Saint-Venant 방정식은 수평규모가 수심규모보다 큰 천수흐름을 기술하는 수리동역학 모형으로 지난 수십년간 공학적 분야에서 널리 이용되어 왔다. 최근에도 기후변화에 따른 도시 홍수의 위기 증대로 홍수위기관리의 관심이 높아짐에 따라 홍수파(flood wave), 도시침수(urban inundation), 돌발홍수(flash flood) 등의 신속한 예측을 위한 Saint-Venant 방정식의 연구가 활발히 진행되고 있다. 그러나 도시와 같은 인공구조물이 즐비한 상황에서 천수흐름을 해석하는 고전적인 수치해법들은 다양한 불연속 지형들의 존재로 인하여 불안정하며 지배방정식의 정해로 수치해가 잘 수렴하지 않는 문제가 있다. 지난 수년간 이를 해결하기 위해 불연속한 지형을 안정적으로 해결할 수 있는 수치기법의 연구가 진행되어 왔으나, 정해로의 수렴성, 정확성에 관하여 연구가 부족한 실정이다. 본 연구는 수치해법의 주요 구조를 구성하는 Saint-Venant 방정식의 불연속한 지형조건에 대한 리만 문제의 정해를 연구하였다. 쌍곡선형 시스템의 특징을 고려하여 요소파들(elementary waves)의 공식을 유도하였는데, 질량과 에너지의 보존법칙에 위배되지 않으며 운동량이송부의 비선형성과 지형의 불연속에 의한 비엄격성을 고려할 수 있는 조건을 제시하였다. 또한, 유도된 요소파들을 바탕으로 L-M & R-M 커브이론(Han et al. 2014)을 사용할 수 있는 조건과 당위성을 증명하였고, 이를 바탕으로 Saint-Venant 방정식의 정해법을 구성하였다. 리만문제의 다양한 초기조건들을 바탕으로 모든 경우의 정해 구조를 조사하였고, 이를 통해 불연속 지형에 대한 Saint-Venant 지배방정식의 정해가 다수해를 갖을 수 있음을 보였으며, 이를 근사할 수 있는 수치기법의 전략을 소개하였다.

In the current times, large-scale disasters, such as the recent sinking of Se-Wol ferry, are occurring continuously and unexpectedly. In order to minimize damage in the disaster scene, quick delivery and sharing of information between crisis management agencies is one of crucial factors that determine the scale of the damage. However, ineffective communication persists between the agencies in disaster scenes where disaster management action has to be carried out urgently. For that, this research focused on the actual condition of the inter-agency communication method and wireless operations, and also suggested the building plan of effective and efficient networking through understanding of each agency's present state and duties.

오늘날 우리들이 직면하고 있는 물에 대한 주요 이슈는 인간과 환경의 요구를 동시에 충족시킬 수 있는 효율적 관리방안의 모색으로 볼 수 있고, 물관리의 위기를 극복하는 가장 효율적인 방법은 물관리 기술을 발전시켜 좀더 효율적으로 물을 이용하는 것이다. 통합수자원관리는 이러한 요구조건을 충족시켜줄 수 있는 대안으로 자국 혹은 유역 현실에 적합한 통합수자원관리 계획수립을 바탕으로 통합수자원관리시스템을 구성함으로써 구현되어질 수 있다. 통합수자원관리는 정책수행과정의 포괄적 의미와 시스템 구성요소에 입각한 협의적 의미로 정의되어질 수 있다. 그러나 통합수자원관리는 다차원적 요소(인문, 사회, 환경, 경제, 제도 등)를 포함함으로 인해 그 절차가 복잡하며, 국가별 유역별 상황에 맞추어 다양한 형태로 계획$\cdot$이행되어질 필요가 있다. 이를 위하여 통합수자원관리 계획수립 시 상존하는 구성요소의 다양성과 상충적 이해요소를 반영할 수 있는 전략으로 한국형 통합수자원관리 계획 기법수립을 위한 연구회 설립방안을 마련하였다.

The Korean economy have experienced the remarkable decreases in factor prices such as bond yields, real wage since the IMF foreign exchange crisis. This paper investigates the effects of the price changes in the factor markets on determining the level and cyclicality of industrial markups in the manufacturing industry. For this purpose, we construct a markup equation in the small open economy based on the production function including foreign intermediate goods and assuming constant returns to scale technology and AR(1) process of technological coefficient. Empirical results are summarized as the followings. The empirical results shows that the increased markups after the IMF crisis can be explained by the price decreases in the factor markets which result in lowering marginal costs. And we also observed counter cyclicality of markup, labor share and interest rates while real wages, technical coefficients, and production price index proved to be pro-cyclical. In conclusion, the price changes in factor market have contributed to the stickiness in markup fluctuation in the manufacturing industry.

