Study on Changes of the Regional Innovation Paradigm & the Structure of Regional Innovation System - Focused on Removal of Public Organization - (지역혁신 패러다임과 지역혁신체계의 변화에 관한 연구 - 공공기관 지역이전을 중심으로한 변화 -)

  • The public organization in the metropolitan area moved to regional province by Regional Innovation Policy in South Korea. This policy was settled to solve the problem of concentration in metropolitan areas and underdeveloped regions caused by industrial development strategy for 40 years from 1960s till 2000s. Government decided the plan under the judgement that moving public organization (or institutions) is one of National Innovation Strategy for balanced development. Furthermore, Central organizations/institutions were to be the subject of regional innovation by leading the regional innovation and building a new regional innovation system. The Purpose of this study is finding out the new direction of regional innovation paradigm and a new regional innovation system to be changed after previous public organization moving from metropolitan area to region province. And this study pointed up the problem between plan and process of Organization Removal, suggested the topics for success of New RIS, and prepared more details methods in future study.

Using Malmquist Analysis to evaluate productivity of relocating Public Institution (맘퀴스트 분석을 이용한 지방이전 공공기관 생산성 평가)

  • South Korea's economic growth was rapid, It was occasioned the concentration of resources in the metropolitan area. On the other hand, the province has a narrow economic base compared to the metropolitan area, and the underpopulation have been identified. Thus, The government announced the 'National balanced development law' in 2004 to reduce the problem of regional imbalances. The study collected data on 95 of relocated public institutions, and unlike previous studies, Mamquist analysis was used to compare the productivity before and after each public institutions' s relocation. The study focused on how the relocation of public institutions affected the productivity of public institutions through Malmquist Analysis. The results of the analysis show that productivity is declining after most public institutions have moved. And two independent samples T-test result, respective yearly average is nonsignificant.

Public Sector Relocation and Balanced Regional Development : A Case of French Experience (공공기관 지방이전과 지역균형발전 : 프랑스 사례를 중심으로)

  • Recently, the Korean Government has announced a plan of public sector relocation to deal with a severe overconcentration of economic functions in the capital region and to promote more balanced regional economic development This study analyses the case of the French public sector relocation policy and suggests its implications. The policy in france is evaluated to be successful to encourage more balanced regional growth, with reference to the growth of population, job creation and scientific-technological infrastructure out of the capital region. It has also contributed to the growth of regional innovation capacity which becomes to be a critical factor for the regional development. As the policy of public sector relocation can be accepted to be an effective tools for balanced regional development in Korea as well, Government has to make an every effort to implement the policy in a strategic way.

  • 본 논문에서는 공공기관이 자체적으로 보유하고 있는 특허기술의 이전 및 사업화를 활성화하기 위하여 개발된 선별평가모델에 대한 타당성을 검토하고 공공기관이 보유하고 있는 1,166개의 특허기술을 공공기관과 평가전문기관이 각각 평가하여, 공공기관의 자체평가결과와 전문평가기관의 선별평가결과를 비교함으로써 공공기관의 자체평가능력을 제고하기 위한 방안을 수립한다. 선별평가점수와 자체평가점수의 차이를 분석한 결과 상용화가능성 항목은 차이의 평균(0.092)은 작으나 차이의 표준편차가 커서 공공기관과 평가기관의 견해 차이가 큰 것으로 분석되었다.

Efficiency Analysis of Public Institutions Relocating to Local Areas - Focusing on the Case of Korea Housing Finance Corporation (지방 이전 공공기관의 효율성 분석 - 한국주택금융공사의 사례 중심으로)

  • The purpose of this study is to analyze the efficiency of the policy direction to see if the government's purpose of relocating public institutions was achieved by analyzing the case of the Korea Housing Finance Corporation, which moved to Busan Metropolitan City in 2014. Based on the Korea Housing Finance Corporation's settlement management disclosure and public institution performance evaluation report from 2009 to 2019, efficiency was compared and analyzed using DEA analysis, work efficiency in management performance evaluation report, and financial ratio. The analysis results are as follows. First, in the case of DEA analysis, the difference in efficiency before and after fat transfer was not noticeable. Second, the efficiency analysis using the performance evaluation report and the financial ratio showed that the efficiency decreased after local relocation. Taken together, in the case of the Korea Housing Finance Corporation, efficiency decreased after local relocation, which can be attributed to sluggish business performance and inefficiency related to financial ratios. However, this study has limitations because it conducted an analysis on the Korea Housing Finance Corporation. To compensate for this, it is necessary to diversify the scope of research targeting all fund-managed quasi-governmental institutions in Korea. Nevertheless, this study is the first study to analyze before and after the relocation of fund-managed quasi-governmental institutions, and is expected to provide significant implications for future policies to be discussed.

