Cause and Countermeasure of Inundation Damage in Underground Space (우리나라 지하공간 내수침수피해 원인 및 대책)

  • 도시지역의 내수침수피해는 거의 매년 발생하고 있으며, 반지하와 같은 거주공간이 매우 취약한 상태이다. 특히 최근에는 지하철, 지하상가 등이 대규모 개발되고 복합네트워크화 되어 지하공간의 침수대책과 대피방안 마련이 시급한 상황이다. 일본의 경우 2000년 토카이 호우피해 후 통합유출해석 모형을 개발하였으며, 1999년 및 2003년 후쿠오카 침수피해 발생 후 특정도시하천침수피해대책법을 제정, 1999 후쿠오카, 2004년 하마마츠, 2008년 카누마 피해 후 일본 방재연구소에서는 실시간 1차원 지표범람모형과 모니터링을 통한 실시간 내수침수지도를 개발하였다. 특히 지하공간에 대해서는 "지하공간에 유입하는 범람수가 계단상 보행자게에 주는 위험성에 관한 연구" 등 실험을 바탕으로 각종 지하공간 침수대책 매뉴얼 및 지하시설의 침수시 피난확보계획 지침, 지하공간 침수대책 가이드라인 등 인명피해를 줄이고자하는 노력이 계속되어 오고 있다. 우리나라는 2006년 경기도 고양시 3호선 정발산역이 침수되었으며, 2010년 서울시 지하철 2호선 사당역 및 4호선이 침수되는 등의 지하철 침수피해와 2010년 서울시 광화문 지하상가, 인천시 부평구 우림라이온스 벨리, 우남플라자, 계양구 농협하나로마트, 서원아파트 등의 지하상가와 지하다층의 침수피해가 발생하였다. 특히 2006년 3호선 정발산역 침수는 17시간이나 지하철이 불통되었고 이로 인하여 심각한 교통 체증이 유발 되었다. 본 연구에서는 2010년 집중호우로 인한 서울, 인천지역의 지하공간 침수피해를 중심으로 최근 10년간 지하공간 침수피해사례로부터 대표적인 침수피해 원인 및 특성을 정리하였으며, 그 결과 지하공간 침수의 주요원인은 지상공간의 침수류가 지하공간으로 유입하고, 지하공간의 배수설비 용량부족, 지하공간으로의 유입을 방지하기위한 방지턱, 차수판, 침수시 비상전원 공급, 침수시 지하공간 대피 매뉴얼의 부재 등 다양한 원인이 있는 것으로 나타났다. 특히, 소방방재청에서 고시한 '지하공간 침수방지를 위한 수방기준'에 지하공간 침수 방지를 위한 각종 시설의 설치 및 대피 경로지정 등에 대한 기준이 마련되어 있으나, 지하공간 중 유동인구가 가장 많은 지하철역에서 조차 침수에 대한 행동매뉴얼이나 대피에 대한 가이드라인이 마련되지 않은 것으로 나타났다. 따라서, 지하공간 침수를 방지하기 위하여 센서를 이용한 자동 차수판과 경보기 설치, 지하공간의 사람들이 안전한 대피로를 찾을 수 있도록 지상공간 및 지하공간 출입구를 모니터링 할 수 있는 CCTV의 설치, Dry Area를 두어 비상대피 할 수 있는 공간의 마련 등 시설적인 부분에 대하여 '지하공간 침수방지를 위한 수방기준'을 더욱 강화할 필요가 있으며, 지상공간의 침수 상황을 고려한 지하공간의 대피매뉴얼 또는 가이드라인 등의 수립이 필요하다. 또한 이와 더불어 재산 및 인명피해를 더욱 효율적으로 줄일 수 있도록 실시간 예 경보를 위한 침수해석 모형의 개발이 시급하다.

  • This study is a preparation for the application of FSA (Formal Safety Assessment) to the fire safety of ships. FSA is the new-fashioned methodology proposed to prevent ships from the accidents. To make a base of the fire safety assessment about ship's fire protection design and Classification Society rule, statistical informations for the fire safety engineering are investigated. From results, the necessity of new criterion for ship's fire safety design, the need to study the human behavior in the evacuation from fire, and the development of new fire progress model considering special situations in ships are acknowledged.

