  • Non-orthogonal multiple access is the promised candidates in the next generation wireless networks to improve the spectral efficiency by superposing multiple signals. In general, the superposition coding is performed using the difference in channel gain between users based on the user's power allocation. However, when user pairs have the similar channel gain problem, NOMA can not be allowed in the scenario. To overcome this problem, phase rotation based NOMA is presented to increase minimum distance between superposed signals in the constellation point. This paper proposed a novel non-orthogonal multiple access based index modulation using phase rotation. The additional bits can transfer using the index bits that is allocated according to the activated state of the phase rotation. Simulation results are shown that bit error rate and achievable sum rate are better than conventional NOMA.

  • The converted accident rates that included in Pre-Qualification (PQ) are to evaluate the results of accidents which have occurred. Therefore, it is demanded the development of proactive evaluation contents to evaluate the safety management activities and efforts on construction companies. The purpose of this study is to provide basic data for the establishment of proactive evaluation contents at public construction project in Korea through the collected and analyzed the PQ documentation applied by public agencies in Los Angeles, USA. The results indicated that diverse reactive safety evaluations are implemented to examine accidents which occurred in past projects such as occupational health insurance, regulation violation. And also, when the accidents occurred, it is evaluated the proactive safety management actions such as safety education, accident prevention programs, and safety management plans are reflected on the evaluation. Thus, if proactive safety related evaluation contents are established and reflected in PQ examinations together with diverse existing reactive safety evaluations considering converted accident rates, not only the existing function of converted accident rates can be reinforced but also businesses' active safety management activities can be induced and decreases in the construction industry's accident rate can be expected.

  • Since the mid 1990s, policies have been actively promoted to improve safety and pedestrian environment around the school such as the improvement of School zone. However, the prevention of accidents was not effective because it did not extend to the school road where the main transportation route for children's commuting takes place. In addition, due to the rapid increase of automobiles, trunk road traffic in the peak time bypasses the back roads, which threatens children's safety and the environment by invading the school area, which is the main living space of children. In this study, the characteristics of domestic children's traffic accidents were investigated and the problems were analyzed by conducting a field survey on Yeouido Secondary School in Seoul and Unjung Elementary School in Gyeonggi Province. In addition, Variable speed limit signs and Beacons were installed in the pedestrian road of comunity including School zone, and the effects of facilities on the speed of vehicles were analyzed. As a result of the analysis, the Variable speed limit sign showed a deceleration effect of about 8.3km/h, and the Beacon showed a phenomenon in which the traveling speed of 0.8km/h increased only slightly. In addition, the traffic violation rate of passenger cars, buses, and lorries decreased by about 3% as a result of investigating the number of traffic violation vehicles before and after installation.

  • Quality assurance may be defined as the complete set of systemic actions that is required to achieve a better treatment result by standardizing treatment and by using various audit programs. In general, application of a quality assurance program in surgery is considered to be more difficult than it is in chemotherapy or radiotherapy. However, recently, the importance of quality assurance in the surgical field has been emphasized in clinical trials comparing different surgical procedures and evaluating the role of postoperative adjuvant therapy. In the case of gastric cancer surgery, excellent quality assurance programs have rarely been applied in most large prospective clinical trials. Although the quality assurance in Dutch trial was conducted very systemically and strictly, the situation is quite different from ours. On the other hand, several quality assurance programs in Japanese trials comparing D2 and D2 plus para-arotic lymph node dissection seem to be applicable to Korean clinical trials. Several factors, including selection of appropriate surgeons based on personal experience and annual number of operations, standardization of surgical procedures by education and consensus, development of a unified database program, application of standardized perioperative management, and standardization of pathologic examination, are required to guarantee a successful multi-institutional prospective clinical trial. In contrast, one needs to realize that protocols that are too strict and sophisticated can make the enrollment of patients and surgeons more difficult and can promote protocol violation during the clinical trials. • Soft real-time applications such as multimedia feature highly variable processor requirements and probabilistic guarantees on deadline misses, meaning that each task in the application meets its deadline with a given probability. Thus, for such soft real-time applications, a system designer may want to improve the system utilization by allocating to each task a processor time less than its worst-case requirement, as long as the imposed probabilistic timing constraint is met. In this case, however, we have to address how to schedule jobs of a task that require more than (or, overrun) the allocated processor time to the task. In this paper, to address the overrun problem, we propose an overrun control method, which probabilistically controls the execution of overrunning jobs. The proposed overrun control method probabilistically allows overrunning jobs to complete for better system utilization, and also probabilistically prevents the overrunning jobs from completing so that the required probabilistic timing constraint for each task can be met. In the paper, we show that the proposed method outperforms previous methods proposed in the literature in terms of the overall deadline miss ratio, and that it is possible to synthesize the scheduling parameters of our method so that all tasks can meet the given probabilistic timing constraints.

