  • In this paper, we implement a spatial big data analysis prototype based on Spark which is an in-memory system and compares the performance by the spatial split algorithm on this basis. In cluster computing environments, big data is divided into blocks of a certain size order to balance the computing load of big data. Existing research showed that in the case of the Hadoop based spatial big data system, the split method by spatial is more effective than the general sequential split method. Hadoop based spatial data system stores raw data as it is in spatial-divided blocks. However, in the proposed Spark-based spatial analysis system, there is a difference that spatial data is converted into a memory data structure and stored in a spatial block for search efficiency. Therefore, in this paper, we propose an in-memory spatial big data prototype and a spatial split block storage method. Also, we compare the performance of existing spatial split algorithms in the proposed prototype. We presented an appropriate spatial split strategy with the Spark based big data system. In the experiment, we compared the query execution time of the spatial split algorithm, and confirmed that the BSP algorithm shows the best performance.

  • Maximally flat (MAXFLAT) half-band filters usually have wider transition band than other filters. This is due to the fact that the maximum possible number of zeros at $z={\pm}1$ is imposed, which leaves no degree of freedom, and thus no independent parameters for direct control of the frequency response. This paper describes a novel method for the design of FIR halfband filters with an explicit control of the transition-band width. The proposed method is based on a generalized Lagrange halfband polynomial (g-LHBP) with coefficients parametizing a 0-th coefficient $h_0$, and allows the frequency response of this filter type to be controllable by adjusting $h_0$. Then, $h_0$ is modeled as a steepness parameter of the transition band and this is accomplished through theoretically analyzing a polynomial recurrence relation of the g-LHBP. This method also provides explicit formulas for direct computation of design parameters related to choosing a desired filter characteristic (by trade-off between the transition-band sharpness and passband & stopband flatness). The examples are shown to provide a complete and accurate solution for the design of such filters with relatively sharper transition-band steepness than MAXFLAT half-band filters.

  • Industrial insect is defined as the insect utilized in industries that creates added value. Most of the industrial insects used in Korea are exotic species that are introduced through artificial means. Despite the rapid expansion of market for industrial insects, the system for risk assessment of industrial insects is not being adequately conducted. Although Korea carries out a risk assessment for the species designated as disease and insect pest by Animal and Plant Quarantine Agency, far too little consideration is being given to overall ecosystem, as the control system is covered in the Plant Quarantine Law. To solve this problem, we analyzed the Korean risk assessment system and looked at systems in other countries. The results show that it is essential for stakeholders to reach an agreement to set up fundamental directions for the system. Unless the integration system of taxonomical and ecological information is prepared, the ecological risk assessment should be conservative to protect ecosystems and should also follow the precautionary principle. It also requires cooperation among the ministries. In addition, the results indicated that a differentiation between risk assessment and screening is urgent. Several solutions such as setting up clear objectives in both assessment and screening stages, target species, steering organization and assessment criteria assessment systems from were proposed as practical institutional strategies. Among many foreign countries the assessment system from Ireland equally considers various factors such as economical, ecological safety and management aspects, It is also based on precautionary principle to fulfil its original purpose. It was suggested that the Ireland system would be the best reference that can be modified and applied into the Korean system by considering distinct characteristics of the industrial insects.

  • We use a multi-regional dynamic computable general equilibrium model to explain an economic effect of $CO_2$ tax on the national and regional economy of Korea. First, we compare two $CO_2$ taxes: a region-specific $CO_2$ tax and a uniform $CO_2$ tax. In the region-specific tax, the $CO_2$ tax rate in the capital area and the south-eastern region is much greater than those in other regions. GDP loss resulting from the region-specific tax is bigger than that in the uniform tax. Second, we consider three options for tax recycling: consumption tax recycling, labor-income tax recycling, and corporate-income tax recycling. The corporate-income tax recycling has the least GDP-loss effect over the three options. These results support that it is more efficient to use a uniform $CO_2$ tax rate than a region-specific $CO_2$ tax rate and that the corporate-income tax recycling is more desirable in a sense of efficiency than the consumption and labor-income tax recycling options.

  • The government has routinely made efforts to improve the living environment and infrastructure of less-developed areas through large area urban remodeling projects, which are in themselves attempts to overcome the disadvantages of piecemeal local area development. Such projects are very complex, and various stakeholders are involved. However, the data on such projects has not been well managed, and has not lent itself to being easily adopted to similar projects. In addition, there are numerous fragmented mega-projects that seem to be performed based on "rules of thumb" To address this issue, the work process of many urban and residence project types should be standardized otherwise the participants will be confused to work properly. In particular, typical residents who lack knowledge about building redevelopment, building remodeling, urban environment improvement projects, and the like think that it is difficult to establish the preparation committees and association committees for the projects. Therefore, we examined previous researches related to the urban and building renovation to solve the prescribed present problems. This paper presents the three necessary research performances: first, we analyzed the administrative work process in the related laws; second, we examined the practical work process of the preparation committee and association committee stages; and finally we deduced the problem and presented the required improvements.

