Technology Development of Entry-Level MiC Smart Photovoltaic System based on SOC (SoC 기반 보급형 MiC 스마트 태양광발전시스템 기술개발)

  • Moisture infiltration inside the solar cell module, filling of EVA sheet, melting of the frame seal, and deterioration of power generation performance in the module one year after installation are occurring. Whitening phenomenon, electrode corrosion phenomenon, and dielectric breakdown phenomenon are appearing in solar cell module installed in Korea before 5-7 years, leading to deterioration of power generation performance, and big problems for long-term reliability and long life technology are emerging. Therefore, in order to solve these problems, the development of a micro inverter (MiCrco Inverter Converter, MiC) including the function of securing the durability of the solar cell module and monitoring the aging progress and the solar cell based on the monitoring data from the MiC smart monitoring programs have been proposed to determine the aging of modules. In addition, in order to become a highly efficient solar smart monitoring system through systematic operation management through IT convergence with MiC that has enhanced monitoring function of solar cell module, SoC(System On Chip) in micro inverter is the environment for solar cell module. There is a demand for functions that can detect information in a complex manner and perform communication and control when necessary. Based on these requirements, this paper aims to develop SoC-based low-cost MiC smart photovoltaic system technology.

  • This paper focuses upon the relationship between port and port city. The purpose of this study is to theoretically review the relationship between port and its city, and to identify crucial policy directions for mutual development of port and the backward city in the case of Gwangyang Port (GP), Korea. The contents of this paper consist of five main sections: introduction; a concept of port-port city relationship; an analysis of the relationship between GP and its city; policy directions for GP city; conclusion. This study was mainly conducted by a literature review of the papers/reports and the analysis of secondary data. Significant policy strategies are associated with development of value-added logistics, expansion of additional port business, vitalization of port hinterlands, and establishment of port logistics clusters in terms of port economic function. Green port operation, improvements of coastal environment, establishment of port waterfronts, and conceptual port redevelopment master plan are included in the major port city development strategies in terms of sustainable development. Another major port city development strategies contain major port city master plan, institutional arrangements for port city development, specialized port city development policy, and formation of free trade port city in relation to integrated port-port city planning and management.

A Study on the Effectiveness of Strengths-based Case Management for the Elderly (재가노인 대상 강점관점 사례관리의 효과성 연구)

  • This study attempted to: (1) operate a Strengths-based case management program; (2) determine the effectiveness of strengths-based case management for the elderly; (3) evaluate the effect of the coordinating program on the capabilities of ADL, IADL, and life-satisfaction of the elderly. The subject of this study was 8 home-bound elderly in lowest income class in Gwang-ju City. The program was practiced from November 2008 to April 2009 for 6 months period. The outcome of study has shown that strengths-based case management has determined a fair of amount of effectiveness in carrying out their short-term tasks. The program tried to assess the strengths of the elderly, and evaluate the outcomes of the program using ADL, IADl items and life-satisfaction developed for the study. The data collected by pre-test and post-test of the program showed that the scores of life-satisfaction were improved statistically significantly. But capabilities of ADL, IADL items were slightly improved, but not statistically significant. Successive effort to operate strengths-based case management must be required for the improvement of capabilities of ADL, IADL, and quality of life of the elderly.

  • This research is based on core competency in order to provide diverse educational opportunities and to train compatible human resources according to industrial change. The research set up the core competency of university students according to document research and the importance of core competency of students, professors, faculty and parents. As a result, a total of 14 competencies were deducted by importance and validation from enrolled students, graduated students and professors. A total of 5 core competencies and 14 detailed competencies were deducted. Creativity, problem solving ability, self-directed overall problem solving abilities, expertise ability, data processing ability, technology application according to industry, consideration and serving character, community service, communicational ability, self-management, inter personal relationship, foreign language ability, global, leadership and competence were the 14 elements of this research. Based on the result of this study, it is necessary to improve the competence of university students by applying them to the curriculum development and operation and to find out the extent of the students competence enhancement through the development of future capacity measuring tools.

