국내에서 전자상거래 인증(certification) 제도가 시행된 지 5년여에 이르고 있으나 일반 소비자 대중의 이러한 인증제도에 대한 인지도는 아직도 매우 낮은 편이며, 전자상거래로 인한 사고나 범죄 등 소비자의 피해를 줄이거나 방지하는 데에 현재의 인증제도가 기여하는 역할은 아주 미미한 실정이다. 본 연구에서는 국내외 전자상거래 관련 인증/시상 제도를 검토하여 인증제도 및 평가모델의 설계 단계에서부터 기존의 정성적인 방법을 지양하고, 전자상거래 전문가 및 이해당사자들의 의견을 종합적으로 반영하되, 통계적인 기법과 AHP 기법을 사용하여 이론적 엄밀성을 갖춘 평가모델을 개발하였다.

ISO 9001(품질경영시스템)은 국제표준화기구에서 제정한 품질경영시스템에 대한 국제규격을 칭하며 각 기업은 이 체제 구축 후 제 3차인 외부인증기관으로부터 객관적인 심사를 거쳐 인증을 취득하는 제도이다. 좋은 품질이나 서비스를 제공하기 위한 일련의 활동(프로세스). 즉, 시스템에 대한 인증이며, 모든 업종에서 그 인증이 가능하다.

To improve the quality of government-funded vocational training, an accreditation system of vocational training providers has been implemented since 2015. The purpose of this study was to suggest improvement measures by analyzing the accreditation system and the perceptions surrounding it. To this end, accreditation systems from European countries, such as Germany and the UK, as well as related domestic systems, were reviewed. Two surveys were administered to 131 appraisers and 370 vocational training providers. The study results showed that changes to the standard and accreditation processes are not needed at this point. In the long term, however, it will be necessary to request that vocational training providers adopt their quality assurance system. In addition, both appraisers and vocational training providers responded that the accreditation system is being established to increase the quality assurance system within vocational training providers. Based on the study results, several implications for improving the accreditation system were suggested as follows: a vocational training enhancement centered on outstanding vocational training providers; an accreditation system simplification for short-term vocational training providers; a stronger monitoring system during the accreditation period; and an operation of outcome-based accreditation.

With the rapid development in network, graphic technology, and digital technology, content industry is emerging as an important industry for new cultural development and economic development. The development in digital content technology has remarkably expanded the generation and distribution of contents, thereby creating new value and extending into a large distribution market. However, the ease of distribution and duplication, which characterizes digital technology, has increased the circulation of illegal contents due to illegal copying, theft, and alteration. The damage caused by this illegal content is severe. Currently, a copyright protection system targeting online sites is available. By contrast, no system has been established for offline companies that sell offline genuine content, which compete with online companies. The demand for content of overseas tourists is increasing due to the Korean wave craze. Nevertheless, many offline content providers have lost competitiveness due to illegal content distribution with online companies. In this study, we analyzed the case and status of similar copyright certification systems in Korea and overseas through previous research and studied a system to certify the offline genuine contents business. In addition to the case analysis, we focused on interviews obtained through in-depth interviews with the copyright stakeholders. We also developed a certification framework by establishing the certification domain, certification direction, and incentive of the certification system for offline businesses with genuine content. Selected certification direction is ethical, open, inward, store, and rigid (post evaluation). This study aimed to increase awareness among consumers about the use of genuine content and establish a transparent trading order in a healthy content market.

This study was conducted to examine the recent developments in timber certification schemes at global level such as FSC certification and ISO 14001 system and to analyze their potential impacts on the Korean forest products trade. Data and information on standards and procedure of timber certification and certified forest lands were collected from relevant papers, statistics and reports published by regional and international organizations. In order to analyze the impacts on the Korean forest products trade, questionnaire survey to the affected parties was conducted on acknowledge of key words relating to environment and trade and on the additional amount of willingness to pay for a labeled timber from environmentally sound and sustainably managed forests. Quantities of certified timbers supplied would continue to increase due to lots of timber certification schemes developed and implemented at national, regional and global levels and growing interests in certification from many countries. Demand for certified timbers, however, is far from clear at this stage. The deciding factor would be consumer reaction to the certified products. In the short run, the timber certification would have a little impacts on forest products imports into Korean markets since domestic purchasers do not have much interests in environment related trade measures and their willingness to pay price premiums for certified timbers is not high. However, it could be expected that timber certification has negative impacts on exports of forest products, such as flooring and plywood, to developed European markets where timber certification is used as a trade barrier.

