VTS의 효율적 조직 운영에 관한 고찰

  • 우리나라는 1993년 포항에 최초로 해상교통관제시스템을 최초 도입하여 현재 항만VTS 15개소와 연안VTS 5개소 등 총 20개의 관제센터를 운영하고 있다. VTS에 대한 시행부처는 허베이 스피리트호 오염사고, 세월호 사고 등 대형 사고가 발생할 때마다 변경이 이루어져 왔다. 현재는 해양경찰청에서 VTS 운영에 관한 전반 업무를 수행하고 있다. 하지만, VTS 소관 법령은 해양수산부가 관장하고 있으며, 항만VTS의 경우 같은 업무를 수행함에도 해양경찰청 일반직공무원과 해양수산부 파견 일반직공무원으로 소속이 나누어져 있으며, 연안VTS는 대부분 경찰공무원이 업무를 수행하고 있어 소속과 신분에 있어서 일원화 되어 있지 않은 상황이다. 일원화되지 못한 소속 및 신분은 인력관리, 사고대응력, 관제역량 강화에 제한이 되고 있다. 이에 본 연구에서는 VTS 업무를 효율적으로 운영하기 위한 방안을 검토하기 하고자 한다. 이를 위해 내 외부의 환경을 분석하고 소속 및 일원화의 장단점을 분석하였다.

A Study on the Job Stress of Social Welfare Officials and Administrative Officials

  • The purpose of this study is to present theoretical and policy implications based on the results of the empirical analysis of job stress in consideration of insufficient prior research on the level of job stress by public officials in charge of social welfare and public officials in general administration. For this purpose, social welfare and general administrative positions working at the City Hall of G Metropolitan City and five autonomous districts(including the Dong community service center) were selected as subjects for research. The data analysis used the SPSS statistical program to obtain technical statistics based on the average of the lower variables of the job stress. According to the analysis, there is a difference in the subjective perception level of public officials in charge of social welfare and public officials in general administration in both internal factors of job, such as job demands and job autonomy and external factors of job, such as job insecurity, organizational system, conflict of relations, inadequate compensation, and job culture. Based on this, it presented policy measures that require the granting of self-esteem of public officials in charge of social welfare, improvement of their duties, and adjustment of their workload to an appropriate level.

The Comparison Analysis of Recognition about Disaster Management Organization of Seoul between Fire Fighters and Regular Officers (서울재난관리조직에 대한 재난관리공무원간의 인식비교분석)

  • The administration of Korean local governments in charge of natural disaster management and manmade disaster management has been completely or partially integrated to the fire fighting headquarters since 1990's. Therefore the relationship between the fire fighters and the regular officers has been more important. So in this study, I made a questionnaire about management ability, rescue activities, disaster, business efficiency of the disaster management organization. And then I did a question research to the comparison analysis of recognition between fire fighter and regular officers of Seoul disaster management organization. As a result of the comparative analysis of understanding, there is a meaningful difference among facilities of management ability, man-made disaster of disaster, business cooperation and business connection of business efficiency. Through the comparison analysis of recognition, I tried to present the improvement of Seoul disaster management organization.

  • The Police are classed special service on civil service system. Most of special service officers are applied special personal law. It is reason that organization and mission are different from general public officials. The police performance evaluation is enforced in dissimilar form with another civil services for these cause. This study proposed to verification formality about appraisal result to desirable operation of police performance evaluation system. At system enforcement early, it may be desirable that verification is limited finally supervisors rating.

  • This research paper surveyed the awareness of general administrative officials who oversee the disaster management and firefighting officials who take part in emergency rescue work in local governments on disaster response exercises. The result of the survey showed that both officials acknowledged the need of the equipment used in disaster response exercises, securing the budgets for exercises, establishing a network among related institutions, reflecting actual conditions and local characteristics to the exercises, reflecting the result of exercise evaluations to the disaster response manual and next exercises, and securing a command communication system required for exercises.