An Analysis and Improvement Plan of the Technology Transfer Efficiency for Public Institute -Focusing on Dynamic DEA Model- (공공연구기관의 기술이전 효율성 분석 및 향상방안에 관한 연구 -동태적 DEA 모형을 중심으로-)

  • 본 연구는 공공연구기관의 기술이전 효율성을 분석하기 위해 효율성 분석기법인 DEA를 활용하였다. 투입요소로 연구비, 연구인력, TLO 인력, TLO 운영비 네 가지를, 산출요소로 기술이전 계약건수, 기술이전 수입료 두 가지를 선정하여 기술이전 효율성을 산출하였다. 기술이전 효율성에 영향을 미치는 변수로 지역적 위치, 연구기관 유형, 민간부문 연구개발비 비중, 인센티브 제도 등을 고려하여 산출된 효율성을 비교하였다. 본 연구의 분석을 통해 다음의 4가지 시사점을 도출하였다. 첫째, 연구기관 지방이전 시 먼저 인프라를 구축하고 산학연협력이 제대로 이뤄질 수 있는 환경을 조성해야 한다는 것이다. 둘째, 연구기관별로 설립 목적에 맞는 R&D를 수행할 수 있도록 해야 한다. 셋째, 민간수탁 증대가 R&D 효율성(기술이전 효율성)과 직접적으로 연결이 될 거라는 단편적인 생각은 버리고 폭넓은 의견수렴과 심층적 조사가 필요하다. 넷째, 인센티브 제도나 규정을 운영함에 있어 TLO 인력에게 직접적인 동기요인으로 작용할 수 있는 장치를 만들어야 한다. 본 연구의 분석을 통해 정부 연구기관들의 기술이전 효율성에 대한 이해를 높이고, 도출된 시사점을 바탕으로 국가 R&D 체계를 개선하는데 유의미한 정책의 개발이 있을 것으로 기대한다. 또한 공공연구기관의 기술이전에 대한 관심과 논의가 확대되고, 향후 축적될 자료를 활용한 정교한 연구가 활발히 이어지기를 희망한다.

A Study on cooperation of Record Center following relocation of Central Administrative Agencies focusing on collective management of space and function in Record Center (세종시 이전 중앙행정기관의 기록관 운영 방안 검토 공간 및 업무의 공동 운영을 중심으로)

  • Since 2011, 148 public institutions (including the central administrative agencies) have been moving to the provinces. First of all, the Prime Minister's Office began to be relocated to Sejong City on 14 Sep, 2012, followed by 6 central administrative agencies and their cooperative agencies are planned to move there. With regard to public institutions' relocation, the issue of record centers' relocation should be also considered. In respect that there is lack of facilities, manpower, and equipment in most record centers, it is doubtable whether the relocation of record centers will end successfully. The purpose of this study is to investigate the current state of record centers and to grasp their issues when they are relocated. The targets are the central administrative agencies which will move in 2012. The data was collected by request of information disclosure and personal contact with record centers. After analyzing collected data, both the issues caused by relocation and the cases of environment improvement were assured. In addition, the improvement of record centers' limitation (ex. The lack of exclusively responsible workers, the shortage of facilities, space and budget etc.) was suggested.

공공기관 최초로 ESCO사업 시행

  • 정부과천청사는 에너지 사용량이 많고 절약효과가 클 것으로 기대되어 지난 97년 정부의 국가에너지절약추진 대책의 일환인 ESCO사업 시범 대상기관으로 지정되었다. 사업추진기관인 행정자치부 과천청사관리소는 기존의 사업과는 다른 ESCO사업의 성격으로 인해 시행 이전 많은 논란과 애로사항을 겪기도 했으나, 공공기관 최초로 조명기기 교체를 통한 ESCO사업을 실시해 정부시책에 적극적으로 동참하고 에너지절약에도 앞장서고 있다는 평가를 받고 있다.

Innovation City and Competitiveness of Region and Nation (혁신도시와 지역 및 국가의 경쟁력)

  • This paper explores changing concept of city in the context of globalization with innovation city and examines the characteristics of innovation city along with regional and national competitiveness. It is agreed that construction of innovation city by relocation of public institutions for balanced development of the country has valid logic. However, there are weak possibilities of innovation within the innovation city. Further more it is not a proper solution for the level up of national and regional competitiveness through this policy. The main logic is that physical relocation of institutions do not guarantee innovation of region through integration into globalization network resulting from the scale difference between nation and globe. Rather this paper suggests that regional innovation policy should performed in accordance with regional conditions and for the better competitiveness of nation and region, decentralization of power is needed. Then a region could have connection with global pipeline based on endogenous development power.
