This study aims to analyze the research trends on Smart City and to present implications to policy maker, industry professional, and researcher. Cities around globe have undergone the rapid progress in urbanization and the consequent dramatic increase in urban dwellings over the past few decades, and faced many urban problems in such areas as transportation, environment and housing. Cities around the globe are in a hurry to introduce Smart City to pursue a common goal of solving these urban problems and improving the quality of their lives. However, various conceptual approaches to smart city are causing uncertainty in setting policy goals and establishing direction for implementation. The study collected 11,527 papers titled "Smart City(cities)" from the Scopus DB and Springer DB, and then analyze research status, topic, trends based on abstracts and publication date(year) information using the LDA based Topic Modeling approaches. Research topics are classified into three categories(Services, Technologies, and User Perspective) and eight regarding topics. Out of eight topics, citizen-driven innovation is the most frequently referred. Additional topic network analysis reveals that data and privacy/security are the most prevailing topics affecting others. This study is expected to helps understand the trends of Smart City researches and predict the future researches.

Advances in science and technology have made a lot of changes in our life. Especially, sensors have used in various ways to monitor in real time and analyze the world effectively. Traditional sensor networks, however, have used their own protocols and architecture so it had to be paid a lot of additional cost. In the past 8 years, OGC and ISO have been formulating standards and protocols for the geospatial Sensor Web. Although the OGC SWE initiatives have deployed some components, attempts have been made to access sensor data. All spatial operations had to calculate on the client side because traditional SOS architecture did not consider spatial operation for GeoSensor. As a result, clients have to implement and run spatial operations, and it caused a lot of overload on them and decreased approachableness. In this paper we propose S-SOS for in-situ and moving GeoSensor that extends 52 North SOS and provides spatialFilter and spatialFinder operations. The proposed S-SOS provides an architecture that does not need to edit already deployed SOSs and can add spatial operations as occasion. Additionally we explain how to express the spatial queries and to be used effectively for various location based services.

This study employs qualitative approaches to examining geographical characteristics and patients' determinants of online referrals in terms of regionalization. In this light, I conducted interviews with 20 patients receiving online referrals in Choongbook, Korea, and investigated their behaviors regarding these referrals between July and August 2009. I found that many patients who suffered from various levels of illness preferred tertiary care centers outside of Choongbook and did not enjoy their experience with the local medical institutions as the online referral service sites. This result might be because patients choose online referrals for psychological considerations such as quality and level of health care services, personal stakes in online referral service sites, acceptability and credibility of good tertiary care centers, and easy access to and use of medical institutions. Meanwhile, immediate benefits with regard to the technological value of online referrals, such as convenience, utility, and original purpose associated with regionalization, did not influence patients' decision-making. Therefore, the social and public networks affiliated with online referrals plus the effect of Korean medical laws play hostage to private decisions made by citizens, who prefer high-level medical institutions. Accordingly, the technological contribution of online referrals does not halt the outflow of patients from local, tertiary care centers. Especially, the existing health care system and patients' behaviors are deeply related to referrals in the online system. To protect regionalization, the improvement of health care services from the present state of affairs is required.

