  • The magnitude and frequency of extreme floods are increasing owing to the effects of climate change. Therefore, multipurpose flood management techniques incorporating nature-based solutions have been introduced to mitigate the limitations of flood management and river design methods relying on existing observation data. Nature-based solutions to prepare for such extreme flooding events include ways to retreat the embankment, expand the floodplain, and reduce flood damage. To apply these technologies, adopting appropriate location selection methods based on various evaluation factors, such as flood damage reduction effects, sustainable ecological environments, river connectivity, and physical channel structure enhancements, should be prioritized. Therefore, in this study, the optimal location for implementing the multipurpose floodplain construction project was determined by selecting the location of the floodplain expansion with objectivity in the river waterfront area upstream of Daecheong Dam to downstream of Yongdam Dam. Through the final location determination, the Dongdaeje and Jeogokje sections were included in the optimal location considering both flood damage reduction and water environment improvement.

  • 전 세계적으로 물과 관련된 자연재해 피해가 지속적으로 증가하고 있고 세계재난데이터베이스(EM-DAT)에서 집계한 물과 관련된 중요한 자연재해의 피해액은 지난 50년 동안 많은 투자에도 불구하고 여전히 피해액이 증가되고 있다. 특히, 우리나의 경우, 전 국토의 70% 이상이 산악지형으로 구성된 지형적 요인, 인구 및 사회기반시설이 집중되는 도시지역의 확대 현상, 빈번히 발생되는 이상강우와 강우강도의 증가 등으로 전국 곳곳에서 큰 침수피해가 반복적으로 발생하고 있다. 이러한 도시침수의 저감대책을 마련하기 위해 정부부처에서 도시계획적 및 방재차원에서 관련 정책을 제시하고 있지만 실무적 측면에서 실효성이 낮은 실정이다. 이러한 문제점을 해결하기 위해 지자체 담당자의 업무부담을 줄여주면서 기술지원이 가능한 도시침수 위험도 관리시스템을 구축하고자 한다. 이에 따라 재해에 대해 평상시 위험도 정보를 기초로 시설투자, 개발계획 조정 등 사전대책을 마련할 수 있는 도시침수의 위험정도에 따른 지역 분석과 중점관리 대상지 선정 기준이 필요하다. 따라서 본 연구에서는 재해통계자료를 토대로 전국 226개 지자체에 대해, 최근 8년(2008~2014년) 간 발생된 호우 발생빈도와 피해액의 관계분석을 통하여 도시침수의 위험지역을 분류하였다. 국가재난정보센터의 재난통계기록의 호우발생횟수와 도시침수에 대한 피해정도를 고려하기 위해 건물과 공공시설에 대한 피해액을 분석항목으로 적용하였다. 이에 대한 도시지역의 침수발생에 대한 중점관리대상지 선정을 위하여 각 행정구역의 면적계수를 적용한 뒤 분위분석을 실시하였다. 호우 발생빈도와 피해액에 따라 위험도가 75% 이상으로 도시의 침수피해가 가장 높은 지역, 50% 이상이며 75% 미만인 지역, 25% 이상이며 50% 미만인 지역, 25% 미만으로 위험도가 가장 낮은 지역으로 도시침수 위험지역을 상세 분류하고 도시침수에 의한 중점관리가 필요한 대상지 35개 지역을 선정하였다. 본 연구의 결과는 지역의 도시계획 및 방재 측면에서 도시침수와 관련된 저감대책을 고려 시 기초자료로 활용 가능하고, 지자체별 지원 규모 설정 시 적정 기준제시가 가능할 것이다.

