A Study on the Activating Schemes of Kunsan Port As the Logistics Base of the Central Region in Korea (중부권 물류기지 군산항 활성화 방안에 관한 연구)

  • This thesis aims to contribute to upgrading its position to the biggest 8 ports in Korea by suggesting activating schemes of Kunsan Port in rapidly changing shipping environments. The research methodologies such as literature survey, O/D analysis are adopted in the study. The following several conclusions can be suggested. Firstly, in port logistics system the dredging in navigational channels and in Kumgang Dam and the incentive schemes for the shipping companies and the international freight forwarders are required. Secondly cargo inducement schemes should be introduced to induce container cargoes originated in Junbook Do Province and adjacent area etc. Thirdly the development of new shipping routes and strengthening the coastal routes among domestic sea ports. Fouthly establishing supply chain management system with adjacent Chinese Provinces such as Shandong.

Evaluation of Port Authorities' Marketing Promotion Strategies (항만공사의 마케팅 촉진전략 평가에 관한 연구)

  • This study analyzed specific ports' marketing strategies through interviews and, using fuzzy TOPSIS methodology, derived marketing strategies for the Incheon and Pyeongtaek-Dangjin ports by comparing them with the Busan port. Previous studies had concentrated on the Busan port, and the majority of these studies analyzed the present conditions and suggested 4P strategies using a marketing mix. After weighting all of the respondents' answers, the results show that among all marketing strategies, incentive provisions ranked the highest, followed by the intermediary role between the relevant agencies and companies, and last- the agent system for establishing local networks. The fuzzy TOPSIS analysis results showed that the Busan port had the best marketing performance. The most sensitive strategies, based on the sensitivity analysis, were the intermediary role between relevant agencies and companies in the Incheon port, and the incentive provision in Pyeongtaek-Dangjin port. The implications of this study are that the port management agencies' actual marketing strategies were similar to the marketing promotion strategies suggested by previous research, and thus, each port's marketing targets and their characteristics should be clearly defined.

  • The purpose of this paper is to study on the third party logistics service enforcement of inland container depot at Pusan area. The main results of this paper are as follows: First, the inland container depot related to location selecting factor researches analyzed and korean TPL market reviewed. Second, the TPL service function reinforcement method and investments are mentioned. In detail the 9 factors are as follows: competitive high position and improvements of harbor back complex, ICD goods enterprise investment strategies, the harbor back which is inexpensive only the rent, taxes benefit and incentive, site security and base facility expansion, the goods service provision which is flexible, connection plan construction of goods enterprise, the incentive strategic establishment which is discriminated, the marketing activity which is long-term. and lastly the ICD and TPL Policy are needed that government and logistic enterprise's cooperation gains competitive advantage.

Study on the Introduction of Safety Management Level Evaluation System for Shipping Company by Imitation Strategy (모방전략을 이용한 해운선사 안전관리 수준 평가제도 도입방안 연구)

  • Maritime transportation circumstance is changing rapidly in accordance with the increase of cargo volume between countries and increase of marine leisure activities by improvement of quality of life. And the circumstance for ship operation is also changing due to aging of seafarers and increasing of foreign seafarers. To cope with such changes in maritime environment well, it requires higher safety management skills from shipping companies, the main subject in charge of the safety matter. In this paper, we analyzed domestic and foreign similar system, and then applied imitation strategies for introduction of an unific evaluation and management system that was consist of marine accidents, port state control, ISM Code and so on from shipping companies. We defined that the imitation industry and system are converted accident ration of construction industry and traffic safety excellence company of road transportation, and then extracted relevant law, evaluation index, incentive system as a imitation subject. We also proposed scheme that introduction of basis law, and evaluation tool with marine accidents ratio, port state control & ism code result, and incentives such as immunity of safety inspection or reduction of commission for introduction of company's safety management level evaluation system. Finally, we proposed the imitation timing and plan in stages for system's sustainable development through the prompt introduction and continuous enforcement.

  • 우리나라는 수요관리를 위해 '85년도 하계휴가보수, 자율절전 제도를 도입한 후 부하관리 효과를 면밀히 평가하지 않은 채 관습적으로 매년 부하관리 목표량을 상향하며 더 많은 예산을 지속적으로 투입하고 있다. 하지만 우리나라는 심야시간대 낮은 요금체계 등으로 인하여 부하율이 높은 수준으로 부하관리 효과가 저조한 실정이며, 최근 여름철 이상 기온 발생 등으로 부하관리기간 이외에 연중 최대 부하가 발생하는 빈도가 점차 증가하고 있다. 따라서 본 논문에서는 우리나라의 도 소매시장에서 자발적인 부하관리 인센티브, 현 부하관리제도 등을 분석하고 우리나라 전력계통의 부하지속곡선에서 적정 부하관리용량을 산정하고자 한다.

