The regulation of media concentration which is provided in the German Interstate Treaty on Broadcasting (RStV) is part of the rules forming the "positive broadcasting order" required by German Constitutional Law. This control ensures that the diversity of viewpoints can be articulated to the public. Broadcasting must operate independently from the state and from particular social groups if it is to be a genuine service to the public. One risk of economic competition in the media is a tendency towards the concentration of business enterprises. Moreover, economic competition is no guarantee for journalistic diversity. The aim of balanced diversity in the broadcasting sector can only be pursued by creating conditions under which different voices obtain the chance to be heard in an equitable manner. Within the framework of the meaning of section 26, it shall be assumed that there is a predominant impact on public opinion if the programs attributable to one company reach an annual audience share of 30 percent. The same shall apply if the company reaches an audience share of 25 percent and holds a dominant position in a related media-market or an overall assessment of its activities in television. The restriction of audience shares has limits such as that the audience shares of news programs and education and entertainment programs are pooled. Therefore, there is a vagueness about the productivity of different program branches.

여기서 필자가 논의하는 입학제도 개혁안이 당초 목표하는 성과를 거두기 위해서는 입시제도 외적인 맥락과 관련해서도 보다 심도있는 입체적 연구와 검토가 뒤따라야 할 것이다. 그러나 입학제도 개혁의 방안은 제도의 구체적이고 세부적인 내용에 있어서는 다양한 의견의 스펙트럼을 보일지라도 그 골격에 있어서는 수험생의 건전한 대학 지원과 고등학교 교육의 정상화 그리고 대학의 자율성과 다양성을 동시에 충족시키는 방향이어야 함은 두말할 필요가 없을 것이다. 또한 개혁안이 이러한 철학을 공유하고 있다면 구체적인 학생 선발 방안에서 나타나는 외형적 상이점은 별로 중요한 문제가 아니라고 할 수 있다.

This study aims to examine the relation between opinion perception and opinion expression by issue types by analyzing online poll results and respective bulletin boards. To find out how opinion poll results affect the public opinion perception cues and opinion expression through the internet, the study applied a method of content analysis to the online contents provided by Naver.com, one of the most popular portal sites in Korea. A total of four issue types, along with 2,250 messages were chosen for analysis. The study results revealed that internet users perceived opinion atmosphere through the poll results and expressed their opinions depending on the issue types. In case of an issue where majority views are manifested as online poll results, users tended to follow that majority views by retaining their initial opinion. Majority opinion by the poll results held a dominant position in bulletin board. The results partially support Noelle-Neuman(1994)'s spiral of silence theory in the context of computer-mediated communication contrary to the belief that anonymity in the cyberspace tends to encourage participation of minority opinion group. According to the findings, people when they perceive their opinion as that of minority are discouraged to express their views even when they are online.

다양성은 문화산업의 기반을 풍부하게 해주는 중요한 요소이다. 다양성영화는 비주류, 다문화, 소수, 마니아 적인 성격을 가지고있는 예술영화, 다큐멘터리, 독립영화를 포괄하는 개념이다. 이러한 개념을 바탕으로 하는 다양성영화는 지역의 다양한 소재를 활용하고 다양한 의견을 포괄할 수 있어서 문화적인 풍부함을 이룰 수 있게 하는 근간이 된다. 이 글에서는 다양성영화가 문화산업의 기반 구조를 충실히 하는 중요한 매개가 될 수 있음을 보이고 이를 고찰하였다.

2년 전부터 협회 발전위원회에서 초안을 만들었던 정관 개정안이 지난 10월 임시총회 이후 법제위원회와 합동으로 2회에 걸친 워크숍 등을 거치면서 그 모습을 드러내고 있다. 그러나 밤새운 보람도 없이 아쉽게도 이사의 수와 선임문제 등에서 위원들 간의 합의를 보지 못해 단일안으로 이사회에 상정을 못하는 등 진통을 겪고 있다. 본지는 개정안이 나올 것을 전제하여 이를 다룰 예정이었으나 위와 같은 사정으로 이사 수를 증원해야 한다는 쪽과 고수해야 한다는 의견 및 제3의 안을 제시하는 위원들에게 골고루 원고를 청탁하여 그들의 당위성을 개진하고, 회원들께 이를 알려 의견을 수렴하기로 하였다. 모쪼록 이번 특집을 계기로 다양한 의견들을 하나로 모아 회원의 뜻을 반영하고 진취적인 앞날을 내다볼 수 있는 정관이 만들어지기를 기대한다.

