Efficiency Analysis of Defense Industry Company Using DEA and Super-SBM (DEA와 Super-SBM을 이용한 국내 방위산업체 효율성 분석)

  • The defense industry is a future-oriented industry, in which high-tech technologies are concentrated. In addition, it is a key industry for maintaining national security, and the R&D of the defense industry is very important. With the introduction of a competitive system by defense industry companies, the necessity of improving the efficiency and productivity of defense industry companies is emerging. In this study, the efficiency of the defense industry was measured using the CCR and BCC model. In addition, super efficiency was derived using the Super-SBM model. For this study, the 2019 defense industry management analysis data of the Korea Defense Industry Association (KDIA) was used, and the analysis was performed by setting the number of researchers and investments of domestic defense industry companies as the input variables and sales as the output variables. Through this study, it is expected that the defense industry's R&D efficiency will be grasped, which will help establish a policy for fostering the defense industry in the future.

A Study on the Nondestructive Test Optimum Design for a Ground Tracked Combat Vehicle (지상궤도전투장비의 비파괴검사 최적설계방안에 대한 연구)

  • In this study, a nondestructive test (NDT) is performed to inspect the optimal design of a ground tracked combat vehicle for self-propelled artillery, tank, and armored vehicles. The minimum qualification required for personnel performing the NDT of a ground tracked combat vehicle was initially established in US military standards, and then applied to the Korean defense specifications to develop a ground tracked combat vehicle. However, the qualification standards of an NDT inspector have been integrated into NAS410 through the military and commercial specifications unification project that were applied in the existing aerospace/defense industry public standard. The design method for this study was verified by applying the optimal design to the liquid penetrant testing Al forging used in self-propelled artillery. This confirmed the reliability and soundness of the product.

  • 자연자원은 부족하고 국토는 협소한 대신 인구는 많은 우리나라가 경제자립과 자주국방을 달성하기 위해서는 과학기술의 개발이 무엇보다 중요하다. 그간 우리나라는 공업화추진의 필요성과 과학기술의 중요성에 대한 깊은 인식을 바탕으로하여 과학기술개발을 강력히 추진한 결과 개발도상국으로서는 하나의 보범적인 발전을 이룩하게 됐다. 그러나 앞으로 중화학공업의 건설과 국제경쟁력배양을 통한 수출의 획기적인 신장, 농촌근대화와 식량의 자급, 국내부존자원의 활용의 극대화등 우리경제가 해결해야할 어려운 문제들이 많다는 데서 과학기술의 급속한 발전을 위해 더욱 주력할 필요가 있다. 과학기술처는 우리나라 과학기술의 발전을 위해 지난 1동안에 70년대의 과학기술진흥시책방향인 과학기술의 기반구축, 산업기술의 발전, 과학기술의 풍토 조성등 3대시책방향에 합치되도록 모든 역량을 집결시켰다. 그 결과 중화학공업의 건설과 수출전략산업을 구축하기 위한 5대전략산업연구소의설립과 국내연구체제의 획기적인 정비를 위한 대덕연구학원도시의 건설사업을 계속추진하여 왔으며 과학기술의 풍토조성을 위해 새마을기술봉사단의 활동을 강화하는 동시 재구 한국인과학기술자를 초청하여 학술회의를 개최하는 등 각종 학술활동을 지원하였다. 또한 두뇌개발과 기능숙달에 역량을 두어 한국과학원에서 첫졸업생을 캐출하여 고급두뇌를 처음으로 우리 손으로 산업계와 과학기술계에 내보냈으며 국가기술자격검정을 본격적으로 실시 (16만9천명 대상)함으로써 산업계가 필요로 하는 많은 기능자를 확보하는데 이바지하였다. 한편 서울연구개발단지내 제기관의 활동도 활발하여 KIST는 국내최초로 미니콤퓨터를 개발하였고 KAERI는 원자력의 평화적이용의 일환으로 대단위방사선가공처리시설을 완공하였으며 KORSTIC은 TK 30 소형전산기를 도입 정보처리의 전산화를 이룩하는등 괄복할만한 성과를 거두었다. 75년도에 과학기술처가 이룩한 주요성과를 요약하면 다음과같다.

  • This study focused on service quality, service value, service satisfaction and service trust of system being used in DAPA(Defence Aquisition Program Adminstration) to manage logistic items. DAPA in operating a few systems to manage efficiently logistic items. This study focused on the catalog management system service quality. Because catalog management system has been the most requested service system of being used in DAPA by defense firms since DAPA was founded, it would be the most fitted system in this study. Through this study, we drew a direction in establishing service. This study also could be applied to business practice so defence industry firms would trust DAPA and DAPA could offer a better service quality. Quick and exact service offered by logistic catalog management system would lead delivery of military supplies and export. Consequently, the best quality service would contribute to profit increase for defence industry firms, independent defence and nation economy development.