Reduced Loads Characteristics Comparison Between Permeable Pavement and Non-point Pollutants Treatment Facility (투수성 포장재와 비점오염저감시설의 삭감부하량 특징 비교)

  • This study aimed to provide basic data for permeable pavement application upon design and installation stages by analyzing the effect of permeable pavement used on the facility area rather than using non-point pollutants treatment facility upon development business in accordance with recent trend. To perform this study, the area of development target was separately applied as impermeable and permeable developments so as to compare and analyze the economics of cut pollution load and installation construction cost. Consequently, the processing amount and cut load of non-point pollutant sources are influenced much by permeable and impermeable developments, and it was turned out to be better to develop target river area as permeable area rather than installing non-point pollutants treatment facility of equipment type or natural type upon development to yield smaller discharge load. If we can prepare a countermeasure regulating impermeable area ratio to certain level to manage non-point pollutants upon development based on this result, we can minimize the source of pollution caused by the development.

Reduction of pH of Recycled Fine Aggregate due to Natural and Artificial Treatment Method (자연 및 인위적 처리방법 변화에 따른 순환잔골재의 pH저감)

  • This study is to comparatively analyze the characteristics of pH decrease in recycled fine aggregates for embankment and landfill produced from waste concrete by using natural process and artificial process. The result was as follows In case of recycled fine aggregates left outdoor, it was found that pH level was decreased if the thickness of embankment becomes thinner, or the materials left outdoors owing to high concentration of $CO_2$ in atmosphere caused by respirations of people. When the air was permeated, pH level was decreased more effectively. It was analyzed that this phenomenon was caused by efficient supply of $CO_2$ in the recycled fine aggregates owing to high-pressure ventilators. In case of water spraying treatment, sprayed water facilitated hydration of unhydrated cement to dissolve calcium hydroxides which neutralized $CO_2$ in the atmosphere during desiccation process and decrease pH level by a considerable margin. In case of Immersed treatment, decrease of pH was not sufficient. When facilitating the supply of $CO_2$, pH level of the recycled fine aggregates was decreased by the largest margin. It was analyzed that this phenomenon was caused by efficient supply of $CO_2$. From the above results, it was analyzed that the most effective method of reducing pH level of the recycled fine aggregates from the aspects of pH reduction performance, economic efficiency and workability was repeated wet-dry cycles of spraying water to the aggregates in the proportion of 1:0.5 by weight and then treating by forcefully blowing $CO_2$ gas into the aggregates.

Seasonal Variation of Cr(VI)-contaminated Groundwater Quality and the Potential for Natural Attenuation (6가 크롬 오염 지하수 수질의 계절변화와 자연저감 가능성)

  • The Cr(VI) concentrations at the shallow aquifer well (MPH-0-1) of the Moonpyung groundwater monitoring station were in the range of 0.5 to 3.1 mg/L exceeding 10 to 62 times the guideline for drinking-water quality, indicating continuous contamination. However, Cr was not detected at the deep bedrock well and the other subsidiary monitoring wells except for MPH-1 and 6. Cross-correlation analyses were conducted for rainfall and groundwater level time series, resulting in the mean time of recharge after precipitation events to be 5.6 days. For rainy season, the water level was raised and the Cr(VI) concentration was several times lower than that during dry season at well MPH-0-1 well. Correlation of the Cr(VI) concentration with the groundwater-level showed that the Cr(VI) reduction was closely related with the groundwater-level rise in the well. However, the groundwater level rise during high water season induced the lateral migration of the Cr(VI)-contaminated groundwater at well MPH-4. We enriched and isolated a chromium reducing bacteria, Enterobacter aerogenes, from the Cr(VI)-contaminated groundwater in the wells MPH-0-1 and MPH-1. The bacteria may play an important role for immobilizing Cr(VI) in the Cr(VI)-contaminated groundwater. Therefore, the migration of the contaminant (Cr(VI) must has been restricted because of the natural attenuation by microbial reduction of Cr(VI) in the groundwater. This research suggests that the bioremediation of the Cr(VI)-contaminated groundwater by the indigenous bacteria may be feasible in the Cr(VI) contaminated groundwater.

