  • This study has examined how the welfare system has changed as it has passed through the most controversial period in Korean modern history. The welfare system has changed in a way that adapts to the need for export-led economic growth. Industrialization centered on light industry, which started in the mid-1960s, absorbed the labor force that existed in the rural areas and commodified them, thereby creating a momentum for Korean society to get out of poverty. However, the public de-commodification, ie social security system, adapted to the commodification of the labor force has been institutionalized only in a very limited area and people. Indeed, the de-commodification system was confined to the area directly linked to the reproduction of the labor force. Even so, the target was very limited in the abundance of labor in rural areas. Compulsory medical insurance was rejected because of corporate burden, and industrial accidents insurance was introduced centering on large-scale workplaces. As the Korean economy began to move from the light industry to the heavy industry in the 1970s, the commodificated labor force changed from a low skilled labor force to a skilled male labor force. It is at this time that dual structures have begun to be created between workers employed in export-oriented large enterprises and workers employed in domestic-oriented SMEs. Therefore, the system of de-commodification that supports the reproduction of labor power in response to social risks has also been institutionalized centering on large-scale workplaces.

A Study on Wage System and Social Security for Precarious Workers: Focusing on the Award Wage of Construction Workers in Australia (불안정 노동자를 위한 임금 체계와 사회보장 사례 연구: 호주 건설 노동자의 어워드 임금 체계를 중심으로)

  • This paper aims to analyze the Award wage system in Australia for construction workers. Considering low wages and precarious employment situation of construction workers in general, it is of advantage especially for them in Australia. Furthermore, it seems to be instructive for Korean construction workers, who stand in more precarious and unstable situation and furthermore are lack of fair wage and social safety. After strong and longstanding labour struggle in the late 19th century in Australia, it has been established a tripartite institution called as 'tribunal' between trade unions, employers, and the government. Under the highly institutionalized form of industrial relations, it functions as an arbitration and conciliation system between labour and management. The Award wage system stands in the middle point. This Award wage system including various welfare provisions is settled by the tribunal, today renamed as Fair Work Commission. In this wage system should be defined level of minimum wages according to the various skill levels, which are in turn connected with compulsory superannuation and Medicare as well as vocational education and training. Furthermore, it provides especially for the construction workers, who suffer from job instability, so-called 'portable benefits', which relate to long service leave and redundancy pay. Considering general conditions of precarious construction workers in Korea, In that respect, the Australian Award wage system would be very instructive for our social wage and safety system for construction workers.

Mesenchymal Stem Cell-derived Exosomes: Applications in Cell-free Therapy (중간엽줄기세포유래 엑소좀: 비세포치료제로서의 활용)

  • Mesenchymal stem cells (MSCs) are an attractive resource for refractory patients because of their anti-inflammatory/immunomodulatory capability and multi-lineage differentiation potential. The transplantation of MSCs has led to positive results in preclinical and clinical application to various diseases, including autoimmune disease, cardiovascular disease, cancer, liver cirrhosis, and ischemic stroke. On the other hand, studies have shown that paracrine factors, not direct cell replacement for damaged cells or tissue, are the main contributors in MSC-based therapy. More recently, evidence has indicated that MSC-derived exosomes play crucial roles in regulating the paracrine factors that can mediate tissue regeneration via transferring nucleic acids, proteins, and lipids to the local microenvironment and cell-to-cell communication. The use of these exosomes is likely to be beneficial for the therapeutic application of MSCs because their use can avoid harmful effects, such as tumor formation involved in cell transplantation. Therefore, therapeutic applications using MSC-derived exosomes might be safe and efficient strategies for regenerative medicine and tissue engineering. This review summarizes the recent advances and provides a comprehensive understanding of the role of MSC-derived exosomes as a therapeutic agent.

