The study aims to synthesize the discussion of the innovation district and suggest an alternative to the governance system of the innovation district. Cluster policies that focus on industrial specialization, networking, value chains, and industrial ecosystems have shown some problems and limits in advanced industrial economies. The innovation district, suitable for the era of urban innovation, convergence of industry, housing, leisure, and related variety, emphasizes cooperation through the convergence of various innovations, workshops and industries, and communities. It is important to build a quintuple helix based on cooperative governance through public-private partnerships, integrate the physical and cultural atmosphere, and service industries that strengthen the place prestige. Beyond the industrial aspect, innovation districts can facilitate changes in urban amenities and lifestyles and creative atmosphere, such as diversity, lifestyle, charms, and openness, and promote social vitality and economic interactions. The governance of innovative districts can promote inter-organizational exchanges, and combinations. When knowledge is created through exchanges between companies, it also affects changes in the governance system, evolving from a rigid and centralized system to an open, dynamic, and organic system. Through the innovation policy, the existing Central Business Districts (CBD) can be able to be transformed into a Central Lifestyle Districts (CLD).

With the advent of the Internet and the development of mobile digital devices such as smartphones and tablet PCs, the communication service paradigm began to shift from existing voice services to data services. Recently, as social network services (SNS) are activated and 4th industrial revolution technologies centered on ICT (Information and Communication Technologies) such as Big Data, Blockchain, Cloud, and 5G/6G are rapidly developed, the amount of shared data type and the amount of data are increasing rapidly. As the transition to a digital society begins actively, the importance of using data information, as well as the economic and social values of personal information are becoming increasingly important. As a result, they are actively discussing policies to revitalize the data information industry around the world and ways to efficiently obtain, analyze, and utilize increasingly diverse and vast data, as well as to protect/guarantee the rights of information subjects (providers) in various fields such as society, culture, economy, and politics.. In this paper, in order to improve the self-determination right of personal information on data produced by information subjects, and further expand the use of safe data and the data economy, a differentiated data trusts system was considered and suggested. In addition, the components and data trusts procedures necessary to efficiently operate the data trusts system in Korea were considered, and the non-profit data trusts system and the for-profit data trusts system were considered as a way to flexibly operate the data trusts system. Furthermore, the legal items necessary for the implementation of the data trusts system were investigated and considered. In this paper, in order to propose a domestic data trusts system, cases related to existing data trusts systems such as the United States, Japan, and Korea were reviewed and analyzed. In addition, in order to prepare legislation necessary for the data trusts system, data-related laws in major countries and domestic legal and policy trends were reviewed to study the rights that conflict or overlap with existing laws, and differences were investigated and considered. The Data trusts system proposed in this paper is a reasonable system that is expected to recognize the asset value of data in the capitalist market economy system, to provide legitimate compensation for data produced by data subjects, and further to contribute greatly to the use of safe data and creation of a new service market.

In the future society where ICT-based digital convergence creates new value, collaborative skills among experts in various fields and SW based problem solving ability is more emphasized. Non-SW specialists are required to have SW based communication skills to effectively collaborate with SW experts to solve their problems. Therefore, SW programming curriculum for non-major college students should be different from the existing programming education for SW-majors aiming at a high level of coding ability. It is also known that diagram-based visual representation is helpful for productive communication and collaboration. In this study, we defined the SW education objectives for the non-majors as cultivating the visual programming ability for SW based problem solving. In order to accomplish this, we explored SW programming curriculum and content development model for non-majors focusing on visual representation of SW solutions. The results of this paper will help to provide appropriate SW learning model for non-majors and to cultivate practical SW capabilities.

As digital technology converges into the e-commerce market across industries, online transactions have activated, and the use of online has increased. With the recent spread of infectious diseases such as COVID-19, this market flow is accelerating, and various product information can be provided to customers online. Providing a variety of information provides customers with various opportunities but causes difficulties in decision-making. The recommendation system can help customers to make a decision more effectively. However, the previous research on recommendation systems is limited to only quantitative data and does not reflect detailed factors of products and customers. In this study, we propose an intelligent recommendation system that quantifies the attributes of products and customers by applying text mining techniques to qualitative data based on online reviews and integrates the existing objective indicators of total star rating, sentiment, and emotion. The proposed integrated recommendation model showed superior performance to the overall rating-oriented recommendation model. It expects the new business value to be created through the recommendation result reflecting detailed factors of products and customers.