  • It has been often noted as a problem that as there are no objective and clear criteria for the repair cost estimate of persistent defects, when a claim arises in relation to an apartment construction, significantly different amounts of compensation may be given for similar defects based on the experience and tendencies of the construction experts asked to make a judgment. For this reason, this research aims to present defect managers with a more reasonable and objective estimation criteria and a system to determine the repair cost of defects based on an analysis of relevant factors. The research findings show that the historical cost system is applied first, and then a standard of estimation is used to estimate the cost for the items that are not included in the historical cost system. The criteria for the repair cost for each defect is as follows: the repair cost for defects arising from a regulation violation is determined by calculating the reconstruction cost of the parts in question after demolishing them; the repair cost for progressive defects is determined based on a contribution ratio proportional to the age of the building; the repair cost for repetitive defects is calculated by considering an alternative to maximize the intended function of the defective parts; and the repair cost for value depreciation defects is determined based on the ratio of the warranty period to the lapsed years. However, repair cost estimation for dual value depreciation defects should be studied in future research.

  • Every vessel shall proceed at a safe speed to avoid collision. Additionally, every vessel shall comply with the speed limit rules in the territorial water and internal waters of Korea. The VTS operator shall properly control the compliance of the vessel with the safe speed and speed limit rules. Safe speed under the COLREG 1972 is not explicitly stipulated in knots. However, under the Domestic law for traffic safety-specific sea areas, etc., the speed limit is specified in knots and complied with. This speed limit rule is mainly based on the 'speed made good over the ground'; however, in some places, it is based on the 'speed making way through the water'. In this paper, I analyzed marine accidents that occurred in the past 5 years and the rate of violation of speed limits. Furthermore, I reviewed safe speed under the COLREG 1972, speed limit rules under domestic and foreign laws, and cases of non-compliance with safe speed in the judgment of the Korea Maritime Safety Tribunal. Resultantly, I suggested in this paper that the speed limit rules in the domestic law must be observed by vessels to prevent marine accidents, and the rules which are stipulated in terms of 'speed making way through the water' must be revised as 'speed made good over the ground' such that the vessels can easily comply with them and the VTS operator can control the vessel properly.

  • Speeding is a critical issue related to safety. It is one of violations which result in high fatality regarding the crashes causing the death. It is also affected by driver s variables such as sex, age, or mileage. However, these demographic variables cannot only explain fully the psychological mechanisms of speeding but also they are not helpful for the traffic safety education. Therefore, in our study, focusing on the theory of planned behavior (TPB), we explored the effects of attitudes toward speeding as well as subjective norms and perceived behavioral control on the intention and behaviors of speeding in which the demographic variables were controlled. Moreover, because speeding can be habitual without driver s intention, we did hierarchical regression on Past behaviors or habit as variables with ought, anger, and impulse as Predictable variables. The result showed that it was significant that TPB variables predicted intention and behavior of speeding. In addition. all additional variables excepting ought and anger showed the significant increment of the explained variance. Consequently, the limitations and implications for the intervention program of speeding were discussed.

  • BitTorrent is an innovative protocol related to file-sharing and file-transferring, which allows users to receive pieces of files from multiple sharer on the Internet to make the pieces into complete files. In reality, however, free distribution of illegal or copyright related video data is counted for crime. Difficulty of regulation on the copyright of data on BitTorrent is caused by the fact that data is transferred with the pieces of files instead of the complete file formats. Therefore, the classification process of file formats of the digital contents should take precedence in order to restore digital contents from the pieces of files received from BitTorrent, and to check the violation of copyright. This study has suggested SVM classifier for the classification of digital files, which has the feature vector of histogram differential on the pieces of files. The suggested classifier has evaluated the performance with the division factor by applying the classifier to three different formats of video files.

  • The paper presents game theoretic models for self-enforcing coalition formation in order to sustain effective international environmental agreements(IEAs). The model analyzes how the intrinsically strategic nature of a government's environmental policies(the emission allowance standard) calls for rules to sustain an IEA. Focusing on the recent theoretical developments in the infinitely repeated game, the paper introduces some mechanisms to show how self-interested sovereign countries are cooperatively able to maintain an IEA rather than defect to initially profit at the expense of a pollution heaven later on. For a more realistic case needed to sustain an IEA, an optimal international environmental policy with both signatories and non-signatories under imperfect monitoring is also explored. In this extension of the model, the derivation process for a critical discount factor, a trigger price level and the length of punishment period is briefly discussed.
