A Dynamic Analyses on the Influences of the Governance Decisions for Cheong-ju Won-heungi Eco-Park (청주 원흥이생태공원 조성과정에서 나타난 거버넌스 의사결정 영향력 변화 분석)

  • To establish governance, which is rising as the new urban management system, it is significant to prepare Good-Local governance model that is proper to regional conditions and characteristics. This study analyzes changes in influence of governance participants appeared during the process in ecological park in Chungju Won-heung, using new methodology comparing ideal form and real condition regarding the influence of decision making, which is the key factor of governance. The result of this study showed that influence in participation of governance decision making improved gradually and this developed as Good-Local governance decision making by developing consultation regarding the new regional issue when it comes to operation and management. For further study, general model needs to be established through applying and analyzing suggested analysis method to various governance cases to evaluate the level of influence, which is the key component.

Methodology of Immediate Close Air Support(CAS) Sortie Distribution (긴급 근접항공지원작전 전력 분배 방법)

  • CAS(Close Air Support) is aircraft attack against hostile targets that are in close proximity to friendly forces. Immediate CAS is the mission that attack unplanned targets, and especially the distribution of suitable aircraft assets makes huge effect on the result of immediate CAS mission. But It is hard to find a previous studies on immediate CAS sortie distribution with aircraft suitability. This study suggests a methodology with aircraft suitability for immediate CAS sortie distribution. The methodology consists of 3 steps. Firstly, we analyze target information for situational awareness. Secondly, we calculate each aircraft's suitability value per each target based on the result of previous analysis. Lastly, we suggest immediate CAS sortie distribution based on the aircraft adoptability value to a decision maker. This methodology will provide not only quantitative analysis, but also decision making of immediate CAS sortie distribution more timely and effectively.

  • 발견된 Web Usage 패턴들은 분석하는 전문가에게는 불필요하고 흥미롭지 못해 의사결정에 도움이 못되는 경우가 많다. 따라서 발견된 패턴에 대한 도메인 전문가의 사전 Belief에 기반한 패턴 검증 과정이 필요하다. 발견된 패턴의 유용성 여부는 패턴의 Unexpectedness를 측정함으로써 결정할 수 있다. 본 논문에서는 패턴의 Unexpectedness를 전문가의 Belief에 기반하여 검증하기 위한 새로운 방법론 제안한다. 발견된 패턴과 전문가 Belief를 매칭 알고리즘을 이용하여 패턴을 4가지(완전일치, 조건부 일치, 결과부 일치, 완전 불일치)로 분류하는 1차 검증과 1차 검증 결과의 4가지 분류데이터를 통계적 추론 방법인 Dempster-chafer에 적용한 2차 검증으로 나뉜다. 1차 검증 과정은 패턴의 분류 용이성을 부여하나 패턴의 Unexpectedness에 대한 신뢰성을 제공하지 못한다. 이 문제점을 2차 검증 과정을 통해 해결한다.

  • Selecting appropriate features that products or services should provide for users has been a critical decision making problem for designers. However, the existing feature selection methods have prominent limitations when figuring out how they perceive the features. For example, selecting features based on the users' preference without analyzing users' mental models might lead to the 'feature creep' phenomenon. In this study, we suggest the 'False belief technique' that is able to detect users' mental model for the products/services that are formed after being provided with new features. This technique will be utilized as a way forward to help the designer to determine what features should be included in the new product development.

Animal Home Range Estimators - A Review and a Case Study - (동물 행동권 분석 방법론 고찰 - 괭이갈매기 사례 분석과 시사점 -)

  • Animals exhibit certain behaviors and movement patterns as they react to their internal needs, external stimuli, and surrounding environments. They have a bounded range in which they mostly spend their time, and it is referred to as a home range. Based on the fact that the home range is a critical area for the survival and preservation of species, there has been a growing body of research on developing more precise home range estimation methods to use the estimated ranges as a ground for establishing an effective conservation policy since the early 1940s. Recent rapid advancements in telemetry technology that resulted in the presence of autocorrelation between locations with short time intervals revealed the limitations of the existing estimators. Many novel estimators have been developed to compensate for it by incorporating autocorrelation in calculating home ranges. However, studies on the animal home range are still in their early stage in Korea, and newly developed methodologies have not yet been adopted. Therefore, this study aims to introduce the foreign home range estimation methods and foster domestic research activities on home ranges. Firstly, we compared and contemplated seven estimators by categorizing them into geometrical and statistical methodologies and then divided them into estimators that assume independent observations and those that consider autocorrelation in each category. After that, the home ranges of black-tailed gulls (Larus crassirostris) were calculated using GPS tracking data for the month of June and derived home range estimators by applying the methodology introduced in this study. We analyzed and compared the results to discuss the strengths and weaknesses of each method. Lastly, we proposed a guideline that can help researchers choose an appropriate estimator for home range calculation based on the animal location data characteristics and analysis purpose.