Effectiveness of Public Credit Guarantee System and Its Coexistence with Market-based Finance Schemes (공적보증의 효과성과 시장기반 금융제도와의 공존)

  • Korean government had used public 'credit guarantee schemes' (CGS) as a counter-cyclical measure. However, it is still controversial about the effectiveness of policy financing on the SMEs. Criticism on policy financing involves the argument that supporting enterprises hampers competition and innovation of SMEs by increasing their dependence on the government and delays the exit of marginal firms. In this paper, we investigate how to effectively build up the rationale of running public CGSs. At the same time, we propose the ways to coexist of public credit guarantee and market-based private finance system for SMEs. First, CGS, as a counter-cyclical function, must coexist with the private financial system by compensating the market failure caused by pro-cyclical behavior of the private financial market. Second, CGS has the comparative advantages, compared to both the interest rate policy of the central bank and fiscal policy of the government. The credit guarantee is the symptomatic treatment that could revitalize the economy shortly by providing liquidity. Also, knowing that CGS is provided based on the leverage ratio defined by outstanding guarantee divided by capital fund, public 'credit guarantee' (CG) has an advantage that is free from the risk of government deficit. Third, the reason for existence of the CGS should be founded in supporting services for SMEs, available only in a public sector that is difficult to expect from private banks. In this regard, it is desirable to strengthen the publicness of credit guarantee over the support for start-ups, growing companies, the improvement of productivity, increase of exports, a long-term investment in facilities, the employment-creating businesses, and innovative enterprises.

  • The automated prediction system for seasonal tropical cyclone (TC) activity is established at the National Typhoon Center of the Korea Meteorological Administration (KMA) to provide effective operation and control of the system for user who lacks knowledge of the system. For automation of the system, two procedures which include subjective decisions by user are performed in advance, and their output data are provided as input data. To provide the capability to understand the operational processes for operational user, the input and output data are summarized with each process, and the directory structure is reconstructed following KMA's standard. We introduce a user interface using namelist input parameters to effectively control operational conditions which is fixed or should be manually set in the previous version of the prediction system. To operationally use early prediction which become available through the automation, its performances are evaluated according to initial condition dates. As a result, high correlations between the observed and predicted TC counts are kept for all track clusters even though advancing the initial condition date from May to January.

  • 80년대 초 GIS의 개념이 국내에 도입된 후, 1988년 대구광역시를 필두로 지자체의 GIS 구축이 시작되어 국가에서는 GIS 구축의 체계적인 관리의 필요성에 따라 1995년 제1차 국가GIS 기본계획을 수립하고, 2000년 ‘국가지리정보체계의 구축 및 활용 등에 관한 법률’을 제정, 공포하여 각 지자체의 실정에 맞는 GIS 기본계획을 수립하도록 유도하고 있다. 그러나, 바람직한 지자체 GIS 기본계획 작성의 표준이 제시되지 않아 지자체 GIS 기본계획이 개인의 안목이나 타 지자체의 내용을 참조로 만들어져 형식적이고 획일적인 결과물이 산출되고 있다. 그리하여 기존에 수립된 지자체 GIS 기본계획이 일부의 지자체를 제외하고는 해당 지자체의 GIS 구축 사업에 활용되지 못하고 책장속의 책으로 존재하고 있다. 따라서, 본 논문의 목적은 지자체 GIS 기본계획 표준안을 제시하여 향후 해당 지자체에서 GIS 기본계획을 수립할 때, 구성적인 측면의 틀을 제공하여 일정수준을 만족할 수 있는 지자체 GIS 기본계획의 수립을 지원하고자 한다. 지자체 GIS 기본계획 표준(안)을 도출하기 위해서 정보화전략계획과 해외 관련 연구, 국가GIS 기본계획의 검토를 통하여 지자체 GIS 기본계획의 구성요소를 도출하고, 기존지자체 GIS 기본계획의 목차를 중심으로 분석하여, 문제점을 도출하고, 그에 따른 시사점을 제시하여 지자체 GIS 기본계획 표준(안)의 기반이 되도록 하였다. 제안된 지자체 GIS 기본계획 표준(안)은 향후 각 지자체의 활용가치가 높은 GIS 기본 계획의 수립에 도움이 될 수 있도록 하며, 나아가서는 수립된 지자체 GIS 기본계획이 지자체의 성공적인 GIS 구축을 유도하는 가이드의 역할을 수행할 것으로 기대된다.가 있다. 본 연구의 결과를 통해 지방자치단체 GIS 기본계획에 있어 조직 측면의 장기적 비전의 제시가 가능하며 이를 통해 보다 성숙된 GIS 사업의 추진과 효율적인 시스템의 운영이 가능할 것이다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped.   • BPR(Business Process Re-engineering)은 업무 프로세스를 혁신적으로 재설계 함으로써 급속한 외부환경과 내부환경의 변화에 능동적으로 대처하고자 하는 기업의 경영혁신 기법, 조직 재설계의 수단으로 도입되었다. 해마다 시행되고 있는 정보화평가위원회의 국가 정보화 사업에 대한 평가는 정보화 사업의 성과관리에 있어 BPR에 따른 조직과 제도개선 성과를 포함하여 제도혁신에 대한 인센티브 제공 둥 조직과 제도혁신 강화의 필요성이 강하게 주장되는 등 BPR은 공공부문으로 점차 확대 될 추세이다. 본 연구는 조직적 문제의 해결을 통하여 지방자치단체 GIS의 효율성을 제고 하고자 하는 목적으로 출발하였다. 따라서 BPR의 이론적 고찰을 통하여 지자체 GIS BPR의 개념을 정의하고, 지방자치단체의 GIS 시스템 도입 이후의 업무 프로세스의 변화, 업무 변화의 양상, 잠재적 업무 효과를 BPR의 기법을 통해 보여줌으로써 조직 재설계의 수단으로 GIS BPR의 가능성을 모색하였다. 이는 GIS 발달 단계에 따른 효과 창출의 패러다임을 고려한 지방자치단체 GIS 업무의 변화를 수용하는 능동적이고 융통성 있는 조직 모형을 찾는 것이라 할 수 있다. 따라서 단위조직, 진화조직, 전체조직의 GIS 발달 단계에 따른 지방자치단체 GIS 조직 모형을 규정하였다. 본 연구를 통한 시사점은 지방자치단체 GIS 조직이 현재의 단위조직 수준에서 진화조직의 단계를 걸쳐 전체조직으로 향하는 가능성을 제시했다는 점이다. 이는 지방자치단체가 각각의 단계에서 GIS의 도입 효과를 창출하기 위하여 충실히 수행해 할 것이 무엇인지를 BPR을 통해 조직적 차원에서, 그리고 조직이 다루는 업무영역의 차원에서 접근했다는 점에서 그 의의가 있다. 본 연구의 결과를 통해 지방자치단체 GIS 기본계획에 있어 조직 측면의 장기적 비전의 제시가 가능하며 이를 통해 보다 성숙된 GIS 사업의 추진과 효율적인 시스템의 운영이 가능할 것이다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped. A Study on Unmet Dementia Information of Dementia Caregiver Using Dementia Relief Center and Program Effect Recognition of Workers (치매안심센터 이용 보호자의 미충족 치매정보와 종사자의 프로그램 효과성 인식에 관한 연구)

