In order to foster rapid disaster response and public life protection, National Emergency Management Agency has been trying to spread 'Emergency Rescue Standard System' on a national scale since 2006. The agency has also intensified management of firefighter's safety on disaster site by implementing danger predication training, specialized training and education and safety procedure check as a part of safety management officer duties. Nevertheless, there are limitations for effective fire fighting steps, such as damage spreading and life damage due to unawareness of illegal converted structure, structure transformation by high temperature and nearby hazardous material storage as well as extemporary situation handling endangered firefighter's life. In order to eliminate these limitations there is a need for an effort and technology application to minimize human errors such as inaccurate situational awareness, wrong decision built on experience and judgment of field commander and firefighters. The purpose of this study is to propose a new disaster response model which is applied with geospatial information. we executed spatial contextual awareness map analysis using fire-fighting vulnerable zone model to propose the new disaster response model and also examined a case study for Dalseo-gu in Daegu Metropolitan City. Finally, we also suggested operational concept of new proposed model on a national scale.

As large-scale buildings, skyscrapers, and multi-purpose buildings recently increase in numbers dramatically, the internal space of such buildings becomes more and more large and complicated accordingly. Since such structures usually accommodate a number of random people, the potential possibilities of disastrous tragedies are high, and the rates of injury and physical damage caused by the complicated system of the building also increase as well. However, most of the shelter designs of the existing buildings are based on the specifications according to the assigned laws and involved regulations. In this case, only general criteria are referred to regardless of the characteristics of each structure while other disaster-related features are not taken into consideration sufficiently. Since any actual fire may cause a terrible calamity, in such plans, shelter inducement can be neither safe nor effective. Thus, this study examines and analyzes currently run disaster prevention systems and shelter inducement facilities with COEX Mall as its subject, and analyzes the responding system to each situation based on the fire scenarios by means of As-Is Model. Through this analysis, presented are the measures to solve the problems of current disaster prevention systems and to improve shelter inducement methods effectively.
Purpose: After analyzing the seismic capability of low-rise RC grid structures with insufficient seismic performance, the purpose of the project is to install steel slab hysteretic dampers (SSHD) to improve the seismic performance of beams and columns, and to suggest measures to minimize damage to the structure and human damage when an earthquake occurs. Method: The evaluation of the seismic performance of a structure is reviewed based on the assumption that the seismic performance is identified for the grid-type subway systems that are not designed to be seismic resistant and the installation of an SSHD system, a method that minimizes construction period, if insufficient, is required. Result: After the application and reinforce of structure with SSHD, and the results of eigenvalue analysis are as follows. The natural periodicity of longitudinal direction was 0.55s and that of vertical direction was 0.58s. Conclusion: As results of cyclic load test of structure with SSHD, the shear rigidity of damper is 101%, the energy dissipation rate is 108% and, plastic rotation angle of all column and beam is satisfied for $I_o$ level and therefore it is judged that the reinforce effect is sufficient.
Purpose: Increase in the size and number of underpasses rises occurrence of disasters such as fire and flooding inundation in underpasses. In the occurrence of disasters, the underpasses are more vulnerable to expose of crucial disasters than the general roads due to they are built underground. Therefore, The purpose of this paper is to derive system improvement items to prevent and control disasters in underpasses. Method: A hierarchical model of disaster impact factors and alternatives was developed based on prior researches and expert advices on disaster analyses and impact factors in the underpasses. The developed model was employed for surveys of pairwise comparison, and rankings of improvement were determined by applying the AHP method. Result: With a consistency of the surveys, results of relative weights of evaluation criteria(traffic accidents, fire, flooding inundation) and alternatives(law, system/planning, maintenance/human factor/environment) shows that improvement of laws and system related to the fire disaster is a top priority to prevent and control disaster of the underpasses. Conclusion: From experts' point of view, strengthening laws and systems related to disater prevention facilities such as water spray facilities, external(ground) exit in relation to fire in underpasses showed that it is an alternative to prevent disasters and minimize damage to underpasses.
Purpose: Currently, in the case of domestic fire fighting facility design, it is difficult to secure highquality manpower due to low design costs and overheated competition between companies, so there is a limit to improving the fire safety performance of buildings. Accordingly, AI-based firefighting design solutions were studied to solve these problems and secure leading fire engineering technologies. Method: Through AutoCAD, which is widely used in existing fire fighting design, the procedures required for basic design and implementation design were processed, and AI technology was utilized through the YOLO v4 object recognition deep learning model. Result: Through the design process for fire fighting facilities, the facility was determined and the drawing design automation was carried out. In addition, by learning images of doors and pillars, artificial intelligence recognized the part and implemented the function of selecting boundary areas and installing piping and fire fighting facilities. Conclusion: Based on artificial intelligence technology, it was confirmed that human and material resources could be reduced when creating basic and implementation design drawings for building fire protection facilities, and technology was secured in artificial intelligence-based fire fighting design through prior technology development.
Purpose: We suggest the need to utilize ESG in the safety field to prevent serious industrial accidents. Method: The Serious Accident Punishment Act, a strong serious accident prevention system, was reviewed through a review of previous research. And through comparative analysis of serious accident data from the United States and Korea, the main causes of accidents in the domestic chemical industry were derived. Result: It was determined that there was a need to induce voluntary safety management by companies through ESG management along with the Serious Accident Punishment Act, which aims to prevent corporate accidents. Through statistical analysis of accident data, it was confirmed that the scale of damage and number of deaths in domestic accidents was greater than in the United States. The reason was interpreted to be that there are many accidents caused by human causes in the country. Conclusion: In order to compensate for the lack of voluntariness in corporate safety management as well as the Serious Accident Punishment Act and encourage active safety management, the proportion of 'ESG safety evaluation' must be expanded. By using ESG as an indirect social sanction, we can expect companies to voluntarily and actively manage safety and expand safety investments in the safety field.

