Production and Spatiotemporal Analysis of High-Resolution Temperature-Humidity Index and Heat Stress Days Distribution (고해상도 온습도지수 및 고온 스트레스 일수 분포도의 제작과 이를 활용한 시공간적 변화 분석)

  • The impact of climate change on agriculture is substantial, especially as global warming is projected to lead to varying temperature and humidity patterns in the future. These changes pose a higher risk for both crops and livestock, exposing them to environmental stressors under altered climatic conditions. Specifically, as temperatures are expected to rise, the risk of heat stress is assessable through the Temperature-Humidity Index (THI), derived from temperature and relative humidity data. This study involved the comparison of THI collected from 10 Korea Meteorological Administration ASOS stations spanning a 60-year period from 1961 to 2020. Moreover, high-resolution temperature and humidity distribution data from 1981 to 2020 were employed to generate high-resolution TH I distributions, analyzing temporal changes. Additionally, the number of days characterized by heat stress, derived from TH I, was compared over different time periods. Generally, TH I showed an upward trend over the past, albeit with varying rates across different locations. As TH I increased, the frequency of heat stress days also rose, indicating potential future cost increases in the livestock industry due to heat-related challenges. The findings emphasize the feasibility of evaluating heat stress risk in livestock using THI and underscore the need for research analyzing THI under future climate change scenarios.

Setting of Regional Priorities in Preparedness for Marine HNS Spill Accident in Korea by using Concentration Index (집중도 지수를 활용한 HNS 사고 대비 우선지역 선정)

  • The concentration of the HNS Accident for each region was confirmed to prepare against an HNS Spill accident by using a Concentration Index which is used to assess industry concentration trend. This is to present the HNS Accident Concentration Index by combining HNS Accident Scale Concentration Index and an HNS Accident Frequency Concentration Index based on the data of marine spill accidents including the HNS accident. Based on the HNS Accident Concentration Index, Ulsan was identified as a top priority region for preparedness, Yeosu, Busan and Taean were identified as priority regions for preparedness, Gunsan, Mokpo, Wando, Incheon, Tongyeong, Pyeongtaek and Pohang were identified as necessary regions for preparedness, Donghae, Boryeong, Buan, Seogwipo, Sokcho, Jeju and Changwon, in which no marine spill accidents occurred, were identified as support regions for preparedness.

  • In this paper, we proposed an information security risk index to diagnose users' malware infection situations (such as computer virus and adware) by gathering data from KT network systems. To develop the information security risk index, we used the analytic hierarchy process methodology and estimated the risk weights of malware code types using the judgments of experts. The control chart could be used effectively to forecast the information security risk for the proposed information security risk index data.

  • In this study, for a safetv assessment of light weight wheelchair occupant in frontal crash, we tested a dynamic sled impact test. we carried out total 6 times test and impact speed was 20g/48 km/h. By using Hybrid III 50%ile male dummy, head injury criteria(HIC), neck flexion moment, neck axial tension force, neck shear force. chest acceleration, head, wheelchair and knee excursion were measured, we evaluated light weight wheelchair occupant safety by motion criteria(MC) which proposed in SAE J2249 and combined injury criteria(CIC) which is a voluntary standard(GM-IARV) of General Motors Co.. when we assumed that the maximum injury value in frontal crash was 100%, the result of motion criteria(MC) of wheelchair occupant was 52%, occupant upper body injury index(CIC) was 60.1%.

  • A traffic accident analysis method was developed and tested based on the highway alignment risk indices using geographic information systems(GIS). Impacts of the highway alignment on traffic accidents have been identified by examining accidents occurred on different alignment conditions and by investigating traffic accident risk indices(TARI). Evaluative criteria are suggested using geometric design elements as an independent variable. Traffic accident rates were forecasted more realistically and objectively by considering the interaction between highway alignment factors and the design consistency. And traffic accident risk indices and risk ratings were suggested based on model estimation results and accident data. Finally, forecasting traffic accident rates, evaluating the level of risk and then visualizing information graphically were combined into one system called risk assessment system by means of GIS. This risk assessment system is expected to play a major role in designing four-lane highways and developing remedies for highway sections susceptible to traffic accidents.