  • The transition from a carbon economy based on fossil fuels to a hydrogen economy is necessary to ensure energy security and to combat climate change. In order to pursue the transition to a hydrogen economy while achieving sustainable economic growth, a preliminary study into the establishment of the necessary infrastructure for the future hydrogen economy needs to be carried out. This study addresses the economic and environmental interactions in a dynamic computable general equilibrium (CGE) model focusing on the economic effects of the introduction of renewable energy into the Korean energy system. Firstly, the introduction of hydrogen results in an increase in the investment in hydrogen production and the reduction of the production cost, ultimately leading to GDP growth. Secondly, the mandatory introduction of renewable energy and associated government subsidies bring about a reduction in total demand. Additionally, the mandatory introduction of hydrogen energy into the power sector helps to reduce CO2 emissions through the transition from a carbon economy-based on fossil energy to a hydrogen economy. This means that hydrogen energy needs to come from non-fossil fuel sources in order for greenhouse gases to be effectively reduced. Therefore, it seems necessary for policy support to be strengthened substantially and for additional studies to be conducted into the production of hydrogen energy from renewable sources.

  • A wastewater purifying system using phototrophic bacterium, Rhodopseudomonas capsulata, is currently in operation in several countries, One of them, is a continuously aerated bioreactor(CABR) system, which treats concentrated swin wasterwater using small amounts of phototrophic bacteria as additive bacterial seeding. Using this plant, total biochemical oxygen demand was decreased to 13%, and most of volatile fatty acids were removed. About 40% of the wastewater(Influx) was evaporated during aerobic digestion for 24h, and 60% of that erupted in a decodorized foam(Efflux). The efflux had enough nutrients, N, P and K kor growing plant, as well as organic matters. When the efflux was applied to Italian ryegrass with high dose, fresh shoot and root weights were significantly greater, and $NO_3-N$ contents of the dried shoot were lower than those of control plant (CDU). These results indicate that the CABR plant is useful for reduction and deodorization of swine wastewater and the efflux from CABR can be used for crop production as an organic fertilizer.

  • In Korea, the number of elderly has been increasing rapidly. So it is also expected that the economic activity and the trip frequency of the elderly will increase. On the other hand, elderly related accidents such as falls during walking are steadily increasing and the satisfaction about pedestrian environment of elderly is very low. In this paper, we found one of the reasons for these dissatisfaction in pedestrian facility, which is not considering the walking ability (about 75% of non-elderly person) of the elderly. So, we analyze the kinematic walking characteristics of the elderly with the motion analysis system, when the elderly use stairs. As a result of analysis of various walking variables, the current standard for stairway height in Korean law (18cm) requires excessive force to elderly so it was difficult for elderly to keep the balance of the body in ascending and descending walk of stairs. In this paper, we propose the stair design criteria through the cluster analysis of walking parameters reflecting the gait characteristics of the elderly. This change is not a big for non-elderly person, but it can promote more socioeconomic activities for the elderly.

  • In environmental policy areas, a greater use of economic instruments (EIs) has recently been observed in many countries. However, EIs are heterogeneous policy tools. The textbook case of a Pigouvian tax is far from widely used, mainly due to the information requirements and other structural and institutional constraints. The successful implementation of EIs might heavily depend on pre-existing structural and institutional conditions. Moreover, these institutional conditions are particularly unfavorable in developing countries. Using a simple analytical general equilibrium model, this paper examines how these constraints affect the welfare gain from the introduction of environmental taxes in developing countries. First, this paper solves for the second-best optimal Pigouvian tax and output tax in the presence of a distortionary tax on market use of labor. The result confirms that an environmental output tax achieves a socially-efficient level of emissions in the least-cost manner only if the nature of the linkage between the tax base and the environmental damage is fixed. Second, incorporating structural and institutional constraints into the model through a set of parameter values from China and the US, this paper calculates the net welfare effects of either using the ideal Pigouvian tax or instead using an output tax. The numerical simulation results show that the net welfare gain from the use of an ideal Pigouvian tax could be more than six times larger than that of an output tax in developing countries. On the other hand, the welfare gain is only 50 percent in developed countries. This means that the potential welfare disadvantage from using output taxes instead emissions tax for environmental purposes could be much greater in the case of developing countries.

  • This study aimed to evaluate conditions and performance of quality improvement (QI) activity in Korean dental hospitals. Twenty one representative dental hospitals in Korea were selected by the selection criteria. A questionnaire was implemented to measure awareness, perceived needs, educations, conferences, works, activating/obstructive factors and satisfaction related to QI activities. Satisfaction score range from 0 (lowest) to 5 (highest) among 329 dental hygienists who worked in the selected 21 dental hospitals. Implementation rate of programs on external customer satisfaction was the highest 59.9% in QI activities, and reduction of expenses (59.4%), Improvement in health care quality (58.7), risk management (52.8) were followed, while improvement in work efficiency (46.5) showed the lowest implementation rate. The most influencing factor accelerating QI activities was 'active participation of hospital workers' (54.7%), and 'effort to improve customer satisfaction' (44.7%) followed. The most influencing QI related obstructive factor was 'lack of QI-related manpower and support' (47.1%). A balanced development including QI programs with lower implementation rates is necessary. Encouraging participation of workers may be the most important in developing dental QI activities further.
