According to the change of maritime environments and the development of science and technologies unidentified risk factors are created day by day in the world. It is crucial reason for the occurrence of maritime accidents that the unidentified risk factors make unexpected and extra-ordinary cases. Thus prior identification of unidentified risk factors is key issues to prevent maritime accidents. In addition to the identification of risk factors, the identification and classification of ongoing risk factors and evaluation model in the future is also one of key issues to consider unidentified maritime accidents. In this study, we searched on the conventional risks and unidentified risks to find risk control options for new, unidentified and expected risks.

This study studied the working relationship between national crisis management and national defense elements from a comprehensive security perspective. The elements of national defense are presented in the Integrated Defense Act. Therefore, by presenting the principles, problems, and alternatives of integrated defense, the study was conducted with the aim of protecting the lives and property of the people in the event of a national crisis and strengthen national security. As a theoretical background, an analysis frame was envisioned based on the four stages of crisis management in the 'Comprehensive Crisis Management Model' and the 'Basic Guidelines for National Crisis Management'. Through this, four domestic and foreign case studies were conducted. As a result of the study, it can be confirmed that related laws, organizations, and public awareness must be provided in order for the national defense elements at each stage of national crisis management to work well. For the completeness of national crisis management, it was suggested that the enactment of the Framework Act on National Crisis Management, the establishment of an integrated defense plan, linked training, C4I for communication, strengthening the capabilities of local government heads, and national defense elements of firefighters.

해양사고를 야기하는 위기(risk) 또는 해저드(hazard)는 세계 경제 및 물류, 기상환경, 금융, 선종개발, 기술개발 등 다양한 요소에 의해서 수시로 변한다. 변한 위기에 대해서 사전에 대응방안을 수립하지 못한 경우 대규모 해양사고로 연계될 가능성이 크다. 그 이유는 대응방안을 사전에 고려하지 못했거나 준비하지 못한 해양사고는 사전대응책이 마련된 사고와 비교하여 대응하는 방법과 대응속도 등이 다르기 때문이다. 본 연구에서는 현재까지 새로 창출된 다양한 위기를 각종 보고서, 논문 등을 통해서 식별하고 분류하여 현재까지 식별하지 못한 위기를 구분하고, 식별하였더라도 새로운 사고를 유발한 위기를 식별하여 사전에 예방책을 강구하는 것이 목적이다. 연구 대상이 방대하기 때문에 본 연구에서는 일단, 알리안츠 보험회사 자료에서 획득한 위기분석 결과를 토대로 위기를 식별하고, 이에 대한 시나리오를 전개하였다. 이를 통해서 추후 연구방법을 검토하고자 한다.

우리나라는 최근 COVID-19 감염병 재난에 대한 체계적이고 성공적인 방역과 대응으로 국제적인 주목과 인정을 받고 있으며, 세계 10위 수준의 국가 경제 발전과 재난관리 중요성의 인식 향상에 따라 수준 높은 국가 재난관리 체계에 대한 국민적 관심과 요구가 높아지고 있다. 2004년 국가 위기관리 기본지침의 제정과 함께 국가 위기관리 표준 매뉴얼이 수립된 이래로 국가 위기관리 체계에서 위기관리 매뉴얼은 중추적인 역할을 담당하고 있다. 하지만 4차시대 혁명시대 ICT 기술 및 재난정보들이 융합된 재난 대응 환경에서 책자와 파일 위주의 정적 문서 포맷과 비구조적인 내용구성으로 주요정보 간 연계·활용성이 낮은 현재 매뉴얼 체계는 실제 재난상황에서 KEY 역할을 수행하기에는 여러 측면에서 한계가 뚜렷하다. 본 논문에서는 국가 위기관리 매뉴얼 체계 개선의 초석을 마련하는 단계로써 표준 매뉴얼에 대한 구성요소를 분석하고 기관 간 협업관계를 분석하였다.

여느 기업인을 만나더라도 한결같이 강조하는 것이 있다. 바로‘기술과 인재의 중요성’이다. ‘위기가 기회’라는 말도 자주 한다. 이런 말들은 기업인들이 경영을 통해 체득한 기업생존의 필수요소들이다. 친환경기업‘에코솔루션’의 황종식 대표 역시‘기술과 인재, 위기’를 말한다. 하지만 말의 무게는 사뭇 다르다. IMF 위기 속에서도 꿋꿋이 기업을 싹틔워 매출 200여 억원의 기업을 일궈낸 황대표의 기술과 인재관을 들어보자.

