Recently China's science and technology development is accelerating, and some technologies have the world's best technology. With the rapid development of science and technology, China has been deeply aware of the importance of science and technology, and many efforts are being made to legislate security regulations to protect their technologies. Korea and other countries are also interested in research security, and research and development cooperation with China is also on the rise. In this paper, we derived some implications by comparing and analyzing China's science and technology security regulation and Korea's national R&D project management regulations. China is also enacting science and technology security regulations as a subordinate to the laws and regulations of science and technology. However, it should be reflected in future legislation that the difference from Korea is composed of separate independent regulations. In particular, the fact that the science and technology security regulations have been enacted separately may be a hint that can be reflected in the nation's future legislation processes. In this paper, major contents of the science and technology security regulations, points to division of knowledge property into scientific and technological cooperation or security tasks, designation of regulations on the characteristics of research security guidelines, and operation of individual national security agencies In addition, in the event that the contents of the related statutes, confidentiality provisions, and import and import control are recorded in this paper, and the results of the joint R&D project are not utilized, or the technology transfer is not carried out.

Recently the concerns on online ticket resale have been globally soared. Numerous countries have dealt with problems about online ticket tout and resale platforms in various ways in spite of differences of scope and method on restrictions. However, in contrast with the worldwide concerns and actions, Korea has been relatively slow to take any action against regulating online ticket resale issues, and any legislation has not been made. At the end of 2020, a revised Performance Act was passed and enforced from June, 2021. With the enforcement of the bill, this study aims to provide an exploratory analysis to present current situation related to online secondary ticket resale policy in Korea. It examined how US and England have coped with legislation for online ticket resale. And then it attempted to illuminate the current situation of legislation and restrictions on online secondary ticket market in Korea and examined the effectiveness of the revised Act. Finally, this study suggested that there should be prompt consideration and actions to carry out related policies for establishing stable market ecosystem and providing fair opportunities to consumers.

Since there are no related laws and regulations in the Korean private investigation industry, anyone can freely operate it if they report the business to the tax office. The reality is that companies hire PI to investigate rival companies and employees for specific reasons, as they generally rely on individual requests. The Korean PI industry is divided into two parts. The first are retired police officers and investigators who have experience in criminal investigation. The second are private citizen who can conduct investigation service activities runs a PI agency after everyone has registered with the tax office. It is no exaggeration to say that the current legal conflicts and legal problems that arise in the PI service cannot be ruled out because civilians are relatively less knowledgeable than PIs and legal experts. Therefore, in order for PI industry to operate stably in Korea, we will first study the concept and type of PI industry, comparative analysis of past PI laws, current status and reality of PI industry, and study the current status and references.

The principal trends in the course of emission control legislation are reviewed in this paper. In order to keep such a regulation, moreover, an inquiry ito the concrete technical possibility is conducted through review articles, Also, the composition of exhaust gases emitted from a marine diesel engine are investigated as several samples and the measures that can satisfy the value of regulation are handled with laying stress on the control methods discussed to date. It was concluded that various combined systems can be made to reduce NOx emissions without deteriorating substantially navigation costs since many technologies for reducing NOx emissions are being developed. All heat engines suffer from SOx emissions. There are two methods for reducing SOx emissions: desulfurization from exhaust gas and removal of sulfur composition from fuel oil. However it is necessary to watch the development of these technologies to evaluate which method is more favorable. Heat engines have a big problem in the regulation of environmental pollution from exhaust emissions. In the near future, however, diesel engines may be superior to other heat engines, owing to the high thermal efficiency, although the sales of individual models in dises engines may be prosperous and declining.

현재 국내를 비롯하여 세계적으로 녹색성장, 친환경 등의 열풍이 고유가와 화석연료의 고갈위기와 맞물려 활발히 진행되고 있다. 이미 미국, 영국, 프랑스, 이태리, 일본 등의 선진국에서는 자연 친화적, 경제적 실리 추구 및 편리성을 추구하면서 청정 에너지를 사용하는 "미래형 이동수단"에 큰 관심을 갖고 우리보다 한발 앞서 나가고 있다. 2005년 2월 16일 발효된 기후변화의 주 요인인 온실가스 배출 감축을 위한 교토의 정서 또한 이러한 친환경이란 말과 무관하지 않다. 교토의정서의 발효 이후 세계 각국은 의무화된 규제조항을 만족하기 위해 막대한 자본을 투입하고 있다. 우리나라의 경우 온실가스 배출량이 세계 9위에 달하고 있으며, 전체 온실가스 배출량의 82.5% 정도가 화석에너지의 사용에 의해 발생되고 있다. 이중 이산화탄소의 경우 전체 배출량의 27%를 자동차에서 배출되며, 이로 인해 세계 각국에서는 자동차에서의 배출가스를 규제하는 조항을 법제화하고 있다. 이러한 규제는 앞서 미국의 경우 캘리포니아 주정부에서 1998년부터 전기자동차 사용을 의무화하는 ZEV 규제를 입법화하면서 본격화되었고, 무공해 및 저공해 자동차의 개발이 활발하게 진행되었다. 또한 고유가 시대로 접어들면서 대체에너지에 대한 필요성이 한층 고조되고 있는 실정이다. 이중 전기자전거는 배터리를 통해 무공해, 무소음이라는 장점을 가지고 있으며, 유지관리비가 거의 들지 않고 교통체증을 완화시켜주며, 주차에 신경쓰지 않아도 되어 교통수단에 혁신을 가져다 줄 것이라 생각된다. 또한 전기자전거의 경우 배터리를 동력원으로 사용하며 전동스쿠터 등에서의 문제점인 일충전 주행거리에 제약을 받지 않아 최근 중국 등에서 보급이 급격히 확산되고 있는 추세에 있다. 하지만 대부분 납축전지, 니켈-카드뮴 등의 배터리가 사용되고 있어 중량, 수명, 중금속에 의한 환경오염 등의 다양한 문제점을 내포하고 있다.