Development of the Wind Wave Damage Estimation Functions based on Annual Disaster Reports : Focused on the Western Coastal Zone (재해연보기반 풍랑피해예측함수 개발 : 서해연안지역)

  • Not only South Korea but also Global world show that the frequency and damages of large-scale natural disaster due to the rise of heavy rain event and typhoon or hurricane intensity are increasing. Natural disasters such as typhoon, flood, heavy rain, strong wind, wind wave, tidal wave, tide, heavy snow, drought, earthquake, yellow dust and so on, are difficult to estimate the scale of damage and spot. Also, there are many difficulties to take action because natural disasters don't appear precursor phenomena However, if scale of damage can be estimated, damages would be mitigated through the initial damage action. In the present study, therefore, wind wave damage estimation functions for the western coastal zone are developed based on annual disaster reports which were published by the Ministry of Public Safety and Security. The wind wave damage estimation functions were distinguished by regional groups and facilities and NRMSE (Normalized Root Mean Square Error) was analyzed from 1.94% to 26.07%. The damage could be mitigated if scale of damage can be estimated through developed functions and the proper response is taken.

  • 최근 기후변화로 인하여 자연재해 발생 빈도가 증가하고 있으며 우리나라의 경우, 자연재해 중에서도 태풍, 호우 등 풍수해의 발생 비율이 높게 나타난다. 최근 곤파스(2010), 무이파(2011), 볼라벤(2012) 등 태풍의 영향으로 많은 인명피해와 1조원 이상의 직접손실이 발생하였다. 이로 인하여 자연재해 예측 및 피해저감을 위한 국가적 차원의 체계적인 방재정책을 수립하고자, 안전관리 기본계획 및 풍수해저감종합계획 등 풍수해 관리를 위한 관련 정책들을 정비하고 있다. 그러나 현행 법률구조상 효율적인 재난관리정책을 뒷받침할 법적 근거가 미흡한 실정이다. 이에 본 연구는 체계적인 풍수해 관리를 위하여 재난관리단계를 예방, 대비, 대응, 복구로 구분하고 관리 현황 분석을 진행하여 풍수해관리 중장기 전략을 제시하였다. 연구방법으로는 풍수해 관련 법령 및 법 제도 체계를 검토하였고, 루사(2002)와 볼라벤의 피해사례 분석을 통해 풍수해 관리 문제점을 파악하였다. 현행 방재정책은 사후복구위주의 중앙정부 중심 체계이며, 피해규모가 대형화되고 복합재난이 발생하는 등 새로운 재해상황을 반영하지 못하고 있는 것으로 분석되었다. 따라서 본 연구에서는 기존 풍수해 관리에 있어 (1)관련법 규정의 미흡, (2)재해정보의 부족 및 정보관리의 미흡, (3)대응체계의 복잡성, (4)방재산업에 대한 전략적 과학적 투자 미흡 등을 문제점으로 도출하였다. 이와 같은 문제점을 개선한 풍수해관리 중장기 전략은 첫째, 법 제도 개선을 통한 풍수해 관리수준 고도화, 둘째, 재해연보 개선을 통한 풍수해정보관리 고도화, 셋째, 풍수해 피해예측시스템을 활용한 계획적이고 체계적인 재난대응체계 구축, 넷째, 풍수해 저감 핵심기술 확보와 국내 방재산업 활성화 체계 구축으로 제시하였다.

Reactive Ceramic Membrane Incorporated with Iron Oxide Nanoparticle for Fouling Control (산화철 나노입자 부착 반응성 세라믹 멤브레인의 막 오염 제어)

