  • Traditional human resource management explains human characteristics with motivation, attitude, perception, value, etc., based upon behavioral science approach. And system approach is adopted in analyzing the interaction between people and the environment. However, personnel economics excludes social and psychological variables in the human choice models, and assumes very unrealistic and simple rational decision making process. For environmental variables, personnel economists considers only income and price. Traditional human resource management research model successfully explains the phenomenon for each specific situation, but lacks universality. On the other hand, personnel economics model is strict and analytical, but tends to distort the understanding of the results because of the unrealistic assumptions. These two academic fields may get benefits by introducing the other's research methodologies, theories, and ideas.

  • Libraries' functions include not only being a treasure house for cultural heritage and cultural development but also comprehensive functions such as lifelong learning and human resources development. At the present time, the Ministry of Education and Human Resources Development(MOE) has legal infrastructure and leadership which can develop and manage the nation's overall human and intellectual resources unlike previous Ministry of Education. For library to evolve as a stronghold for developing human resources and lifelong education, library policies must be unified into MOE which can provide the needed leadership. With direct management of libraries by MOE, which is currently overseeing and coordinating the nation's human resources development policies, library policies can be implemented systematically, mutual cooperation between libraries will be easier, and the link between library policies and the national and regional human resources development policies can be made.

Contents creative human resource joint project being carried out by KOCCA is mainly to nurture and support contents experts by developing their creativity through tight training between mentors and mentees, creating job opportunities, building the support system for creative activities, and supporting commercialization during the project. Undergoing the process of recruitment and selection, the participants of this project are educated, trained and developed according to education programs provided by the hosting agency, and this project has a model to compensate for creative activities for a ceratin period of time. • This study is to examine the effects of high commitment HRM on service performance in the service industry, and to examine the mediating effect of the organizational internal innovation direction. Specifically, the direction of internal innovation consists of high-value-added HR and service and cost-reduction downsizing. We assumed that the high-value-added direction of HR and service will have a positive mediating effect. And assumed that cost-reduction downsizing direction has negative mediating effect. The data were collected from 2013 workplace panel survey(WPS) of the Korea Labor Institute(KLI). Among the 1,775 companies, 896 companies classified as wholesale and retail, transportation, professional scientific services, education services, health social services, financial services, and other services (such as information society support services) were extracted and used. In summary, high-commitment HRM has a positively significant effect on the direction of high value-added innovation of HR and services, and has a negatively significant effect on the cost-reduction downsizing direction. In addition, the direction of high value-added innovation of HR and service was positive effect on service performance, and cost-reduction downsizing innovation direction has a negative effect on service performance. And the direct effect of high commitment HRM on service performance has not been confirmed. However, we confirmed the positive mediating effect of high value-added innovation direction of HR and services, and confirmed that the negative mediating effect of cost-reduction downsizing. Therefore, it is confirmed that the two variables have a full mediating effect on the relationship between high commitment HRM and service performance.

  • This study aims to empirically verify the positive impacts of PB(performance-based) HRM on the organizational effectiveness in a public corporation. The independent variables are 'PB staffing', 'PB appraisal', 'PB compensation'. The dependent variables are 'JS(job satisfaction)', 'OC(organizational commitment)'. The results are as follows. 'PB staffing' shows positive impact on both 'JS' and 'OC', but 'PB compensation' doesn't show positive impact on both 'JS' and 'OC'. Also, it is found that both 'PB appraisal' and 'PB compensation' do not show positive impact on 'OC'. 'PB appraisal' shows positive impact on 'JS', though. From the empirical analysis, the positive effects of the PB-HRM on the organizational effectiveness are partially verified. It is thought that these mixed results are originated from the particular situation in which the surveyed corporation is placed. After the merger of the corporation in 2009, even though it has introduced various PB-HRM systems, it has been through a harsh time such as wage freeze and return as measures of business normalization. This organizational situation may influence the verification of effectiveness of the normal PB-HRM.
