A Study on the Management Status of Disaster Prevention District in Urban Area (도시지역 내 방재지구 관리실태에 관한 연구)

  • 본 연구는 국토의 계획 및 이용에 관한 법률에 규정된 방재지구에 대하여 관련 연구 자료 및 통계를 통한 지구지정 현황과 운영제도의 문제를 검토한다. 건축물·인구밀도가 밀집된 지역으로서 시설 개선 등을 통하여 도시지역 내의 재해예방을 위해 지정이 필요한 시가지방재지구는 방재지구지정 의무화제도가 도입된 이후 서울시 등 여러 곳에서 지정되었으나 대부분 폐지되었고, 현재는 전국에서 전라남도에 5개 지구가 지정되어 있다. 지구지정 감소의 원인은 방재지구의 지정 및 관리제도가 현실적이지 못한데 기인한다. 시가지방재지구는 면적에 비해 인구가 밀집된 도시지역의 재해에 효율적으로 대응할 수 있는 방재계획이며, 활성화를 위하여 지원방안 및 인센티브가 포함된 구체적인 관리 운영 기준 마련이 필요하다.

A Study on the Utilization of ESG for Reducing Carbon Emissions in the Building Sector and Development Directions (건물부문의 탄소배출량 절감을 위한 ESG의 활용방안과 발전방향)

  • Recently, United Nations found that 38% of global carbon emissions are generated in the building sector, surpassing other industries (32%) and transportation (23%), and ESG is actively used as a way to reduce carbon emissions in the building sector, led by overseas advanced countries. In Korea, as the National Pension Service announced "Consider ESG with more than 50% of investment assets" this year, the move to introduce ESG in the building sector is accelerating, centering on construction companies and asset management companies. However, as the domestic ESG evaluation system is still mainly focused on corporate governance and social responsibility, interest in the environmental sector is lagging behind that of advanced countries. As ESG in the building sector is expected to grow rapidly over the next 10 years, I would like to suggest the following development directions. The first is the expansion of the incentive system. In order for the government to successfully implement policies related to ESG in the building sector, incentive system such as tax reduction and building standards should be expanded further than now in addition to negative systems such as rent restrictions and punishment taxes due to regulatory violations. Second, standardized ESG standards are established. Rather than creating an independent Korean ESG standard that is far from global standards, it is necessary to organize the common parts of global standards and evaluation methods and create and provide guidelines in the form of standard textbooks that can be used equally by all stakeholders. Third, it is an effort to link ESG in the building sector with Digital Transformation(DX). This is because actual energy savings and carbon emission reduction can be realized only when the operation method of the building sector, which is operated mainly by manpower, is digitalized and converted to an intelligent way.

A Study on the Market Design of Designing GHG Emissions Trading (국내 배출권 거래시장 활성화 방안에 관한 연구)

  • It has been taken for 10 years since Climate Change Convention could it be made. And Kyoto Protocol will come into force as an international law as from 16. Feb 2005. As based on it, Annex I countries will implement their mitigation projects on GHG reductions and press developing countries on GHG reduction target. Korea has not duty target on it yet. But it will be held a COP(Conference of Party) on negotiation for reduction target of second commitment period. If Korea has a real duty, Industry sector should reduce GHG emissions. Then Market mechanism will be need to introduce for this. This study started having a question "Is it possible to introduce emissions trading in Korea?". To solve the problem, this study analysed GHG emissions, marginal abatement cost, market price with 11 companies of industry (about 36% of Korea emissions). minus target is impossible to implement reduction target ver base year (2002). And emissions trading scheme also can't make the market without additional policy and measures. This study suggest that it is need to import credits and give a subsidy of government to encourage it. The imported credit can reduce the demand curve within the marginal abatement cost curves. But the effectiveness of credit is not the same as continually growth. As a result, Allowing 40% credit into emissions trading market is the best to reduce costs. However, a subsidy is the little bit difference. A subsidy make marginal abatement cost curves down for itself. Giving 30% for subsidy, it is the best. Considering both of importing credits and subsidy, it is the best effects in the reducing cost for company. especially 30% is the best effects respectively. This Study show that government wants to consider designing emissions trading, encourage participants competitiveness, and encourage the early action, government has to allow credit trading and give a subsidy to participants.