  • This study is a descriptive research study to identify Unmet Dementia Information Needs (UDIN) for caregivers of dementia patients at Dementia Relief Center and to understand the effectiveness of the program for workers. The subjects were 114 caregivers and 217 practitioners from dementia relief centers in 25 autonomous districts of S city from November 1, 2019 to January 31, 2020. The UDIN questionnaire is a 7-point Likert scale. The Crisis Management Questionnaire is a Likert 5-point scale consisting of 10 questions from 6 categories. As a result of the study, the proportion of depressed caregivers experiencing UDIN was 12.3times higher than those who did not (p<.001). The program effectiveness was 8.98times better than those who perceived the lack of risk management as good (p=.004), and social workers were 2.81times better than nurses (p=.091). It is necessary to conduct interactive operations to meet the needs of the community residents by listening to their diverse opinions rather than simply implementing a one-sided policy to raise the service of a dementia relief center to the highest level in a short period of time.

Designing Payments for Environmental Services on Genetic Reserve Forest in Korea (생물다양성서비스 지불제 도입방향: 산림유전자원보호림을 대상으로)

  • Payments for Environmental (or Ecosystem) Services (PES) are emerging as new conservation policy tools. The basic concept underlying PES is that users pay to providers of environmental services for ensuring the continual provision of services based on the voluntary contracts. The purpose of this paper is to introduce the concepts and types of PES and to design a pilot PES scheme for biodiversity/ecosystem conservation on Genetic Reserve Forest in Korea. Genetic Reserve Forest is one of the protected areas designated in Korea to maintain forest biodiversity. PES is designed for the pine forests only in Genetic Reserve Forest, which corresponds to 943 ha. Service providers are to manage their forests based on the contracts in ways that maintain and enhance forest biodiversity and receive the payments in return. The payments are calculated as the sum of management, monitoring, and opportunity costs, resulting 1,140,378 won/year/ha (it corresponds to approximately $1,227 based on the 2007 average exchange rate 1$ = 929.2 won). Because PES are relatively new policies, however, more work needs to be done. Future work includes researches on the correlation between forest biodiversity and management practices and the economic evaluation of forest biodiversity. In addition, enhancing awareness on PES and education of stakeholders are warranted to further develop the scheme.