The development of information and communication technology like SNS, blogs, and bulletin boards, was provided a variety of places where you can express your thoughts and comments and allowing Big Data to grow, many people reveal the opinion of the social issues in SNS such as Twitter. In this study, we would like to pre-built sentimental dictionary about social issues and conduct a sentimental analysis with structured dictionary, to gather opinions on social issues that are created on twitter. The data that I used is "bikini", "nakkomsu" including tweet. As the result of analysis, precision is 61% and F1- score is 74%. This study expect to suggest the standard of dictionary construction allowing you to classify positive/negative opinion on specific social issues.

In this paper, we propose a method of retrieving opinioned tweets in Twitter, which is the one of the popular Social Network Services and shares diverse opinions among various users. In typical opinion retrieval systems, they may consider the presence of sentiment phrases (subjectivity) as the important factor even if the subjective phrases are not related to a given query or speaker. To alleviate these problems, we utilized the syntactic structure of a sentence to identify the relationships between 1) subjectivity-query and 2) subjectivity-speaker and 3) the syntactic role of subjectivity. Besides, our learning-to-rank approach is trained to retrieve opinioned tweets based on query-relevance, textual features, user information, and Twitter-specific features. Experimental results on real world data show that our proposed method can achieve better performance than several baseline methods in terms of precision and nDCG.

최근 온라인 텍스트 자료를 이용하여 대중의 의견을 분석하는 작업이 활발히 이루어지고 있다. 이러한 작업에는 주관적 방향성을 갖는 텍스트의 논증 구조와 중요 내용을 파악하는 과정이 필요하며, 자료의 양과 다양성이 급격히 증가하면서 그 과정의 자동화가 불가피해지고 있다. 본 연구에서는 정책에 대한 찬반 의견으로 구성된 한국어 텍스트 자료를 직접 구축하고, 글을 구성하는 기본 단위들 사이의 담화 관계를 정의하였다. 각 단위들 사이의 관계는 기계학습과 규칙 기반 방식을 이용하여 예측되고, 그 결과는 합성되어 하나의 글에 대응되는 트리 구조를 이룬다. 또한 텍스트의 구조상에서 주제문을 직접적으로 뒷받침하는 문장 혹은 절을 추출하여 글의 중요 내용을 얻고자 하였다.

기초의학 강의 요원의 부족은 교육에 대한 부담과 연구활동 위축이라는 이중고를 초래하고 있다. 기초의학 강의의 효율성을 높이기 위하여 다양한 연구 및 해결책이 제시되어 왔으며, 통합강의 역시 그 대안의 하나로서 대두되고 있다. 따라서 본 연구에서는 새롭게 부각되고 있는 기초의학 통합강의에 대한 가상강의(cyber lecture) 적용의 실효성과 타당성을 설문조사와 교과목 운영의 경험을 중심으로 분석하였다. 설문조사에 대해 학생들은 가상강의의 내용, 난이도, 진행 및 멀티미디어 컨텐츠 등에 대해 대체로 만족스러운 의견을 제시하였다. 또한 가상강의가 통합강의 운영을 보완해주는데 효율적일 것이라는 의견과 더불어, 향후 통합강의에서 가상강의의 비중을 학대할 필요성에 대해서도 찬성의견이 반대의견보다 지배적임을 알 수 있었다. 뿐만 아니라, 통합강의 실습의 일부분을 가상강의에서 운영하는 방안에 대해서도 대체로 긍정적이었다. 통계분석 결과, 가상강의에 대해 긍정적이거나 부정적인 의견들은 기초신경학 통합강의 성적이 우수한 학생과 보통이하인 학생들 사이에 유의한 차이를 보이지 않았으나 (${\chi}^2$ 검증 결과), 성적이 우수한 학생일수록 가상강의의 효율성에 대해 긍정적이라는 경향은 알 수 있었다(Spearman 등위상관계수를 산출한 결과). 본 연구결과를 통해 제시된 개선방안과 축적된 경험을 바탕으로 점차 가상강의의 비중을 높이고 강의교수들 간의 유기적 협조가 이루어진다면 가상강의는 향후 기초의학 통합강의 운영의 새로운 패러다임(paradigm)이 될 것으로 사료된다.

전산망 기술기준에 관한 규칙이 4월 25일자로 확정, 공포됐다. 이 규칙은 전산망에 관련된 기술 및 기기의 호환성과 연동성을 확보하고자 전산망 보급확장과 이용촉진에 관한 법률 제14조 규정에 근거하여 제정된 것이다. 지난해 3월에 입법예고된 본 규칙은 당협회 주최로 개최된 토론회에서 많은 문제점이 제기되자 정부와 공중통신사업자, 학계, 업계의 전문가들이 공동참여한 가운데 서로 다른 이해관계의 고려와 의견 개진을 통해 조정작업이 진행되었고 공청회를 통해 각계의 다양한 의견이 폭넓게 수렴되었다. 본 규칙에 대한 내용과 공중전기통신사업자간 공중통신망 상호접속에 관한 고시를 전제한다.