Selection of Supplement Feed and Regulation of Oviposition Period of Zophobas morio (Tenebrionidae) (Zophobas morio의 보조사료 선발 및 성충 산란간격 조절)

  • The super mealworm, Zophobas morio, is mainly used as food for pets, fish, reptiles, amphibians, birds, and as snacks. An experiment was conducted to investigate the effects of temperature, supplementary feeding, and spawning interval on super mealworm rearing. To efficiently rear this species, the insects were bred at a temperature of $27^{\circ}C$ or higher and reached a weight of over 0.6 g at 80 days after hatching. Supplementary feed (with high protein content: 10% of soybean meal and 10% of fish meal) enabled larvae to reach a weight of over 0.7 g at 80 days after hatching. Mass rearing of super mealworm requires increase in egg production (i.e., high yield) and uniformity of larvae. Adults were transferred to spawning bases every 5, 10, or 15 days (three treatments), which resulted in a total of 7,256, 5,439, 2,060 hatched larvae, respectively. It is possible to obtain more than 7,000 larvae by transferring the egg-laying frame to the spawning base at intervals of 5 days and with nine spawning operations; this procedure generates larvae weighing over 0.68 g each.

Design of Simple Shielding Handkerchief to Protect the Passenger's Thyroid (비행기 이용승객의 갑상선 차폐를 위한 간편한 손수건 고안)

  • Recently, the number of passengers using airplanes is rapidly increasing due to the increase of overseas travelers. Therefore, the probability of exposure to natural radiation due to altitude is increasing due to the increase in flight time. Cosmic-ray penetrates the Earth's magnetic field belt Van Allen, which is located at an altitude of 400 km to 1200 km. Most cosmic rays are blocked at Van Allen belt. However, cosmic-ray could be not completely blocked, and a small amount of cosmic-ray affects the earth. In general, if the altitude was increased by 100m, the natural exposure dose increased by 0.03 mSv on the Earth. In this study, I tried to minimize the exposure to natural radiation in airplanes when boarding airplanes. Especially, I was aimed to minimize radiation exposure by protecting the highly sensitive thyroid gland among human organs. According to the results of the study, the designed shielding handkerchief was able to shield cosmic natural radiation dose by more than 70%. In conclusion, the application of the shielding handkerchief made in this study can be effectively shield natural radiation.

  • Controllers used in nuclear power plants require high reliability. A controller including a Field Programmable Gate Array (FPGA) and a Complex Programmable Logic Device (referred to hereinafter as FPGA) has been applied to many Nuclear Power Plants (NPP) in the past, including the APR1400 (Advanced Power Reactor 1400), a Korean digital nuclear power plant. Initially, the FPGA was considered as a general IC (Integrated Circuit) and verified only by device verification and performance testing. In the 1990s, research on FPGA verification began, and until the FPGA became a chip, it was regarded as software and the software Verification and Validation (V&V) using IEEE 1012-2004 was implemented. Currently, IEC 62566, which is a European standard, has been applied for a lot of verification. This method has been evaluated as the most sensible method to date. This is because the method of verifying the characteristics of SoC (System on Chip), which has been a problem in the existing verification method, is sufficiently applied. However, IEC 62566 is a European standard that has not yet been adopted in the United States and maintains the application of IEEE 1012 for FPGA. IEEE 1012-2004 or IEC 62566 is a technical standard. In practice, various methods are applied to meet technical standards. In this paper, we describe the procedure and important points of verification method of Nuclear Safety Class FPGA applying SoC verification method.

Secure Mutual Authentication Protocol for RFID System without Online Back-End-Database (온라인 백-엔드-데이터베이스가 없는 안전한 RFID 상호 인증 프로토콜)

  • RFID is one of useful identification technology in ubiquitous environments which can be a replacement of bar code. RFID is basically consisted of tag, reader, which is for perception of the tag, and back-end-database for saving the information of tags. Although the usage of mobile readers in cellular phone or PDA increases, related studies are not enough to be secure for practical environments. There are many factors for using mobile leaders, instead of static leaders. In mobile reader environments, before constructing the secure protocol, we must consider these problems: 1) easy to lose the mobile reader 2) hard to keep the connection with back-end-database because of communication obstacle, the limitation of communication range, and so on. To find the solution against those problems, Han et al. suggest RFID mutual authentication protocol without back-end-database environment. However Han et al.'s protocol is able to be traced tag location by using eavesdropping, spoofing, and replay attack. Passive tag based on low cost is required lots of communication unsuitably. Hence, we analyze some vulnerabilities of Han et al.'s protocol and suggest RFID mutual authentication protocol without online back-end-database in aspect of efficiency and security.

