study attempts to understand the daily life activites of EAMW. To obtain the goal this research generalizes the daily life actives of EAMW. classifies the patterns the activites, and analyzes the activites in the micro-level. The acivites of EAMW mainly consist of formal business and household affairs. The spatial bounds of activities are influenced by weekdays and holidays. During the weekday their activities are mainly found around residences and/or work places; while, during the weekend, they are discovered around residences and/or around residences or relatives who take care of their children. EAMW move longer distance rather than a full-time housewife; however, the activites of EAMW are residential orientation like those of full-time housewives. The role conflicts of EAMW are mainly from social cultural structure, the distance between workplace and residence, and the location of public service institutes.
