A Study on Japanese Experience to Secure the Interim Storage Facility for Nuclear Spent Fuel (일본의 사용후핵연료 중간저장 시설 확보 경험에 관한 연구 - 아오모리현 무쯔시 사례 -)

  • The Japanese Government selected Mutsu, Aomori Prefecture as a provisional spent-fuel repository site. This comes as a result of the prefecture's five-year campaign to host the site since 2000. Korea stores spent nuclear fuel within sites of nuclear power plants, and expects the storage capacity to reach its limit by the year 2016. This compels Korea to learn the cases of Japan. Having successfully hosted Gyeongju as a site for low-to-intermediate-level nuclear waste repository, Korea has already learned the potential process of hosting spent fuel storage site. The striking difference between the two countries in the process of hosting the site is that the Korean government had to offer the local city a large amount of subsidy for hosting through competitive citizens' referendum among candidate cities while it was the leadership of the local municipality that enabled the controversial decision in Japan. It is also a distinguishable characteristics of Japan that not a huge subsidy is provided to the local host city. I hope this study offers an idea to Korea's future effort to select a spent-fuel host site.

Radiation Preservation of Fishery Products. II. Application of Radiation Preservation to Cure Shrimp, Common Squid and Little Squid

  • Whole cure shrimp, eviscerated common squid and little squid meats were irradiated with gamma radiation from 60Co using varying dose up to one Mrad. Changes in quality were assessed by organoleptic, chemical (VRS and TMA-N), biochemical (hypoxanthine) and microbiological tests; and the effect of radiation on prolonging of the storage life at 2-4 C was studied. With the cure shrimp, 0.12-0.20 Mrad appears to be optimal with 8 days of storage life, whereas the unirradiated control samples had a storage life of 3 days. With the common squid meat, 0.20-0.30 Mrad appears to be optimal with 14-21 days of storage life, where-as the unirradiated control samples had a storage life of 8 days. And for the little squid meat, 0.12-0.20 Mrad appears to be optimal with 10 days of storage, where-as the unirradiated control samples had a storage life of 5 to 6 days.

The State of Scientific Citizenship in Korea: Centered on the analysis of the citizen's perception survey on the science and technology (한국사회에서 과학기술 시티즌십의 현주소와 전망: <과학기술에 대한 시민의식 조사> 결과 분석을 중심으로)

  • This essay aims to search for the general tendency and characteristics of scientific citizenship, expert knowledge power, and governance in Korea, followed by the analysis of the citizen's perception survey on science and technology. Also, based on the analysis, we try to outline the state of scientific citizenship, and prospect its future. For this purpose, firstly, we choose 11 issues among 13 issues, categorize them into five sub-fields, such as reproduction technologies, nuclear power, climate change and energy, food risk, and information and communication, and analyze them. Consequently, we can pick out six general tendencies and characteristics of scientific citizenship, expert knowledge power, and governance in Korea. To sum up, we try to look ahead the future of scientific citizenship in Korea.

The Production of Riskscapes in the Korean Developmental State: A Perspective from East Asia (동아시아 맥락에서 바라본 한국에서의 위험경관의 생산)

  • The concept of a risk society, which was originally suggested by German sociologist Ulrich Beck, is insufficient to reveal how a certain risk materially and discursively unfolds on the ground and how its various dynamics are recognised by diverse actors because of the concept's spatial insensitivity. As an alternative approach, this paper introduces the concept of the riskscape, which was suggested by German geographer Detlef $M{\ddot{u}}ller$-Mahn, and analyses this concept in the context of the East Asian developmental state. It is meaningful that the East Asian developmental state thesis has strongly promoted the role of the state in stimulating national economic development in underdeveloped countries. However, it should also be noted that an active state role in encouraging modernisation and economic growth within a very short time produces consequences of what Beck calls 'manufactured risks', such as nuclear power plants. Therefore, it is essential to analyse the state in comprehending modernisation and the risk society in East Asia. More specifically, using the case of the location policy for nuclear power facilities, this article reveals how dominant social forces acting in and through the state constructed a national riskscape that minimises the gravity of local risks while prioritising the economic value of the national economy over local risks to produce rapid modernisation. Additionally, it is argued that a dominant national riskscape may become weak from competing with different riskscapes that are constructed based on contingency factors (e.g., political democratisation or a natural disaster). Based on these analyses, the article emphasises that interdisciplinary research using the concept of the riskscape is required to better explain the risks in East Asia.

