최근 군산에 자유무역지역이 신규 지정되고 기존의 마산과 익산의 수출자유지역은 자유무역지역으로 이름이 바뀌었다. 새로 도입된 자유무역지역은 성격상 기존의 수출가공구적인 입장에서 탈피하여 제조, 물류, 금융 등이 동시에 가능한 복합적인 성격을 지향하며, 특히 대중국 수출전진기지로서의 군산자유무역지역의 성패가 서해안시대를 맞이한 국민경제 발전의 관건이 되고 있다. 본 연구는 기존의 자유무역지역의 경험과 외국의 자유무역지역의 제도, 군산자유무역지역의 현안문제 등을 종합적으로 검토하여 자유무역지역의 제도개선과 자유무역지역 통합관리시스템 도입방안을 모색하였다.

최근 경제자유구역에 관한 법률이 통과되면서 인천, 부산, 광양항이 그 첫 번째 대상지로 지정될 예정이다. 그러나 경제자유구역 제도는 동북아 비즈니스 중심국가 상업의 일환으로 매우 중요한 사업이지만 수도권과 대도시 중심의 지역간 불균형발전 초래, 유사한 제도인 자유무역지역이나 관세 자유지역, 국제자유도시, 외국인투자유치지역 등과의 중복성으로 자칫 비효율적인 투자가 우려되고 있다. 본 연구는 군산항 인근을 경제자유구역으로 지정할 필요성과 잠재력을 제시하고, 경제자유구역제도의 발전방향과 유사지역과의 통합정보 관리시스템 도입방안을 제시하고자 한다.

Recently, Free Trade Area generally moves toward a complex and total zone carrying out the logistics and production function simultaneously. Nevertheless, Free Trade Area of Gwangyang Bay Area performs a traditional logistics function only without a introduction of production function. Therefore, the purpose of this research is to suggest alternatives for strengthening the function of Free Trade Area of Gwangynag port. The main findings of this research is summarized as followings. First, a complex and total Free Trade Area through enhancing a production function is to be established. Second, for an efficient management & operation of Free Trade Area, a cooperative system establishment between Free Trade Areas and a single operation system is necessary.

Incheon Free Economic Zone is the first free economic zone specified in 2003 in Korea. Previous research on the Free Economic Zone has focused on the activation of the free economic zone or foreign investment issue at the level of the national economic plan. Related to the development of a free economic zone, studies are currently insufficient on the relevance of the local economy, the development of linkages with hinterland, and the balanced regional development. Therefore, this study tried to investigate the impact of Incheon Free Economic Zone to the local economy through analyzing the causes and characteristics of the imbalance between the regions in Incheon by comparing before (1996~2002) and after (2003~2009) of the Incheon Free Economic Zone legislation (2003). The result shows that development of the free economic zone has not been connected to the local economy activation and the ripple effect on the old town in Incheon. Further, the construction of a large apartment and infrastructure in the free economic zones have increased the disparity between the free zones and the old town.

Currently, the adoption of FTZ(Free Trade Zone) has been recognized as one of the most important strategies for becoming hub port in the world. For this reason, various policies for successful implementation and adoption of FTZ have been presented, and a special law related this FTZ was actually built in 1999. In the mean time, a port logistics industry is deeply related to the successful implementation of FTZ. However, although many research about FTZ have been conducted, there have been little previous studies about port logistics firms and FTZ. Thus, the aim of this study is to investigate a market structure of firms related to Port Logistics effectively and to analyze the perception of these firms about FTZ in Busan.

The free-trade-zone system has been implemented in industrial-complex-type free-trade zones with a focus on the manufacturing industry since 1970, and was intended to attract foreign investment and increase trade by providing benefits such as tax reduction and deregulation to tenant companies. However, foreign investment in these industrial-complex-type free trade zones has decreased significantly. On the other hand, port-type free-trade zones have great potential to attract foreign investment for development due to the increase in port traffic. The developmental trends in the free-trade-zone system have been studied primarily in the manufacturing industry, and those studies must be extended. In this paper, the role and operation of free-trade zones are examined and problems highlighted. We analyzed a business model specialized in port-type free-trade zones to identify problems, propose measures to improve the system for re-exporting domestic goods to the customs area for storage, and upgrade overall operations. The effects of our measures were analyzed by simple simulation. These proposed improvements in the operation of port-type free-trade zones will help attract foreign companies to these international logistics hubs and global delivery centers.

황해경제자유구역은 환황해권 첨단기술의 국제협력 거점 조성이라는 비전과 국제수준의 첨단기술산업 클러스터 육성, 대 중국 수출입 전진기지 및 부가가치물류 육성을 목적으로 2007년 지정되어 사업이 추진 중에 있다. 황해경제자유구역 반경 15km 이내에 7개의 산업단지가 입지하고 있어 충남 서북부지역의 산업집적도는 날로 증가하고 있는 추세이다. 그러나 이를 지원할 주요 인프라 중 하나인 물류단지 시설은 전무한 실정이며 황해경제자유구역을 포함한 충남 서부지역의 물류거점 개발은 매우 미약하다. 본 연구의 목적은 첫째, 서해안 지역 물류거점 단지 조성의 필요성을 검토하고, 둘째, 물류단지 규모 및 성격을 부여하며, 셋째, 물류단지 도입기능을 설정하고자 한다. 연구목적을 달성하기 위해 물동량 수요예측과 주변지역 연계방안을 토대로 황해경제자유구역의 배후물류단지의 필요성과 조성방안을 제안하고자 한다.

최신의 수치 해석 방법을 적용하여 개발되고 있는 자유 유체역학 소프트웨어를 소개하고, 비교적 사용이 용이한 자유 소프트웨어 Gerris를 홍수범람 모의에 활용한 결과를 보여주고자 한다. 도시 지역 돌발 홍수 범람 모의를 위한 Gerris의 신뢰도 검증을 위해 Gerris를 유럽 IMPACT(Investigation of Extreme Flood Processes and Uncertainty) 프로젝트에서 수행한 도시지역 홍수실험을 모의하는데 적용해 보았으며, 모의 결과는 실험 결과와 비교적 잘 일치하여 Gerris가 도시 지역 돌발 홍수 모의에 적합함을 보여주고 있다. 학교 및 연구기관을 중심으로 Gerris와 같은 자유 소프트웨어를 널리 활용하고 개발에 참여할 경우, 국내 홍수범람 수치모형의 개발 역량이 강화되는 토대를 만들 수 있을 것이며, 수공학 전문가는 최신의 소프트웨어를 저비용으로 하천 관리 및 홍수 관리에 활용할 수 있을 것으로 기대된다.

This paper is intended to suggest benchmarking ascension for the Gwangyang Port as a hub for international logistics. Most countries that seek to join. and lead, the global trading system as they work to develop production and logistics systems that establish a reputation for leadership in international logistics. Our focus in this research is on the Gwangyang Port and whether Gwangyang Port is capable of carving out a competitive niche as a hub of international logistics. Our analysis is based on comparison and analysis with benchmark port developments around the world. As proposals to promote and activate Gwangyang Port as a hub for international logistics, we recommended in this paper several benchmarks. First, Gwangyang Port FTZ must strengthen the incentive system for tenant companies and providing an inducement for new global companies. Second, Gwangyang Port needs to moderation of regulation on the investment tenant companies and strengthening one-stop service. Third, it is required to stabilize labor and management relationship and securing of flexibility of labor market. Lastly, Gwangyang Port must strengthen mutual interaction of Free Economic Zone (FEZ), Customs Free Zone(CFZ) and Free trade Zone(FTZ) in Korea.
