국토해양부의 국토지반정보 DB구축사업은 건설현장에서 발생하는 지반조사성과를 전산화하여 재활용할 수 있도록 DB구축, 시스템 보급, 센터 운영 등을 주요수행사업으로 '00년부터 현재까지 10년 이상 지속적으로 추진되고 있다. '07년부터 "지반조사성과전산화및활용에관한지침"이 국토해양부 훈령으로 제정 시행되면서 건설현장에서 발생하는 지반조사성과에 대한 전산화는 건설사가 직접 입력 제출하고 있다. 지침 시행과 함께 국토해양부에서는 국토지반정보 통합DB센터(한국건설기술연구원) 중심으로 지반정보 유통프로세스를 확립하고 지반정보 생산을 위한 지반정보 입력시스템, 검수 등록을 위한 검수등록시스템, 지반정보 유통을 위한 웹유통시스템으로 구성된 국토지반정보 유통시스템을 구축 운영하고 있다. 보급 활용 중인 국토지반정보 유통시스템에 대하여 지반정보 생산자 및 활용자들의 지속적인 개선요구사항들을 수렴하고 있으며, '11년도 사업을 통하여 사용자 중심의 국토지반정보 유통시스템으로 개선 및 추가개발을 추진하였다. 본 연구에서는 건설현장의 의견을 수렴하여 사용자 중심으로 개선한 국토지반정보 유통시스템의 주요 연구내용을 소개한다.

연구자 간 협업을 지원하기 위한 정보 유통 플랫폼은 통제 가능한 검증된 정보의 유통을 보장하여야 한다. 그렇지만, 기존의 정보 유통 관련 연구들은 어떠한 유형의 정보를 유통시킬 것인가, 또는 어떤 명세로 플랫폼을 설계 할 것인가에만 국한되어 왔다. 본 연구에서는 기존 정보 유통 연구들이나 P2P 시스템들에서 다루지 못한 정보 검증과 추적에 초점을 맞추고 있으며, 연구자들을 위한 추론 서비스 제공까지도 가능한 플랫폼의 설계와 구현을 기술한다. 본 정보 유통 플랫폼을 통해 제공되는 서비스는 연구자들의 자발적 정보 교류를 지원하는 정보 유통 서비스와 단순 정보 검색이나 질의 응답으로 제공하기 힘든 지식 서비스로 구성된다. 지식 서비스는 다시 온톨로지를 이용한 지식화 과정과 시멘틱 웹 기반 추론 엔진을 이용한 추론 서비스로 나누어진다. 특히, 본 연구에서는 기존의 시멘틱 웹 기반 시스템들이 보여주지 못한 동적인 지식 추가와 이를 반영한 추론 과정을 연구자 간 협업 지원 서비스 시나리오에 맞추어 구현하였다. 국가 R&D기반 정보 모델링을 위해 온톨로지를 구축하였으며, 한국과학기술정보연구원 내부 성과 정보 2,300여 건으로부터 얻어진 37,656 RDF Triple들을 이용하여 연구자 네트워크, 연구자 추적, 연구 맵 등 세 가지 추론 서비스를 제공할 수 있도록 하였다. 본 연구는 실제적인 시멘틱 웹기반 정보 유통 플랫폼의 실현 가능성을 보여주었다는 데 그 중요성이 있다.

There has been significant progress in the method of digital information sharing in recent years. To take advantage of the benefits of XML, OGC developed GML, which is the application of XML in the field of GIS, and released web service Implementation specification for offering GML services. Through the use of GML, therefore, it is possible to expand the methods of sharing geographical information through the Web. This study aims to develop a method to apply GML to improve the geographic information sharing services. GML can be used to effectively offer data in real time so that the currentness of the data can be maintained. This study analysed the architecture of the National Geographic Information Clearinghouse and developed a GML specification and web services that can be used within the existing architecture to expand the services. Based on the specification, this study constructed a prototype system to proved the concept.

Recently. the advent of WWW increased the population of internet users and many institutions are carrying out technical development research to implement spatial data distribution environment via internet because importance of Web Geographic Information System(WGIS) is being increased highly. To be accessed WGIS data, we need Spatial Data Electronic Distribution System(SDEDS) which registers and sell spatial data in WWW. In this paper, we Propose and design effective SDEDS to expel spatial data electronic distribution system which is connected WWW. Therefore, we show how to implement and functions of each module.

본 고에서는 사용자의 자기 정보 통제권을 강화시키는 전자 ID 지갑 시스템을 기술한다. 전자 ID 지갑 시스템은 ID 정보 제공자로부터 ID 정보 소비자로 유통되는 사용자의 정보를 사용자가 직접 제어할 수 있는 기능을 제공한다. 또한 전자 ID 지갑 시스템은 사용자가 가입한 사이트, 사용자의 크리덴셜 및 사용자의 데이터 공유 정보 등을 사용자에게 모두 카드-기반의 인터페이스로 제공하여 사용자에게 편리함과 일관성을 제공한다. 전자 ID 지갑 시스템은 현재의 웹 환경뿐만 아니라 사용자의 참여와 공유가 더욱 더 중요해지는 웹 2.0 환경에 적합한 사용자 중심 ID 관리 시스템이다.