Preliminary Study on Candidate Host Rocks for Deep Geological Disposal of HLW Based on Deep Geological Characteristics (국내 심부 지질특성 연구를 통한 고준위방사성폐기물 심층처분 후보 암종 선행연구)

  • In general, high-level radioactive waste (HLW) generated as a result of nuclear power generation should be disposed within the country. Determination of the disposal site and host rock for HLW deep geological repository is an important issue not only scientifically but also politically, economically, and socially. Considered host rock types worldwide for geological disposal include crystalline rocks, sedimentary rocks, volcanic rocks, and salt dome. However, South Korea consists of various rock types except salt dome. This paper not only analyzed the geological and rock mechanical characteristics on a nationwide scale with the preliminary results on various rock type studies for the disposal host rock, but also reviewed the characteristics and possibility of various rock types as a host rock through deep drilling surveys. Based on the nationwide screening for host rock types resulted from literature review, rock distributions, and detailed case studies, Jurassic granites and Cretaceous sedimentary rocks (Jinju and Jindong formations) were derived as a possible candidate host rock types for the geological disposal. However, since the analyzed data for candidate rock types from this study is not enough, it is suggested that the disposal rock type should be carefully determined from additional and detailed analysis on disposal depth, regional characteristics, multidisciplinary investigations, etc.

Analysis of media trends related to spent nuclear fuel treatment technology using text mining techniques (텍스트마이닝 기법을 활용한 사용후핵연료 건식처리기술 관련 언론 동향 분석)

  • With the fourth industrial revolution and the arrival of the New Normal era due to Corona, the importance of Non-contact technologies such as artificial intelligence and big data research has been increasing. Convergent research is being conducted in earnest to keep up with these research trends, but not many studies have been conducted in the area of nuclear research using artificial intelligence and big data-related technologies such as natural language processing and text mining analysis. This study was conducted to confirm the applicability of data science analysis techniques to the field of nuclear research. Furthermore, the study of identifying trends in nuclear spent fuel recognition is critical in terms of being able to determine directions to nuclear industry policies and respond in advance to changes in industrial policies. For those reasons, this study conducted a media trend analysis of pyroprocessing, a spent nuclear fuel treatment technology. We objectively analyze changes in media perception of spent nuclear fuel dry treatment techniques by applying text mining analysis techniques. Text data specializing in Naver's web news articles, including the keywords "Pyroprocessing" and "Sodium Cooled Reactor," were collected through Python code to identify changes in perception over time. The analysis period was set from 2007 to 2020, when the first article was published, and detailed and multi-layered analysis of text data was carried out through analysis methods such as word cloud writing based on frequency analysis, TF-IDF and degree centrality calculation. Analysis of the frequency of the keyword showed that there was a change in media perception of spent nuclear fuel dry treatment technology in the mid-2010s, which was influenced by the Gyeongju earthquake in 2016 and the implementation of the new government's energy conversion policy in 2017. Therefore, trend analysis was conducted based on the corresponding time period, and word frequency analysis, TF-IDF, degree centrality values, and semantic network graphs were derived. Studies show that before the 2010s, media perception of spent nuclear fuel dry treatment technology was diplomatic and positive. However, over time, the frequency of keywords such as "safety", "reexamination", "disposal", and "disassembly" has increased, indicating that the sustainability of spent nuclear fuel dry treatment technology is being seriously considered. It was confirmed that social awareness also changed as spent nuclear fuel dry treatment technology, which was recognized as a political and diplomatic technology, became ambiguous due to changes in domestic policy. This means that domestic policy changes such as nuclear power policy have a greater impact on media perceptions than issues of "spent nuclear fuel processing technology" itself. This seems to be because nuclear policy is a socially more discussed and public-friendly topic than spent nuclear fuel. Therefore, in order to improve social awareness of spent nuclear fuel processing technology, it would be necessary to provide sufficient information about this, and linking it to nuclear policy issues would also be a good idea. In addition, the study highlighted the importance of social science research in nuclear power. It is necessary to apply the social sciences sector widely to the nuclear engineering sector, and considering national policy changes, we could confirm that the nuclear industry would be sustainable. However, this study has limitations that it has applied big data analysis methods only to detailed research areas such as "Pyroprocessing," a spent nuclear fuel dry processing technology. Furthermore, there was no clear basis for the cause of the change in social perception, and only news articles were analyzed to determine social perception. Considering future comments, it is expected that more reliable results will be produced and efficiently used in the field of nuclear policy research if a media trend analysis study on nuclear power is conducted. Recently, the development of uncontact-related technologies such as artificial intelligence and big data research is accelerating in the wake of the recent arrival of the New Normal era caused by corona. Convergence research is being conducted in earnest in various research fields to follow these research trends, but not many studies have been conducted in the nuclear field with artificial intelligence and big data-related technologies such as natural language processing and text mining analysis. The academic significance of this study is that it was possible to confirm the applicability of data science analysis technology in the field of nuclear research. Furthermore, due to the impact of current government energy policies such as nuclear power plant reductions, re-evaluation of spent fuel treatment technology research is undertaken, and key keyword analysis in the field can contribute to future research orientation. It is important to consider the views of others outside, not just the safety technology and engineering integrity of nuclear power, and further reconsider whether it is appropriate to discuss nuclear engineering technology internally. In addition, if multidisciplinary research on nuclear power is carried out, reasonable alternatives can be prepared to maintain the nuclear industry.