  • The purpose of this study was to investigate perceptions of mental health literacy, mental health status, mental health welfare center and mental health business of local public officials. The participants were 762 public officials working in G city. Data were collected from October 1, to October 26, 2019 using structured questionnaires, and IBM SPSS 24.0 statistics program was used for the analysis. As a result, the mental health status of the subjects was the most severe stress 28.1%. The mental health literacy score of the subjects was 40.99 points and mental health status was 1.66 points. And 46.6% of the respondents had never heard of mental health welfare center. As for mental health business, 57.0% had never heard of mental health counseling, and the most common route for gaining information on mental health or mental illness was TV at 65.2%. In addition, 85.0% answered that an increase in the government budget for the management of mental health and illness was necessary. Therefore, it is necessary to strengthen the continuous education and promotion for mental health improvement and the development of customized mental health promotion programs suitable for the public officials level through of the community mental health welfare center.

  • The fire organization of civil servant is a specified public official job which traditionally is characterized by conservative attributes, highly emphasized with a hierarchical culture and the order from higher position. Such a special condition of the fire organization is seemingly regarded as a prerequisite of the occurrence especially prevalent of the systematic discord rather than the other system of a civil servant such as a common administrative job. The conflict among fire officials which is caused by the variety of effort that has been input in pursuit of making a desirable structure does not in progress or even though it dose, weakened by a counterbalance. Therefore, the goal of this research is inducing a plan to revitalize the fire organization through the corroborative analysis of the conflict between indoor duty and outdoor service ones. That is the reason of the disagreement, the device of getting rid of discord and so on.

Public Perceptions of Public Social Workers in Comments of the Internet Media Discussion Rooms after Welfare Embezzlement Cases in 2008 (인터넷 토론방 댓글에 나타난 사회복지전담공무원에 대한 대중의 인식 -2008년에 발생한 복지지원금 횡령사건 이후를 중심으로-)

  • Recently, there were some welfare embezzlement cases of public social workers. The purpose of this study is to explore public perceptions of public social workers by analysing the comments named "datgeul" in the internet media discussion rooms("toronbang") about welfare embezzlement cases of public social workers. The results show that the main discourse about public social workers to perform a dual role as the public servants and social workers on the front line of public social welfare is that they are the victims of both a public official system and welfare administration system. In addition, social workers in public sphere are still recognized as service personnels with sacrifice and commitment rather than as professionals. Finally, the implications of this study were discussed to improve public perceptions of social welfare professionals.

Relation of Eating Speed and Metabolic syndrome in Fire fighters (소방공무원의 식사속도와 대사증후군에 관한 연구)

  • Fire fighters should eat their meal very fast in order to arrive in the emergency scene on time. The purpose of the study is to investigate the influence of eating speed on the health of the fire fighters. The subjects were fire fighters, National maritime police, soldiers, public officials, university students, and company employees. The fire fighters had the shortest eating time of 8 minutes 29 seconds, and eating speed of National maritime police was 8 minutes 33.17 seconds, and public officials had 12 minutes 49.33 seconds. Soldiers had 10 minutes 15 seconds, university students had 14 minutes 15 seconds, and company employees had 16 minutes 51 seconds in eating their meals. The previous studies said that eating speed had influenced on the metabolic syndrome and the survey on the American fire fighters showed that the fire fighters gained 7.7 pounds during the past 8 years. Through this study, it is necessary to implement the right eating habit that is able to slow down the eating speed in the Korean fire fighters. The Fire Academy should provide the right eating habit education program to the fire fighters.

An Application of Data Envelopment Analysis in Measuring the Efficiency of Local Governments in Korea (DEA를 이용한 지방자치자체의 성과평가)

  • There is an increasing interest in measuring and comparing the efficiency of organization units whose operations are functionally similar and autonomous. Data Envelopment Analysis(DEA) has been extensively used to evaluate the efficiency of non-profit organizations as a whole. This study applies a modified DEA model (Input-oriented BCC model with Nondiscretionary variables) to identify the performance of local government in Korea. It is found that utilizing DEA as a mean of evaluating the performance of local governments yields useful information to decision makers trying to maintain more efficient practices.