  • Notifying emergency evacuation methods, accurate disaster location and evacuation route guidance can be very active alternatives to quickly minimize evacuation and casualties in disaster situation in the development of subway disaster prevention detection system that detects the disaster signs at the subway station early on the basis of Internet of things and leads passengers to evacuate. It's not easy to ensure perfect functioning of fire fighting facilities and equipments due to underground space structure with narrow exits. Therefore, we developed disaster provision EL Display integrated board that can induce the most efficient evacuation and the field experiment was conducted to examine the practical application in this study. Especially the applicability was verified by field application test because there is no case in which EL panels are used to evacuate disasters.

A Study of Evacuation Route Guidance System using Location-based Information (위치기반 정보를 활용한 비상대피경로 안내 지원시스템 개발)

  • The shipyard quay process struggles to control workers and maintain a secure working environment because of the presence of at least 1,000 people. Therefore, safety accidents such as an explosion or a fire are likely to occur. With the recent increase in safety accidents at shipyards, the requirements for safety and process monitoring have been strengthened. Major shipyards are conducting researchto monitor the process in real time and to detect the work environment for safety. In this paper, we propose a safe and accurate evacuation route based on the information of the dangerous area and the user's location based on a mobile application to reduce the casualty accidents in the presence of many personnel in a concentrated area. To do this, we analyze the trend of the fire escape system on the ground building, compare various algorithms for escape route calculation, select appropriate algorithms for this study, and perform programming. A basic experiment was conducted to confirm the results. The proposed method is expected to be used in large ship construction sites, passenger ships and large public facilities to reduce accidents in the case of a safety accident.

A Study on the Evacuation Characteristics Junction Indication Method of Disaster Information Map (재해정보지도의 교차경로 표시방법에 따른 피난특성에 관한 연구)

  • The purpose of this study was to assess the evacuation route in a disaster information map to evacuate people to a shelter quickly and precisely during a disaster situation. For this purpose, this study examined the current status of domestic and international disaster information maps and related laws and conducted experiments to derive effective types of intersecting routes. The problems of the disaster information map were obtained through the first preliminary experiment and a survey. Based on these problems, experiments for each type were conducted to provide effective indication information for a disaster information map. To investigate the gait characteristics according to the number of crossing paths, the reduction rate in the crossing path was derived for each type by comparing the previous speed and passing speed. This will enable suggestions to judge the route quickly and accurately when determining the intersecting route in the search for an evacuation route. In conclusion, the experiment of this paper aims to make rapid and accurate evacuations using the disaster information map in response to disasters, and provide guidelines to citizens to contribute to a reduction of casualties.

  • If fire is occurred in the subway, the train must be moved to the closest station and make passengers get off the train. As a matter of fact, the Fire of Dae-gu Subway was coped with this way. But, the fire smoke extraction system of real subway stations have not designed to deal with fire of trains yet. Therefore, we have to establish a plan of station railroad for preventing from unexpected damage when the fired train comes to the station. The purpose of this study is to establish the effective smoke extraction measure that is to prevent stations from damage by the scale-down experiment.

An Experimental Study on the Adaption of Announcement Based Evacuation Guidance System using Haas Effect in Large Space (대규모 공간에서 선행음 효과를 이용한 음성피난유도 시스템의 적용연구)

  • In this study, a simulated situation in which the visions of the evacuees were blocked by the smoke, which is one of the most dangerous factors that cause casualties in case of an emergency, was conducted for the evaluation of the performance of an evacuation guidance system. For this purpose, the behavior and time taken by the experiment subjects in simulated evacuation test were measured and analyzed. When the evacuation guidance sound signals were given by 4 speakers at the same time, most of the subject were disoriented and took generally longer in getting to the pre-designated evac point. And, using only one speaker instead of two showed a better result in terms of the evacuation behavior or and orientation. Also, when there were two or more speakers used for the broadcasting of the guidance message, it turned out that using Hass effect, and placing the speakers closer, could result in higher awareness of the guidance message and maintenance of the orientation, while it also made the subjects took short to get to the evac point.

