A Study on the Role of the Commune's Cooperation in the French New Town Development and Management System (프랑스 신도시개발 및 관리에서 꼬뮌협력체에 관한 연구)

  • In France, there are many forms of organizations based on the intercommunal solidarity for city development and management. The purpose of the collaboration among Communes is to achieve high quality and well-equipped service-delivery system through co-operation of public services needed grand finances : water supply and sewage system and waste disposal system etc. The cooperation among French Communes and its effects, even though these were owing to the existing French local administration system, continued throughout regional co-management and social co-development process. This study suggested some characteristics and implications of the collaborative-style French new-town development and management organizations focused on the EPA, SAN and CA. First, the role of developmental corporation like EPA and its collaborative structure of decision-making are meaningful, because in these ways many related Communes could share a goal of new town development. Second, the way of new town corporation (SAN) is important in the sense of enabling the Communes to collaborate with each others while maintaining autonomy, so those are not simply state-directed objects, which was very difficult in the former French local administration system. Finally, transforming to CA (Communautes d'agglomeration:city community), EPA as an intercommunal corporation is possible to extend its purpose to the domain of regional planning including new town and periphery areas and change its position to a subject which can practice Commune's sustainable development according to stages of city's development and maturity. The most important implication of this study on urban development in Korea is that administrative consultative council or association among local governments and related authorities need to be established and effectively operate because multi-stakeholders could share a goal of urban development and management through that.

  • The purpose of this study is to present an alternative improving the efficient and reasonable of the physical distribution system management is influenced by many factors. Therefore, the study depends on the documentary method and survey method to achieve the purpose of this study. The major components of a physical distribution system are refers to as elements, include warehouse·storage system, transportation system, inventory system, physical distribution information system. The factors used in this study are ① factor of product(quality·A/S·added value of product·adaption of product·technical competitive power to other enterprises), ② factor of market(market channel·kinds of customer·physical distribution share), ③ factor of warehouse·storage(warehouse design·size·direction·storage ability·warehouse quality), ④ factor of transportation(promptness·reliability·responsibility·kinds of transportation·cooperation united transportation system·national transportation network), ⑤ factor of packaging (packaging design·material·educating program·pollution degree measure program), ⑥ factor of inventory(ordinary inventory criterion·consistence for inventories record), ⑦ factor of unloaded(unloaded machine·having machine ratio), ⑧ factor of information system (physical distribution quantity analysis·usable computer part), ⑨ factor of physical distribution cost(sales ratio to product) ⑩ factor of physical distribution system(physical distribution center etc). The implication of this study can be summarized as follows: ① In firms that have not adopted a systems integrative approach, physical distribution is a fragmented and often uncoordinated set of activities spread throughout various functions with function having its own set of priorities and measurements. ② The physical distribution is recognized as more an important strategic factor than a simple cost reduction factor, ③ It can be used a strategic competition tool to enterprise.

  • The study aims to develop a assessment tool to provide the in-home disabled in a local community with appropriate services in consideration of physical, emotional, social and environmental circumstances. After collection of assesment data of 200 in-home disabled through use of the tool, a desire-extracting algorithm was developed to provide a service to real needs through the use of decision tree analysis on data mining. The study was conducted for Five months from June 2006 through October 2006, and it is divided into development of an assessment tool and extraction of real needs through the use of the tool. The basic framework of the development of the tool was established through the examination of related literature, the subjective satisfaction of the assessment tool and items were developed through the use of a focus group and experts, and verification was implemented through the use of statistics to confirm the validity of the tool.     • Environment-indifferent developments have brought about a great deal of environmental pollution and a destruction of the ecosystem. The global interest in environmental pollution has emerged in accordance with the environmental regulations becoming ever stricter in the international society. Various attempts are being pitched in Korea such as the PERS (Prior Environmental Review System) and EIA (Environmental Impact Assessment) and they practice a significant impact on the construction industry. Recently, there have been cases where large-scale national development businesses are delayed and terminated or re-examined for their feasibility for not having reflected and analyzed the environmental factors of the natural and ecological environment. We must sustain the ecological functions and balance and minimize environmental pollution issues that can be caused by land developments and preserve the natural environment so to induce environmentally-friendly development businesses. Thus, this research paper proposes environmental review categories of the natural ecosystem sector that can be applied to all stages of construction businesses including master planning stages, basic planning and execution designing stage, construction stage, and maintenance stage. The environmental review categories proposed in this paper are expected to offer a great deal of support in terms of inducing environment-sustainable development to decision makers in the master plan stage, designers in the basic planning and execution designing stage, and construction managers in the construction and maintenance stages.