Our world is communicating by digital network that transcends time and space. In such world of rich technology, people are longing for humanity and analog esthetic. 'Art' stimulates analog esthetic and 'design' is a good and easy tool to show personal esthetic preferences. This study is about the convergence of digital and analog art focusing on the researcher's artwork series. The series is derived from series. They are made by cut and deconstructed pieces from the original series. I assembled these pieces into another creation by using graphic editing programs. I looked into the succession cases of art and design collaborations and developed various design products with the assembled artwork images. Through this, I want to communicate more familiarly with the world widely connected to network viewers. There are already many fine artists making their artworks into design products. Collaboration with cultural art and commercial product provides win-win effect to artist, company, and consumer. It also creates innovative products and values. In this study, I try to design products from various fields using my artwork images, and research about how to promote the artist and art products effectively to the world.

With the development of next IT convergence technology and the construction of infrastructure for personalized healthcare services, the importance of services based on user's preference is being spotlighted. Healthcare service have been progressed as treatment and management for specific diseases and dietary nutrition managements to customers according to the increase in chronic patients. In this paper, we proposed the personalized dietary nutrition contents recommendation using the hybrid filtering for managing health. The proposed method uses the hybrid filtering through combining the collaborative filtering and the image filtering in order to reinforce the special trend that recommendation provides similar contents. We developed the Web application for this purpose, and experimented with it to verify the logical validity and effectiveness. Accordingly, the satisfaction and the quality of services will be improved the healthcare by recommending the dietary nutrition contents. This evaluation found that the difference of satisfaction by service was statistically meaningful and showed high satisfaction.

Technology and culture are converging with various industries to create added value of contents. In addition, the country is creating a foundation environment for grafting new technologies onto the cultural content. However, copyright infringement by voice demand and supply is continuously occurring for cultural contents with copyright, and more and more recently, there have been increasing cases of creating and operating sites with servers overseas to bypass monitoring on infringement sites. To prevent this, various copyright protection studies are under way in many areas, but the current detection and prevention technologies are largely reactive and therefore have problems of effectiveness. Accordingly, this paper proposes a model of the lifecycle of copyright infringement site to lay the foundation for preemptive response to the distribution of illegal copies through analysis of the lifecycle of copyright infringement site.

Utilization of cultural contents is more and more increasing as it is believed to improve local problems and provide historical values. This kind of business is positive in terms of the fact that it attracts visitors into local areas and activate local commercial areas. Under this trend, the construction of specialized streets is required to be approached with first priority to solve problems of cities. So to speak, it's more important to solve intrinsic problems found in local communities and then approach cultural contents step-by-step rather than constructing new spaces with first priority. Moreover, cultural contents should accompany economic aspects which result in local community-friendly and sympathetically concentrated values. Under this sentiment, the efforts to suggest economic ripple effects for government local government's businesses using cultural contents are very important. This study analyzed how much economic ripple effects is yielded by reflecting cultural contents. As the result of analysis, specialized street with cultural contents applied are proved to be more concentrated on multiplier of expediting employment, income and tax and tourism industry than service industry. On the contrary to this, service industry showed more concentrated multiplier of expediting production, income, added values and chain reaction effect (coefficients for influence and sensitivity for front and rear side of tourism industry. Based on these results, construction of specialized streets with cultural contents applied is proved to help synergy effects for local economy.

Urban development-related growth in recent years has become a qualitative growth based on regional identity, rather than a hardware-based growth. For this purpose, strategic approaches to the value of cultural assets of the city are required for competitiveness of the city. In this paper, I seek a model for urban regeneration and regional development through empirical case studies of cultural assets and utilize the 'Seoul Fairy Tale Festival' in terms of strengthening regional competitiveness. By analyzing detailed elements of the 'Seoul Fairy Tale Festival' case, the hardware infrastructure, software and governance structures, diverse contentsware, ecosystem characteristics centered on the humanware, and circular structure was studied. As a feature of cultural assets, combined with the management of physical assets and operations of several programs, was the basis for creating a synergy effect of creating an identity for the region. In addition, it was confirmed the possibility of a regional-rehabilitation type of urban regeneration that is based on the expansion of existing facilities, and a regional-innovation type of urban regeneration that is based on a fusion of characteristics. This analysis is significant in terms of the possibility of large urban regeneration based on cultural assets associated with the festival, as well as physical assets and by combining various governance stakeholders for the festival, it can be concluded that it provided an indigenous virtuous cycle.

Medical tourism refers to visiting overseas to receive medical services and tourism at the same time. In other words, it can be said that it is a tourism activity that combines medical service, various cultural activities, leisure, and shopping. As such, medical tourism is not limited to simple medical services, but is a new high-value-added industry that creates new profits by fusion with tourism services. Many countries are making continuous efforts to foster their own tourism industry by attracting foreign tourists. Therefore, in order to secure competitiveness in dental services among the medical tourism industry in Korea, this study was to examine the relationship between dentist's treatment, hospital facilities, dental staff, and patient satisfaction. As a result, it was found that the dentist's treatment had a positive effect on both the staff of the dental facility in the hospital and the satisfaction of the patient.