해양사고 예방을 위해서는 과학적이고 체계적인 해양사고 분석과 평가 및 예측이 우선 필요하다. 이 논문에서는 기존에 연구 개발된 다양한 해양사고 분석과 평가 방법을 검토하였다. 연구결과, 구체적이고 실행 가능한 연구접근 방법과 다양한 분석과 평가기법이 개발되어 있음을 알았다. 특히, IMO의 공식안전성평가(FSA) 절차가 세계적으로 표준화된 규준으로 자리매김하고 있다. 특히, 미국의 유명한 선급 ABS와 노르웨이의 선급 DNV에서 다양한 분석과 평가기법을 보고하였다. 특히, 불확실성이 배제된 위기허용기준(Risk Acceptance Criteria)의 개발이 가장 중요한 요소임을 확인하였다. 향후 해양사고 예방에 적용할 수 있는 고도의 분석과 평가 기법 실용화를 지속 연구할 예정이다.

The integrated global economic system have intensed Liberalization, dereguration, privatization. National states were subordinated in global economic system. To save social costs and to encourage the national competition power, the globalized market tends to reduce the domestic social expention. Truely anxious things are not the defectiveness of capitalism itself but neo-liberal measures of each national states. So neo-liberal globalization beat welfare states. Welfare and growth, accumulation and justice are inter-conflict elements, and these confliction is well explained in context of globalization. Stratigies of growth pursuing economic benefits subordinate social policy in economic policy. Globalization did not always reduce the power of national state, but each national states purposely reduce the power of state and state participations. Thus Globalization can be overcome and must be overcome, eventually, the history of social welfare in korea differ frome that of European states. Their's social welfare retrenchment have based on the excessly expeneded welfare provision, but the frame of social welfare in korea is not yet established in history. Fundamentally historic experiences between European and korean social welfare are different. So "the third way" in korea must be in carefull approaches and the social welfare policy in korea must purchase "anti-market policy" and the equal distribution.

Recently, the economic trend of internal enterprises toward the world market appears to exceedingly associate with industrial plants. Such circumstance would limit the diversity of project items and cause various issues of extreme disproportion of overseas construction market at the same time. Consequently, it seems essential to inspect the present state of bookings in the civil engineering and construction fields including the service corps, regarding the former period (from the year 1990 to 1996), the depressed period (from 1997 to 2000), and the latter period of monetary crisis (from 2001 to July 2006), based on the critical situation in foreign exchange occurred in the late 1990's; also important to look into the shifts of the representative items in such fields by regional groups of principal nations throughout the world. Therefore, the current situation of bookings in overseas construction companies should be clarified, and ultimately, appropriate measures should be established.

Borderline personality disorder in adolescents present with suicide attempts or gestures, and they are characterized by the same patterns of splitting, devaluation, manipulation, need-gratifying object relations, impulsivity, and ego deficits that are finds in borderline adults, Symptomatolgy are depression, anxiety, identity crisis, and occasionally antisocial behavior in borderline personality disorder in adolescents. These findings should be differentiated to normal stormy adolescents. Theses borderline personality disorder in adolescents are known about the instability of object relations, labile affect, splitting, and psychotic episode in severe stress. According to thses finding, schizophrenia, mood disorder, schizoptypal personality disorder, paranoid personality disorder could be differentiated. Etiology is complex including psychodynamic, genetic, familial factor. Treatments are individual psychotherapy, group therapy, and pharmacotherapy. The continuity or discontinuity of borderline states from childhoon to adult life is controversy.

Cyber defense exercise should require training on the latest cyber attacks and have a similar process to defense cyber attacks. In addition, it is also important to train on cyber resilience that can perform normal tasks or support equivalent tasks regardless of cyber attacks. In this paper, we proposed and developed a cyber range that can strengthen the elements of cyber resilience by performing cyber defense exercise in real time based on the cyber crisis alert issued when a cyber attack occurs in Korea. When BLUE, YELLOW, ORANGE, and RED warnings are issued according to the cyber crisis, our system performs proactive response, real time response, and post response according to the alarm. It can improve trainee's capability to respond to cyber threats by performing cyber defense exercise in a cyber crisis environment similar to the actual situation of Korea.

In general, seafarer's human error is considered to be the preponderant muse for the majority of maritime transportation accidents in a merchant ship. The implementation techniques for Human Error Model (HEM) to assess possible accident risk by deck officers including captain, chief officer, second mate and third mate are described in this study. The scope of this work is focused to 642 deck officers in the ship management company with 130 vessels. At first, HEM can be constructed through the statistical analysis and expert's brainstorming process with human data to 642 deck officers. Then the variables $\upsilon$ for the human factors, the evaluation level EP($\upsilon$) for $\upsilon$, the weight $\alpha$ of $\upsilon$, and the title weight $\beta$ of each deck officers can be decided. In addition, through the analysis of ship's accident history, the accident causation ratios by human error ${\gamma}_H$ and by external error ${\gamma}_B$ can be found as 0.517(51.7%) and 0.483(48.3%), respectively. The correlation coefficients to $\upsilon$ are also shown significant for a 95% confidence interval (p < 0.05) for each coefficient. And the validity of HEM is also surveyed by the analysis of normal probability distribution of risk level RL to each deck officer.