A Valuation for Gas Hydrate R&D Project Using Fuzzy Real Options Model (퍼지실물옵션모형을 이용한 가스하이드레이트 R&D 사업의 가치평가)

  • As gas hydrate is recently emerging as a new energy source to solve environmental and exhaustion problems caused by fossil energy, Korea is working on a gas hydrate development project under a 10-year plan from 2005 to 2014. Gas hydrate is expected to have a big effect on the economy and society of Korea, which is largely depending on energy imports besides water energy and atomic energy. However, it is uncertain whether the project will produce successful results. Thus, it is very important to improve its validity and to propose effective execution strategies by evaluating the value of the project in advance. Thus, this study intended to include new information, which had not been evaluated in existing methods, and to reduce biases or errors in value evaluation results by applying a fuzzy risk analysis to the real option model in order to evaluate the value of a gas hydrate development project. It is advantageous that the real option model based on the fuzzy risk analysis modelizes the vagueness and inexactness of intangible element judgment into an appropriate language scale so as to evaluate these elements clearly and integrate them with estimated financial performance results. The application of the fuzzy risk analysis makes it possible to conduct an analysis by dissolving a decision-making issue with complicated and various attributes into several simplified problems. With the continuing high oil prices and today's demand of clean energy, the necessity of energy resources and technology development projects keeps growing. Amid this situation, it is expected that these study results will contribute to proposing a guideline not only for gas hydrate projects but also for policy decision-making related to future energy industries.