  • For the purchase of a cheaper product on the Internet, many customers have been trying to search online shopping mall sites and visit comparison-pricing shops that compare prices and other criteria of the product. Others have been participating into online auction markets or group-buying markets. However, a lot of online shopping malls, auction markets, and group-buying markets provide the same product with different prices. Since these marketplaces have different price settlement mechanism, it is very difficult for the customers to determine marketplace to purchase, considering different kinds of marketplaces at the same time. To overcome such limitations, decision rules and solution procedures for purchase decision making are necessary, which can cover multiple marketplaces simultaneously. For this purpose, purchase decision making in each market must be conducted to maximize customer's utility, and conflicts with other marketplaces must be resolved. Therefore, we have developed the rules and methods that can negotiate cooperatively the purchase decision making in several marketplaces, and designed an architecture of Intelligent Buyer Agent and a message structure to support the idea.

  • This paper introduces an educational game development method for the purpose of designing game as part of school curriculum activities, base on experimental case of making history learning game for private elementary schools in Korea. Our first approach was to define a game as a educational learning tool like any other media and mediating platform such as smart phones or other applications. We regard user as a player, and students as a end user and decision making-customers. Unlike other game development process we brought service design methode to the development process, making a game platform that is specially designed for teachers' teaching tool, which is easy and effective to use to ther subject of teacher's intention. Based on our research case, we suggest educational games development methodology which can be better suited for games with school curriculum in learning environment.

Risk Evaluation of the Project Finance for Overseas Independent Power Projects Using a Fuzzy Multi-Criteria Decision-Making Analysis (퍼지 다기준 의사결정분석을 통한 해외 독립발전사업 사업금융 리스크 분석)

  • The purpose of this paper is the provision of a decision-making tool for developers to identify the project risks for under-consideration overseas independent power projects (IPPs), and to analyze the priority and importance weights of the risks through the employment of a fuzzy multi-criteria decision-making (MCDM) approach. A fuzzy MCDM is the calculation method for which the imprecision of each respondent's unique opinion is considered. Through the extensive literature surveys that were conducted for this paper, eight major project finance (PF) risks have been derived credit risk, completion risk, market risk, fuel risk, operating risk, financial risk, environmental risk, and force majeure. The empirical results show that the market risk is the most important risk factor in terms of overseas IPPs, thereby confirming that the long-term power purchase agreement (PPA) guarantee of the host country is one of the most important corresponding factors for the PF.

Determine Optimal Timing for Out-Licensing of New Drugs in the Aspect of Biotech (신약의 기술이전 최적시기 결정 문제 - 바이오텍의 측면에서)

  • With regard to the development of new drugs, what is most important for a Korean Biotech, where no global sales network has been established, is decision-making related to out-licensing of new drugs. The probability of success for each clinical phase is different, and the licensing amount and its royalty vary depending on which clinical phase the licensing contract is made. Due to the nature of such a licensing contract and Biotech's weak financial status, it is a very important decision-making issue for a Biotech to determine when to license out to a Big Pharma. This study defined a model called 'optimal timing for out-licensing of new drugs' and the results were derived from the decision tree analysis. As a case study, we applied to a Biotech in Korea, which is conducting FDA global clinical trials for a first-in-class new drug. Assuming that the market size and expected market penetration rate of the target disease are known, it has been shown that out-licensing after phase 1 or phase 2 of clinical trials is a best alternative that maximizes Biotech's profits. This study can provide a conceptual framework for the use of management science methodologies in pharmaceutical fields, thus laying the foundation for knowledge and research on out-licensing of new drugs.

Life Cycle Cost Analysis at Design Stage of Cable Stayed Bridges based on the Performance Degradation Models (성능저하모델에 기초한 사장교의 설계단계 생애주기비용 분석)

  • Recently, the demand on the practical application of life-cycle cost effectiveness for design and rehabilitation of civil infrastructure is rapidly growing unprecedently in civil engineering practice. Accordingly, in the 21st century, it is almost obvious that life-cycle cost together with value engineering will become a new paradigm for all engineering decision problems in practice. However, in spite of impressive progress in the researches on the LCC, the most researches have only focused on the Deterministic or Probabilistic LCC analysis approach and general bridge at design stage. Thus, the goal of this study is to develop a practical and realistic methodology for the Life-Cycle Cost LCC-effective optimum decision-making based on reliability analysis of bridges at design stage. The proposed updated methodology is based on the concept of Life Cycle Performance(LCP) which is expressed as the sum of present value of expected direct/indirect maintenance costs with expected optimal maintenance scenario. The updated LCC methodology proposed in this study is applied to the optimum design problem of an actual highway bridge with Cable Stayed Bridges. In conclusion, based on the application of the proposed methods to an actual example bridge, it is demonstrated that a updated methodology for performance-based LCC analysis proposed in this thesis, shown applicably in practice as a efficient, practical, process LCC analysis method at design stage.
