IMF위기 이후 여러 가지로 어려움에 처해 있는 경제를 회복하기 위한 돌파구로서 외국기업과 자본의 유치의 중요성이 더해지고 있다. 특히 대규모 기업의 구조조정과 기업들의 투자마인드 위축으로 어려움을 겪고 있는 지방경제를 활성화하기 위한 수단으로서의 투자유치는 먼저, 외국자본의 직접투자를 통하여 단기간에 산업기반을 강화할 수 있고, 제조업의 해외이전에 따른 산업공동화를 방지할 수 있다. 또한 당면한 과제인 고실업을 해소하기 위해서도 필요하다. 정부는 '98, 9. 17. 외국인투자유치촉진법을 제정, 공포하고, 시행령을 마련하여, 국세와 지방세의 감면혜택은 물론 분양가와 조성원가와 차액보조금, 고용보조금, 직업훈련비등의 인센티브를 보완한다. 경상남도의 외국인투자유치전략으로는 경남의 입지적 경쟁우위를 확보할 수 있는 업종을 선정하여 중점유치활동을 전개하고 있다. 이를 위한 구체적 방안으로는 첫째, 투자유치과를 신설하고 전문직공무원을 채용하였고, 민간전문가를 기업으로부터 파견받아 기존 공무원이 담당하기 힘든 부분을 담담토록 하고 있고, 둘째, 진사지방산업단지를 외국인투자지역으로 지정하고 하였다. 셋째, 외국인투자기업에 대한 여러 가지 인센티브를 위하여 경상남도 기업 및 투자 유치조례(안)을 입안중이다. 넷째, 투자유치 타켓기업을 선정하여 집중유치활동을 전개하고 있으며, 다섯째, 경남도내에 이미 투자한 기업에 대한 사후관리를 철저히 하여 경영상의 애로사항 해결에 만전을 다 할 것이다. 지방자치제의 실시로 지방자치단체간의 경쟁이 가열되고 있으나 투자유치활동에 있어서 동서의 협력방안을 모색해 보았으며, 공동투자프로젝트 개발, 공동투자유치설명회 개최, 투자 유치기법의 상호 벤치마킹 등이 필요하다. 결론적으로 외국인 투자촉진법 등 법령의 정비와 외국인 투자유치의 중요성에 대한 인식이 확산되어 외국인 투자유치의 환경이 획기적으로 개선될 것으로 기대된다. 지방자치단체에서도 투자를 기다리던 관행에 탈피하여 입체적인 투자유치노력을 전개해야 할 것이다.

As of July, 2009, Chungnam Province get DI (Direct Investment) of 2,502 corporations as the amount of 31 billion US dollars only for 3 years. Especially, Chungnam provincial governor make a excessive performance of 2.5 times comparing to the target number, 1,000 of inviting capital, that is public promise in the election. Now, the amount of inviting foreign capital is 1.2 billion dollars, at the end of this year it might be 1.4 billion dollars just in case of making a success on going negotiations. This outstanding performance comes from governor's leadership and aggressive strategies of well-trained subordinates. Chungnam Province has nation-wide multiple targets focused on interdisciplinary industries including strategic industries of display, auto-parts, steel, and oil-chemistry. Also, it has organic network system based on the very descriptive and accurate informations managing the task force team consisted of 35 competent members. In conclusion, the core competence of inviting foreign capital in a regional government is governor's strong leadership, activated organization consisted of specially well trained subordinates, and predominant differentiated strategies in details.

International sports events is one of the core products in the sports industry. The increasing number of nations are bidding to host the international sports event such as Olympics Game because of expecting to development of a city or nation. Hosting a international sports events are inter-connected and affected by system of socials, politics, cultures and economics. As the scale of the international sports events became larger, sports events process importance is growing. The purpose of this study was build a model of the sports event process in the attract steps. By analyzing event process in the attract steps, the core processes(1. Search, 2. Applications, 3. Practice, 4. Follow-up management) was set and stakeholders and function were analyzed. The modeling was used as IDEF method.

최근 딥테크 및 글로벌 스타트업들의 기술경쟁력 제고를 위한 국가적 지원이 증대함에 따라 원천기술을 보유한 기술창업 건 수역대급으로 증가하고 있는 추세이다. 기술 기업들은 사업의 다각화 및 글로벌 진출에 유리하다는 장점이 있으나, 이들의 전략 성공을 위해서는 체계적인 인큐베이팅 및 자금유치는 필수적이라 할 수 있다. 본 연구는 첨단 가술스타트업의 투자유치성과에 중요하게 여겨지는 요인들이 IT 및 BT 산업별로 어떻게 다르게 영향을 미치고 있는지를 연구하는 목적으로 하고 있다. 선행연구에 따르면 기술 스타트업에 대해서는 그들이 보유한 기술 역량(특허), 창업자/팀의 능력, 제휴 등을 중요한 자원으로 보고 있으며, 이는 기업의 퀄리티를 차별화하는 신호로 작용하여 투자유치에 긍정적 영향을 미치는 것으로 나타났다. 본 연구에서는 국내 기술 스타트업의 산업별 차이에 따라 기술 스타트업의 특성이 투자유치성가에 미치는 영향을 비교분석하고자 한다. 본 연구는 2022년 기준 서울시 창업지원시설에 입주한 스타트업 122개사를 대상으로, 전 산업을 대상으로 한 회귀분석모델과 글로벌 산업기술 분류 기준에 따라 구분된 BT 및 IT 산업만을 대상으로 한 회귀분석 모델을 설정하여 연구목적을 규명하고자 한다. 본 연구 결과는 국내 기술스타트업의 투자유치 의사결정에 대한 실증분석을 통하여 기존 이론을 검증하였다는 것에 의의가 있으며, 산업별로 투자유치에서 중요하게 고려하는 요소들이 다르게 작용할 수 있음을 밝히고 산업별 특성에 따라 투자유치 시 실질적으로 필요한 요소들을 제시한다는데 실무적인 시사점을 지니고 있다.