Anti-cancer effects of Salicornia herbacea extract in OVCAR-3 cells by induction of apoptosis pathway (함초 추출물의 세포사멸 유도에 의한 난소암세포에서 항암 효과)

  • This study investigated the anti-cancer effects of Salicornia herbacea L. fractions in human ovarian cancer cells (OVCAR-3). S. herbacea powder was extracted with 95% EtOH and sequentially fractionated with hexane, dichloromethane (DCM), ethyl acetate, butanol, and H2O. Further, the growth inhibitory effects of the six fractions were determined using the MTS assay. The DCM fraction dramatically decreased cell viability. Similarly, the cell cycle was arrested at the subG1 phase in DCM-treated cells. To confirm apoptosis, the cells were stained with annexin V/FITC-PI solution. Total, early, and late apoptotic cells were significantly increased in the DCM fraction. The mRNA expression of Bcl-2 was reduced, whereas the pro-apoptotic factors Bax and Bak were increased in DCM fraction-treated cells. These results indicated that the DCM fraction in S. herbacea exhibited strong apoptotic effects through the p53-dependent signaling pathway.

Storytelling along Roads as a Development Plan for Cultural Contents in Gangwon-do (강원도 길 스토리텔링과 문화콘텐츠로서의 발전방안)

  • The twenty-first century revealed the era of cultural contents with the growth of digital cultures. Accordingly, popular culture became the primary sector of the cultural industry, and among them, the roads on which people walk emerged as great content for the leisure and tourist industry. Walking has already become a commercial good, as each road's story is unique enough to attract numerous tourists. On roads are the development of history, movement of life, and various cultural channels. The old road development project contributes to the revitalization of the neighborhood and increases its competitiveness as cultural content, as it restores the ecological nature and rediscovers the value of the road from history and its culture. For Gangwon-do's road development project, a storytelling strategy is necessary to succeed as cultural tourism content. Specifically, when forming an image of the old roads, it is advantageous to develop a new story that suits modern people's aesthetic taste and lead communication between locals and tourists rather than borrowing and utilizing the existing facts. For instance, it is helpful to recreate the nostalgic and sentimental mood and combine the imagination based on the consumers' humanistic experiences to create their own participation. This paper demonstrates the historical value of the roads in Gangwon-do, precedents of other leading road development projects in South Korea, and development plans by storytelling for cultural contents in Gangwon-do.

Lunar Exploration Employing a Quadruped Robot on the Fault of the Rupes Recta for Investigating the Geological Formation History of the Mare Nubium (4족 보행 로봇을 활용한 달의 직선절벽(Rupes Recta)의 단층면 탐사를 통한 구름의 바다(Mare Nubium) 지역의 지질학적 형성 연구)

  • On the moon as well as the earth, one of the easiest ways to understand geological formation history of any region is to observe the stratigraphy if it is available, the order in which the strata build up. By analyzing stratigraphy, it is possible to infer what geological events have occurred in the past. Mare Nubium also has an unique normal fault called Rupes Recta that shows stratigraphy. However, a rover moving with wheels is incompetent to explore the cliff since the Rupes Recta has an inclination of 10° - 30°. Therefore, a quadruped walking robot must be employed for stable expedition. To exploration a fault with a four-legged walking robot, it is necessary to design an expedition route by taking account of whether the stratigraphy is well displayed, whether the slope of the terrain is moderate, and whether there are obstacles and rough texture in the terrain based on the remote sensing data from the previous lunar missions. For the payloads required for fault surface exploration we propose an optical camera to grasp the actual appearance, a spectrometer to analyze the composition, and a drill to obtain samples that are not exposed outward.
