우리나라는 전 국민의 50% 이상이 아파트에 살고 있다. 지금도 신축 주택의 70% 이상이 아파트로 건설되고 있다. 에너지 문제가 화두로 떠오른 지금, 국가 차원에서 에너지를 절약하려면 아파트에 사용되는 에너지부터 절약하는 것이 급선무다. 에너지 절약 아파트에 대해 어떠한 지원 제도들이 있는지 살펴보자.

This study was conducted to prepare an incentive system (proposal) for the activation of waste-to-energy. Weights for each type of energy use were prepared by conducting prior research and economic analysis. In addition, the waste-to-energy incentive (proposal) was calculated in consideration of energy efficiency for each type of energy use. As a result of economic analysis of 11 biogasification facilities, the B/C value was found to be very diverse, ranging from 0.16 to 1.69. In terms of benefits, imports of waste treatment import fees were very high at 68.4 to 99.3% of the total, and four facilities with a surplus (+) or higher in the management balance. In order to convert energy consumption into units of sales volume, 0.58 Nm³/KW for power generation, 0.17 Nm³/kg for steam, and 1.00 Nm³/Nm³ for external supply were calculated using the 'scale factor'. The 'weight factor' was calculated as 0.249 for power generation, 0.656 for steam, and 0.806 for external supply, respectively, by use type.

We investigate the two recent simulations of the proto-type domestic carbon emission trading system in Korea and draw some policy implications. The first simulation includes the 5 electric power companies based on baseline and credit. But the second one is with the 7 energy-intensive companies based on cap and trade. The voluntary approaches in this paper revealed the instability of market equilibrium, i.e., price volatility or distortion, excess supply or demand. These phenomena stems from excess incentives to the players, asymmetric information, players' irresponsible strategic behaviors, and non acquaintance of trading system. This paper suggests the basic design for domestic carbon trading system in future and a stepwise introduction strategy for it including the incentive auction scheme, the total quantity of incentive needed, and how to finance it. Meantime, the further simulations on the various sectors based on voluntary participation must be essential for learning experiences and better policy design.

9월부터 분양가 상한제와 청약 가점제가 도입된다. 이는 주택 구입 능력이 없는 계층에게 과도한 인센티브를 부여했다는 점과 상대적으로 실수요자가 많은 1주택자들, 핵가족 도시 근로자나 이혼 가구, 신혼부부에게는 불리할 수 밖에 없어 현실성이 떨어진다는 지적이다.

국토해양부(장관 정종환)와 환경부(장관 이만의)는 6개 용도의 신축건축물에만 가능했던 친환경건축물 인증을 모든 용도의 신축건축물에 가능토록 하는 "친환경건축물의 인증에 관한 규칙" 개정안을 지난 5월17일 개정 공포('10.7.1 시행)했다. 이번 개정안은 저탄소 녹색건축물의 공급을 활성화하기 위해 모든 용도의 신축건축물에 대한 친환경인증[공공건축물(1만$m^2$ 이상)은 의무화, 민간건축물은 자발적 참여로 운영] 평가기준 마련과 인증기관의 전문성 강화 등을 주요내용으로 하고 있으며, 취 등록세 감면 등 인센티브 제도가 원활히 시행될 수 있도록 인증시기 및 절차를 개선하고, 인증등급을 세분화(2 $\rightarrow$ 4등급)하는 내용도 포함됐다. 국토해양부와 환경부는 이번 조치로 민간분야의 경우 본인들이 인센티브를 받기를 원하는 경우에는 친환경건축물 인증을 받을 수 있도록 하는 등 민간분야의 친환경설계를 적극 유도할 수 있는 기반을 마련했으며, "친환경건축물의 인증에 관한 규칙"의 차질 없는 시행을 위해 7월 1일까지 "친환경건축물 인증기준" (국토해양부, 환경부 공동 고시)을 개정할 계획이다. 한편, 내년부터는 기존 건축물도 친환경건축물 인증을 받을 수 있도록 그 대상범위를 확대해 나갈 예정이다.