  • 현재 우리나라는 이상기후 현상이 발생하여 계획홍수위를 초과하는 극한홍수에 의한 피해가 심각해지고 있는 실정이다. 또한 도심지역에서 제방이 붕괴된다면 범람홍수파에 의해 적지 않은 인명 및 재산피해가 발생할 수 있다. 이와 같은 피해를 줄이려면 제방붕괴시 범람홍수파의 수리학적 거동특성을 명확히 규명하고 이에 따른 대피체계가 수립되어야한다. 이에 본 연구는 기존의 3차원 수치모형인 FLOW-3D를 통한 범람홍수파 특성연구에 조도계수 및 GMO(General Moving Object)를 추가하여 점진적인 제방붕괴로 인한 제내지에서 범람홍수파의 수리학적 거통 특성을 모의하였다. 높이 0.6m의 제방붕괴 단면이 시간에 따라 일정하게 넓어지면서 제내지로 홍수파가 유입되어 들어오도록 모의하였다. 수치모의 된 결과를 선행연구의 수리실험결과와 비교 검증을 수행하였다. 또한 수치모형 값에 조도계수를 입력하여 기존연구와 비교분석하였다. GMO를 이용하여 붕괴속도($v_0$)에 변화를 준 경우, 유속($v_{max}$) 및 수위($h_{max}$)변화에 큰 차이를 보이지 않았고, 초기 월류수심($h_0$) 변화에 따른 범람홍수파의 영향을 분석한 결과 붕괴속도 보다 큰 영향을 미치는 것으로 분석되었다. 본 연구결과의 활용방안으로 제방붕괴시 홍수범람에 의한 비상대처계획(EAP) 수립에 기초자료로 활용될 수 있을 것으로 판단된다.

Experimental Performance Evaluation of a Fire System for Apartment Buildings (공동주택 전용화재시스템의 성능평가를 위한 실험적 연구)

  • In Korea, measures to maintain sustainable fire safety performance for apartment buildings are insufficient in terms of fire-fighting products, skilled personnel, and maintenance status. Also, because of the particular features of a fire compartment, it has structural problems that are very likely to cause damage to human life when a fire occurs. Currently, problems with the fire supervisory system installed in an apartment building cannot be checked in real time, so it is difficult to identify the location of a fire accurately. Protected areas are also not assigned to each household, and residents cannot be clearly informed of the occurrence of a fire. As a consequence, safety evacuation cannot be secured. In addition, it is impossible to test the operation performance for water detectors in sprinkler fire extinguishing systems outside of the household. Therefore, an experiment was conducted to evaluate the performance of a remote fire supervisory system. The results show that the system satisfies all performance requirements. Also, an household alarm system was installed in each household to alert of any occurrence of a fire accurately, and the performance of the alarm system was improved to ensure that residents were quickly evacuated.

Spread Speed of Forest Fire based on Slope (경사에 따른 산불의 확산속도)

  • As Information Technology developed, Information requirement has been went higher. In the field of GIS(Geographic Information System) more information is processed more quickly and accurately. Especially, quick analysis of forest fire information (topography, ignition point, weather condition, etc.) over a wide area is essential in order to minimize victim, environmental damage, and economical damage, decide course of evacuating, estimate a fire spread course, and attack resource arrangement. We determined a fire spread distance at each unit time through an experiment with various slope degrees and distinction of flat, upslope and downslope. For the tests on the upslope, as the slope increased, the rate of spread increased. On the downslope in contrast with the upslope, as the slope increased, the rate of spread decreased. We analyzed a spread rate of forest fire on each slope as the method classified upslope(+) and downslope(-) using the results obtained from the experiment. Consequently, the proposed method is able to be used to effectively support the attack of forest fire by providing accurate predictions of fire spread.
