This study aims to analyze online news articles to identify social issues related to patient safety and compare the changes in these issues before and after the implementation of the Patient Safety Act. This study performed text mining through the R program, wherein 7,600 online news articles were collected from January 1, 2010, to March 5, 2020, and examined using keyword analysis, topic modeling, and word co-occurrence network analysis. A total of 2,609 keywords were categorized into 8 topics: "medical practice", "medical personnel", "infection and facilities", "comprehensive nursing service", "medicine and medical supplies", "system development and establishment for improvement", "Patient Safety Act" and "healthcare accreditation". The study revealed that keywords such as "patient safety awareness", "infection control" and "healthcare accreditation" appeared before the implementation of the Patient Safety Act. Meanwhile, keywords such as "patient safety culture". and "administration and injection" appeared after the act's implementation with improved ranking of importance pertaining to nursing-related terminology. Interest in patient safety has increased in the medical community as well as among the public. In particular, nursing plays an important role in improving patient safety. Therefore, the recognition of patient safety as a core competency of nursing and the persistent education of the public are vital and inevitable.

Nowadays, a patient's private medical data which is exposed to the outside world has a severe effect on not only the patient's private life but also his/her social activities and environment. So, it is important to securely protect the patient's private medical data from the illegal manipulation. This paper studies the method to store the electronic prescription information in an IC card. For that, an access control for users, such as a doctor, a nurse, a medical institute member, a pharmacy, a pharmacist, or a patient, is proposed to access the data stored in an IC card. The certificate is issued using the Crypto API of a certificate management model supported by Windows 2000. The public/private key is created by the Cryptographic Service Provider program, and the electronic prescription is signed using the digital signature. The proposed system, therefore, can improve the quality of medical services by securing the safety and integrity of the electronic prescription, stored in an IC card.

This paper discussed a procedure for noise certification of Aircraft and predicting the full scale over-flight noise of propeller from acoustic wind tunnel measurement of small scale propeller. Noise Certification Procedures is established from International Civil Aviation Organization(ICAO). The data manipulations are then discussed in extrapolation to simulation flight distance and flight simulation. One of the most important point of flight simulation is adjustments for differences between wind tunnel test conditions and flight test conditions. To simulated the noise level estimation procedure for noise data post-process, simulate procedures from data of the wind tunnel noise measurement and the flight noise measurement by using a 7kg degree UAV. This study confirmed an effectively noise estimation procedures by wind tunnel noise test and flight noise test.

This paper deals with analyzing accreditation findings and the causes for the deficiencies in the review by the EAC(Engineering Accreditation Committee) of ABEEK in 2014. For this purpose Final Statements of the 266 engineering education programs reviewed by the EAC of ABEEK in 2014 were analyzed on the basis of the each criterion. However, Accreditation Criterion 8(Program Criterion) was excluded in the analysis of the causes for the deficiencies since the program-specific requirements within areas of specialization might vary with the program criteria. As results of accreditation review by the EAC of ABEEK, Deficiency findings were 81 cases which made up 3.81% of total findings, Weakness findings were 1,679 which made up 78.91% of total findings, Concern findings were 124 cases which made up 5.83% of total findings, and Satisfaction findings were 244 cases which made up 11.47% of total findings. Deficiency and Weakness findings against which the relevant program must take actions for the improvement were 82.71% in all. The findings on program accreditation are made on the basis of the Accreditation Actions Guide. Accordingly, in view of formal logic in the accreditation review, the accreditation findings should comply with the Accreditation Actions Guide consistently. In this respect, the Deficiency findings in the accreditation review can be justified. So it is useful for a program or an institution which prepares for the accreditation review to check over the causes for the Deficiency against the Accreditation Actions Guide. On the other hand changeover in the accreditation policy of the ABEEK may be necessary. If the quality of the engineering education is improved continuously through the accreditation review, accreditation fulfills its purpose. To gain this end it is important to place higher value on the 'bigger picture' than on the minor details. In other words, "holistic" evaluation of evidence should form the basis of accreditation review.