다국가 시나리오를 포함하는 사용후 핵연료 관리(저장, 재처리, 처분)의 전략

  • 지속가능 에너지원인 원자력은 또한 글로벌 에너지원의 특성을 갖추고 있다 핵연료는 원자로에 장전되는 신규 핵연료를 구성하고 있는 우라늄 채광 단계에서부터 연소 후에 발생하는 사용후 핵연료 (SNF 또는 SF) 관리 단계에 이르는 전과정에 걸쳐 핵연료 사이클로 파악되고 있다. 이러한 전과정 관점에서 볼 때, 핵연료 사이클에 관여하는 이해관계자는 자국뿐만 아니라 다국가 (multination)를 포함하고 있다. 특히, 후행 핵연료 사이클인 사용후 핵연료의 저장, 처리, 처분 단계에서는 다국가 시나리오를 배제하지 않는 사용후 핵연료 관리 전략의 도입이 고려될 수 있다. 여기서 다국가는 접경 국가, 인접 국가, 핵연료 공급 국가, 재처리 제공 국가, 재처리 위탁 국가, SNF 통과 허용 국가, SNF 저장 부지 제공 국가, SNF 향후 이용 국가 등이 될 수 있다 [김성호 2006]. 현재 우리나라에서는 여러 국가로부터 수입되고 있는 신규 핵연료 물질을 연소시켜 나온 사용후 핵연료를 부지내에 임시 저장하고 있다. 사용후 핵연료 발생량의 추산에 따르면, 2016년쯤에 현재 임시저장 용량이 포화될 예정이다 이러한 상황에서 다국가 시나리오를 포함한 관리 전략은 다국가 시나리오를 배제한 관리 전략과 다각적인 측면 에서 비교 검토될 필요성이 있다. 사용후 핵연료의 영구 처분장 부지 확보를 해결하기 위한 선행 단계로 공론화 단계가 지금 준비되고 있다. 예컨대, 단기 공론화 관리 방안의 하나로 비록 소극적인 입장이지만 타국 위탁 재처리 방식이 고려되고 있다 [KRS 2009] 이 연구에서는 단기적인 사용후 핵연료 관리 전략으로 여러 가지 다국가 수준의 저장, 처리, 처분 방식으로 바탕으로 다국가 시나리오들을 제안하려고 한다. 이들 다국가 시나리오를 포함한 관리 전략은 현재 다국가 시나리오를 배제한 국내 사용후 핵연료 처분장 부지 선정이 정치적/사회적 수용성 문제로 어려운 상황에 처할 경우에 해결책을 찾는 데에 기여하리라 본다. 또한, 부지 선정 단계에서 바라지 않는 난항이 나타나는 경우에 국가 차원의 한 대비책으로 다음을 제안한다: 한편으로는 자국 저장 시설이 추진되면서, 다른 편으로는 타국 저장 부지를 확보하는 전략이 검토되어야 한다. 이러한 이중 노선 (dual track) 전략은 여러 유럽 국가에서 이미 고려되고 있는 방안이다 [Greenpeace 2005] 다양한 다국성 정도 (a degree of multinationality) 의 저장, 처리, 처분 방식을 연결하는 가능한 다국가 시나리오 구조가 Fig.1에 제시되어 있다. 다국가 시나리오를 구성하는 기본 요소는 다음과 같다’ 1) 자국 임시 저장; 2) 자국 재처리; 3) 자국 중간 저장; 4) 자국 영구 처분; 5) 다국가 중간 저장; 6) 다국가 재처리; 7 ) 다국가 영구 처분. 이들 기본 요소들을 다국성 정도에 따라 결합하면 다양한 다국가 시나리오들이 얻어진다. 이들을 포함한 SNF 관리 전략은 크게는 1) 다국가 재처리 전략, 2) 다국가 저장 및 재처리 전략, 또는 3) 다국가 처분 전략 등으로 분류될 수 있다.

Modeling for Nuclear Energy for IoT Systems as Green Fuels in Mitigating COVID-19 (COVID-19 완화를 위한 녹색 연료로서 IoT 시스템용 원자력 에너지 모델링)

  • It is analyzed that the energy pattern is affected by the social matters of the disease trend where the energy consumption has been reduced following the depression of the national economy. The campaign of social distance for the people has been done by voluntary or legally due to the epidemic of the Coronavirus Disease 2019 (COVID-19). Some economic stimulus policies have been done in some countries including the United States, South Korea, and some others. It is shown the susceptible, infectious, and recovered (SIR) modeling applied by system dynamics (SD) where the logical modeling is constructed with S, I, and R. Especially, the I is connected with Society including Population, Race, and Maturity. In addition, Economy and Politics are connected to Income, GDP, Resources, President, Popularity, Ruling Government, and Leadership. The graph shows the big jump on 2020 April when is the starting month of the S value multiplication. This shows the effect of the COVID-19 and its related post-pandemic trend. The trends of OECD and non-OECD are very similar and the effect of the virus hazards causes significantly to the economic depressions.
