This study analyzes the right guarantee level of Job Creation Project for the Elderly by participation type based on Madrid International Plan of Action on Ageing. The analysis is conducted using '2012 Job Creation Project for the Elderly Participants Survey' of Korea Labor Force Development Institute for the Aged. The major findings are as follows: First, "social contribution" type's implementation level of "active participation in society and development" is not high enough. Second, considering the average age of the participants, the level of "work and the ageing labor force" is high enough while the practical level is not high in market. Third, the level of "access to knowledge, education and training" is not enough within "market entrance" participants. Fourth, the level of "poverty reduction" and "income security" is not high. Based on the results, this study proposes that the quality of "social contribution" type's occupations and "market entrance" type's education should be improved. Also, the wages of the entire occupations provided by this project need to be raised.

Typical areas of recent changes in IT field is the progress of the Green & Smart IT. The primary purpose of this study is to establish information strategic planning for Green & Smart IT of government-supported research institutes. To this purpose, we developed the information strategic planning for Green & Smart IT environment based on the comprehensive analysis about the status of the related policy trends and relevant organizations' business. In particular, the establishment of information strategic planning was to target K research institute, a representative institute in the field of information analysis and distribution in Korea. And we developed implementation projects and long-term road-map for its effective and efficient promotion. Through the evaluation of priority testing based on their importance and viability of business to targe derived implementation projects, 12 critical implementation projects were selected. Then the target system and concrete action plan for each critical implementation project were presented. Based on the results of this study, we provide government-supported research institutes with useful implications for establishing a correct orientation for the introduction and promotion of Green & Smart IT in the future.

This study aims to introduce the system of records disposal freeze and to draw tasks and propose measure to establish it in the public sector in Korea. First of all, it reviewed the korean regulations and practices related to disposal freeze and suggestions in research paper. While analysing the disposal freeze systems of US and Australia, it identified that the systems were principally run by the National Archives. Thus, 2 cases analysis were conducted in each country. Based on these, this paper studied what should be considered and what could be proposed for the development of the system of records disposal freeze in terms of the regulation, implementations, standard notice statement as well as procedures for korean public records.

비점오염원에서 배출되는 오염부하량(BOD, T-P)은 점오염원의 2배 이상을 차지하고 있어 비점오염원 관리에 대한 관심이 증대되고 있다. 이에 비점오염원의 효율적 관리를 위한 전략 및 추진과제 마련을 위해 제1차('04-'11), 제2차('12-'20) 비점오염원 관리 종합대책(이하 종합대책)이 수립 및 이행되었다. 이어 2016년 물환경보전법 개정에 따라 종합대책의 수립이 법제화되고 지난 2020년 말 제3차 비점종합대책('21~'25)이 수립되었다. 제3차 비점종합대책은 수질개선이 체감되는 비점오염원 관리라는 비전을 가지며 도시, 농·축산, 산림, 관리기반의 4개 분야에 총 71개의 세부 추진과제를 제시하고 있다. T-P 비점오염배출부하량 5% 감축, 불투수율 감축, 비점오염관리지역개소 확대, 고랭지 흙탕물 관리지역 구역 확장, 지역 거버넌스 구축을 대책의 목표와 각 분야별 관리지표로 제시하고 있다. 물환경보전법 제53조의5와 동법 시행령 제75조의3에 따라 환경부장관은 매년 이행사항을 점검 및 평가하여 그 결과를 비점오염원 관리 정책의 수립 및 집행에 반영해야 한다. 지난 제1·2차 대책의 경우 성과 점검 및 관리를 위한 체계가 부재하여 사업의 실효성 확보에 한계가 있었으며 이에 따라 소관별 이행사항 점검 및 평가체계의 필요성이 제기되었다. 따라서 본 연구에서는 종합대책 이행평가 전략 및 세부 추진체계를 마련하여 효율적인 소관별 이행사항 점검 및 평가를 도모하고자 하였다. 분야별 세부 추진과제는 매년, 대책의 목표와 각 분야별 관리지표는 대책 시행 후 5차년에 점검 및 평가할 수 있도록 구성하였다. 또한 종합대책의 최종 목표 달성 시뮬레이션을 통해 5차년 이후 원활한 평가가 이루어질 수 있도록 하였다. 본 연구에서 마련한 이행평가 체계를 통해 적절한 이행평가 및 효율적인 비점오염원 관리를 도모할 수 있을 것으로 사료된다.

대한기계설비건설협회는 입찰참가 제한을 과도하게 하는 국가공사의 적격심사 신용등급평가 기준 개선을 중점 추진과제로 선정하고 그동안 국회, 국무총리실, 기획재정부 등에 국가공사의 적격심사 신용등급평가 만점기준 하향 조정을 지속적으로 건의하여 왔다. 이에 따라 기획재정부는 규제개선 정상화 과제 이행을 위해 계약예규를 개정하고 시행에 들어갔다.

(1) 21세기 우리나라가 선진국에 진입하여 초일류 국가로 발돋움하기 위해서 반드시 해결해야 할 과제는 지식기반사회로의 성공적인 이행과 디지털 경제 시대에의 능동적인 대응임. (2) 지식기반사회 그리고 디지털 경제시대는 정보와 지식이 가치 창출과 경쟁력의 핵심 원천인 동시에 경제활동의 중심이 되며, 이러한 지식과 정보를 창출 획득, 활용 할 수 있도록 하기 위한 인적자원개발 관리가 국가 발전의 핵심 전략임. (3) 대다수 OECD 회원국에서는 이미 지난 세기말부터 지식기반사회로 이행하기 위한 국가 발전의 핵심 전략으로 인적자원개발 관리에 관심과 정책을 총집결하여 왔으며, 국가 차원의 교육개혁추진과 관련부처의 통폐합 등 인적자원개발 관리체제를 재구축 하였음. (4) 부존자원이 전무하여 사람에 의존할 수밖에 없는 우리나라도 다각적으로 인적자원개발 관리에 관심을 보이고, 정책을 펼쳐왔지만 아직 국가 차원의 인적자원개발 관리체제가 미흡하여 정책의 일관성이 결여되어 있을 뿐만 아니라 곳곳에 인적자원개발 관리의 비효율 비능률이 초래되고 있음.