    • At the conceptual phase of a construction project, estimated construction cost is very important as it significantly influences the owner's decision-making. Accurate cost estimating, in the early stage of a public construction project, serves as a critical factor because initial decision-making effects the final cost of a construction project. However in the cases of Korean public apartment projects, excluding a few of the public owners, there is a problem in properly estimating construction cost due to the lack of construction cost estimating system. Thus, this research developed a public apartment cost estimating system using case-based reasoning that was suggested by a previous research with 66 cases of Korean public apartment projects. Based on the system experiments involving 19 public officers and 10 cases of Korean public apartment projects, the effectiveness of the system in terms of estimation accuracy and user-friendly was confirmed. As a result, the developed system has an error range of 1.47% to 13.74% and mean of 6.15%. In addition, the system was evaluated that it could greatly improve the current estimation task of public officers. Consequently, the results of this research can be used as a foundation for a technological advance in estimating construction cost and improving the accuracy and consistency of construction cost estimation.

    • Recently, the liquefaction phenomenon was first discovered in Korea due to a magnitude 5.4 earthquake that occurred in Pohang, Gyeonsangbuk-do. When liquefaction occurs, some of the water and sand are ejected to the ground, producing a space, which leads to various dangerous situations, such as ground subsidence, building collapse, and sinkhole generation. Recently, the necessity of producing a liquefaction risk map in Korea has increased to grasp potential liquefaction areas in advance. Therefore, this study examined the drilling information from the national geotechnical information DB center at the Ministry of Land, Infrastructure, and Transport to produce a liquefaction risk map, and developed a module to implement functions for basic data modeling and 3D analysis based on drilling information database extraction and information. Through this study, effective interlocking technology of the integrated database of national land information was obtained, and three-dimensional information was generated for each stage of liquefaction risk analysis, such as soil resistance value and a liquefaction risk map. In the future, the technology developed in this study can be used as a comprehensive decision support technology for establishing a foundation for building 3D liquefaction information and for establishing a response system of liquefaction.

    • 임상 결과의 측정에서 새로운 관점을 갖는 것은 중요하다. 의료 재활은 심리적 측정의 질들(표준화, 신뢰도, 타당도)에서 충분한 노력에 수행되어지지 않아 왔기 때문에 환자와 프로그램 사이에 일반화된 기능적인 평가 범위가 부족하다. 장애의 적절한 측정을 위한 요구는 기능적인 상태에서 변화들을 알리고 치료의 필요성을 평가하고 치료를 계획하고 결과를 예측하고 보상 방법을 측정하기 위한 환자의 치료와 임상 연구에서 모두 나타난다. 세계적으로 사용되어지고 있는 기능 평가 도구인 FIM으로부터 이 연구는 신체적 측정의 기대되어진 것에 유사한 비율로 기능적 평가 측정들을 구성한다. 노인 재활에서 기능적인 결과의 측정은 중요한 몇 가지 점이 있다. 첫째는 접근에 기초한 기능적인 결과는 치료 목표 설정에 필요하다. 둘째는 도구는 기능적인 향상을 예상하는데 유용해야 한다. 셋째는 기능 평가는 적절한 타당도와 신뢰도와 함께 고려되어져야만 한다. 넷째는 다른 기능적 도구들이 함께 평가되어져야 할 필요가 있다는 것이다. FIM의 목록의 어려운 접들은 손상을 입은 집단에서는 다소 다양하다. 가장 중요한 부분이기 때문에 하나의 운동범위는 요통과 화상을 입은 환자를 제외한 모든 손상을 입은 집단들에게 적용되어 질 수 있다. 기능의 운동과 인지적인 면은 구분되어지는 것이 중요하였고 분리되어져서 치료되어 졌다. 어려운 목록들은 손상을 입은 집단에서 다양하였고, 다양한 손상의 종류의 독특한 영향을 반영하였다. FIM은 기능적인 장애를 측정하기 위해 고안되어진 또 다른 도구이다. 그리고 다른 것들은 의료 재활을 위한 국제적 자료 체계를 만들기 위한 것이다. FIM의 목적은 의료 재활의 결과를 확인하고 장애의 정도의 측정을 포함한다. FIM은 7가지 수준에서 사회적 인지, 의사 소통, 이동, 움직임 (mobility), 소변 관리, 자조 활동을 평가한다. 범위는 총체적 도움의 비율로부터 완전하게 독립적인 것까지의 범위이고 도움, 감독, 도구의 사용의 범위를 고려한다. 27,009의 환자를 조사한 최근 검사 기록들은 FIM이 움직임(motor)과 인지 기능을 평가하는 것이라는 것을 보여준다(Hinemann, 1993). FIM의 저자들은 자료가 프로그램 평가의 시도에서 즉각적으로 적용 할 수 있기를 기대한다. FSI은 어떤 과제의 수행에서 어려움에 관계된 정보를 제공하는 것을 나타내고 과제를 수행하기 위한 환자를 위한 변경된 전략들을 발달시키기 위해 노력하는 임상가들에게 유용할 수 있다. 두 도구 모두는 전통적인 범위들보다 고관절 골절을 동반한 장애의 좀더 정확한 정보를 모으도록 할 수 있다. 고찰된 모든 연구의 결과들은 골절 후에 남아 있는 잔여 장애의 중요한 수준을 강조한다. 골절 전의 보행으로 회복된 사람은 매우 드물었다. 대부분은 기본적인 움직임 혹은 옷입기, 개인 위생에 관계된 활동들에서 의존적이었다. 많은 사람들은 사회에서 활동을 할 수 없었다. 장애의 적절한 측정의 요구는 환자 치료와 기능적인 상태에서 변화를 알고 치료의 요구도를 측정하고 치료를 계획하고 결과를 예상하고 보상 수단을 결정하는 임상적 연구에서 모두 나타난다. 물리치료 분야는 분야의 다른 영역에서 기능적인 결과를 충족시키고 발달시키는 것이 필요하다.