축산물의 항생제 잔류와 내성균의 출현 등으로 동물약품 안전사용에 대한 국민적 관심이 증가하여 축산 식품의 안전성 향상과 항생제 내성 문제의 해결을 위하여 농림수산식품부 및 보건복지부를 비롯한 관련 정부 부처와 소비자단체의 노력의 결실로 2007년 12월 6개 관련부처는 "국가항생제내성관리종합대책"을 수립하여 수의사처방제의 시행을 권고한 바 있으며, 농림수산식품부에서는 2008년 7월에 "식품안전종합대책"을 통하여 2011년부터 "수의사처방제"를 도입하겠다고 정책을 발표하였다. 지난 7월 12일에는 수의사처방제의 도입을 위한 입법과정의 일환으로 심재철의원의 주관 하에 각계 대표가 참가한 상태에서 국회에서 토론회가 개최되어 각계의 의견수렴의 과정을 거쳤다. 농림수산식품부와 대한수의사회는 수의사처방제의 2011년 도입을 목표로 입법화과정과 사전 준비를 추진하고 있다. 본 연제에서는 항생제를 비롯한 동물용 의약품에 오염되지 않은 안전한 축산물을 공급하여 국민보건 향상에 기여하기 위한 수의사처방제의 도입에 따른 준비를 위하여, 2009년도 농림수산식품부의 용역연구의 결과 중 (1) 우리나라 소 진료 분야 종사 수의사 실태 및 수의사 처방제 도입 시 필요한 소 진료전문수의사 적정 인원 수 예측, (2) 소 진료전문수의사 양성 방안 및 수의사의 질 향상 유지를 위한 재교육 방안, (3) 우리나라의 소 진료 임상체계 개편 및 국가 동물질병 방역정책과 유기적 연계 방안을 요약 정리하였다. 그리고 본 연제는 소 진료전문수의사들이 수의사처방제 추진과정을 이해함으로서 향후 추진될 수의사처방제에 대하여 능동적으로 대처하고 수의사처방제의 추진 과정에서 생길 수 있는 부작용을 최소화하기 위하여 수의사들에게 정보를 제공하기 위한 것이다.

This study conducted a perfect detection of explosives by placing various devices and personnel in place of terrorist bomb detection in a situation that is difficult to detect and protect against the use of explosives not only in countries but also in civilians. The result is that the legal system applies, first, the obligation to introduce bomb-sniffing dogs for national critical and large civil facilities. Secondly, it introduces a certification system for bomb-sniffing dogs to verify their detection capabilities. Third, it is to introduce a system for fostering expert manpower to activate expert water supply companies that operate bomb-sniffing dogs.

So how can we develop balanced growth in our country? The national development policy of our hovemment over the past 30 years has lead to the corpulence of Seoul at the expense of the provinces. Now ironically there are policy measures introduced to control the over-expansion of Seoul. Yet the current hardware stategies to control the center requires an additional sofware stategy to create a nationwide balance for development. The Regional Elite Quota System is one such sofware stategy which can adjust the unbalanced distribution of gifted student across the national university deucation system. One obvious solution that should be utillzed is the incredible enthusiasm for high education that exists in this country, perhaps the highest in the world. This has been the backbone of our national development and should be hamessed as a catalyst to produce more balanced national growth.

In an effort to enhance the independence of and expertise in military aircraft accident investigation, a permanent accident investigation board should be established. Establishing permanent accident investigation board would render the military accident investigation more reliable and would increase its public esteem. Because there is no provision governing the responsibilities of the investigation and cooperation between civil and military authority in case that both civil and military aircraft are involved, it is necessary to fill this gap by enacting appropriate laws. In case of civil aircraft accident investigation involving a military issue, it would be better to allow military authority to be involved in the investigation. For the betterment of investigation, it is also necessary to provide a field investigator an authority to directly collect relevant information. Since the sole purpose of accident investigation is to prevent the recurrence of aircraft accidents, the scope of information disclosure should be limited and the investigation report shall be used for neither criminal procedure nor disciplinary procedure so that the objectivity of the investigation should be ensured.
