TSR 활성화를 위한 제언 - 화물운송협약의 검토와 최근의 이용현황을 중심으로-

  • TSR(Trans Siberian Railway)노선은 남한과 북한, 일본, 중국등 동북아시아와 유럽대륙을 연결하는 기간 운송망으로 그간 많은 국가에서 이를 활용해 왔다. 일본의 경우는 1971년 3월 일본과 나호드카항로에 컨테이너 선박을 취항하여 유라시아컨테이너복합 운송망사업에 참여하였으며, 남한의 경우도 1980년 중반부터 TSR을 이용해 운송하기 시작하였다. 남한의 TSR을 이용한 운송실적은 1991년 25,648Teu에서 1999년에 42,560Teu로 계속증가하고 있는 실정으로 그중 남한과 러시아의 직교역이 약 58%를 차지하고, 러시아를 통과하는 화물이 42%에 이르고 있다. 지표환경변화 추적을 위한 훕스굴 시추사업 현황

  • 푸른 진주라 불리는 훕스굴호는 러시아 국경에 인접한 몽고 북부의 청정호수로 해발 약 1,645m 지점에 위치한다. 훕스굴호의 길이는 약 136km이고, 폭은 20-40km이며, 최대수심은 약 262m 이다. 이 호수의 물은 세계에서 가장 깨끗한 담수 중 하나로 몽고 지표수원의 약 70%를 공급하고 있다. 훕스굴호는 바이칼 열곡대내에 형성된 일종의 구조호로 약 240만년 내지 400만년전에 형성된 것으로 추정되고 있다. 훕스굴호는 자연공원으로 지정되어 보호되고 있으며, 따라서 호수의 유역은 다행스럽게도 인간활동에 오염되거나 교란되지 않아 다양하고 흥미로운 육상/수성 생물상을 보유하고 있으며, 퇴적물 기록 역시 후기 신생대 동안의 중앙아시아의 지구환경 및 기후변화 연구에 매우 적합하다. 바이칼 시추사업 (Baikal Drilling Project)은 신생대 후기 동안의 중앙아시아의 지구조진화 및 전지구적 기후변화를 규명하기 위해 미국, 러시아, 일본, 독일 등이 참여한 다국가 공동사업이다. 바이칼 시추사업 연구팀은 지난 15년간 많은 노력과 예산을 투자하여 바이칼 호로부터 총 1,600m에 이르는 방대한 양의 퇴적물 코아를 성공적으로 회수하였고, 이 시료를 이용하여 후기 신생대 동안의 중부 유라시아 대륙의 고기후/고환경 진화과정을 성공적으로 규명하였다. 바이칼 시추사업이 성공적으로 진행됨에 따라, 이 사업에 참여했던 러시아와 일본의 과학자들은 바이칼호의 서쪽에 위치한 몽고 북부의 훕스굴에도 많은 관심을 가지게 되었으며, 동시에 바이칼 시추사업의 후속사업으로 훕스굴 시추사업을 새롭게 추진하게 되었다. 한편, 대륙내부에서의 제4기 지구환경 및 기후 변화 과정에 많은 관심을 가지고 연구해 오던 한국지질자원연구원도 2003년에 정식 회원으로 훕스굴 시추사업에 합류하였다. 훕스굴 시추사업 연구팀은 몽고의 지질광물자원연구소 (대표연구기관), 러시아의 지구화학연구소, 일본의 나고야대학교 그리고 한국의 지질자원연구원 등 4개국의 연구기관으로 구성되어 있다. 이들 4개 연구기관은 시추획득 및 기초연구 수행에 필요한 연구비를 현금 혹은 현물 (장비 포함)의 형태로 공동부담하고 있으며, 따라서 획득한 시추코아에 대해서도 각 연구기관이 전 구간에 대해 동일하게 25%의 소유권을 가지고 있다. 훕스굴 시추사업은 2008년까지 수행될 계획이며, 시추작업은 2005년까지 완료될 계획이다. 연구 진행과 관련하여, 공동연구의 명분을 높이고 분석의 효율성을 높이기 위해서 시료채취 및 기초자료 획득은 4개국의 연구원이 모여 공동으로 수행한 후의 결과물을 서로 공유하고, 자세한 전문분야 연구는 각 국의 대표기관이 독립적으로 수행하는 방식을 택하였다. 훕스굴에 대한 제1차 시추작업은 2004년 3월 말에 실시하였다. 시추작업 결과, 약 80m의 시추 코아가 성공적으로 회수되어 현재 러시아 이르쿠츠크 지구화학연구소에 보관중이다. 이 시추코아는 2004년 8월 중순경에 4개국 연구팀원들에 의해 공동으로 기재된 후에 분할될 계획이다. 분할된 시료는 국내로 운반되어 다양한 전문분야별 연구에 이용될 것이다. 한편, 제2차 시추작업은 2004년 12월에서 2005년 2월 사이에 실시될 계획이다. 수백만년에 이르는 장기간에 걸쳐 지구환경변화 기록이 보존되어 있는 훕스굴호에 대한 시추사업은 후기 신생대 동안 유라시아 대륙 중부에서 일어난 지구환경 및 기후변화를 이해함과 동시에 이러한 변화가 육상생태계 및 지표지질환경에 미친 영향을 이해하는데 크게 기여할 것이다.

