The Air Space System and UVA's Regulation in Japanese Civil Aeronautics Act (일본 항공법상의 공역체계와 무인항공기 규제)

  • An amendment to Japanese Civil Aeronautics Act came into effect December 10, 2015. The Act prohibits flying drones over residential areas or areas surrounding an airport without permission from the Minister of Land, Infrastructure and Transportation. Flying drones during night time and during an event is also prohibited. The term "UAV" or "UA" means any aeroplane, rotorcraft, glider or airship which cannot accommodate any person on board and can be remotely or automatically piloted (Excluding those lighter than a certain weight (200 grams). Any person who intends to operate a UAV is required to follow the operational conditions listed below, unless approved by the Minister of Land, Infrastructure, Transport and Tourism; (i) Operation of UAVs in the daytime, (ii) Operation of UAVs within Visual Line of Sight (VLOS), (iii) Maintenance of a certain operating distance between UAVs and persons or properties on the ground/water surface, (iv) Do not operate UAVs over event sites where many people gather, (v) Do not transport hazardous materials such as explosives by UAV, (vi) Do not drop any objects from UAVs. Requirements stated in "Airspace in which Flights are Prohibited" and "Operational Limitations" are not applied to flights for search and rescue operations by public organizations in case of accidents and disasters. This paper analyzes some issues as to regulations of UAVs in Korean Aviation Safety Act by comparing the regulations of UAVs in Japanese Civil Aeronautics Act. This paper, also, offers some implications and suggestions for regulations of UAVs under Korean Aviation Safety Act.

  • 가로등 누전으로인한 많은 인명피해 발생에따른 가로등 지중전선로의 위험성을 실측한 것으로 지역별 접지저항값은 많은 차이가 있었으며 지락지점으로부터 떨어지면 전위차는 현저히 감소하였다. 실제 대지로 빗물의 유입이 많은 장마철에서도 인접 철구조물로 가상되는 Pipe의 대지전위 상승값은 우려 할 만큼 위험한 수치에 이르지 않았다. 또한 IEC의 안전전압규정은 인체가 완전히 젖어 있는 상태에서 25[V]이하로 규정하고 있는바 이를 확인하였다. 지락지점에서 일정한 거리를 두고 측정한 접지극이나 구조물에 대한 누설전류의 값은 매우 미미하였으며, 지중전선의 지락전류는 220[V]에서 200[mA]까지 허용되어도 가능한 것으로 확인되었다.

  • 최근 인조녹화재료의 대표적 제품으로 인공녹지조성, 스포츠시설에 많이 사용되는 인조매트는 그 사용량이 급격히 증가하였다. 주로 건축물 실내에 바닥재로 많이 사용되고 있지만 실내용 바닥재 관련 규정은 전무하다. 본 연구에서는 인조매트를 사용하는 시설 중 화재위험성이 크다고 판단되는 실내골프연습장의 시장조사를 통하여 실제 적용된 인조매트의 화재위험성에 대해 분석하고자 한다.

  • 해상을 통해 반출입되는 항만 컨테이너는 선박과 항만에서의 안전사고를 예방하기 위해 국제해상위험물규칙의 규정을 준수하였는지 검사하고 컨테이너의 안전성을 점검한다. 하지만 지금까지의 컨테이너 및 위험화물의 검색은 대부분 사람에 의한 수동 운용으로 이루어지고 있어 향후 자율운항선박의 도래에 따른 자동화 항만을 위해서는 자동화된 검색 기술과 더불어 대상 컨테이너의 무인 자동화 검색이 가능하도록 운영이 될 필요가 있으며, 보다 진보적이고 효과적인 컨테이너 검색기술을 활용하기 위해 컨테이너 검색정보 표준을 개발하여 컨테이너 보안검색의 효율성 및 검색 활동에 대한 업무 비효율적인 문제를 해결하고자 한다.

A Study on the Fire Prevention of Temporary Constructions Connected with Factory Buildings (공장건물에 연결된 가설건축물 화재예방에 관한 연구)

  • Temporary constructions are defined as constructions for temporary use, but frequently they are used long like permanent constructions and connected with main constructions. In this case, fire hazardousness increase. But there is no way to control this hazard in our system. This study include investigation of present related law survey about sample complex, collection of related lawsuit result and estimation of hazardousness of each contemporary construction type. The conclusion is that the article that specify distance between main construction and temporary one should be created in the architectural law. Or to apply fire service law to area of temporary construction, fire service law should be changed properly.

  • Accidents of HAZMAT transport vehicle are generally dealt by unskilled firefighters. As a result, firefighters became 2nd victims of accidents in some case because of this reason, and it is required to prepare an accident response guidelines against HAZMAT transport vehicle accidents. In this study, risk assessment methods and making methods of guidelines were investigated to make accident response guidelines of HAZMAT transport vehicle accidents. and It identifies hazards and combines with guideword for making guideline items. At last, we determine criteria or detailed methods by referring survey regulations and existed methods.

  • In this study, the risk factors which derive from the ground condition of typical construction sites are put forward. In order to prioritize the risk elements, the analytical method of AHP was used. The result of using a weighting factor for each risk analysis showed that if the constituency index is less than 0.1, then reliable results and priorities for each of the risk elements can be calculated using the AHP method. From now on, if the range of measured value can be established, the risk or safety value of concrete structures for power lines can be applicable.

  • Explosions of dangerous goods such as accidents at Iri and Yongcheon Stations bring about a big damage and loss of assets. And leakage of toxic and dangerous materials may cause environmental pollution. Therefore, in developed countries, safety and operation codes for the carriage of dangerous goods were already established. In this study. we have searched. analyzed and summarized korean domestic codes concerning the carriage of dangerous goods for the drawing up of a korean safety standard code.

Therefore, in developed countries, safely and operation codes for the carriage of dangerous goods were already established. One of the codes is RID: Regulations concerning the International Carriage of Dangerous Goods by Rail. In this study, RID code was analyzed and summarized for the drawing-up of a korean safety standard code.
