The aim of this study is to see the change of the general characteristics and frame of nuclear power plant news in Korea from comparing the before Fukushima nuclear accident in Japan on March 11, 2011 with the after. To this aim, the national daily newspapers and the local daily newspapers in Busan located nuclear power plants were selected, and the content analysis of the newspaper stories about nuclear power plants was done. In research results, the stories about nuclear power plants in Korean newspapers increased greatly after Fukushima nuclear accident. Before the accident the nuclear power plant stories about economy held a large majority, while after the accident the stories about society held. Fukushima nuclear accident served as the momentum that the nuclear power plant stories in Korea became main news. Meanwhile, the frame of nuclear power plant stories in Korean newspapers changed greatly after the accident. Justly the environmental security frame increased greatly, because of increasing greatly the stories about security of nuclear power plants with Fukushima nuclear accident. Particularly in the local daily newspapers in Busan before the accident the environmental security frame was 29.3% of stories about nuclear power plants, and after the accident the frame was 77.6%.

The Press related Energy including nuclear energy has social responsibility that it should pass the scientific factors to the right. It is essential to ensure the accuracy and fairness. The general public, such as press releases and information obtained through indirect communication affects social acceptance of nuclear power, which is used to determine the direction of energy policy, the most important factor to be taken into account. Recent rapid increase coverage of NPP lose in balance of nuclear power plants. In this study the qualitative interviews were performed with the workers who stand directly in obtaining information about nuclear related organizations. By E-mail and FGI the data were collected from the workers' perception about domestic nuclear news. They perceived the NPP news that the negative aspects of nuclear power plants were too much dealt in nuclear news coverage, and risk of NPP is only exaggerated and distorted, the lack of expertise knowledge on nuclear power and recognize that the cause was a lack of understanding. '한국은 세계 원전 시장의 새로운 호랑이'(프랑스 일간르피가로 1월 14일 특집기사 제목) 등 UAE원전수주로 촉발된 우리나라의 원전 경쟁력을 집중 조명한 대표적인 외신 보도이다. 이와 함께 '1부 리그 파리 생제르맹이 3부 리그 팀에 진 느낌' 프랑스가 UAE 원전수주 공사를 빼앗긴 것을 두고 프랑스 핵안전연구소(IRSN) 부소장이 토로한 뼈아픈 이 한마디는 그들이 진한 아쉬움이 묻어있지만, 우리에게는 승리감을 뛰어 넘능 세계 최고의 경쟁력 조기 확보라는 숙제와 함께 진검승부를 벼르는 세계 강자들과의 피할 수 없는 결전의 목소리로 받아들여지고 있다.

경수로형 원전에서 발생되는 작업종사자에 대한 피폭선량의 약90%는 1차계통내 재질성분으로부터 방사화되는 코발트 핵종에 기인한다. 원전 선진국에서는 이러한 코발트 생성원을 근원적으로 제거하여 1차계통내 방사선량을 획기적으로 감소시킬 목적으로 Co reduction program을 중점적으로 추진하여 왔으며, 이중 계통내 코발트 주생성원인 각종 밸브재질을 저 Co 또는 Co-free 합금으로 대체시키는 기술이 이미 상당한 수준에 이르렀다. 국내의 건설예정 원전에 있어서도 이러한 기술개발의 적용에 대한 검토가 요구되고 있는 점을 미루어 볼 때, 머지 않은 장래에 국내 원전에 대한 이 기술의 적용이 불가피할 것으로 보여진다. 본 기고문에서는 원전 1차계통내 밸브의 코발트 합금재질 대체기술과 관련된 내용을 중점적으로 소개, 검토하고자 한다.

Cyber security assessment is the process of determining how effectively an entity being assessed meets specific cyber security objectives. Cyber security assessment helps to measure the degree of confidence one has and to identify that the managerial, technical and operational measures work as intended to protect the I&C systems and the information it processes. Recently, needs for cyber security on digitalized nuclear I&C systems are increased. However the overall cyber security program, including cyber security assessment, is not established on those systems. This paper presents the methodology of cyber security assessment which is appropriate for nuclear I&C systems. This methodology provides the qualitative assessments that may formulate recommendations to bridge the security risk gap through the incorporated criteria. This methodology may be useful to the nuclear organizations for assessing the weakness and strength of cyber security on nuclear I&C systems. It may be useful as an index to the developers, auditors, and regulators for reviewing the managerial, operational and technical cyber security controls, also.

영국의 선택을 진지하게 바라보고 있는 전문가들이 주장하는 한 가지 대안은 영국이 새로 짓기로 결정한 전체 원전프로그램을 입찰 과정을 통해서 결정하라는 것이다. 그렇게 되면 현재와 같은 상황에서는 한국이 UAE에서 표준화 된 원자로(APR1400)를 예정된 공기와 예산에 거의 맞춰서 건설해낸 지금까지의 실적을 놓고 볼 때 한국 업체에 낙찰될 것으로 보인다. 한국 업체가 UAE에서 건설하고 있는 4기의 원자로는 영국의 원전 프로그램이 한 단계 올라설 필요가 있는 시점인 2020년까지 완공될 것이 확실하다. 그런 기회를 얻게 된다면 한국 업체는 단지 Moorside 원전에 투자하는 것에 비해 영국의 원전 신설 프로그램에서 보다 큰 역할을 맡을 수 있게 될 것이다.

이희범 산업자원부장관은 지난달 6월 24일 강현욱 전북지사를 만났다. 전라북도 보도 자료(1)에 따르면, 두 사람은 거기서 두통거리 국책사업인 '원전센터' 부지 선정에 대한 얘기들을 주고받았다. 한쪽은 사업추진 주체의 장이요, 다른 한쪽은 부안사태가 일어났던 광역단체의 장이라 둘 사이에서 오간 대담들은 세간의 이목을 끌만한 뉴스 거리였다. 하지만, 중앙일간지들은 애써 보도를 자제했다. "참새들은 방앗간을 그대로 지나치지 않는 법인데....", 무슨 사정이 있었을까？ 둘은 하소연하듯, 각자 그 문제를 자기 방식대로 풀려고 했을지도 모른다. 보도자료 틈새에서 느낄 낌새는 문제로 안겨진다. (중략)