A brief introduction to the research of cultural exchange of Eurasian Continent in Korea (한국에서 유라시아 문명교류사 연구의 성과와 과제)

  • Recently, as an enonomic importance of the Eurasian Continent raises, the necessity of east-west connecting ancient transport roads research is increasing. Although domestic research of eastern-western international exchange in the Eurasia is not yet very active, the studies of history, archaeology, art history, folklore, costume history have been advanced steadily. An attention for the exchange through steppe route originated from the interest in Korean folk and Korean culture and the research range is extending to Xiungnu, Kurgan culture as a direct investigation on the remains of Mongolia and Kazakhstan has been achieved constantly. The art history has been leading the research of exchange which is based on desert and oasis. The field research of Iran, Uzbekistan, Azerbaijan, etc progressed in various routes, and the research on diverse topics including Silla's golden culture, transmission of glass, and the Buddhism is improving. Research on the maritime silk road is weaker, compared to other parts. Buddhist and Hindu temples of Southeast Asia attracted some interest to people, but the research should focus on the restoration of sea route and consideration of its meaning. Research of this part is expected to be more activative, as domestic researchers investigate Don Son culture and Sa Huynh culture of Vietnam by themselves. From now on, we should focus on topics that are not directly connected to Korean history, and Korean culture. Because it is also our duty to study and conserve the culture of entire human community.

충남지역 경기육괴에 분포하는 서산층군에 대한 자기특성 연구

  • 한반도에 대한 고지자기 연구는 유라시아 대륙의 지구조운동이 진행되었던 중생대 및 고생대암석에 대해 여러 사람들에 의해 활발히 수행되어왔다. 특히 1980년대 후반부터는 북중국지괴와 남중국지괴 사이의 충돌대인 친링-다비-수루 (Qinling-Dabie-Sulu) 조산대가 서해를 지나 한반도로 연장될 가능성에 대한 관심이 높아지고 있다. 한반도의 중부를 가로지르는 옥천대는 경기육괴와 영남육괴의 경제부로서 변성시기가 초기 Triassic으로 보고되고 있으며, 경기육괴 북부 휴전선 인접지역의 동서방향의 주향을 갖는 습곡-단층대인 임진강대는 남북 경계에 대한 정확한 정의는 성립되어있지는 않지만 Triassic에 광역변성작용을 받았다는 보고가 있으나, 이들 임진강대와 옥천대의 성인에 대한 논란은 현재에 이르기까지 계속되고 있다. A Study on the Development of North Korea's Economic Development Zones through Development Cooperation between South and North Korea (남북 개발협력을 통한 북한 경제개발구 개발 연구)

  • North Korean leader Kim Jong Un decided to open 19 Economic Development Zones which are located in all over the country, as a new economic development strategy. The strategy is estimated for accepting change from socialistic planning economic system into socialistic market economic system gradually. South Korean government is busy preparing for reunification between South and North Korea. Recently, many forums and seminars for the issue, 'reunification' are held by public side as well as private sector. This study is focused on making practical strategy for developing 13 Economic Development Zones which were established in 2013 in concurrence with South and North Korea. The study assessed investment potential of the 13 zones in terms of locational, economic and legal competency from the investor's perspective of south koreans. 5 E.D.Zs, Songrim, Hyungdong, Heungnam, Chungjin, Waudo were chosen to be developed on the preferential basis. Development cooperation between South and North Korea on the 13 E.D.Zs will increase the income of north koreans in rural areas by creating jobs, contribute to boost North Korea's economic growth, and bring forward economic integration between South and North Korea.