지금의 경제위기는 동남아의 외환위기와 국내의 기아사태등을 계기로 시작됐다. 한국경제가 안고있는 여러가지 위험요소들에 눈을 뜬 국제자본이 한국경제에 대한 신뢰를 상실하고 한국경제를 기피한 결과다. 따라서 이 위기는 한국을 떠난 외국의 민간자본이 한국경제에 대한 신뢰를 회복하여 다시 유입되지 않는 한 지속될 것이다. 이봉서 ADB부총재는 『지금은 일단 IMF의 지원조건을 이행한다는 의지를 보여 한국에 대한 신뢰를 회복하는 일이 가장 중요하며, 장기적으로 우리 경제회생에 도움이 된다면 쓴 약도 마셔야 할 때』라고 강조한다. 이 글은 지난 12월 10일 이 부총재가 에너지 연구회 세미나에서 행한 강연내용을 정리한 것이다. <편집자 주>

정보시스템 구축 프로젝트 환경이 다양해지면서 다양한 소프트웨어 및 하드웨어의 도입이 검토되고 있다. 환경의 다양성이 증가함에 따라 프로젝트의 위험요소들이 늘어남에 따라, 프로젝트 성공을 위해 프로젝트 전반에 걸친 위험요소에 대한 관심이 높아지고 있다. 기존 프로젝트관리 측면에서의 위험요인에 대한 연구는 지속적으로 있어왔으나, 소프트웨어 관점에서의 위험요소에 대한 연구는 그 동안 부족했다고 판단, 기존 프로젝트 위험요소 정의를 기반으로 소프트웨어에서 정의된 위험관리요소에 대한 재정의를 통해 소프트웨어에 대한 위험요소 정의의 타당성에 대해 확인해 보고자 한다.

본 논문은 경제적인 위기에 기인한 세계 주식시장의 동조화 현상에 대하여 1993년 말에 발생한 멕시코 외환 위기를 전후(前後)로 북미 대륙의 주식시장과 뉴욕 증시에서 거래되는 중남미 국가펀드 가격들의 동반 움직임(Co-movements)현상을 예(例)로 들어 분석해 보았다. 본 논문은 이전의 실증 연구들과 몇 가지 점에서 일치되는 점을 발견하였다. 첫째, 미국 시장에서 거래되는 중남미 국가펀드의 가격들은 페소위기 이후 더욱 동반 움직임 현상을 나타내었다. 둘째, 중남미 국가펀드는 그들이 거래되는 미국 시장의 움직임에 상당한 영향을 받고 있다. 셋째, 페소위기 이후 북미 대륙의 주식시장간 또는 중남미 국가펀드간의 움직임에 있어서 상관관계가 증가하였다. 결과적으로 자본 이동의 자유화에 따른 자본시장의 점진적인 통합은 국진적으로 발생한 경제 위기를 빠른 시간에 비슷한 위험 요소에 노출되어 있는 다른 지역으로 파급시킨다는 사실이 다시 한 번 입증되었다.

These days our society, no matter it is individual or community or nation it has diversity big and small trouble and Terrorism, disaster that gives national crisis in many different ways. Before we dont think disaster is big problem in nation crisis but now we have to think seriously and put the disaster problem in nation crisis. Also security terrorism is important in national crisis just same as security of nation and disaster in national crisis management. Specially, attacking national sovereign and the head of the government are still increasingly and if deadly terror happens than nation will get big crisis and can get aftereffect. Accordingly way of development about crisis control in security terrorism, first of all, for make confrontation system because of crisis management, need judical revision about escort law and prevention of terror. Second of all, need exclusion of guard danger element for strengthening guard safe action. Third of all, strengthening education to people so increase ability of conquest in the scene. Finally, security terror not only directly purpose also indirectly purpose increase, need to development about guards way and need a strong will to reduce terrorism, also put emphasis on prevention guards action and before the fact make perfection more perfect in crisis control to removal element of terror.