This study surveyed and analyzed on the relationship between obesity and oral health in early child hood and on the oral health realities targeting 90 young children at K Child Care Center where is located in Gangwon-do Province from 10 to 11, June, 2011. As a result, DMF rate accounted for 56.7%. D rate accounted for 42.2%. The young children with the higher age, height in 100~110cm, and weight in 25 kg were indicated to be higher in DF rate than other toddlers. The young children with height in 110~115 cm were indicated to be higher in prevalence of dental caries in deciduous teeth than other young children. It was indicated that the young children in the higher age and weight leads to the higher in DFT index and DFS index. It was indicated that the young children in the more overweight leads to the higher in the index of dental caries in primary teeth, the filling deciduous teeth index, DFT index, DMFS, and DFS index. Accordingly, the child care center needs to systematically perform the oral health education and oral health management for young children, to allow Young children to acquire right food habit, and to pay close attention even to selecting snack.

This research is to investigate the detention facilities of police stations and their real operations through the perceptions of detainees at police station cells and to present the policy suggestions for them. To fulfill the research, a questionnaire was made out on the basis of 'the Regulation on Detention and Escort for Suspects'. 'the Regulation on a Standard Plan for Detention Facilities' and 'the Regulation on the Lowest Standard to Treat Detainees' ; and detainees at 23 police station cells under the jurisdiction of Kyungbuk Local Police Agency were asked to answer it. Policy suggestions following from the result of the investigation of detainees' perceptions of the detention facilities of the police stations are as follows; Firstly, the structure of police station cells should be arranged in straight lines in order to take their human rights into consideration and more detention facilities are needed to be built in order to separate male, female, handicapped and juvenile inmates. Secondly, shower rooms and washrooms outside the cells should always be open to detainees whenever they need to be used. Thirdly, any detention facilities deficient in fire fighting equipment should have exit doors installed as soon as possible in case of an emergency and provide sufficient fire extinguishers considering the number of detainees and the size of the facilities. Fourthly, the detention facilities should have sufficient windows for ventilation and take necessary measures to obtain natural lighting instead of electric lighting. Fifthly, air conditioners should be equipped properly taking account of the number of detainees and the dimensions of the facilities. Policy suggestions according to the result of the investigation of detainees' perceptions of the operation of detention facilities of police stations are as follows; Firstly, the problem of operating the detention facilities must deal with worn-out facilities and measures to secure the budget should be taken as soon as possible. Secondly, considering that most detained suspects have difficulties in livelihood, daily necessaries must be issued to them. Thirdly, personal belongings deposited by inmates must be properly managed with the same documentation throughout the police station detention facilities. The number of female guards to take exclusive charge of the physical checkups and processing of female detainees should be increased. Also the facilities for handicapped detainees must be expanded, improved and managed properly. Fourthly, except for handcuffs and ropes to bind detainees in the detention facilities, helmets to prevent self-harm must be withdrawn. The budget to improve the quality of meal issued by the government must be urgently secured and the price of private food sent to detainees must be readjusted to be in line with the consumer price. Health and medical care and sanitation for detainees must be substantial, and also sunbathing and outdoor exercises should be allowed to detainees.

I showed the legislation idea which switched present situation investigation improvement and lien by the executive officer in legal mortgage in civil law In addition, it revised introduction and the Civil Execution Act of the lien registration system and solved Obligatory Report of the Lien about lien for a legislation.

This study was intended to identify the problem of the lien in relation to the real estate auction and present its improvements in terms of procedural laws. To resolve the problem of the lien in the real estate auction, it is valid that the Vollstreckungsgericht needs to set the certain standard in relation to the possession of real estate and notify it at the first date of sale by judging whether the lien can be established. And the institutional improvement is required to obligate one to report the lien in the procedures of the real estate auction and reinforce the survey of the present condition of the lien. And it is necessary to impose the more public confidence on the statement of sale by including the matter of the lien in it. In addition, it is necessary to reinforce legal punishment to the false and fictitious lienholder and establish the legal stability of the lien in the process of the real estate auction.

Disasters and crises are spreading across the globe, and there has been an increase in the number disasters in northeast Asia, such as earthquakes in Sichuan, China, and East Japan. This study aims to propose a plan to attract facilities from the United Nations Humanitarian Response Depot (UNHRD). Although there are no prior domestic studies, the study focuses on the role of intangible benefits, values, and economic outcomes in attracting facilities. Based on an analysis of strengths, weaknesses, opportunities, and threats (SWOT) of Korea's host environment, using the UN's annual report and Korea's overseas emergency relief data, the study will analyze the status of relevant UN organizations and derive detailed strategies. In order to attract facilities from the UNHRD, it will be necessary to build and promote a cooperative system with domestic and foreign NGO experts in humanitarian assistance and joint proposals from government departments and local governments. In the long-run, it will be necessary to work closely with the relevant UN agencies to achieve strategic progress.

대학의 국제화, 세계화는 이제 선택이 아니라 필수가 되어 있다. 외국인 학생의 유치를 위해서는 무엇보다도 외국인 학생을 유치할 수 있는 교육환경 구축이 기본 전제이다. 대학 나름대로의 노력도 필요하지만 정부차원에서의 관심과 다양한 지원정책도 필요하다.