  • Hybrid ceramic membrane (HCM) processes that combined ozonation with a ceramic membrane (CM) or a reactive ceramic membrane (RM), an iron oxide nanoparticles (IONs) incorporated-CM were investigated for membrane fouling control. Alumina disc type microfiltration and ultrafiltration membranes doped with IONs by sintering method were tested under varying mass fraction of IONs. Scanning electron microscope (SEM) images showed that IONs were well-doped on the CM surface and doped IONs were approximately 50 nm in size. Change in the pure water permeability of RM was negligible compared to that of CM. These results indicate that IONs incorporation onto CM had little effect on CM performance in terms of the flux. Natural organic matter (NOM) fouling and fouling recovery patterns during HCM processes confirmed that the RM-ozonation process enhanced the destruction of NOM and reduced the extent of fouling more than the CM-ozonation process by hydroxyl radical formation in the presence of IONs on RM. In addition, analyses of NOM in the feed water and the permeate showed that the efficiency of membrane fouling control results from the NOM degradation during HCM processes; leading to removal and transformation of relatively high contents of aromatic, high molecular weight and hydrophobic NOM fractions.

The Application of Nature-Based Technologies for Addressing Urban Environmental Problems (도시 환경 문제를 해결하기 위한 자연 기반해법의 적용)

  • LID technologies are capable of mitigating the negative impacts of non-point source (NPS) pollution generated in different land uses. Apart from the increase in point and non-point pollutant generation, highly developed and paved areas generally affect microclimate conditions. This study evaluated both the efficiency of Low Impact Development (LID) facilities in treating NPS pollutant loads as well as the unit pollutant loads (UPL) generated in various urban features (such as parking lots and highways). This investigation also looked at how LID technology helped to alleviate Urban Heat Island (UHI) conditions. As compared to the typical unit pollutant loads in South Korea, the unit pollutant loads at Kongju National University were relatively low, because of no classes, limited vehicular transmission, and low anthropogenic activities during vacation. After receiving treatment from the LID facilities, the effluent pollutant loads were significantly decreased. The sedimentation in filtration mechanisms considerably reduced the pollutant fractions in the influent. Additionally, it was shown that LID facilities' mean surface temperatures are up to 7.2℃ lower than the nearby paved environment, demonstrating the LID systems reducing the UHI impact on an urban area.

Fate and Transport of Cr(VI) Contaminated Groundwater from the Industrial Area in Daejeon (대전 산업단지 지하수의 6가 크롬 오염 및 확산 평가)

  • The objective of this research was to characterize the fate and transport of Cr(VI) contaminated groundwater in the Daejeon industrial area. Five subsidiary monitoring wells were newly installed and two existing wells were utilized for the investigation and the reduction process of Cr(VI) contaminated groundwater of the Daejeon(Mun-pyeong) national groundwater monitoring station. The Cr(VI) concentrations at the shallow aquifer well of the station were in the range of 3.2-4.5 mg/L indicating continuous contamination. However, Cr was not detected at the deep bedrock well and the other monitoring wells except MPH-1 and 3. The Cr(VI) concentrations of MPH-1 and MPH-3 were below the drinking water guideline value (0.05 mg/L). Therefore, the plume of the Cr(VI) contaminated groundwater was predicted to be confined within the narrow boundary around the station. The soluble/exchangeable Cr(VI) concentrations were below the detection limit in all core and slime samples taken from the five newly installed wells. Although the exact source of contamination was not directly detected in the study area, the spatial Cr(VI) distribution in groundwater and characteristics of the core samples indicated that the source and the dispersion range were confined within the 100 m area from the monitoring station. The contamination might be induced from the unlined landfill of industrial wastes which was observed during the installation of an subsidiary monitoring well. For the evaluation of the natural attenuation of Cr(VI), available reduction capacities of Cr(VI) with an initial concentration of 5 mg/L were measured in soil and aquifer materials. Dark-gray clay layer samples have high capacities of Cr(VI) reduction ranging from 58 to 64%, which is obviously related to organic carbon contents of the samples. The analysis of reduction capacities implied that the soil and aquifer materials controlled the dispersion of Cr(VI) contamination in this area. However, some possibilities of dispersion by the preferential flow cannot be excluded due to the limited numbers of monitoring wells. We suggest the removal of Cr(VI) contaminated groundwater by periodical pumping, and the continuous groundwater quality monitoring for evaluation of the Cr(VI) dispersion should be followed in the study area.