  • Unmanned Autonomous Vehicle's driving road in the national defense includes not only paved roads, but also unpaved roads which have rough and unexpected changes. This Unmanned Autonomous Vehicles monitor and recon rugged or remote areas, and defend own position, they frequently encounter environments roads of various and unpredictable. Thus, they need additional learning to drive in this environment, we propose a Additional Learning Nearest Neighbor (ALNN) which is modified from Approximate Nearest Neighbor to allow for quick learning while avoiding the 'Forgetting' problem. In addition, since the Execution speed of the ALNN algorithm decreases as the learning data accumulates, we also propose a solution to this problem using GPU parallel processing based on OpenGL Shader Language. The ALNN based on GPU algorithm can be used in the field of national defense and other similar fields, which require frequent and quick application of additional learning in real-time without affecting the existing learning data.

  • Software-Defined Networking (SDN), which has emerged to overcome the limitations of existing network architectures, makes routing management simpler and more efficient through a central controller. SR (Segment Routing) is a flexible and scalable way of doing source routing, and defines the information path of the network through a list of segments arranged in the packet header. In an SDN environment, the performance of each router is almost the same, but packets tend to be concentrated on routes that are frequently used depending on routing algorithms. Routers in that path have a relatively high frequency of failure and are more likely to become bottlenecks. In this paper, we propose a routing algorithm that allows the router, which is a resource in the network, to evenly process packets in the SDN with SR, so that the administrator can utilize the resources in the network without idle routers, and at the same time facilitate the management of the router.

  • Energy Security has been factor of great importance to national security, economy, society and all other areas. However, it has been in the lack of situation where there is no leading method to measure energy security nor to compare among countries until now. In the research, objective index to assess energy security has been developed and compared among the level of countries in terms of energy importing countries' perspective. Based on the suggested index, comparison for the energy security level has been explained. The implication of the research is that in terms of energy importing perspectives, method to appraise energy security and according to this, energy security rate by each countries with respect to LNG. This method is doubtlessly applicable to comparison of security rate from other resources and fluctuation of energy security by reflecting other factors. Also, discussion about how increased autonomy of resources can impact Korean energy security with regard to recent international energy development. As a consequence, it has revealed that enhanced authority of resources evokes ascendancy of energy security in a positive way.

  • Theorists of war have often used Clausewitz's trinity theory as a framework for analyzing war strategies and histories. Heretofore, studies on cyber warfare have focused primarily on laws, policies, structuring organizations, manpower, and training pertaining to preparing the cyberspace for war. Currently, studies highlighting the comparative characteristics of war in cyberspace, how it differs from conventional warfare, and analytical frameworks for understanding war in cyberspace are rare. Using Clausewitz's trinity theory, this paper interprets the essence of war from the perspectives of (1) Intellect, (2) Bravery, and (3) Passion, to propose an analytical model for understanding war in cyberspace, one that factors in the intrinsic qualities and characteristics of cyberspace under spatial and temporal constraints. Furthermore, this paper applies the aforementioned analytical model to the Iraq War and concludes with a theoretical illustration that cyber warfare played a significant role in winning the war.

  • In the early 1990's, international security environment bring on the change. So each countries should have renewed the defence policy. The developed countries make efforts to keep the superiority of military industry with an high technology and huge capital. One of the efforts is the defence industry exhibitions for the management performance regarded as the marketing strategic principal method. The result of the opening exhibitions has been studied by research papers and treatises. A exhibitions' goal is different from an it's characteristic, type, industry, participator, institution and participating nation. An enterprise's management performance is runs as follows. First, an exhibitions participation activation has an effect re-participation following the satisfaction. Second, an exhibitions participation activation contributes to be on sale promotion, The result of the exhibitions participation is classified with sale performance and non-sale performance. The third, an exhibitions participation activation contributes to the effective company management. The huge fund advertisement is a financial burden, but a exhibitions takes effect one-fifth economical retrenchment. Accordingly, this study researched the exhibition participation choice properties, an exhibitions participation activation properties and investigated the Korea defence industry's income statement, balance sheet, growth ratios, profitability ratios, productivity ratios, stability ratios which were substitute for the enterprise's management performance through the exhibitions participation costs and the number of times.
