영국은 그동안 사업자간 협상에 맡겨 두었던 고정망에서 이동망으로의 호에 대한 접속료 정산체제를 원가주의로 전환함으로써 이동망에 대한 규제에 있어서 큰 변화를 불러 일으켰다. 또한 광대역서비스에 대한 접속의 필요성이 급증함에 따라 그동안 가입자회선 세분화에 대해 부정적인 입장을 취하고 있던 OFTEL은 점차 가입자회선 세분화의 필요성을 인식하여 이에 대한 규제를 추진중에 있다. 본 고에서는 최근까지의 영국의 상호접속제도 변천과정을 살펴보고 최근의 주요 이슈에 대해 면밀히 검토해 보고자 한다.

통신시장이 최근 격변에 휩싸여 있다. 다양한 신규 통신 서비스의 등장으로 기존 통신시장 구도의 파괴, 유선과 무선의 통합, 방송과 통신 그리고 금융과 통신의 융합 등 통합시장 전반에 걸쳐 지각변동이 일어나고 있다. 이러한 변화의 한복판에서 가장 주목 받고 있는 것이 휴대인터넷(Portable Internet)이다. 휴대인터넷은 이동환경에서 2.3GHz 주파수 대역을 이용해 휴대형 무선단말기로 고속 인터넷 서비스를 제공 받을 수 있는 신규 통신 서비스를 일컫는다. 서비스 개시 5년 이내에 3000억원 이상의 매출 달성이 가능할 것으로 예상된다. 이에 따라 최근 사업자 선정을 앞둔 시점에서 통신사업자들간의 사업권 획득을 위한 치열한 신경전이 전개되고 있다.

The demand of domestic mobile service has been explosively increasing. The forthcoming WCDMA, which open in 2006, is also a key technology in the mobile service market. The WCDMA service needs HSPDA phones which will be evolved to HSDPA. In the aspect of drawing up management strategy, practical researches about forecasting the demands of new mobile phones are necessary. In this paper, we provide the modified the Lotka-volterra model as a forecasting model, which is concerned with effects of phone prices and performance.

Recently the diffusion of the advancement of mobile communication technique and mobile terminal increased, The users were demanded seamless services when carrying and moving. It proposed the FMIPv6(Fast Handoff for Mobile IPv6) from the IETF like this meeting this requirement. The handover procedure of the FMIPv6 causes to defecate with movement detection, new CoA configuration and binding update. But, the delay occurs from each process, when the DAD(Duplicate Address Detection) of the CoA executing, the big delay occurs. This paper proposes a scheme of delay reduction, it omits DAD process and stores in the AR(Access Router) relates in the CoA of the mobile terminal information.

이동전화 시장의 팽창으로 인하여 이동전화 사업자간 서비스 경쟁은 치열해지고 있다. 이동전화 사업자들은 시장점유율에서 우위를 유지하기 위해 다양한 요금상품과 요금차별화를 통해 가입자수를 극대화하려 한다. 이동전화 서비스의 요금에는 이부요금제와 선택요금제, 기본료가 없는 선불요금제가 있다. 요금구조는 국가별로 다양한 환경에 따라 차이를 보이고 있다. 영국 규제기관인 Oftel에 의하면, 5개국(프랑스, 독일, 이탈리아, 스웨덴, 영국)을 대상으로 요금수준을 비교한 결과 영국과 프랑스의 이동전화 요금수준은 유사한 평균 수준이였으며 독일과 스웨덴에 비해서는 4-6% 정도 비싸고 이탈리아에 비해서는 27% 정도 저렴한 것으로 나타났다.