  • 통신서비스 시장은 유무선 및 통신과 방송서비스의 컨버전스화가 진행됨에 따라 미래 시장에서의 경쟁구도에 관심이 집중되고 있다 최근 영국, 이탈리아 등 유립을 중심으로 지배적 사업자의 병목설비에 대한조직분리의 일환으로 기능분리가 활발하게 논의 및 도입되고 있다. 이 중 이탈리아는 TI에 대한 운영분리 수준의 구조규제를 기능분리 수준으로 강화하였다. 이는 운영분리와 같은 구조적인 조치에도 불구하고 TI의 지배력 유지, 경쟁 사업자들의 지속적 불만 제기 등의 문제가 해결되지 않은데다가 TI의 소유구조 변화에 따른 네트워크의 안정성 및 보안성에 대한 우려에 따른 것으로 해석되고 있다. 이탈리아의 기능분리는 동등접속을 위한 사업부로 Open Access의 설립, 신규 인센티브 제도, 각종 투명성 확보장치, 감독기관의 신설 등의 내용이 포함되어 있으며 근본적인 원칙은 영국의 경우와 유사하다. TI는 기능분리를 통해 규제기관과의 관계 개선, 소매시장 규제완화 등의 효과를 기대하고 있으며 2008년 2월 Open Access를 출범하였다.

  • 국내 및 국외에서도 마찬가지로 전기설비 안전점검에 대한 부분이 발전된 정보통신 기술(IT : Information Technology)에 접목 시켜 실시간으로 서비스를 제공하는 추세에 있다. 따라서 전기설비와 관련 된 전기안전 부가서비스의 활성화를 위한 방향과 새로운 고부가 비즈니스 사업 창출을 위해서 어떤 부분에서 개선 및 추가 되어야 할 부분인지에 대하여 본 논문에서 제시 하고자한다. 따라서 전력 부가 서비스의 활성화 방향에 대하여 실시간 원격 점검의 필요성, 사용자 및 전기안전 관리자의 인센티브, 전력 부가서비스로 제공할 수 있는 범위에 관하여 조사 분석 하였다.

  • PC Box Girder was constructed by PSM(Precast Span Method) to solve the shortage of the construction period. The site case study was used in the PSM to find the construction productivity improvement. In this case study, main reasons of low productivity were founded unskilled technical engineers and insufficient equipment management winter season concrete curing condition. Productivity improvements are presented by assigning production personnel appropriately, motivation which increased by providing incentives for technical engineers, strictly cooperation of each participant, organizational teamwork, and Promoting productive work condition. Additional method of productivity improvements are continuous improvement of the work methods by considering the feedback on previous work, and continuous training to best handle the site conditions. This study of productivity improvement will help to use the most advantage of the PSM method and desire to successfully plan the future construction performance.

Effects of Incentive System of the District Unit Plan on the Apartment Housing Market in MetropolitanCitiesandRuralCities (대도시와 중소지방도시에서 공동주택시장에 적용가능한 지구단위 계획의 인센티브 적용에 환한 인구)

  • The district unit planning (DUP) in Korea is a planning instrument. One of the key methods is the incentive system focused on the mitigation of the financial charge of business proprietors with use of various planning deregulation. Here in this paper, it is examined whether the incentive system is indiscriminately applied not only in the metropolitan cities but also in the rural cities. The analysis is carried out with six indicators in relation to the effect on the incentive system on the market of Apartment Housing Development. The indicators are a. the building-to-land ratio(BLR), b. the floor area ratio(FAR) c. the publicly assessed value of land(PAVL), d. the sale price of land(SPL), e. the sale/lease price of apartment house(SLPH) and f. the ratio of housing subscription(RHS). The final result is that the incentive system has different effects between metropolitan cities and rural cities. One of reasons lies on the too high FAR in rural cities to be given basically. Another reason lies on the difference between the cost for purchasing public installation and the profit of the sale & lease price of apartment house. In rural cities their difference becomes much narrow. Finally, the low ratio of housing subscription(RHS) in rural cities makes the effect of the incentive system nearby meaningless.

건설산업의 여건변화와 향후 기술정책 방향

  • UR협상에 따라 민간건설시장이 `95년에, 공공건설시장이 `97년에 개방되면 기술력이 강한 선진국이 국내시장에 진출함으로써 자본력과 기술력이 약한 국내업체가 도산하거나 이들이 하도급 업체로 전락할 우려가 있다. 그러나 건설업체가 기술개발에 주력하여 국제경쟁력을 갖추게 되면 국내건설시장보다 50배이상 큰 국제시장에 진출하여 건설산업이 70$\~$80년대와 같이 국가경제발전에 크게 기여할 수 있는 계기를 마련할 수도 있다. 기술개발의 주체가 민간기업이므로 향후 건설기술의 정책은 민간기업이 기술개발에 주력할 수 있는 여건을 조성하는데 초점이 맞추어질 것이다. 민간기업의 기술개발 촉진을 위하여는 신기술지정제도 등 기존의 여러 가지 인센티브제도를 보강하는 한편, 현재 가격중심인 입찰$\cdot$계약제도를 기술중심으로 전환하여 기술력이 우수한 업체를 우대할 것이다. 아울러 적산제도와 시방서 등의 제기준을 국제규범화하고 외국업체의 국내 진출시 예상되는 각종 클레임 문제에 대하여도 대응방안을 마련할 것이다.
