Gwangyang traffic safety designated area is composed of 3 fairways (Deep water fairway, inbound fairway, and outbound fairway). However, inbound vessels can't use this passage because of Samyeo rock and artificial fishing banks in inbound route. The problem with the rocks and artificial fishing banks has been raised by ship navigators and authorities of the port. This research is about the safety evaluation and management plan of the passage, and we conducted maritime traffic simulation using a model based on a ship operator risks. As a result, assuming that future marine traffic volume is the same as the present, and if the ship operators use 3 fairways and not two, it showed risk reduction of 46.4 % (vessels over 50,000 DWT using DW route) and 57.1 % (vessels over 10,000 DWT using DW route). Also, in a traffic volume condition which is the same as the present, to induce vessels over 50,000 DWT to use DW route is effective in mitigating of risks. Meanwhile, in a condition which increased the traffic volume by 150 %, it is more effective to induce vessels to use DW route. This research is the result of analysis using the model based on ship operator risks, and not cost-effectiveness analysis on the removal of Samyeo rock and artifical fishing banks. This research is expected to be used on setting up the sea route and management plan (particularly, restriction on passing DW route).

The port of Incheon is very famous of strong current and many curved fairway with exist of many islands around the fairway. Therefore the max size of calling vessel is restricted in 50K DWT with 13.0m draft. However in the near future, half cargo loaded VLCC will call SK energy Dolphin berth for discharging of crude oil. In this connection, this study will evaluate the safety of passing for Dongsudo-fairway by using the shiphandling simulation data that was produced by familiarized training & education for Incheon port pilots about VLCC's maneuvering characters and the fairway of Incheon port.

제주항(내항)의 돌풍, 협소한 항로 및 야간입항의 어려움과 대형여객선의 잦은 추돌사고 발생으로 선사에서 대형 항로표지시설(도등)의 설치를 요구하였으나, 부지확보의 어려움과 설치기간이 장기간 소요되어 대체시설을 강구하던 중, 레이저빔을 활용, 세계최초로 「항로 주행유도선」을 설치하여 해양사고 예방, '국민불편 및 해운사의 경제적 손실 예방 효과' 달성과 예산절감(22.9억원)

Triple-E(1만 8천 TEU급) 컨테이너선은 경제성, 에너지효율, 친환경 등을 고려한 초대형 컨테이너선으로 2013년 7월경에 부산신항에 입항할 예정이다. 부산신항에는 현재까지 1만 6천 TEU급 컨테이너선이 입항한 바 있으며, 이러한 세계최대 크기급 컨테이너선 입항 계획에 따라, 선박조종시뮬레이터를 이용하여 부산신항 진입항로 및 토도 부근 수역에서의 선박운항 안전성 검토를 수행하였다.

우리나라 현대 글로비스사는 스웨덴의 Stena 해운사 소속인 M/T Stena Polaris호를 용선하여 화물(납사, 43,838톤)을 싣고 2013년 9월 15일 러시아 Ust Luga항을 출항하여 약 8,100마일 북극해 항로(North Sea Route)를 통하여 10월 17일경 여수 사포 1부두에 입항할 예정이다. 이는 금년 5월 15일 "북극해 이사회"의 영구옵서버 자격을 취득과 더블어 새로운 물류 시대의 개막이라고 할 수 있겠다. 이런 시점에서 한국해양수산연수원은 국내 Ice Navigator 교육시장 선점과 세계적 교육기관으로 도약을 하기 위하여 교육과정을 개설준비 하고 있으며, 금번 시범운항 행사를 위하여 방문한 9월 13일 Ice Navigation Training 교육과정이 이미 개설되어 있는 Russia Admiral Makarov State Maritime Academy측 총장 및 관계자와 Russia교수진의 협력 및 NSR 통과 선박의 승선실습을 요청하였으며, 교육인증을 위한 협력도 추진하기로 하였다. 따라서 현재 북극해 항로현황과 Ice Navigator교육과정 개발에 대하여 검토해 보고자 한다.

In order to mitigate the overcapacity of Busan port, Busan new port has been developed as transshipment port which is capable of handling 8,000 TEU containership. Generally, design of transshipment port has to reflect the capacity of feeder because both mother vessels and feeders enter the planned port at the same time. However, the existing plan of Busan new port capacity needs to be reexamined since the adopted capacity of each berth at new port, 300,000 TEU, does not seem to be enough to handle both mother vessels and feeders. Therefore, in this study we calculated the required number of berth and berth length by considering cargo handling capacity in terms of the ship size and this study makes some implications in relation with the terminal development plan.

In order to secure the traffic safety especially in the entrance waterway of harbour, it is important that the breakwater and the port facilities should be designed properly considering ship-handling difficulty and traffic flow. In this study, the lateral force acting on ship hull under the external force(wind, current, wave) is investigated quantitatively for the container ship approaching to the Busan and Gamcheon breakwater. The relation of ship-handling difficulty to the breakwater and the arrangement of ship's routine are examined based on the lateral force under the external force. Some of reviews to secure traffic safety on the design of breakwater are discussed.

VLCC에 의한 SK에너지 울산CLX와 인천CLX의 일원화된 효율적 원유 수급체계에 따른 물류비용의 절감, 이에 따른 국가 산업 경쟁력확보 및 항만경쟁력 강화를 위한 고도화 사업의 일환으로 고부가가치 선박인 VLCC가 인천항에 처녀입항하게 되었다. 이로 인한 해상교통관제센터(VTS)의 안전대책이 요구되어 비교적 통항량이 많고 항로길이가 긴 인천항의 VLCC운항 계획에 따른 해상교통 혼잡도 등, 다각적인 통항 안전성 및 VLCC 입출항에 따른 타 통항선과의 항행안전 관계등을 점검하여, 계속적인 VLCC 입항에 따른 항행 위험성을 파악하고, 앞으로의 인천항만 안전을 위한 통항안전관리대책을 모색하고자 한다.

물동량 증가로 인하여 부산신항에는 극초대형 컨테이너 선박들이 입항하고 있으며 서컨테이너 부두 건설 사업이 완료되면 부산신항 진출입 항로 내 다양한 조우 상황 발생으로 충돌 위험 상황을 초래할 수 있어 선박 통항 안전성 향상 방안 마련을 위하여 부산신항 내 항만 입출항 현황과 해상교통흐름을 살펴보았으며, AHP 기법을 활용하여 위험요소 및 안전대책 식별로 도출된 안전대책을 기반으로 환경 스트레스 모델을 활용하여 해상교통류 시뮬레이션을 실시하여 각 안전대책의 교통 위험도를 파악하였다. 설문조사 및 시나리오 평가 결과, 선박운항자는 일방통행을 위한 진입금지 해역 설정을 가장 중요하게 생각하였으며, 이는 위험도 경감에 큰 효과가 있을 것으로 예상되었다, 본 연구는 부산신항을 입출항 하는 선박들의 통항 안전성 제고를 위한 안전대책 마련의 기반이 될 수 있을 것이다.