    A Study on Customer Perception on a Food Service Company's Corporate Social Responsibility Activities (외식기업의 사회적 책임 활동에 대한 소비자의 인식에 관한 연구)

    • As the society's expectations of business have drastically amplified in recent years, an increasing number of companies have devoted their resources and managerial attention to corporate social responsibility. However, little information bas been reported on consumers' expectations on social responsibility of restaurant companies. This research studied the consumer's perception on the socially responsible business practices of restaurant companies. The research also investigated if the customer's expectations differ based on the types of restaurants. Overall, it was found that the consumers strongly feel the necessities of restaurants' socially responsible activities and publicity of those activities (4.08 and 4.05, respectively, out of 5). They also responded that the socially responsible behaviors of restaurants somewhat affect their purchase decisions (3.74 out of 5). As a result of a principle component analysis, five types of socially responsible activities(i.e., philanthropic responsibility, economic responsibility, community responsibility, environmental protection responsibility, and consumer protection responsibility) were extracted. In addition, the results showed that the consumer's expectations toward socially responsible activities of restaurants differ based on the types of restaurants (multivariate F=4.616, p=0.000).

    An Improvement Measures of Maintenance Cost Accounting Standard for Improving Value in Public Buildings (공공건축물의 가치제고를 위한 유지관리비 회계처리기준 개선방안)

    • Along with the change of national accounting, the importance of systematic management of assets is emphasized and the awareness that the concept termed Asset Management should be introduced to the construction field too to manage facilities. The present study is a basic study for the introduction of the concept Asset Management and proposed accounting guidelines(proposal) for public building maintenance cost that can clarify maintenance cost accounting. Existing literatures and current accounting standards were examined and the actual states of maintenance cost accounting of public buildings in A metropolitan city were examined to draw problems. For the practice guidelines(proposal), the types and contents of government office building maintenance expenditures were analyzed and items that must be treated as OPEX and CAPEX were presented. Expert interviews were conducted to verify the reliability of the items presented. The practice guidelines(proposal) were applied to the public buildings in A metropolitan city to identify situations of changes in asset values and review the effects of the practice guidelines(proposal) on increases in asset values. When applied to practices, the practice guidelines(proposal) suggested in the present study are considered to increase building asset values and provide consistent financial information to help stakeholders' decision making.

    • There is an increase in interest and investment in high-rise housing as it is perceived to be a new value-added market in the construction industry. In constructing a high-rise housing, the finishing works are executed in accompaniment with many other activities that are progressed repeatedly and spontaneously on each floor. It was reported that the duration of finishing works differs according to the management ability of the executing company and has a significant effect on the entire project duration. We suggest a need to concentrate on important management factors by analyzing the factors affecting the productivity of finishing works based on the site characteristics in high-rise housing. There are various complex productivity-affecting factors including the technical factors involved in planning and managing the processes of finishing works. From the viewpoint of planning and management factors, the importance of productivity-affecting factors was analyzed using the Analytic Hierarchy Process (AHP). A continuous examination of the management of high-importance factors will make it possible to improve productivity by enhancing the understanding of productivity-affecting factors of finishing works and suggesting a practical management direction.