Recently, as the environment issue has been stand out, people's interests in energy consumption of the building have been increased as well. Especially, university has been classified as the one of the main causes of excessive energy consumption. Therefore, domestic and foreign universities are trying to build a green campus in an attempt for sustainable development. Since early 2000s, foreign universities have been aware that one of the main causes of global warming is an excessive consumption of energy in universities. Accordingly, they adopted various energy management programs for the conservation. Ultimately, enforcing energy conservation and using alternative energy resulted in lower expense and it was a great help for the universities. On the other hand, excessive consumption of energy in domestic universities has been considered as serious, which led them to become the second main energy consumers in 2010. However, it seems people do not truly recognize the impotance of energy management, therefore, relatively little attention has been paid to this matter. Based on Leadership in Energy & Environmental Design(LEED) rating systems for on-campus building operation and maintenance, this research suggests the evaluation standard to effectively analyze the energy management activity with the best practices conducted in foreign universities and to solve the problem of campus facilities management in domestic universities. The result shows that domestic universities do not have a designated task force for effective energy management and the lack of energy professionals hinders for the long term development. Therefore, domestic universities should recognize the seriousness of the excessive energy consumption and develop low carbon green campus through proactive management practices since this is very essential for domestic universities to get more competitive in this global era.

A grading system of practical word processor skills is designed and implemented by using HWPML(Hangul Word Processor Markup Language) which is a product of Hangul and Computer Co Ltd. By using HWPML, which is a markup tag structure of Hangul file, Hangul files can be edited in other application programs. Authorized users can make questions. However, only the manager is allowed to register answers to the questions in order to maintain the correctness of grading. The result of test is stored in the database and the statistics on pass or failure can be shown interactively. The number of taking test and scores for each user are stored in the database and they can be accessed to whenever the user wants them. Comments on the test results are provided by the manager so that learners can intensity their weak points.

In order to evaluate and improve the ability of Korean testing laboratories to measure Polybrominated diphenyl ethers in acrylonitrile-butadiene-styrene (ABS), a proficiency test was organised by Korea Research Institute of Standards and Science (KRISS) based on ISO/IEC 17043. The proficiency test material used was 10 g of a granular ABS fortified with a mixture of congeners of PBDE (BDE-154, 183, 206, 209). Homogeneity and stability were investigated to assess the adequacy of the test material. The certified value established by KRISS based on the national reference was used for assigned value of each PBDE. The test materials were distributed to the 16 participating laboratories. The participating laboratories were requested to analyse the samples employing the methods used in their routine analysis. Each laboratory was given it’s own code to secure the anonymity. Participants results were evaluated with z-scores according to ISO/IEC 17043. The standard deviation for proficiency assessment was set by standard deviation of the participants results except for outlier. The results, the laboratory's performance and improvement of accuracy were discussed.

Design discipline requires more specialized and sophisticated information literacy competencies necessary to effectively find and apply the information that students need for their teaming and the future independent designer than are outlined in general information literacy competencies. Therefore, The goals of this study is to identify specific information literacy competencies within the Design Discipline. This research analyzed design-specific core information literacy competencies through the literature analysis on the design goals & curriculum of four domestic universities and the NASAD standards & guidelines and verified those by Delphi Survey. The result showed that design discipline requires commonly 26 specific core competencies in seven broad categories and the these competencies are related to the time for information literacy Instruction. Also, The result analyzed that such majors in design as product design, visual design, need additionally more specialized and detailed competencies with specific focus and that design discipline requires commonly the information literacy competencies about general studies & fundamental ability.

HIU(Hong-Ik University) has inculcated students with values necessary to serve society as independent, creative, and cooperative professionals. In HIU, students are encouraged to foster independent thinking, free from the influence of others, but are forged to cultivate their creativity in harmony with the knowledge and experience of others. In the department of MSDE(Mechanical and System Design Engineering), students are educated via three major courses for targeting engineering design, Creative Engineering Design (freshman), Design Process (Senior), and Creative Product Development (Junior). All these courses are based on personal tool exercises for design software and hardware and team-project group activities of the students with other team members. This paper will briefly discuss the main focuses of these courses and case studies of the teaching results.

The development in IT technology has brought about various services that are on offer based on a new service model. But such new services have increased security risks. The government is operating a program to foster experts in information security to protect assets from the threat of such risks, too. Society's awareness on the importance of information security has also grown, leading to various courses to train such personnel, including membership clubs for the fostering of such specialists. This study seeks to suggest a method that efficiently manages the convergence of running a curriculum on ISMS(information security management systems) and a club that focuses on information protection. Such converged information security courses are expected to contribute to a safer IT-based society.