본 연구에서는 국내외 이동전화 단말기의 판매·가격보조금에 대한 실태를 조사하고 외국 사례와의 비교를 통해 이동전화 사업자가 취할 수 있는 실현 가능하고 건전한 정책을 제시하였다. 또한 이동전화 대리점과 단말기 유통구조에 관한 이해가 필요하여 조사되었으며, 각 회사별 가입자수와 매출액 및 단말기 보조금 규모는 중요한 자료이므로, 이의 분석을 통하여 바람직한 단말기 가격보조정책을 제시하였다. 이동전화 사업자간 과당경쟁이 과도한 단말기 판매보조금의 원인이며, 누적 판매보조금은 사업자에게 적자 요인이 되었다. 따라서 본 연구의 목적과 중요성을 적정보조금을 산출하는 것이다. 국내외 주요 이동전화 사업자들에 대한 가입자당 월평균수익(ARPU) 및 단말기 보조금 규모의 파악과 함께 단말기 보조금 회수에 걸리는 기간의 산촐을 통해 적정한 단말기 보조금 액수를 제시하였다.

이동통신 산업의 급격한 발달로 모바일 관련 서비스가 급성장하고 있다. 특히 모바일 인터넷과 연계된 서비스 중 모바일뱅킹이 인터넷 뱅킹에 이어 비대면 금융거래의 채널로 활성화되고 있다. 본 논문에서는 모바일뱅킹 서비스의 정의, 등장배경 및 현황에 대해 먼저 살펴보고 최근 3세대 이동통신서비스인 WCDMA의 확산에 따라 부각되고 있는 USIM 기반의 모바일뱅킹 서비스에 대해서도 살펴본다. 마지막으로 향후 모바일뱅킹 서비스의 전망에 대해서도 살펴본다. 현재 모바일뱅킹 관련 서비스가 활성화되지 않는 이유는 기술적인 문제 보다는 법제도적인 문제와 사업자간의 이해관계 문제 때문이다. 최근 일부 사업자간 합의에 따른 표준화 및 업무제휴 등의 사례가 등장하고 있으며 WCDMA 가입자가 급격히 증가하고 있어 차차 보급이 활성화 될 것으로 전망된다.

MVNOs(Mobile Virtual Network Operator) provide mobile services without the own spectrum license and they lease the wireless networks from mobile network operators. They provide more covered service simple resellers have served. Most of MVNO provided in Korea have facilities related to subscribers not lines and switches. Therefore interconnection between MVNO and the other operators is performed by mother mobile operators. Recently following to reform the Business Act of Telecommunications, MVNOs are allowed to interconnect directly to others and there are concerning problems to this. This paper reviewed the status of MVNO regulations for major countries and draw from implications for establishing the MVNO regulations in Korea.

As the industrial structure of the mobile telecommunications market is transforming into the ICT ecosystem centered on smartphones, the regulatory system conforming to the new ICT environment has become the main subject of discussion in key developed countries. The EU segmented the mobile phone service into wholesale and retail. Simultaneously, the EU appraised mobile telecommunication carriers' market domination in segmented markets to continuously improve the scheme to promote competition in the telecommunications market. In Korea, also, there is discussion about adopting the EU scheme to segment the mobile phone market definition more finely and taking measures to appraise the market domination in accordance with object appraisal criteria. As such, this study analyzes whether the current criteria for appraising the wholesale termination rate market domination under the ICT's domestic mobile telecommunication ecosystem is adequate and presents the rational improvement measures reflecting the theoretically suggested evaluation factors.

신상품이나 신규 통신서비스의 수요 예측은 사업의 경제성 분석과 초기 시설투자 계획을 수립함에 있어 필수적이다. 그러나, 과거 자료가 없는 경우에 적용할 수 있는 기존의 수요예측방법은 비계량적인 방법들로서 객관성이 떨어지므로 가능한 한 주관적인 요소나 임의성을 배제할 수 있는 방법이 필요하다. 이에 본 연구는 저궤도 이동위성통신 서비스의 수요예측 사례를 중심으로 계량적인 모형에서 추정이 불가능한 모수들을 비계량적인 방법을 통해 추정함으로써 계량적인 방법과 비계량적인 방법을 결합한 수요예측방법을 제안한다. 본 연구에서는 기존 통신서비스와의 비교유추를 통하여 확산계수를 도출하고 설문자료로부터 잠재시장규모를 추정함으로써 신규 통신서비스의 확산과정을 예측하고 가격에 대한 수요의 탄력도를 도출한다.