  • 최근 선진국에서는 지역사회의 지역특성, 대비능력 등을 토대로 맞춤형 재난 대비책을 마련하여 시행하고 있다. 이는 중앙정부의 한정된 자원을 효율적으로 배분하고, 지방정부는 지역의 취약성을 파악하여 구체적 적응정책의 방향성 제시를 가능하게 한다. 우리나라 역시 재해위험에 대한 각 지역의 방재능력을 여러 가지 방법으로 진단하고 있으나 대부분 지역의 인구, 재정력, 시설, 인력, 자원 확보 및 계획 등 정량적 정보만을 종합하여 위험도를 진단하고 있어 재해위험에 대한 지역민과 지역사회가 느끼는 취약성을 제대로 반영하지 못하고 있는 실정이다. 이에 본 연구에서는 홍수 취약성 개념 틀을 정의하고 지역사회를 기반으로 취약성을 평가할 수 있는 홍수피해저감지수(Flood Disaster Risk Reduction Index, FDRRI)를 개발하였다. FDRRI는 지형적 기상적 요인을 고려한 홍수노출지표, 사회적요인과 과거피해 요인을 고려한 민감도지표, 지역안전도 피해저감능력지수를 고려한 피해저감능력지표, 지역민의 대비능력을 나타내는 지역사회대비능력 지표를 결합하여 평가된다. 특히, 지역사회대비능력지표는 지역민 설문조사를 통해 지역민의 역량을 정량화한 것으로 본 연구에서 처음으로 도입한 것이다. FDRRI의 적용성 검토를 위해 지형적 특성, 홍수피해정도 등을 고려하여 낙동강 유역의 경북 봉화, 김천, 경남 고성, 김해를 시범지역으로 선정하고 FDRRI를 산정하였으며 타당성을 검증하였다. FDRRI는 홍수위험에 대한 지역의 저감능력을 잘 반영하고 있으며, 지역별 맞춤형 저감대책 및 지역사회가 참여한 지속가능한 재난관리 정책 수립 등에 활용될 수 있을 것으로 기대된다.

산림청, 산림훼손 적극 방지키로 - 백두대간보전 등을 위한 '산림피해 확대방지대책' 수립$\cdot$시행

  • 산림청에서는 백두대간을 체계적으로 보전하고 골프장 설치등으로 산림이 무분별하게 훼손되는 일이 없도록 하기 위하여 '산림피해 확대방지 종합대책'을 수립$\cdot$시행한다고 밝혔다. 산림청은 그동안 많은 논란이 있었던 백두대간의 실체규명과 보전을 위하여 백두대간의 개념 및 보전에 필요한 사항 등을 2000년중으로 정립, 제도화하는 방안을 강구키로 하였다. 또한 건설교통부가 국토이용계획을 변경하고자 산림청과 협의할 때 적용하는 산림청의 '국토이용계획변경 협의기준'을 강화하는 내용으로 금년 하반기에 개정하기로 하였다. 스키장$\cdot$골프장 등 설치로 백두대간이 훼손되지 않도록 백두대간 마루금 침범을 금지하는 내용으로 개정하고 집단묘지개발시 피해유발 우려가 있는 경사 30$\%$이상지역, 마사토지역과 경관지역은 묘지개발을 금지하게 할 계획이다. 또한 무분별한 산림형질변경을 제도적으로 방지하기 위하여 현행 시장$\cdot$군수로 되어 있는 산림형질변경허가권자를 시$\cdot$도지사로 상향하는 내용으로 금년중 산림법 시행령을 개정하기로 하였다고 밝혔다. 특히 각종 개발사업 추진과정에서 장마철 집중호우로 인한 수해가 발생하지 않도록 하기 위하여 1년 이상 공사중단된 골프장은 6월중에 일제조사를 실시하여 장마철 집중호우시 수해위험에 있는 골프장에 대하여는 시$\cdot$도지사에게 요청하여 사업승인을 취소하거나 사업중지토록 할 계획이다. 산림경영 기반시설인 임도에 대하여는 피해방지 및 경관유지를 최우선하는 '환경친화적 녹색임도' 정책으로 전환하기 위하여 기존의 부실 임도에 대하여는 7월부터 대대적인 구조개량 사업에 착수하고, 내년부터는 임도계획 단계부터 노선등의 적정여부를 사전평가하는 제도를 도입하겠다고 밝혔다. 최근 산림훼손으로 문제되고 있는 송전탑진입로는 산림 형질변경허가를 엄격하게 운용하기 위하여 앞으로는 한국전력으로 하여금 진입로 설치 대신 삭도$\cdot$모노레일$\cdot$헬기운반을 대폭 확대하도록 조치하였으며 또한 이미 공사완료한 곳 중 피해방지$\cdot$경관유지가 필요한 경우에는 한국전력으로 하여금 설계를 변경하여 추가공사를 하도록 협의완료하였다고 산림청은 밝혔다.