최근 인터넷 환경에서 지리 정보 서비스를 제공받으려는 사용자들의 지속적인 증가로 인해 저비용의 여러 개의 단일 노드를 고속의 네트워크로 연결하여 고성능을 제공하는 클러스터 기반의 공간 데이터베이스에 대한 연구가 활발하게 진행되고 있다. 이러한 공간 데이터베이스 클러스터에서 사용자가 요구한 공간 질의를 빠르게 처리하기 위해서는 고비용의 공간 조인 연산을 효율적으로 처리하기 위한 기법이 요구된다. 본 논문에서는 비공유 공간 데이터베이스 클러스터 환경하에서 공간 조인 연산 수행 시 효율적인 병렬 처리를 위한 영역 분할 기법 및 병렬 공간 조인 기법을 제안한다. 기존의 병렬 공간 데이터베이스 시스템에서의 분할 기반 병렬 공간 조인 기법들은 병렬로 수행할 작업 분배 및 할당과 분할 경계선 상에 존재하는 공간 객체들에 대한 중복 조인 연산 및 중복 결과 제거 등의 추가적인 연산을 해야 한다는 문제점들이 있다. 제안된 기법은 공간 릴레이션들을 일정 영역들로 분할하여 비공유 공간 데이터베이스 클러스터의 각 노드에서 중복없이 저장, 관리하도록 하며 분할 영역의 경계선 상에 위치하는 공간 데이터에 대해서만 중복 저장을 허용하여 병렬 공간 조인 연산 시 누락되는 공간 데이터가 없도록 한다. 본 기법은 공간 조인 연산 시 병렬 처리를 위한 별도의 작업 할당 과정을 거치지 않고 각 노드에서 병렬적으로 공간 조인 연산을 수행하며, 분할 경계선 상에 존재하는 공간 객체들은 여과 과정을 거쳐 한번만 공간 조인이 수행되므로 중복 결과들을 제거하기 위한 별도의 연산이 필요없는 특징을 갖는다. In this study, we analyzed the teaching practices of science teachers using smart technologies and investigated their difficulties in implementing smart education and their educational needs. We also studied their opinions on the application of smart technologies in science education. The participants were seven science teachers who participated in the smart education study group of a science teacher association in Seoul. We elaborated on the characteristics of smart education in science education during comprehensive analyses of instructional materials used in science classes and the initial interviews. We then analyzed the second interviews by categorizing their responses inductively. All the science teachers used the 'instant access as needed', but their interactions, simply answering students' questions, were found to be at a low level. They did not effectively use the 'collaborative interaction with SNS or wiki-based service' for the support for interactive learning. While most collected learning results of their students and provided feedback in the aspect of 'individualization according to leaner level', they were not aware of 'context, situation, and location of learners' in smart education. While all the teachers extended learning opportunities by using learning resources widely in smart education, most were not aware of 'support for self-directed learning'. Most teachers believed that smart education should be developed to help students learn interactively and in a self-directed manner. They also provided many opinions on teacher training programs and environmental support for smart education. Based on the results, some considerations for implementing smart education in science instructions effectively are discussed.
Renewable energy (RE) is essential to comprise sustainable societies, especially, in rural villages of developing countries. Furthermore, application of off-grid RE systems to health care can improve the quality of life. In this research, a RE-based vaccination supply management system was constructed to enlarge the cold-chain in developing countries for the safe storage and delivery of vaccines. The system was comprised of the construction of RE plants and development of vaccine carriers. RE plants were constructed and connected to health posts in local villages. The cooling mechanism of vaccine carriers was improved and monitoring devices were installed. The effect of the system on vaccine cold-chain was evaluated from the field test and topographical analysis in the southern village of Nepal. RE plants were normally operated for the vaccine refrigerator in the health post. The modified vaccine carriers had a longer operation time and better temperature control via monitoring and RE-based recharging functionality. The topographical analysis estimated that the system can cover larger region. The system prototype showed great potential regarding the possibility of a sustainable and enlarged cold-chain. Thus, RE-based vaccine supply management is expected to facilitate vaccine availability while minimizing waste in the supply chain.

KoFlux is a Korean network of micrometeorological tower sites that use eddy covariance methods to monitor the cycles of energy, water, and carbon dioxide between the atmosphere and the key terrestrial ecosystems in Korea. KoFlux embraces the mission of AsiaFlux, i.e. to bring Asia's key ecosystems under observation to ensure quality and sustainability of life on earth. The main purposes of KoFlux are to provide (1) an infrastructure to monitor, compile, archive and distribute data for the science community and (2) a forum and short courses for the application and distribution of knowledge and data between scientists including practitioners. The KoFlux community pursues the vision of AsiaFlux, i.e., "thinking community, learning frontiers" by creating information and knowledge of ecosystem science on carbon, water and energy exchanges in key terrestrial ecosystems in Asia, by promoting multidisciplinary cooperations and integration of scientific researches and practices, and by providing the local communities with sustainable ecosystem services. Currently, KoFlux has seven sites in key terrestrial ecosystems (i.e., five sites in Korea and two sites in the Arctic and Antarctic). KoFlux has systemized a standardized data processing based on scrutiny of the data observed from these ecosystems and synthesized the processed data for constructing database for further uses with open access. Through publications, workshops, and training courses on a regular basis, KoFlux has provided an agora for building networks, exchanging information among flux measurement and modelling experts, and educating scientists in flux measurement and data analysis. Despite such persistent initiatives, the collaborative networking is still limited within the KoFlux community. In order to break the walls between different disciplines and boost up partnership and ownership of the network, KoFlux will be housed in the National Center for Agro-Meteorology (NCAM) at Seoul National University in 2011 and provide several core services of NCAM. Such concerted efforts will facilitate the augmentation of the current monitoring network, the education of the next-generation scientists, and the provision of sustainable ecosystem services to our society.