인터넷을 활용한 전자상거래는 인류가 경험해 보지 못한 가장 크고 효율적인 유통시스템이다. 다가오는 21세기에는 정보산업의 핵심이 현재의 정보기술 관련 산업에서 인터넷 유통으로 변화할 것으로 기대된다. 인터넷 상점의 사용용이성은 전자상거래의 활성화를 위하여 중요한 문제점으로 인식되고 있으나 이를 평가하기 위한 구체적이고 체계적인 평가벙법에 관한 연구는 많지 않은 실정이다. 본 연구에서는 인지과학분야에서 개발된 GOMS를 인터넷상점의 상용용이성 평가에 적절하도록 변형시키고, 이를 근거로 평가시스템(WebGOMS)을 개발하였다. 본 시스템을 이용하면, 인지과학이나 GOMS의 분석 경험이 많지 않은 일반 웹개발자도 쉽게 인터넷상점의 사용용이성을 평가하고, 개선된 디자인을 설계할 수 있을 것이다.

Current strategic trends in service distribution and software development in response to Web as a platform represent a paradoxical concurrent pursuit of 'economy of scale' and 'service'. From the software perspective, the major novel elements of the Web 2.0 era are Web as a platform and the emergence of long-tail service enabling web sites to function as an independent distribution channel. The current study analyzed the platform strategy for establishing a community of interactive developer and customers taking the issue of economy of scale into consideration. Software industry should face the new reality and utilize the open source community for cost minimization and securing customer base. Furthermore, Lego-style software development should be adopted for maintaining cost-competitiveness in customized software development.

과학기술분야 전문학술지의 학술논문 투고와 심사처리 전과정에 대한 영문전용 웹기반 시스템을 설계하기 위하여 국내외의 대표적인 사례로 Elsevier Editorial System과 KISTI-ACOMS를 조사하고 분석하였다. 이를 통하여 해양과학기술분야 전문학술지 Ocean Science Journal에 적용할 수 있는 웹기반 논문투고심사시스템이 구현되었다. 웹기반 시스템은 기존의 오프라인 논문심사과정에서 야기되는 복잡한 원고관리, 심사기간의 지연과 원고분실 등의 문제점을 해결할 수 있을 뿐만 아니라 e-journal 전자출판의 기반이 자연스럽게 조성되어 효율적이고 신속한 학술정보 유통환경이 구축된다. 이러한 시스템의 개발과 활용은 과학기술분야 전문학술지의 수준제고 및 국제화 과정에 크게 기여할 것이다.

KISTI(한국과학기술정보연구원)는 학회업무 관리, 학술정보 관리를 학회가 어려움 없이 처리하도록 지원하고자, 학회 정보화 사업의 일환으로 학회 학술 정보 유통 체제 전 과정을 온라인화 하고 쉽게 관리할 수 있도록 한 $\ulcorner$KISTI -ACOMS(KISTI-Article Contribution Management System: KISTI-웹기반 논문투고관리시스템)$\lrcorner$을 개발하여 2001년부터 학회에 무상으로 보급하여 왔다. 또한 2003년부터 최근 3년간 학회 편집위원회와 같은 임원회의를 통해 추가 요구기능을 수렴, 분석하고 재설계하여 2005년 9월에 KISTI-ACOMS 버전 2.0을 출시하여 최근 과학기술분야 학회를 대상으로 무상보급을 지원하고 있다. 웹기반 논문투고관리시스템을 도입하여 국내 학회 정보화의 고도화를 지향하고자 하는 시기의 흐름에 맞추어 한국축산식품학회 또는 KISTI-ACOMS 버전 2.0을 도입하였으며, KISTI는 한국축산식품학회의 제반환경과 심사 프로세스를 분석, 적용하여 시스템에 반영하였다. 본 연구는 KISTI - ACOMS 버전 2.0을 기반으로 구축한 한국축산식품학회의 웹기반 논문투고관리 시스템 기능에 대해 살펴보고, 향후 시스템에 필요한 기능 및 명세를 기술함으로써 한국축산식품학회의 개선된 웹기반 논문투고관리시스템을 제시한다.

In order to design a web-based English Article Submission & Management System for science and technology research papers, Elsevier Editorial System and KISTI-ACOMS, international and domestic models--respectively--are studied and analysed. Through this analysis, a web-based paper submission and review system which can be applied to Ocean Science Journal, a research journal in the field of Oceanography, is developed. The web-based system is not only able to solve problems such as complex manuscript management, delays in the reviewing process, and loss of manuscripts that occur often in off-line paper review processes, but also is able to construct the basis for e-journal electronic publication. As a result, an effective and rapid scholarly communication environment can be made. The development and utilization of this system can improve the reputation and the globalization of science and technology research journals.