  • Building remodeling concept includes maintenance & repair and renovation. We have long-term repair plan and special repair fund system for the apartment maintenance & repair, but they do not operate well. And laws and ordinances are being revised in relation with renovation. However, more policy improvement and assistance are needed in order to activate the apartment remodeling project. Especially preferential loan and tax reduction policy and deregulation of building provisions are the main tasks for the apartment remodeling.

  • Domestic remodeling market is now growing centering around non housing building. Unlike non housing building remodeling business, understanding of remodeling demanders accustomed to profit of reconstruction, deficiency of experience performing remodeling project and construction, shortage of will performing remodeling policy and detailed action method are difficulties in performing apartment building remodeling business. Understanding change of remodeling demanders. strong economic incentive by government, construction management paradigm shift from new construction into building life cycle, application of construction method using existing building condition before remodeling and remodeling related industry infrastructure are required to improve this remodeling business circumstances.

  • This study aims to suggest ways to improve the dissemination of TV for the blind and deaf in the convergence environment of broadcasting and communication. As candidates for improvement of the project, it presents three alternatives: ①built-in set-top box in the TV, ②converting to a smart TV, and ③the development of specialized functions for the disabled in the set-top box. Through interviews with pay-TV and TV industry experts and disability experts, their opinions on each alternative were collected. To promote alternatives, this study suggests: collaboration between governments and companies, provision of incentives for participating companies, and revision related law and broadcasting technology standards.

  • To promote citizen's involvement in the GHG(Green House Gas) reduction policy, Busan city administration adopted an pilot energy incentive system called 'energy mileage'. The energy mileage system was designed to make energy end-users motivated to reduce domestic electricity use by providing financial rewards. Through the course of the pilot period, 5,3330 householders volunteerly participated the pilot system. About 66% of the participants managed to make energy saving against the same period of the previous year while 38.8% achieved the targeted reduction rate(i.e. over 10%) and received the equivalent rewards.

Suggestion for a New Exergy-Based Heat-Tariff Assessment for a District-Heating System (엑서지를 이용한 지역난방 열요금 제도 제안)

  • In this study, the exergy that can be reflected in the energetic and economic values was used to assess the heat tariff of a district heating (DH) system instead of the enthalpy. It is difficult to directly apply the exergy to the current heat-charge system because of the complicated calculation; therefore, the difference between the supply and return temperatures was converted to the exergy-temperature difference for the ease of the heat-amount calculation. As a result of the exergy analysis for a DH substation, the exergy-temperature difference did not affect the surrounding temperature and pressure loss. The supply temperature and the maximum difference between the supply temperature and the return temperature exerted the main effect on the exergy-temperature difference. The new heat charge of a DH user was slightly reduced in winter compared with the previous charge, but the heat charges in the other seasons are almost the same. It is concluded from the assessment of the heat tariff for which the exergy is used that this tariff is more feasible for both DH suppliers and consumers compared with enthalpy.

실물옵션 모형을 이용한 RPS와 배출권거래제 연계의 신재생에너지 투자효과

  • The primary purpose of Renewable Portfolio Standard (RPS) is to facilitate investment in renewable energy technology. Since emission trading program has similar purpose, it is conceivable to attempt to link RPS and emission trading program through interlinked markets. RPS in Korea with single REC and emission allowance markets has particular advantages for constructing linkages between two markets. This paper provides a real option model to examine investment effects of linkage of RPS to the trading program. Emission permit price and REC price are assumed to follow stochastic processes and renewable investment is irreversible. The result shows that linked market provides further incentive for renewable investment by raising managerial flexibility for power companies.

Bias caused by nonresponses and suggestion for increasing response rate in the telephone survey on election (전화 선거여론조사에서 무응답률 증가로 인한 편의와 응답률 제고 방안)

  • Thanks to the advantages of low cost and quick results, public opinion polls on election in Korea have been generally conducted by telephone survey, even though it has critical disadvantage of low response rate. In public opinion polls on election in Korea, the general method to handle nonresponses is adjusting the survey weight to estimate parameters. This study first drives mathematical expression of estimator and its bias with variance estimators with/without nonresponses in election polls in Korea. We also investigates the nonresponse rate of telephone survey on 2012 Korea presidential election. The average response rate was barely about 14.4%. In addition, we conducted a survey in April 2014 on the respondents's attitude toward telephone surveys. In the survey, the first reason for which respondents do not answer on public opinion polls on election was "feel bothered". And the aged 20s group, the most low response group, also gave the same answer. We here suggest that survey researchers motivate survey respondents, specially younger group, to participate surveys and find methods boosting response rate such as giving incentive.