A controller who is responsible for visiter's safety makes a decision about measures for visiter safety in human-based decision making process. Many potential accidents that are caused by human error lurk in results of the process. The accidents can be decreased by changing the decision making process from human-based into technology-based. Technology-based decision making process can catch a controller's attention through data filtering, alarm filtering, and so on. So, the controller can get information on occurrence of an unforeseen accident pro-actively. The objective of this study is to suggest a concept of 3D spatial information control system for visitor flow control in multi complex building using technology-based decision making process. This study shows utilization of the system and contribution.
This research examined relationships between Scientifically Estimated Environmental Risks (SEERs) of floods, hurricanes and hazardous material releases, and household characteristics. This research showed that there were no statistically significant relationships between most of the demographic characteristics (age, household size, tenure at the present home) and SEERs of the two natural hazards (a flood and a hurricane). These results support Drabek's findings (1986) that people tend to underestimate or ignore natural hazards in selecting their residence regardless of age, household size, and house tenure. Educational attainment and yearly household income were positively correlated with hurricane risk, but not with flood risk. By contrast, SEER of hazardous materials was correlated with all demographic characteristics mentioned above. This result may show that those who are relatively poorer and have lower educational level tend to be limited to living in communities more vulnerable to human-made risk.

홍수로 인한 인적 물적 피해는 국가 및 지방자치단체의 치수방재노력에도 불구하고 매년 끊이지 않고 발생하고 있다. 다행히 인명피해의 경우 1970, 80년대 연간 300명 규모에서 2000년대에는 150명 가량으로 줄고 있으나, 재산상의 피해는 매년 증가하고 있는 실정이다. 또한 과거 자연재난에 의한 홍수피해에 기후변화라는 외부요인이 추가적으로 발생하고 있는 실정이며, 국가 경제 발전 및 노령화 사회로 인한 홍수취약인구 증가로 좀 더 적극적인 방재대책이 필요할 것으로 판단된다. 이러한 방재대책 등의 국가정책 수립을 위해서는 장래의 홍수피해 예측이 무엇보다 필요하게 되는데, 현재까지는 홍수피해의 빈도분석 등을 통해 이러한 예측이 이루어지고 있다. 그러나 기후변화라는 외생변수는 과거 자료의 확률적 특성을 마비시켜 이러한 방법론들은 효용성을 잃게될 것으로 전망된다. 홍수피해액을 산정하는 방법은 일반적으로 2005년 이후 하천설계기준에서 채택하고 있는 다차원법을 많이 사용하고 있는데, 이 방법은 침수구역의 물리적 피해를 고려할 수 있어 비교적 정확한 홍수피해액을 산정할 수 있는 것으로 알려져 왔다. 그러나 이 방법을 적용하기 위해서는 정확한 침수심 산정이 무엇보다 필요하게 되는데, 이를 위해서는 지리정보체계(GIS)와 수리모형의 연계가 필수적이다. 따라서 이 방법은 주로 중소유역단위의 취수사업에 적용되어 왔다. 그러나 정책결정에 필요한 대규모유역 또는 지자체단위의 피해비용 산정에의 적용은 한계를 갖게 된다. 따라서 본 연구에서는 향후 기후변화 시나리오에 적용이 가능하도록 과거 홍수피해자료와 호우사상의 강우특성을 중심으로 양자간의 히스토그램 분석을 실시하였다. 또한 실제 홍수피해 조사자료는 대부분 지방자치단체별로 조사가 되고 있는 실정이므로 본 연구에서도 행정구역별로 분석을 수행하였다. 분석 결과 지자체별 전체 피해액은 발생횟수가 높은 중규모 호우사상으로 인한 비중이 가장 높게 나타나고 있으며, 국가에서 집중해야할 치수대책 수립 대상 규모도 이를 중점적으로 고려하여야 할 것으로 판단된다.
Recently, as elderly people suffering from chronic diseases have increased and disasters such as traffic accidents have increased, urgent rescue workers and doctors need to respond effectively to such emergencies. For elderly people, the difficulty in communicating their condition especially the health condition during disaster is one of the problems in which delay on immediate handling by rescue team can cause death. Providing a solution for this problem is one of the main issues in our research. In this paper, we use the QR code to communicate the minimum personal information and medical history needed for emergency medical treatment to emergency medical personnel, and to transmit the medical history and treatment data to the doctors of the hospital through QR code and fingerprint recognition, respectively. Especially, by using both QR code of smart phone and fingerprint of individual, we can protects personal information and strengthens privacy and security of medical information by allowing only authorized physicians to check medical records of the old patient.