  • This study is presenting the logistics strategy in the international logistics markets which makes competition and corporation among north-east Asian countries to establishing the multi-pass Eurasian railroads. The countries located in north-east area of Eurasia like China, Japan, Russia and Korea are paying higher costs and disutility to the transportations and communications due to repeated conflicts and confrontations causes from the politic problems. They are being used surface transportation for most of all logistics between Europe and Asia except special merchandises because of characteristic of cargo to be air, the Silk Road remains vestige only which was main logistic passage to this area since BC. So far the Trans-Siberian Railway is being used by Russia mostly as north of Eurasian transport because of difficulties of service. The Trans-China Railway built in 1992 is not accomplishing as a international logistic passages. It is expected to take a long lead time because of characteristic of resource development and poor logistic infrastructure to the countries like Uzbekistan, double landlocked country, Mongolia and Azerbaijan, the countries do not be adjacent to the sea, even they have great economic jump-up plans through the development of their own resources. The Shanghai Cooperation Organization(SCO) start to sail officially in 2001 is constructed with China, Russia, Tadzhikistan, Kyrgyzstan, Kazakhstan and Uzbekistan as regular members of 6 countries and Mongolia, India, Pakistan, Afghanistan and Iran as observers 5 countries. It is started as a military alliance to protect terror, but now, it is expended to cooperate with the traffic, transportation, trade and share of energies. The Russia is doing their best to activate TSR as a government target to developnorth area equivalently, and economic develop of far-east Siberia. And also it is agreed provisionally to improve and repair of rail road between Nahjin and Hassan to connect TSR and TKR( Trans-Korea Railroad) by Russia, North Korea and South Korea with Russian's aggressive efforts. The development plan of this area is over lapped with GTI(Greater Tumen Initiative) promoted by UNDP, and is a cooperated project by 5 countries of South Korea, Mongolia, China, Russia and North Korea, subject to review the appropriation of energy, tour, environment, rail road connection between Mongolia and China and establishing a ferry route to north-east Asia. It is Japanese situation to pay attention to Russia and China even they have been supplying large-scope of infrastructure in Mongol area without any charges, target to get East Asia Main Rail Road to connect Mongolia and Zalubino of Russia. In case of the program for the Denuclearization of North Korea is not creeping, it will be accelerated to connect the TKR and TSR, TKR and TCR by somehow attending United States, including developing program promoted by UN ESCAP. As the result, Korean peninsular will continue the central role of competition and cooperation as in the past, now and future of north-east Asia, as of geographical-economics and geographical-politics whether it is requested or not wanted by neighbor countries.

Security system in Central Asia: Significance for International Relations (중앙아시아 지역안보체제의 국제정치학적 의미)

  • In Post-soviet Space, particularly the Central Asian is a great turbulence region called the 'Eurasian Balkan', where diverse factors of conflict and dispute are existed. In Central Asia, a current regional security system is characterized by various multilateral cooperation relations among Central Asian nations and the world powers, such as NATO(PfP), OSCE, CIS, CSTO, CACO, SCO, CICA and so on. But nothing could obtain superiority as pan-regional security system. Unless internal problems and conflicts of the Central Asian nations be solved, security won't be assured in this region. Narrow-minded and blind realism will spread insecure region, make a lasting trouble spot in Eurasian continent. The purpose of this article is to explore significance for international relations of security system in the Central Asia. I examine general features of regional security environment formed after the Soviet Union's collapse, characteristics of multilateral cooperation related with Central Asian nations. Through consideration current situations I suggest prospects of security system in Central Asia.

A Preliminary Study of Railway Transport of LNG between TKR~TSR (TKR~TSR간 LNG 철도수송 연계를 위한 기초연구)

  • This study is the realization of natural gas as ways to advance the South and the continental railway linking basic research was conducted on railway transport. Summary data on the Status of North Korean railway which was to have reviewed the case of LNG railway transportation in Japan and China is becoming an LNG tank containers by rail transportation is done. In the case of Korea, the stability of railway transportation through the development of LNG tank containers and rail transportation pilot project was tested. It was set up and the basic directions of freight trains transport routes and methods for rail transport 7.5 million tons of natural gas per year. TKR ~ TSR between the LNG transportation business is an existing railway south. North. Russia gas pipeline (PNG) instead of a separate project to replace the business SRX (Silk Road Express) is a symbolic project for the early realization of the Eurasian railway linking policy. This study may give greater meaning to secure the iconic railway transport route for continental transport of containers and bulk cargo (coal, ores, etc.).

  • It is connected with various gauges existing in Euro-Asian continents. Such differences impedes the operation seriously as on the contact of railway tracks of different gauge the cargo must be either transshipped or the running assemblies of rail vehicles must be exchanged. Those operations are costly, time-consuming and require extended infrastructure together with very expensive storage and transshipment facilities at border-crossing point. Moreover, those operations extend transportation time considerably. Therefore, effectiveness of railway transportation systems significantly depends on track gauge change 1435/1520mm, which connects with complicated handling-shifting operations. The paper concerns assessment of effectiveness in strategical rail systems with gauge changing. The paper presents short description of transport system with gauge changing and initial assessment of shifting technologies. Method of system assessment comparison based on Life Cycle Cost model is described here as well.

  • The further economy and trade cooperation between China and the Korean Peninsula should be carried out due to the process of globalization. Being the biggest border city and one of the windows of opening outside policy, Dandong plays a very important role in the economy and trade cooperation between China and D.P.R.K. With the tendency of regional economy cooperation amony countries of Northeast Asia, Dandong should also act as a bridge in the economy and trade cooperation between R.O.K and D.P.R.K.