올해 7월 29일부터 성인인증담배자판기 설치를 의무화하는 국민건강증진법이 본격 시행되게 됨에 따라 담배자판기 산업이 시장 활성화의 전기를 맞고 있다. 합법적인 설치환경이 본격 마련되는 만큼 시장에 대한 기대도 크고, 관련업체의 시장선점을 위한 경쟁 역시 뜨거워지고 있다. 이러한 가운데 본 협회에서는 성인인증담배자판기 품목에 대한 KOVA품질인증 마크 제도를 본격 도입한다. 이 마크의 도입은 앞으로 활발하게 필드에 설치될 성인인증담배자판기 품목이 확실한 청소년 금연장치를 갖춘 제품이라는 것을 적극 홍보하고, 소비자들이 안심하고 사용할 수 있는 신뢰성 부여를 위해 실시가 되게 된다. 4월말부터 본격 부착되게 되는 성인인증담배자판기 KOVA 품질인증마크 제도에 대해 자세히 알아보는 시간을 마련했다.

미연방통신위원회(FCC)에서는 무선전파를 사용하는 장비 및 부품들은 사용에 앞서 해당 기술기준에 적합한지를 인증받도록 하고 있다. FCC가 규정하고 있는 무선전파를 사용하고 있는 기기들에 대한 인증은 확인, 형식승인, 신고, 형식인정, 검증 등으로 분류된다. 본 고는 FCC의 전파응용기기 및 부품에 관한 인증제도를 조사 분석하여 향후 국내의 무선통신 기기들에 대한 인증제도의 확립 및 시험 방법 연구에 보탬이 되고자 한다.

In spite of rather short history of about 10 years, Engineering Accreditation has been spreaded, drastically. Considerable number of faculties in diverse engineering majors keep pouring their efforts for better engineering education. Nevertheless, due to unfamiliarity to certain terminologies that can be easily found in other areas, major number of engineering faculties suffer from difficulties in fulfilling the requirements for Engineering Accreditation. This paper presents fundamental knowledge underlying Accreditation Standards and requirements of each Standard, in detail. This paper eventually provides engineering programs with concrete ways by which one can fulfill all the requirements for Engineering Accreditation.

미국 연방통신위원회(FCC)에서는 1996. 5. 14일 부로 Digital Device에 대한 인증제도를 자기입증방식(DoC)으로 변경한다는 방침을 확정, 발표하였다(FCC 96-206, ET Docket No. 95-19, Report and Order). 이 새로운 자기입증제도는 기존 FCC의 타율규제방식(Certification, Verification, Notification등) 을 탈피하여 제조자 자율에 의한 인증개념을 도입한 것으로서, 어떤 제품(Digital Device에 대해서 FCC가 정한 기술기준에 의거 시험하여 합격하였을 경우, 제조자(인증권자) 스스로 적합선언서 (DoC : Declaration of Conformity)를 채택하고 해당 제품에 인증마크를 부착하여 출하시킨다는 것으로 기존 EU의 CE-Mark 인증제도 중 Module A와 유사한 제도이다. FCC는 이와 같은 제도변경을 위해서 1995년 2월에 이미 기본방침을 발표하여 그동안 관련업계 의 광범위한 의견수렴을 거쳤으며, 필요한 법적보완사항을 위해서 일부 통신법을 개정, 완료하였 고(1996 통신법 403(f), 상무성, NIST 등 관계기관과의 의견조정을 마친 후 본 시행안을 확정, 공표 하였다.

This study was conducted to review the adequacy and applicability of the safety certification system for educational facilities which was implemented in 2021 and to derive possible improvements to the existing certification system. This study analyzed the existing certification system, examined similar systems from abroad, conducted interviews with certification experts, and presented the proposed improved system to experts for review and advice. The proposed model replaced the current certification process with three stages of follow-up management. This allows for problems that may occur in the evaluation process and the composition of evaluators to be prevented by applying a feedback system. In the review stage of the newly proposed certification system, certification experts recommended specifying the detailed standards of certification performance such as criteria for selecting examiners and arbitrators. They concluded that there were no fatal flaws in the overall structure of the evaluation system. According to the results of this review, the proposed evaluation system was proven to be an effective improvement to the existing system.