  • A model and a measure which can evaluate the risk of rear end collision are developed. Most traffic accidents involve multiple causes such as the human factor, the vehicle factor, and the highway element at any given time. Thus, these factors should be considered in analyzing the risk of an accident and in developing safety models. Although most risky situations and accidents on the roads result from the poor response of a driver to various stimuli, many researchers have modeled the risk or accident by analyzing only the stimuli without considering the response of a driver. Hence, the reliabilities of those models turned out to be low. Thus in developing the model behaviors of a driver, such as reaction time and deceleration rate, are considered. In the past, most studies tried to analyze the relationships between a risk and an accident directly but they, due to the difficulty of finding out the directional relationships between these factors, developed a model by considering these factors, developed a model by considering indirect factors such as volume, speed, etc. However, if the relationships between risk and accidents are looked into in detail, it can be seen that they are linked by the behaviors of a driver, and depending on drivers the risk as it is on the road-vehicle system may be ignored or call drivers' attention. Therefore, an accident depends on how a driver handles risk, so that the more related risk to and accident occurrence is not the risk itself but the risk responded by a driver. Thus, in this study, the behaviors of a driver are considered in the model and to reflect these behaviors three concepts related to accidents are introduced. And safe stopping distance and accident occurrence probability were used for better understanding and for more reliable modeling of the risk. The index which can represent the risk is also developed based on measures used in evaluating noise level, and for the risk comparison between various situations, the equivalent risk level, considering the intensity and duration time, is developed by means of the weighted average. Validation is performed with field surveys on the expressway of Seoul, and the test vehicle was made to collect the traffic flow data, such as deceleration rate, speed and spacing. Based on this data, the risk by section, lane and traffic flow conditions are evaluated and compared with the accident data and traffic conditions. The evaluated risk level corresponds closely to the patterns of actual traffic conditions and counts of accident. The model and the method developed in this study can be applied to various fields, such as safety test of traffic flow, establishment of operation & management strategy for reliable traffic flow, and the safety test for the control algorithm in the advanced safety vehicles and many others.

Because we decide on a course about completed inspection of hazardous substance, it is needed that adjust the task performed by a corporation of the exert skill and the duty performed by the task that a authorized corporation on the civil law or the commercial law To adjust the duty, the Fire Service Act, that is suitable to the purpose and principle, should constitute a measure of the duty. With the object of insure the safety of the hazardous substance, when the fire survice act establish a corporation of the expert skill. There is the will of lawmakers that need organization to have the power of the professional technology. The state excise the will that insure the safety of hazardous materials facilities on the basis of the professional technology and facilities, and construct to establish a corporation of the expert skill. Therefore as concentrate on the technology to need to insure the safety of the facilities of hazardous substance to be suitable on the purpose of laws and take responsibility and reports to a corporation of the expert skill.
